Start off on the right foot: Educate

• Make sure everyone understands the benefits– Reduce energy costs – lifetime

energy cost savings in local buildings can be significant

– Create local jobs – resources are put towards energy efficient investments and buy equipment locally

– Reduce GHG– Enhance indoor air quality

EPA’s Clean Energy Program:Local Climate and Energy Resources

• Informational resource network that supports local governments' efforts to use clean energy strategies to advance community priorities.

• Making a comprehensive database of planning, policy, technical, analytical, and information resources for municipal governments

• Provide webinar trainings: Using EPA Resources to Maximize Clean Energy in Economic Recovery Spending (March 5, 2009)

• Will soon release a guide on Clean Energy Strategies for Local State and Local Climate and Energy listserv

ICLEI CACP 2009 Software

• Create emissions inventories for the community as a whole or for the government's internal operations.

• Quantify the effect of existing and proposed emissions reduction measures.

• Predict future emissions levels.• Set reduction targets and track

progress towards meeting those goals.

CACP 2009 is an emissions management tool that calculates and tracks emissions and reductions of greenhouse gases and criteria air pollutants associated with electricity, fuel use, and waste disposal. This tool can help you do the following:

Think Strategically

• Where are my biggest energy costs and usage?

• How can I get the biggest bang for my buck?

• Where can I do something that will demonstrate immediate cost savings?

• How far do we want to go?

• How fast do we want to go?

Retrofitting 380 traffic signals in Clackamas County, Oregon produced energy savings of $10,000 in 2007. These savings will offset the cost of the measure in four years.

Ann Arbor

• 25% of energy budget spent on traffic signals and street lighting

• City started pilots to test LED fixtures in traffic and cross-walk signals (annual cost savings of $49,000) and LED streetlights on one city block

• City is equipping all 1,000 downtown street lights with energy efficient LED fixtures

• Expected to save the town $100,000 annually

LED lights typically burn five times longer than the bulbs they replace and require less than half the energy. Full implementation of LEDs is projected to cut Ann Arbor’s public lighting energy use in half and reduce greenhouse gas emissions by 2,425 tons of CO2 annually, the equivalent of taking 400 cars off the road for a year.

Story County, Iowa

• Installed geothermal energy storage equipment at a new facility

• Coupled installation with energy efficiency measures such as lighting upgrades, water heater retrofits, window glazing

• Aggregate energy savings over the first five years of the building’s operation were greater than $200,000, which exceeded the cost of purchasing and installing the until by $25,000

• Create a communication plan

• Raise awareness

• Build capacity

• Motivate

• Track and monitor

• Reward
