1. APPLICATION PROCESS Stage 1: Applicants are invited to submit applications that set out their proposed methodology for the delivery of the project and all relevant experience and qualifications. Stage 1 applications must be made in accordance with the submission requirements as outlined in Appendix A attached. Please read Appendix A carefully and comply fully with the requirements. The deadline for receipt of applications is 12.00 noon, 22nd March 2013. The selection panel as outlined below will consider these submissions and select up to five artists to go forward to stage 2 of this process. Stage 2: Up to five selected artists/artist teams will be invited for interview by the panel. In addition the selected artists/artist teams will be asked to develop their proposal and make a 10 to 15 minute presentation to the selection panel as part of their interview. This should include sketch designs or visualisations, an explanation of the concept for the artwork, how it relates to our vision (as outlined in this document) and how the artist/artist team would approach its design, fabrication and installation. Details of maintenance requirements and lifespan expectations should also form part of the presentation. The artist/artist team must demonstrate how the work can be implemented within the allocated budget as outlined below and details of the anticipated duration of the project with timescales broken down into research, production, delivery and installation. The local community and our service users will be at the heart of this project and the selected artist/artist teams must demonstrate how they will work with the community and service users to develop a sense of ownership of the buildings and their surrounds. Therefore the artist/artist team must also outline the approach they will take to engage and work with the local community and mental health service users. We will expect applicants to showcase previous commissions where they have experience of successful public engagement. The Selection Panel will shortlist artists/artist teams on 26th March 2013 and artists/artist teams will be interviewed on 29th April 2013. The successful artist/artist team will be notified in Early May 2013. The Arts Co-ordinator will be available by email during this period to advise and answer any questions. Successful artists/artist teams must submit their presentations to Berenice Gibson, Mersey Care NHS Trust, by no later than 12.00 noon on 24th April 2013 for interview on 29th April 2013. Detailed project information and artist’s brief and selection criteria are contained in Sections 2 & 3. Please also read carefully Appendix A which contains important information about submitting your application for Stage 1.

2. PROJECT BACKGROUND Introduction Liverpool & Sefton Health Partnerships Ltd (LSHP) have been commissioned by Mersey Care NHS Trust to develop and build a mental health inpatient facility, within the TIME Project. (TIME To Improve Mental health Environments). Mersey Care NHS Trust provides mental health services for adults including older people, as well as learning disability, addiction, psychological, low secure, Cheshire and Mersey forensic psychiatry (medium secure) and high secure services. The TIME Project’s primary aim is to provide high quality, modern, therapeutic mental health environments in the communities where they are needed. We believe the new facility will provide the best mental health environment in the country. The facility to be built under the TIME Project phased programme will be built at Rice Lane on the old Walton Hospital site, opening in Summer 2015. The TIME Project Key Messages are:

There is no health without mental health - one in four of us will experience a mental health problem during our lifetime

The project is more than bricks and mortar...it's primarily about improving the care people receive

This is a once in a lifetime opportunity to build not only new fantastic facilities but also to adopt modern ways of working that will transform the patient experience

The facility will care for local people who need inpatient care, close to home and their families

New facilities will offer privacy and dignity with single en-suite bedrooms and bathrooms, access to safe garden areas and activity spaces.

Art Plan Mersey Care understands that to help a person recover from a mental illness services must work in partnership to encompass the broader determinates of health and wellbeing. The New Economics foundation (2008) described five ways to well being as; connect; be active; take notice; keep learning and give. Clinical Services already embrace creativity and the arts in the context of the five ways to wellbeing, by working with partners from Liverpool’s cultural sector to enhance the therapeutic experience for service user’s and expand options for recovery and long term mental wellbeing.

The TIME project will provide a new inspiring facility that reflects the Trust’s creative vision for recovery, health and wellbeing by;

Connecting to the local community through the architecture and landscape as well as through the services provided.

Supporting service users, staff and visitors to be active by providing healing, sensory environments that offer activity and occupation.

Encouraging people to take notice through environments that offer positive stimulation and connections to nature and beauty, generating hope and optimism.

Motivating people to keep learning by designing spaces and activities that are creative, interesting, stimulating and fun.

Providing environments that offer physical and psychological comfort, safety and sanctuary, and so allow staff and service users to give care, respect and humanity.

Art will be an intrinsic part of the architecture and landscape of the new facility and there should be no distinction between the “art part of the building” and the rest. Key Aims “Our buildings should be places where joy is experience; where staff, patients and visitors alike have their spirits lifted, where doubt moves to hope and hope moves to expectation of recovery”. Enhance the therapeutic experience for service user’s and expand options for recovery and long term mental wellbeing.

Deliver key elements of the five ways to well being particularly connecting to the local community and reducing the stigma associated with mental illness.

Deliver enhancements of the therapeutic environment over the long term.

Offer immediate involvement, occupation, employment and volunteering opportunities to current service users, staff, local communities and local art organisations via the commissioning process.

Enhance existing creative and cultural relationships and develop new ones through the commissioning process that will sustain beyond the life of the TIME project.

Governance Governance of the installations will be the responsibility of LHSP via Farrans Heron Joint Venture (FHJV), the construction partner, supported by the Arts Coordinator as shown in the diagram overleaf.

3. BRIEF AND APPLICANT SELECTION CRITERIA This section provides artists with the project description, project and artist’s brief and selection criteria. Project Brief As an organisation Mersey Care NHS Trust is cognisant of the fear which is sometimes associated with mental health facilities and therefore has worked throughout the TIME Project to engage the local community in the project and reduce stigma. Therefore we want the entrance to our new site to not only welcome you into the building but encourage everyone to “take notice” of something which is interesting and inspiring and changes over time. With this in mind we wish to create a single high impact art piece, either inside or outside the entrance or linking both, which may have a role in way finding, and providing a message of hope, optimism and wellbeing for our service users, staff and neighbours. Location The art installation will be located at Rice Lane, Walton, L9 1AE, on the old Walton Hospital site. Locating the art work at the entrance to, or of, our building should enhance the building providing a positive visual impact. The route from the entrance to the site and up to the building entrance should be considered by the artist. (See attached artist’s impressions and measurements of the front of the buildings in Appendix D)

Working Context Community Participation Community participation in the welcoming art is central to the project and forms part of a wider community engagement programme around the development of the new building and the TIME Project as a whole. It is our aim to involve the local schools, youth groups and residents in delivering this art work as part of our drive to reduce the stigma associated with mental health services and those who use them. Service User Participation People who use Trust services and their carers have the right as equal citizens to be involved in decisions which affect their lives – everything we do! It gives them the opportunity to use their knowledge and experience, develop new skills, improve services and those involved say it contributes to their mental health and wellbeing. It is therefore vital that those using our services are involved in developing the art and will work with the successful artists/artist teams in its creation. Project Budget The budget for this project is £75,000. This budget includes:-

Research & design time

Delivery of all public and service user workshops

Travel costs/time

Attending meetings

All materials

All design fees, including any outsourcing which may be necessary

Total installation costs

Insurance during production and delivery to site

Expenses including CRB checks.

The actual installation and maintenance of the piece will be the responsibility of LSHP. Artists should give due consideration to the impact of the maintenance costs upon the project. This budget is finite and must not be exceeded. A number of payment stages will be identified within the contract. These will be tied in to approval points. The artist will be paid at these points, upon approval of the work and receipt of an invoice. The invoice should be made to LSHP but addressed to Berenice Gibson, Art Co-ordinator at Mersey Care NHS Trust. No payments will be made prior to financial close and the signing of the contract between LSHP and Mersey Care NHS Trust.

Role of the artist and Responsibilities The artist/artist team will be responsible for the concept, design, fabrication and installation of the artwork in consultation with FHJV, Mersey Care NHS Trust and other members of the design team within the budget of £75,000. The artist should inform LSHP of the stage payments requires by it, in terms of artist fees and note that no payment will be made prior to financial close, which is defined as the signing of a lease between LSHP and Mersey Care NHS Trust and is currently programmed to take place in February 2013. The artist/artist team will provide drawings and specifications necessary for achieving any relevant planning permission applications. The artist/artist team will take part in any press and marketing opportunities in relation to the work as requested/agreed by LSHP and Mersey Care NHS Trust. This is an artist led project, and the artist will be expected to take a lead role in the organisation and management of the project, as well as the delivery of public and service user engagement workshops and final art work. The successful art/artist team must agree to:

Complete the project within the time frame and budget provided. Liaison & Meetings

Attend meetings and deliver presentations as and when required.

Liaise with the arts co-ordinator and project design team on all aspects of the project.

Regularly update the arts co-ordinator on project development as agreed at the commencement of the project.

Provide documentation of the welcoming art design and specifications which will remain the property of LSHP and Mersey Care NHS Trust.

Relationships and Engagement

Work with the arts co-ordinator to recruit participants for the project and organise public and service user engagement workshops.

Work with local community organisations, schools and Mersey Care NHS Trust in the development and delivery of public and service user engagement workshops.

Conduct a series of at least 24 hours of artist lead public and service user engagement workshops with service users and the local community during 2013/14.

Liaise with service users and the local community through the public and service user engagement workshops to come up with the final design for the art work.

Fabrication and Installation

Organise all necessary materials for public and service user engagement workshops and for the fabrication of the final art work.

Supply and fund all materials required for the project including, in discussion with FHJV, works’ safety requirements.

Ensure appropriate work site safety procedures are undertaken throughout the preparation and installation of the art in conjunction with FHJV.

Undertake the fabrication and, in liaison with FHJV, the installation of the art.

Marketing and Promotion

Liaise with the art co-ordinator regarding the launch of the project.

Contribute to the marketing activities such as photo shoots, allowing use of concept drawings, providing artist statements and any other reasonable activity requested by Mersey Care NHS Trust and FHJV;

Provide an artist’s statement as part of the completed art work. Reporting & Evaluation

Participate in an independent evaluation study commissioned by Mersey Care NHS Trust.

Contribute to reporting and evaluation requirements at the conclusion of the programme.

Finance, Health & Safety

Submit an itemised project budget that identifies all costs, including contingencies. It must cover all disbursements, design, documentation, materials, manufacturing and the delivery to the site of the finished art work.

Agree and oversee the project time-line and budget in agreement with the arts co-ordinator.

Liaise and co-ordinate with FHJV on programme infrastructure.

Work within the safety, health and environmental policies of FHJV.

Adhere to the terms and conditions of the honorary contract issued by Mersey Care NHS Trust, copy attached at Appendix E.

Artistic and Technical Considerations The work of art should:

Connect to the local community through the architecture and landscape as well as through the services provided.

Encourage people to take notice through providing an environment that offers positive stimulation and connections to nature and beauty, generating hope and optimism.

Enhance the therapeutic experience for service user’s and expand their options for recovery and long term mental wellbeing.

Deliver key elements of the five ways to well being particularly connecting to the local community and reducing the stigma associated with mental illness.

Deliver enhancements of the therapeutic environment over the long term.

Embrace Mersey Care NHS Trust’s design vision.

Change over time e.g. throughout the day, seasons or years.

Lift spirits and offer hope.

Be relevant to the cultural and environmental context of the local area.

Be safe and not constitute a hazard to pedestrians or motorists.

The work of art should not:

Require external plumbing or drainage.

Criteria for Artist Selection* Submissions for both stages will be assessed against the following criteria to ensure that selection is fair and open.

Whether the bid is compliant with instructions issued and demonstrates an understanding and appreciation of the subject and brief.

Artistic quality – evidenced by track record and quality of work.

At least 10 years experience as a practising artist, receptive to working with community groups.

Experience of delivering art based workshops with excellent facilitation and group skills.

At least 3 years experience of working community groups.

The ability to deliver the project within the prescribed time-frame and ensure that the project is delivered by 31st July 2014.

Public Liability Insurance

Professional Indemnity Certificate

Willing to have an enhanced criminal records bureau (CRB) check undertaken.

Willingness to adhere to Mersey Care NHS Trust’s honorary contract.

Durability of the art in a building with a life span of 30+ years.

Lifecycle: The artist should consider the start of life supply and fixing method, identifying servicing (for example lighting) spatial and structural requirements or preferences as part of the proposal. Avoid elements which could reasonably constitute a public hazard. Exterior elements should be robust with secure fixing and be reasonably tamper proof. Internal elements may be less robust but should be capable of resisting normal wear and tear. In either instance there should be no removable parts which could be used as a weapon. Cleaning will be provided by the FM provider and will have particular provisions for the artwork. External elements would be occasionally swept, internally dusting will be concurrent with typical internal decoration cycle. The artist should consider end of life removal identifying spatial requirements and recycling and disposal of components as part of the proposal.

* Please refer to Appendix A for the submission requirements for stage 1 and Appendix B for the Artist Specification. The panel will award the commission to the artist based on their submitted proposal and subsequent interview if successfully shortlisted. Up to 5 artists will be invited to interview at which time they will be asked to give a 15 minute presentation on their submission and answer questions relating to their proposal. 4. LIVERPOOL & SEFTON HEALTH PARTNERSHIP’S RESPONSIBILITIES LSHP is responsible for:

4.1. Monitoring the delivery of the art installation; 4.2. Overall project management and supervision of construction; 4.3. Primary artist/artists contact; 4.4. Providing service user and community contacts; 4.5. Project marketing and reporting; 4.6. Managing the overall budgets for the project; 4.7. Managing all aspects of technical assistance requirements for planning permission

as necessary. 4.8. Agreeing the installation of the art work in liaison with the artist/artists.

5. NOTES ON BUDGETS, FEES AND EXPENSES FOR SHORTLISTED ARTISTS Fees and Expenses Up to five artists will be shortlisted and invited to develop and present a proposal as detailed in the brief. Shortlisted artists will each be awarded a fee of £500 to develop and present a proposal to the required standard. The payment of £500 will be deducted from the successful artist’s final bill. The budget for the commission itself is £75,000. This is inclusive of artist’s fees and expenses, cost of fabrication, and installation. PROJECT TIMELINE The project timeline is an estimate based on the current situation and may be subject to alteration.

JPEG format or QuickTime movies of not more than 30 seconds duration each;

TIME Project: Design Vision

In order to create inspiring facilities that reflect the Trust’s vision for recovery, health and wellbeing we need to ensure that a golden thread flows through the architecture, landscape, art, interior design, and furnishing (incl. lighting) providing an integrated feel to the finished hospital. Art will be an intrinsic part of the architecture and landscape of both new facilities and there should be no distinction between the “art part of the building” and the rest. Throughout the buildings and their landscape we need to provide public areas which offer welcome, hope and optimism to all who use them; therapeutic and interactive spaces in the semi-public areas and a feeling of personal comfort and sanctuary in the private areas. We understand that to help a person recover from a mental illness services must encompass the broader determinates of health and well being. The New Economics Foundation (2010) described five ways to well being as; connect; be active; take notice; keep learning and give. These new buildings must: …Connect to the local community through the architecture and landscape as well as through the services provided. …Support service users, staff and visitors to be active by providing healing, sensory environments that offer activity and occupation. …Encourage everyone to take notice through environments that offer nature, beauty, hope and optimism. …Motivate us all keep learning by designing spaces that are interesting, stimulating and fun. …Provide environments that offer physical and psychological comfort, safety and sanctuary, and so allow staff and service users to give care, respect and humanity. Only by recognising this need for integration across all the strands of the project will we ensure that our vision is met. Note: This summarises the vision described in the Tenant’s Requirements documents and the Art Strategy.

Through the course of your employment you may become aware of confidential information concerning staff, patients or health service business. It is very important that the Trust collects any necessary data lawfully, fairly and accurately. HEALTH AND SAFETY AT WORK Whilst at work you must take reasonable care for the health and safety of both yourself and others with whom you come into contact and who could be affected by your work. You must also comply with the health and safety rules and procedures appertaining to your job. Should you have an accident at work or be the subject of any untoward occurrence, which may or may not have resulted in injury, you should report this immediately and complete the appropriate form. You are indemnified in respect of industrial industries and insurance cover as though an employee of the Trust so long as you are undertaking tasks/activities which you have been authorised to undertake under the terms of your honorary appointment.

WORKING TIME

Your attention is drawn to the Working Time Regulations which limit working time to an average of 48 hours per week, calculated over a 17 week reference period. This includes all working time, including work for other employers. If you anticipate you will work in excess of this limit, you must sign an agreement to this effect. A copy of this agreement is attached and should be returned with your acceptance of this appointment, if applicable. You can withdraw from this agreement at any time by giving one months notice to your manager. If you find you are required to work in excess of 48 hours per week on a regular basis and have not consented to do so you should inform your manager in writing.
