Bill would allow BOA tocertify inspectors.

Legislation introduced inthe House would provide thatqualified building code in-spectors may be certified bythe Building Officials Asso-ciation of Georgia. Intro-duced by Regulated Indus-tries Chairman Howard Max-well, HB 341 specifies that aperson meeting the require-ments in certification levelsII, III, IV or V and certified bythe BOA shall be deemed aqualified inspector.”

Regarding plumbers,Paragraph (F) of Section 1says that qualified inspectormeans “A person inspectingfor compliance with the Inter-national Plumbing Code forone and two family dwellingswho hold a certification fromthe ICC as a plumbing in-spector, a journeymanplumber or master plumberlicense from the State Con-struction Industry LicensingBoard, or a certification fromthe Building Officials Asso-ciation of Georgia meetingthe minimum experience andtesting requirements fromICC or other Building Offi-cials Association of GeorgiaCertification Committee ap-proved testing agency. Any-one possessing a BuildingOfficials Association of Geor-gia certification at suchstated level or levels on theeffective date of this CodeSection shall be deemed aqualified inspector underthis Code Section.

Broad tax reform bill intro-duced.

Legislation introduced inthe House this week calls forcomprehensive reform of theGeorgia tax code, includingimposition of a “flat tax ratestructure” and repeal ofmost existing sales tax ex-emptions. Introduced byRep. John Carson ofMarietta, HB 445 will notpass this year, but could bethe vehicle for an interimstudy of the tax code.

Much of the 81-pagetome is devoted to repeal ofvarious income tax creditsand sales tax exemptions.Included is repeal of the in-come tax credit for equip-ment that reduces domesticor business water use, ef-fective at the end of 2021.Tax credits for water conser-vation facilities would also berepealed, effective in 2016.

The bill would repeal

sales tax exemptions for “En-ergy Star Qualified Productsand WaterSense Products.”It would also repeal the salestax exemption for buildings,machinery, and equipmentused for water conservation.

At this time it is not clearwhether the Ways & MeansCommittee will hold a hear-ing on the bill this year.

Panel approves billaddressing exclusiveremedy.

The House Industry andLabor Committee yesterdaypassed HB 412, the bill toclarify that workers compen-sation is the exclusive rem-edy for work-related injuries.The bill now awaits approvalby the Rules Committee be-fore proceeding to theHouse floor. HB 412 ad-dresses an appeals courtdecision which held that afatal construction site injurywas not only compensableunder workers compensa-

tion, but that the family of theemployee could collect civildamages as well. The courtreasoned that the failure ofa sub-contractor to carry theprescribed level of insuranceconstituted a breach of con-tract, and that the exclusiveremedy provisions in the lawdid not apply.

Introduced by Rep. MarkHamilton of Alpharetta, HB412 would limit the scope ofthe decision and clarify thatcontract provisions do notnegate the exclusive remedyprovisions in the law.

In a city with ground el-evations as low as six (6) feetbelow sea level and over128 mile levee system sur-rounding the populated ar-eas of the city, it is not sur-prising that next to a safeand abundant water supply,the uppermost concern onthe part of the citizens in thecity of New Orleans isweather the drainage sys-tem will protect them the nexttime it rains hard. New Or-leans has had its share oflocalized street and houseflooding over the last 100years, but in recent times themost remembered rainfall ofMay 8-9, 1995, seemed tohave kicked off more than adecade of rainfalls that havebeen record breakers ornear record breaks.

The New Orleans Drain-age Systems dates back tothe turn of the century whenthe New Orleans DrainageCommission was estab-lished in 1896, merging withthe Sewerage & WaterBoard in 1903. The man whofinally conquered the swampwas Albert Baldwin Wood, anelectrical engineer for theSewerage and Water Board.

Since the river levees arehigher than the lake levees,most storm runoff is pumpedinto Lake Pontchartrain withthe exception of two pump-ing stations on the Westbank of the Mississippi riverand six stations in the east-ern part of the city that pumprunoff into the ItracoastalWaterways.

The area to be drainedconsists of approximately61,535 acres in the devel-oped portion of the city. Theaverage annual rainfall is58.12 inches and everydrop of this rainfall must bepumped and drained fromthe city's street and property.Since most other metropoli-tan areas around the worldare able to depend on grav-ity to assist in the drainageeffort, the New Orleans sys-tem is truly unique.

Taco’s Innovation &Development Center EarnsLEED Gold Certification

The Taco Innovation andDevelopment Center (IDC),which opened in mid-2012,has been awarded Leader-ship in Energy and Environ-mental Design (LEED) Goldcertification by the U.S.Green Building Council(USGBC). The 24,037-square-foot facility, whichhouses classrooms andmeeting space for hydronictraining and educational pur-poses, achieved 62 pointsout of a total of 79 possiblepoints for LEED Gold.

The Taco IDC, in additionto its instructional/educa-tional focus for both Tacoemployees and HVAC indus-try professionals who visitthe facility, was designed tobe a showcase for energysaving and sustainableproducts and systems, whichare visible throughout thebuilding for viewing, hands-on learning, and teaching.

Products and systems in-stalled in the IDC includechilled beams (active andpassive), radiant ceilingheating and cooling, fancoils, water-source heatpumps, perimeter radiation,radiant floor heating, solarhot water, radiant snow melt,and geothermal. The me-chanical design goal was tooptimize hydronic-side de-sign and remove/add asmuch heat as possible usingchilled beams, flat-panel ra-diation along the IDC’s walls,and radiant floor systems. Allequipment and systems arecontrolled by Taco’s propri-etary iWorx Web-basedbuilding management prod-uct line and monitored by anumber of sensors andmeters throughout the build-ing. The performance of themechanical and electricalsystems is monitored con-tinuously via dedicated mea-surement and verificationsystems. Since the buildingwas completed, several newmeasurement stations wereadded including hydronic

Btu metering systems, elec-trical sub-meters, and build-ing automation monitoringsystems. These measure-ment systems have allowedTaco to monitor energy con-sumption in real-time andcompare those actual en-ergy measurements againstthe initial energy model. Allindications are that the build-ing is meeting or exceedingthe projected energy sav-ings.

For example, during theperiod from Sept. 1, 2014 toDec. 31, 2014, the buildingconsumed 126,290 KBtu fromthe hot water heating systemor approximately 150,345KBtu of natural gas at 84 per-cent boiler efficiency. Tacoestimates that this is approxi-mately 75 percent of the an-nual gas consumption forheating Btu. Natural gas con-sumption projected for anentire year is approximately200,460 KBtu. The energymodel predicted that thebuilding would consume296,900 KBtu annually. Theactual consumption is esti-mated at 67.5 percent of theprojected consumption.These numbers will be refinedas more data is collected.

In considering its LEEDapplication, Taco said its ob-jective was always to imple-ment a system approach toachieving energy efficiencyrather than chase individualLEED points. The companywanted to design the mostefficient building possible andsee how the design translatedinto LEED points. At the timeof construction, project man-ager Chris Integlia, Taco’sexecutive vice president, said,“Our approach to this projecthas always been to haveLEED certification as a publicvalidation of the efforts we’veput into the project, and as aconfirmation that our prod-ucts and technologies will helpnot only Taco but others in ourindustry achieve highly sus-tainable green buildings.”

The manufacturers thatmake the products that wespecify, purchase, and installmake having a job as a con-tractor/engineer possible.At the drop of an email, Ihave an expert that under-stands their product and thelimits of them. Without a fo-rum to meet different manu-factures, talk with them, andactually put my hands ontheir products, I would be lim-ited in my exposure to inno-vation and new products thatwe are seeing in our indus-try. Most manufactures evenlet me take their productsapart to see what is on theinside, reassembly is not al-ways guaranteed. Withoutthese products, most of uswould not be doing the jobswe have been blessed with.Manufactures are a vital partof the design process and Ihave a Rolodex full of themthanks to ASPE.

There is no constructionwithout the contractor. Theconversations I have hadwith some of our local con-tractors have helped me tounderstand how not only todo my job as a designer bet-ter but often, how to do itright. I am ashamed to ad-mit, I have never installed apiece of cast iron pipe in mylife. Thanks to a certain mas-ter plumber I met throughASPE, I know how it shouldbe installed. I actually rec-ognized him on-site after ameeting and was question-ing why a pipe had been in-stalled that way it was, I thenreceived a lesson. It was agood a conversation thathad a positive tone becauseI knew the man. This wasconversation was possiblebecause of the neutral plat-form that ASPE creates.

The relationships webuild through ASPE are justa small portion of what I havebeen able to extract from thesociety. I have made friends, I progressed in my career,and I received education allthrough ASPE. At times, Ifeel selfish for all of thethings that I have been ableto receive. I can honestlysay the American Society ofPlumbing Engineers hasmade me a better engineer,with becoming a better en-gineer is an added value tome. On a job site, there canbe no cutting corners – figu-ratively and literally. Whenyou run your constructionfirm with strong ethics, youremployees work harder andyour company image standstaller. Being transparent withyour clients, as well as yourpermanent and temporaryemployees, translates intoan impressive reputationand increased revenue.

But what exactly is trans-parency? Most often, theword is used to describe awillingness to share informa-tion, positive or negative,and an open line of commu-nication. For a constructioncompany, transparencymeans so much more. It canmake or break your reputa-tion, giving your clients asense of trust that will make

them comfortable followingyour leadership. Ethicalbusiness practices lay thefoundation for transparency.Being ethical in the construc-tion business isn’t aboutmorality or absolute rightand wrong; it’s about creat-ing and maintaining a stan-dard of conduct that encour-ages fair behavior and hon-est decision-making.

Customer relationshipsaren’t the only ones that canbenefit from transparency;construction workers needto see your company’s eth-ics, as well. The Operations Depart-ment personnel monitor thecanal water level, monitorweather forecast through adirect tie to the NationalWeather Service radar sys-tem, communicate with otherstations and senior manage-ment, and keep informed onweather activity around thecity.

Situations vary, but as ageneral rule the system canhandle one (1) inch of rainthe first hour and, as theground becomes saturated,one-half (1/2) inch per hourthereafter. That's three (3)inches in five (5) hours.Rainfall at a greater ratethan that will probably causeflooding; this is more than3.5 times the capacity thatsystem could handle.

Routine maintenance ofthe equipment is done byDrainage Operation Person-nel; however, major mainte-nance on pumps, motors,generators, etc. is done byour Facility MaintenanceDepartment.

DPS Number 6The drainage system's

largest single pumping facil-ity is the pumping station. Itincludes 15 pumps; of whichseveral measure 14 ft in di-ameter and are capable ofpumping 710 MGD (1,100CFS) each. It also has equip-ment to clean the suctionscreen automatically. DPSNo. 6 is the world's largestpumping station of its kind.

The actual date of theoriginal construction of thisstation is unknown; however,according to the historians,the "Metairie Pumping Sta-tion 6" was erected by theDrainage Commission ofNew Orleans in 1899 by theNational Contracting Com-pany of New York. The lat-est improvements were donein 1986-1989 by Atlas Con-

In the City of new Or-leans, the storm surgecaused more than 50breaches in drainage canallevees and also in naviga-tional canal levees and pre-cipitated the worst engineer-ing disaster in the history ofthe United States. By August31, 2005, 80% of New Or-leans was flooded, with someparts under 15 feet (4.5 m)of water. The famous FrenchQuarter dodged the massiveflooding experienced in otherlevee areas. Most of thecity's levees designed andbuilt by the United StatesArmy Corps of Engineers(USACE) broke somewhere,

It hasprompted a Congressionalreview of the Corps of Engi-neers and the failure of por-tions of the federally buildflood protection system
