Safe Routes to School Program
Safe Routes to School (SRTS) program is a federally funded, community-based initiativeto create safe, convenient, and fun opportunities for children to bicycle and walk to andfrom schools. The program has been designed to reverse the decline in children walkingand bicycling to schools, and to help address the alarming nationwide trend towardchildhood obesity and inactivity.
A task SRTS Team representing diverse sectors of the Lima community was convened inApril of 2012 and has met regularly since that time to develop and implement a SRTSImprovement Plan for schools in the Lima City School District. The schools includeHeritage Elementary School, Unity Elementary School, Lima North Middle School andLima West Middle School.
Using the five “E’s” in walking and bicycling safety: Engineering, Education,Enforcement, Encouragement and Evaluation, the task force identified how currentconditions could be improved to make it safer and more attractive for children to walkand bicycle to school. Engineering refers to infrastructure projects that improve thepedestrian and bicycle environment within two miles of a school. The other E’s refer tonon-infrastructure programs that are intended to affect student or driver behavior toresult in more walking and biking to school.

City ContextThe Lima City School District is located within Allen County in northwest Ohio. Thedistrict encompasses the entire City of Lima. Walking is the primary travel mode forstudents that reside within ¼ of a mile from the school. However, students that livebeyond this distance mainly travel by school bus or family vehicle. The goal of the SRTSprogram is to increase the amount of students that walk or bicycle to school, particularlyfor students that live within a two mile radius. Factors limiting students walking orbicycling to school are discussed in this chapter.
School DistrictAs of 2012, Lima City Schools includes 11 total schools with an enrollment ofapproximately 4,216 students. This report focuses on two elementary schools and twomiddle schools located in the district.
Schools Included in the Lima School Travel Plan (STP)This chapter provides a summary of information relating to students that attend thefour schools targeted in this report, including the District’s travel policies; issues withwalking or bicycling; the potential amount of students that walk or bicycle to school;school arrival and dismissal processes; and current activities at the school thatencourage walking and bicycling. Additionally, student location maps for each school areincluded in the Appendix E.
District Travel PoliciesLima City Schools provide transportation to all students in grades PK-8 who live morethan 1.5 miles from school via yellow bus. Students travel on their own to theirdesignated bus stops. The Board permits students’ use of bicycles based on theSuperintendent’s administrative guidelines. Schools have bike racks available forstudent use.
Parent Attitudes toward Walking and Biking (All Four Schools)
Reasons for not allowing children to walk or bicycle to school:Many parents would not feel comfortable allowing their child to walk or bike to schoolalone at any age.The distance children have to walk to get to school is a common issue parents have withwalking or biking to school. The amount of traffic and speed of traffic along the route is an issue for many parents. Also, the safety of intersections and crossings is an issue.Weather and climate is another issue that concerns many parents.Violence or crime concerns many parents with regards to letting their children walk orbike to school.

This chapter discusses issues that impact walking and bicycling to Lima City Schoolsand proposes countermeasures for addressing them.
Issues
The issues covered in this chapter were identified through discussions with the SRTSTeam; responses to principal and parent surveys; walk audits at each school; evaluationof written documents detailing city and school district plans, policies, procedures, andprograms; and evaluation of data provided by the state, city, and school district.
Countermeasures
In order to emphasize the multifaceted approach necessary to address identified issues, countermeasures are categorized based on the “5 Es” (education, enforcement, encouragement, engineering, and evaluation). Non-infrastructure countermeasuresrepresent four of the “5 Es” (education, enforcement, encouragement, and evaluation).A calendar is provided to show the month anticipated to implement the non-infrastructure countermeasures planned for the next 12 months.
The last of the “5Es,” Engineering, is represented in the non-infrastructure tables. Thesetables provide information on the approximate cost, priority, and a general timeframeanticipated for implementation.
Education Countermeasures: These are the education strategies our team plans toimplement in the next 12 months.
EDUCATION
Issue CountermeasurePedestrian and Bicycle Safety Use ODOT’s “Safe Routes to School” lesson
plans to teach students the many aspectsof pedestrian and bicycle safety.
Driver Behavior Provide parents with informationregarding driver and pedestrian safetywithin the school zone.
Driver Behavior Establish a district-wide speed reductionand/or “No Phone Zone” campaign.
Crime/Violence Implement a Walking School Bus and/orBullying Prevention Program
General Education Provide pamphlets and materials tostudents related to health
Medium and long term strategies our team will undertake beyond 12 months):1. Continuing to teach the ODOT SRTS lesson plans for grades K-82. Participate in October walk to school events3. Work with the local health department to provide information on staying healthy
through eating right and walking and riding bikes to school.

This section summarizes input received through engaging SRTS team members, school leadership, parents and partners like the City of Lima and the HealthDepartment.
SRTS Team Input
The project team conducted a SRTS Team meeting at Lima West Middle School on April12, 2012. The meeting was an opportunity for key project stakeholders to discuss thegeneral planning process and the travel plan methodology. Stakeholders also discussedtheir goals and objectives for the Lima City School District School Travel Plan (seeChapter 2, “Our Vision.”). Lastly, the SRTS team provided an overview of the SRTSprocess, including related initiatives, key project challenges and available resources. Itwas apparent that the Lima City Schools team had met about the travel plan and wasfamiliar with the issues.
The SRTS Team gathered information regarding the travel operations for the fourschools, including busing policy and structure, as well as internal (faculty and staff) andexternal (parents) travel operations. A walk audit was conducted at each of the fourschools after the meeting to further determine needs along various routes. The groupsobserved school dismissals at all four schools and noted concerns with operations atvarious schools. They also provided examples of the types of walking environmentissues that they hoped to address through the district-wide SRTS Travel Plan process, including fixing missing sidewalk connections and hazards to personal safety. Notesfrom the walk audit are provided in Appendix C.

323687 REASON WHY I'D RATHER DRIVE MY CHILDREN IS BECAUSE I DON'T REALLY THINK IT'SSAFE FROM PREDITORS AND OTHER TYPES OF CRIMES. BUT THEY DO GOT TO WALKHOME BECAUSE I DON'T GET OFF WORK TILL 5:00PM SO THEY HAVE TO. BUT IF I COULDPICK THEM UP I WOULD.
HeritageElementarySchool
323689 MORE 'CHILDREN WALKING/CROSSING' SIGNS PUT UP AND STOP SIGNS GOING OUR BUSYSTREETS TO HELP KEEP CHILDREN SAFE.
HeritageElementarySchool
323690 I THINK THERE SHOULD BE TRANSPORTATION AVAILABLE TO THOSE STUDENTS THATWALK/BIKE DURING COLDER WINTER MONTHS, EVEN WHEN WITHIN 1 MILE RULE OFSCHOOL. THANKS!
HeritageElementarySchool
323691 I THINK SOM OF CROSSING GUARDS AREN'T ALWAYS DOING WHAT THEY NEED TO.PLAYING WITH OTHER STUDENTS OR JUST NOT PAYING ATTENTION.
HeritageElementarySchool
323696 LESS TRAFFIC AND LESS MOUTHY KIDS.
HeritageElementarySchool
323700 IF THERE WERE A CROSSING GUARD ON COLE AND SIDEWALKS ON ALL OF RICE AVENUETHEN I WOULD PROBABLY RECONSIDER LETTING MY KIDS WALK HOME.
HeritageElementarySchool
323705 MY CHILD WILL NOT WALK BY HERSELF BECAUSE IT IS JUST NOT SAFE NOW-A-DAYS. IWON'T TAKE A CHANCE OF NEVER SEEING HER AGAIN.
HeritageElementarySchool
323707 TOO MANY SEX OFFENDERS IN LIMA. I DON'T FEEL KIDS ARE SAFE WITHOUT AN ADULT. IFEEL THEY SHOULD BE OFFERED BUSSING TO ALL LIMA CITY SCHOOLS FOR ALL STUDENTS.
HeritageElementarySchool
323716 THE MAIN INTERSECTIONS OF ELM AND JAMESON - MARKET & JAMESON AND NORTH ANDJAMESON ARE TOO BUSY AND TRAFFIC DOESN'T LOOK OUT FOR SMALL CHILDREN.DRIVERS JUST DON'T SEEM TO CARE THESE DAYS.
HeritageElementarySchool
323852 IT IS TOO UNSAFE IN MANY WAYS. CHILDREN CANNOT BE WITHOUT ADULT SUPERVISIONPERIOD.
HeritageElementarySchool
323854 I PREFER MY CHILD TO GET DROPPED OFF EVERY DAY INSTEAD OF WALKING. WE DON'THAVE TRANSPORTATION.
HeritageElementarySchool
323860 MY CHILD RIDES BECAUSE OF OTHER CHILDREN GOING TO SCHOOL.
HeritageElementarySchool
323876 WHAT DOES IT MATTER WHAT GRADE I COMPLETED?
HeritageElementarySchool
323889 I FEEL SAFER TAKING MY CHILDREN TO SCHOOL SO I KNOW THEY GET THERE ARLIGHT.
HeritageElementarySchool
323890 MY SON WILL NOT WALK UNLESS HIS IS WITH A PARENT. THANK YOU FOR YOUR INTERESTOF THE SAFETY OF MY SON.
HeritageElementarySchool
323911 WE LIVE ON LELAND AVE.
HeritageElementarySchool
323918 I DON'T FEEL IT IS SAFE FOR CHILDREN TO WALK ALONG BUSY STREETS OR FOR LONGERTHAN 45 MINUTES (DUE TO CRIME). I FEEL ALTHOUGH IT IS HEALTHY TO WALK, I PREFERMY CHILDREN TO GET EXERCISE ELSEWHERE & STAY SAFELY ON A SCHOOL BUS.
HeritageElementarySchool
323937 MY CHILD WOULD NEVER WALK TO SCHOOL BECAUSE THERE'S TOO MUCH VIOLENCE ANDPEOPLE DRIVE CRAZY, IT IS SEEN A LOT.
HeritageElementarySchool
323939 I WOULDN'T FEEL SAFE FOR MY SON TO WALK OR BIKE UNTIL HE WAS IN A HIGHER GRADEAT LEAST 6TH GRADE THEN MAYBE I WOULD FEEL A LITTLE SAFE.
HeritageElementarySchool
323941 WE WOULD NOT LET OUR CHILD WALK OR RIDE A BIKE TO SCHOOL THE ONLY WAY WEWOULD LET OUR CHILD WALK TO SCHOOL IS TO HAVE MOM OR DAD WALK WITH THEM.
HeritageElementarySchool
323944 NEED MORE CROSSING GUARDS AND LESS TRAFFIC.
HeritageElementarySchool
323945 MY CHILD DOES NOT WALK OR RIDE A BIKE. I TAKE MY CHILD AND PICK HIM UP DAILY.THERE ARE TOO MANY SEX OFFENDERS AROUND OUR HOUSE.
HeritageElementarySchool
323950 I FEEL THERE SHOULD BE SAFETY PATROL ON COLE AND LELAND. THERE ARE A LOT OFKIDS THAT CROSS THAT STREET!
HeritageElementarySchool
323953 I JUST DON'T FEEL COMFORTABLE WITH MY CHILD WALKING AND BIKING PERIOD. I PREFERTO DRIVE HIM SO I KNOW IN MY HEART AND GUT THAT HE IS THERE SAFE AND SOUND. IWATCH HIM WALK IN THE DOOR ONCE HE'S THERE.
HeritageElementarySchool
323956 ELEMENTARY KIDS SHOULD ALWAYS BE BUSSED OR TAKEN IN A CAR.
HeritageElementarySchool
323961 I THINK THAT WE LIVE TOO FAR FOR HER TO HAVE TO WALK ANYWAYS.
HeritageElementarySchool
323967 I HAVE ONE THAT WALKS FROM WEST MIDDLE SCHOOL WITH FRIENDS. SHE GETS HOMEAT APPROX 3:45, I GET HOME AT 4:35, SHE IS SAFE AND I SAFE $50 A WEEK. SO FINANCESALSO PLAYED A PART IN MY DECISION TO LET THEM WALK HOME. I ALSO HAVE MYNEIGHBORS LOOK OUT. ABOUT 1/2 HOME, ONE OF THE GIRLS GRANDMOTHERS LIVES.TEHY PASS HER HOUSE WHICH SERVES AS A LOOKOUT OR A SAFE HOUSE FOR THEM ONTHE WAY HOME.

324596 IF MY CHILD HAD AN OLDER BROTHER OR SISTER TO WALK WITH, THAT WASRESPONSIBILE, THEN I WOULD CONSIDER LETTING HIM/HER WALK.
HeritageElementarySchool
324603 ANOTINIO GOES TO DAY CARE ON THE SOUTH SIDE ON MOST DAYS.
HeritageElementarySchool
324604 MY DAUGHTER REALLY ENJOYS HER SCHOOL,THEY REALLY CARE ABOUT THE CHILDRENSUCCEEDING.
HeritageElementarySchool
324612 I FEEL THAT THERE IS TOO MANY PREDITORY OFFENDERS THAT LIVE IN CITY LIMITS TOLET ANY CHILD OF ANY AGE WALK ALONE TO SCHOOL.
HeritageElementarySchool
324614 IF WE LIVED IN ANY OTHER DISTRICT I WOULD NOT LET MY CHILDREN WALK. THEY WALKBECAUSE OU RHOME IS ONLY 3 BLOCKS AWAY FROM SCHOOL.
HeritageElementarySchool
324619 IF MY CHOLD WERE OLDER THEN I WOULD LET HIM WALK TO FROM SCHOOL, BUT NOT TOSCHOOL.
HeritageElementarySchool
324634 OUR DECISION TO ALLOW THEM TO WALK WAS BASED ON SCHOOL DISTRICT AND OURLOCATION. THEY LIVE 3 STRAIGHT BLOCKS AWAY FROM THE SCHOOL.
HeritageElementarySchool
324642
HeritageElementarySchool
324643 WE DO NOT LIVE IN AN AREA WHERE I WOULD LET MY KIDS GO DONE ON A BIKE, OR WALK.TODAYS WORLD IS NOT LIKE IT WAS WHEN I WALKED.
HeritageElementarySchool
324666 BECAUSE OF THE LEVEL OF CRIME IN LIMA AND PEDAFILE LISTS ECT...IT PROBABLYWOULDN'T MATTER IF WE LIVED A BLOCK FROM SCHOOL. I WOULD STILL GO PICK MYCHILD UP AND NOT ALLOW THEM TO WALK TO OR FROM SCHOOL.
HeritageElementarySchool
324668 MY DAUGHTER HAS TO WALK WHEN SHE CAN SO SHE CAN LOOSE WEIGHT. SHE IS INKINDERGARTEN AND HAS LOST 13 LBS. I WOULD AWLAYS WALK MY 3 CHILDREN TOSCHOOL EXCEPT FOR BAD WEATHR DAYS, THEN THEY GET A RIDE FROM MY MOM.
HeritageElementarySchool
324678 MY SON WILL NOT WALK. ONE DAY I SEEN A WOMAN ALMOST RUN THE STOP SIGN.ALMOST HIT 2 KIDS IF SHE DIDN'T STOP ON TIME, SHE WOUL DHAVE HIT THEM KIDS. SO HEWON'T WALK UNTIL HE GET OLDER.
HeritageElementarySchool
324684 AT LEAST 2-3 TIMES A WEEK HE DOES NOT GO HOME. HE GOES TO A DIFFERENTLOCATION, DUE TO MY WORK.
HeritageElementarySchool
324911 I HAVE NEVER ALLOWED ANY OF MY CHILDREN TO WALK/BIKE TO SCHOOL. I MAKE SURETHEY GET THERE AND TO THE BUS STOP.
HeritageElementarySchool
324913 WE LIVE 2 BLOCKS FROM THE SCHOOL SO WALKING IS CONVENIENT AND FUN FOR USBOTH.
HeritageElementarySchool
324917 MY CHILD WILL NOT WALK BY HIMSELF BECAUSE IT IS JUST NOT SAFE NOW A DAYS. IWON'T TAKE THE CHANCE OF NEVER SEEING HIM AGAIN.
HeritageElementarySchool
324924 I FEEL MORE PARENTS NEED TO WALK WITH THEIR KIDS. INSTEAD OF KIDS WALKING KIDS.MORE TRAFFIC MONITORS BEFORE AND AFTER SCHOOL. ADULTS (PARENTS)
HeritageElementarySchool
324934 I FEEL THERE SHOULD BE SAFETY ON COLE & LELAND. A LOT OF KIDS CROSS THEINTERSECTION.
HeritageElementarySchool
324981 PARENTS SHOULDN'T HOLD UP TRAFFIC IN FRONT OF SCHOOL. I HAVE CAME TO PICK UPMY CHILD, YOU BE IN LINE FOR A GOOD 3-4 MINUTES CAUSE PEOPLE ARE JUST SITTING INMIDDLE OF ROAD WAITING FOR KID TO COME INSTEAD OF PARKING. STAFF SHOULD BEOUT THERE TELLING THEM TO KEEP IT MOVING OR RIGHT DOWN PLATES AND TURN INTHEM TO GET A TICKET OR TWO. I BET THIS WOULD STOP.
HeritageElementarySchool
324989
HeritageElementarySchool
324993 I WALK MY KIDS TO AND FROM SCHOOL UNLESS I AM AT WORK. THESE DAYS THEYA RETRASNPORTED BY FATHER OR GRANDMOTHER. IF IT IS RAINING OR VERY COLD ITRANSPORT THEM BY PRIVATE CAR. WE ENJOY OUR WALKS TOGETHER.

HeritageElementarySchool
324998 NEEDS TO BE CROSSING GUARDS AT COLE AND LELAND. HAVE SEEN A LOT OF KIDSCROSSING.
HeritageElementarySchool
325005 IT DEPENDS ON THE CHILD. IF THEY KNOW HOW TO PAY ATTENTION ON A BIKE. I SAY IT'S50/50 FACT. IF THEY ARE WALKING/RIDING, THEY COULD GET HIT. IF A CHILD PUSHANOTHER CHILD IN THE STREET THEY COULD GET HIT. IF A CHILD ON A BIKE FALL OR ISMOVING SLOW, THEY COULD GET HIT. IF A DRIVER IS NOT WATCHING THEIR SPEED ACHILD COULD GET HIT.
HeritageElementarySchool
325028 I FEEL THAT WE LIVE TOO FAR AWAY AND ON A TOO BUSY OF A STREET. WE DO WALK TOAND FROM THE BUS STOP ON NICE DAYS THOUGH.
HeritageElementarySchool
325037
HeritageElementarySchool
325058 SAFETY OF THE CHILDREN @ THIS INTERSECTION NEEDS TO BE ADDRESSED. TRAFFIC ISRIDICULOUS, SPEEDING & RUNNING THE LIGHT.
HeritageElementarySchool
325061 WE LIVE OUTSIDE OF THE LIMA CITY SCHOOL DISTRICT OUR CHILD IS OPEN-ENROLLED.
HeritageElementarySchool
325062 I DON'T LET MY CHILDREN WALK BECAUSE OF THE SICKO'S IN THIS WORLD.
HeritageElementarySchool
325065 IF WE DID NOT LIVE SO FAR AWAY IT'S HIGHLY POSSIBLE THAT MY CHILD WOULD WALK TOSCHOOL.
HeritageElementarySchool
325071 MANY FACTORS INFLUENCE OUR DECISION PRIMARILY DISTANCE. IF TAHT CHANGED,SAFETY WOULD BE TEH PRIMARY FACTOR IN DECIDING HOW OUR CHILDREN GET TO ORFROM SCHOOL.
HeritageElementarySchool
325085 I GREW UP IN THE SUBURBS WHERE I WAS ALWAYS BUSSED TO SCHOOL. I WOULD FEELMUCH BETTER ABOUT LETTIN GMY CHILD WALK THROUGH THE SUBURBS THAN IN A TOWN(ESPECIALLY ONE LIKE LIMA!) BUT SURPRISINLY 'IN TOWN' IS THE ONLY PLACE ALLSTUDENTS ARE NOT BUSSED. I FEEL THIS GIVES THE CITY SCHOOLS A BAD REPUTATIONAND STIGMATISM WHICH IS SAD BECAUSE I HAVE HEARD A LOT OF GOOD THINGS ABOUTHERITAGE AND THE ARTS AND SCIENCE MAGNETS. MY QUESTION IS WHY CAN'T USPARENTS WHO WOULD LIKE OUR CHILDREN BUSSED, PAY A FEE FOR THE SERVICES?
HeritageElementarySchool
325092
HeritageElementarySchool
325099
HeritageElementarySchool
325100 I DRIVE KIDS TO AND FROM SCHOOL, THE WORLD IS TOO CRAZY WITH ALL THE VIOLENCE,KIDS COMING UP MISSING. I LIKE TO KNOW MY KIDS ARE SAFE, THEY DO NOT WALK ORRIDE A BIKE TO OR FROM SCHOOL.
HeritageElementarySchool
325104 QUESTION 10 & 11 IS A LITTLE CONFUSING. DISTANCE PLAYS MOST OF MY REASONINGFOR DRIVING TO SCHOOL; HOWEVER, THE BUSY INTERSECTION AND SPEED WOULDSCARE ME A LITTLE.
HeritageElementarySchool
325110 DO NOT FEEL THAT THE INTERSECTION OF JAMESON AND RICE IS SAFE AT ALL. NEEDMORE ENFORCEMENT OF THE SPEED LIMIT AND BEING CAUTION IN A SCHOOL ZONE.
HeritageElementarySchool
325114 HONESTLY I AM VERY SCARED TO LET MY BOYS WALK ANYWHERE. I HATE THEY HAV AFAR WALK NOW. I TAUGHT THEM A FEW THINGS ABOUT WALKING, BUT I JUST DON'T TRUSTOTHER PEOPLE ALL THEY TOO YOUNG TO WALK BY THEMSELVES.
HeritageElementarySchool
325115 WHEN DECIDING WHAT SCHOOL WAS IN THE BEST INTEREST OF MY CHILDDREN,ACADEMICS WERE AT THE TOP OF THE LIST. LIMA'S SCHOOLS DROVE ME TO DECIDE TOCHOOSE A SCHOOL ACROSS TOWN.
HeritageElementarySchool
325127 I DO NOT FEEL COMFORTABLE ALLOWING MY CHILDREN TO WALK TO AND FROM SCHOOLDUE TO THE AMOUNT OF SEX OFFENDERS IN THE AREA. ALSO, I DO NOT FEEL THAT THEYARE CAUTIOUS ENOUGH TO WALK.
HeritageElementarySchool
325129 WITH THE DISTANCE AND BUSY TRAFFIC, MY CHILDREN WOULDN'T BE CAPABLE TO WALKTO OR FROM SCHOOL.
HeritageElementarySchool
325153 WE LIVE OUTSIDE OF THE LIMA CITY SCHOOL DISTRICT SO WALKING IS NOT AN OPTION.ALTHOUGH IF IT WAS MY SON'S CHOICE HE WOULD LIKE TO RIDE HIS BIKE AS LONG ASTHE WEATHER PERMITS.
HeritageElementarySchool
325167 I BELIEVE PARENTS SHOULD WALK/BIKE TO SCHOOL. THESE ROADS ARE TOO BUSY ANDPEOPLE DON'T WATCH FOR KIDS ANYMORE.
HeritageElementarySchool
325168 WE LIVE OUT OF THE SCHOOL DISTRICT.
HeritageElementarySchool
325169 I MISS THE OLD CROSSWALK AT RICE & COLLEGE. STAYING ACROSS THE STREET MAINCONCERN IS DRIVER ATTENTIVENESS OR SPEED.
HeritageElementarySchool
325172 MY WORK SCHEDULE IDFFERS SO I AM NOT ABLE TO GET MY CHILD TO SCHOOL ON MYOWN DAILY SO SHE WALKS OR RIDES WITH CLASSMATES.
HeritageElementarySchool
325177 AS A CARING PARENT, I HAVE ADDRESSED THE ISSUE OF THE CROSSWALK ON COLE STAND HAZEL AVE. NOT BEING OBSERVED BY MOTORIST. MR. FRALEY SAID IT IS A PROBLEMFOR THE LPD.
HeritageElementarySchool
325188 IT'S NOT MY DAUGHTER I DON'T TRUST, IT'S EVERYBODY ELSE.
HeritageElementarySchool
325190 I JUST DON'T FEEL COMFORTABLE WITH THIS AREA. FOR MY KIDS TO RIDE OR WALK.
HeritageElementarySchool
325198 I AM ALSO ENROLLED IN AN ACCREDITED ONLINE SCHOOL AND WILL GRADUATE WITH ANASSOCIATE'S DEGREE IN SEPTEMBER 2010. THEN I AM ALSO ENROLLED IN THEBACHELOR'S PROGRAM.
HeritageElementarySchool
325200 I WOULD NEVER FEEL COMFORTABLE ALLOWING MY KIDS TO GO BY THEMSELVES.
HeritageElementarySchool
325208 IN THE SPRING I WALK WITH HIM FROM SCHOOL AND WHEN SCHOOL STARTS WE WALK.
HeritageElementarySchool
325212 I WOULDN'T FEEL COMFORTABLE LETTING MY KIDS WALK OR RIDE BIKE TO SCHOOL. TOOMUCH VIOLENCE, AND KIDS COMING UP MISSING. I DRIVE KIDS TO AND FROM SCHOOL.
HeritageElementarySchool
325216 I CALLED ABOUT A BUS PICKING UP MY GRANDSON AND WAS TOLD IT WAS ONLY 1.1 MILE.THEY WOULD NOT PICK UP. THIS IS A 3RD GRADER WHO WOULD HAVE TO CROSSALLENTOWN ROAD.
HeritageElementarySchool
325218 I WOULD LOVE TO ALLOW MY CHILDREN TO WALK HOME FROM SCHOOL BUT BOTHJAMESON AND COLE STREETS ARE MUCH TO BUSY AND INTERSECTIONS SUCH ASMAREKT, ELM AND ALLENTOWN AT BOTH OF THESE STREETS ARE NOT SUITABLE. THEREARE ALSO REGISTERED SEX OFFENDERS IN THIS AREA WHICH MAKE THE THOUGHT OFCHILDREN WALKING UNSUPERVISED VERY UNSETTLING. THE SHOOTING AT THE GASSTATION AT COLE AND ALLENTOWN IN PAST YEAR DOESN'T HELP EITHER.
HeritageElementarySchool
325221 MY SON IS RESPONSIBLE ENOUGH TO RIDE HIS BIKE, I DON'T TRUST ADULTS WHO HE MAYENCOUNTER ALONG THE WAY. IF HE HAD A FRIEND TO RIDE W/ I WOULD FEEL SAFER.
HeritageElementarySchool
325223 BRIANNAHOWARD LIVES OUTSIDE SCHOOL DISTRICT. SHE IS ONLY CHILD I HAVE. SHEWANT TO GO TO THE ARTMAGNET WE DRIVE HER TO SCHOOL.
Lima NorthMiddleSchool
304114 WE CURRENTLY LIVE OUTSIDE THE CITY LIMITS - AND USE OPEN ENROLLMENT.
Lima NorthMiddleSchool
304116 EDUCATION IS VERY IMPORTANT FOR EVERYONE IN TODAYS DAY AND TIMES AND THESAFETY FOR OUR CHILDREN. THANK YOU.
Lima NorthMiddleSchool
304126 MY CHILD NEVER WALKS TO SCHOOL. SHE WALKS TO HER AUNT OR GRANDMA'S AFTERSCHOOL IF SHE'S NOT PICKED UP.
Lima NorthMiddleSchool
304134 I WOULD LIKE TO SEE A BEFORE SCHOOL PROGRAM FOR THE KIDS THAT WALK OR AREDROPPED OFF. THE ABSENCE OF PARENTS OR WORK SCHEDULES OF PARENTS CANCAUSE THE KIDS TO ARRIVE AT 7:30.
Lima NorthMiddleSchool
304145 I WOULD NOT LET ANY OF MY CHILDREN WALK TO SCHOOL THE WAY KIDS ARENOWADAYS. tHEY ARE MEAN AND CRUEL AND THERE ARE TOO MANY CRAZY PEOPLE OUTTHERE!
Lima NorthMiddleSchool
304148 SAFETY IS THE BIGGEST REASON FOR NOT ALLOWING MY CHILD TO WALK OR RIDE TOSCHOOL.
Lima NorthMiddleSchool
304159 I DO PREFER MY SON BICYCLING OVER WALKING WHEN WEATHER PERMITS TO PREVENTGETTING CAUGHT UP WITH LARGE GROUPS OF KIDS WHO SEEM TO GATHER.
Lima NorthMiddleSchool
304160 THERE ARE TOO MANY FIGHTS ON THE WALK TO AND FROM SCHOOL, THE KIDS DON'TCARE AND THEY ARE VERY DISRESPECTFUL.
Lima NorthMiddleSchool
304166 I DON'T UNDERSTAND THE IMPORTANCE BEHIND THESE QUESTIONS.
Lima NorthMiddleSchool
304168 THE SPEED OF TRAFFIC BY INDEPENDENCE AND GRAND AVENUE SCARES ME. MY KIDSWALK BECAUSE I HAVE NO OTHER WAY TO GET THEM TO SCHOOL. I HAVE TO BE TO WORKBY 7:00AM.
Lima NorthMiddleSchool
304324 MY CHILD HAS TO WALK AND HAVING A BIKE WOULD MAKE IT EASIER TO GET BACK ANDFORTH FROM SCHOOL.
Lima NorthMiddleSchool
304332 SOME OF THESE QUESTION, I CAN'T ANSWER FOR MY GRAN-CHILD
Lima NorthMiddleSchool
304335 I TRUST MY SON BUT NOT ALL THE CRIMINALS IN THE WORLD.
Lima NorthMiddleSchool
304351 THE SCHOOL DOESN'T OFFER OPTIONS FOR TRANSPORTATION UNLESS YOU LIVE W/IN(OUTSIDE) A DISTANCE FROM TEHS CHOOL. tHUS ENCOURAGES WALKING/DRIVING/BIKING.
Lima NorthMiddleSchool
304353 MY CHILD IS PHYSICALLY AND MENTALLY HANDICAPPED. I WOULD NOT LET HER WALK.
Lima NorthMiddleSchool
304359 IT WOULD BE TOOD IFFICULT FOR OUR CHILD TO WALK TO SCHOOL. THE SIDEWALKS ARENOT ALL LEVEL AND IT'S TOO FAR AWAY.
Lima NorthMiddleSchool
304361 IN CITY SCHOOL I WOULD NOT LET MY CHILD WALK OR BIKE TO SCHOOL.
Lima NorthMiddleSchool
304362 I BELIEVE THAT TRANSPORTATION SHOULD BE REQUIRED TO AND FROM SCHOOL ONBUSES DUE TO NEGATIVE SITUATIONS THAT CAN EVOLVE AFTER OR BEFORE SCHOOL.
Lima NorthMiddleSchool
318841 OUR CHILDREN ARE OPEN ENROLLED. WALKING TO SCHOOL IS NOT AN OPTION.
Lima NorthMiddleSchool
318843 I WILL NOT ALLOW MY SON TO WALK TO SCHOOL WITH ALL THAT GOES ON IN THIS AREA.
Lima NorthMiddleSchool
318850 TOO MANY UNCOOTH CHARACTERS TO DEAL WITH ON THE WAY TO OR FROM SCHOOL. MYCHILD HAS PREVIOUSLY BEEN JUMPED, IN A FIGHT, ASKED FOR MONEY ORPROPOSITIONED!
Lima NorthMiddleSchool
318852 I DON'T RRUST PEOPLE AND WE LIVE WAY TOO FAR FOR HIM TO WALK.
Lima NorthMiddleSchool
318854 I FEEL VERY GOOD ABOUT MY SON WALKING. I DROP HIM OFF TO A FRIEND'S HOUSE.SCHOOL IS JUST ACROSS THE STREET.
Lima NorthMiddleSchool
318861 OUR AREA IS TOO FAR AWAY FOR WALKING.

Lima NorthMiddleSchool
318872 THEY GOT IT WALK BECAUSE MY HOURS OF WORK.
Lima NorthMiddleSchool
318876 THERE ARE TOO MANY FREAKS OUT THERE TO POUNCE ON AN UNSUSPECTING CHILDAND IT CAN HAPPEN ENTIRELY TOO FAST WITHOUT WARNING!!!
Lima NorthMiddleSchool
318893 EDUCATION IS VERY IMPORTANT FOR EVERYONE IN TODAY'S DAY AND TIMES AND THESAFETY OF THE CHILDREN. THANK YOU.
Lima NorthMiddleSchool
318894 THE SPEED OF TRAFFIC BY INDEPENDENCE AND ON GRAND AVE SCARE ME. MY KIDSWALK BECAUSE I HAVE NO OTHER WAY TO GET THEM TO SCHOOL. I HAVE TO BE TO WORKAT 7:00 AM.
Lima NorthMiddleSchool
318895 DEPENDS ON THE MATURITY OF THE CHILD.
Lima NorthMiddleSchool
318904 CARS AREN'T STOPPING AT STOP SIGNS AND GO FAST DURING SCHOOL HOURS ALSOFIGHTING AMONG THE KIDS ON THE WAY HOME (NOT SAFE).
Lima NorthMiddleSchool
318910 MATURITY PLAYS AN IMPORTANT ROLE IN MY DECISION TO ALLOW HIM TO WALK HOMEFROM SCHOOL. I BELIEVE IN MY SON'S ABILITY TO MAKE GOOD DECISIONS.
Lima NorthMiddleSchool
318915 I DON'T LIKE THE FACT THAT MY CHILD CROSSES MAIN AND O'CONNOR ST BECAUSETHERE'S NO STOP SIGNS OR STOP LIGHT.
Lima NorthMiddleSchool
318918 WE VOLUNTARILY TRANSFER IN FROM ANOTHER SCHOOL DISTRICT IN THE COUNTY.
Lima WestMiddleSchool
292899 I wouldn't let my children walk to school because there are too many trouble-makersfor them to walkhome or to school. It's not safe for any child to walk or bike. Even if you just live across the street forschools.
Lima WestMiddleSchool
292905 I feel that we need sidewalks on the side roads so kids won't have to walk in the street (especially theroad across from school).
Lima WestMiddleSchool
292909
Lima WestMiddleSchool
292913 SIDEWALKS SHOULD BE MANDATORY WITHIN A 1 MILE RADIOUS OF ALL SCHOOLS!
Lima WestMiddleSchool
292919
Lima WestMiddleSchool
292922 I THINK IT WOULD BE BETTER FOR THE KIDS TO WALK OR BIKE IF THE WORLD WAS ASAFER PLACE. BUT YOU DEAL WITH WHAT HAND YOU ARE GIVEN
Lima WestMiddleSchool
292924 NO SIDEWALKS FROM OUR HOUSE TO SCHOOL
Lima WestMiddleSchool
292932 WHAT IS THIS FOR?
Lima WestMiddleSchool
292935 MY CHILD IS OVER WEIGHT AND NEEDS TO RIDE A BIKE TO SCHOOL AND OTHER PLACESTOO SO THAT MY CHILD CAN LOSE THAT WEIGHT THAT IS NEEDED.
Lima WestMiddleSchool
292939 MY CHILD WALKS TO SCHOOL. I LET MY CHLDREN WALK TO SCHOOL BUT SOMETIMES IHAVE CONCERNS WITH THE WEATHER/CRIME. BUT MOST OF THE TIME I FEEL OK.
Lima WestMiddleSchool
292944
Lima WestMiddleSchool
303871 TOO MANY SEX OFFENDERS IN LIMA. I DON'T FEEL KIDS ARE SAFE WALKING AND I THINKALL LIMA CITY SCHOOLS SHOULD BUS THE CHILDREN, INCLUDING LIMA SENIOR.
Lima WestMiddleSchool
303875 WE LIVE TO FAR FROM THE SCHOOL, DON'T FEEL SAFE
Lima WestMiddleSchool
303881 I AM IN SCHOOL RIGHT NOW.
Lima WestMiddleSchool
303883 THE SCHOOL'S LOCATION IS QUITE A WAYS FROM OUR HOME. IN MY OPINION ANY ROUTETAKEN WOULDN'T BE TOTALLY SAFE EITHER TRAFFIC, CRIME OR VIOLENCE.
Lima WestMiddleSchool
303889 I WOULDN'T LET MY CHILDREN WALK TO SCHOOL BECAUSE THERE ARE TOO MANYTROUBLE-MAKERS FOR THEM TO WALK HOME OR TO SCHOOL. IT'S NOT SAFE FOR ANYCHILD OR BIKE. EVEN IF YOU JUST LIVE ACROSS THE STREET FROM SCHOOLS.
Lima WestMiddleSchool
303890 I FEEL COMFORTABLE TAKING MY KIDS TO AND FROM SCHOOL, THERE IS A LOT OF CHILDABDUCTION MORE THESE DAYS AND VIOLENCE MY KIDS SAFETY IS MY CONCERN
Page 19 of 22
Lima WestMiddleSchool
303892 I THINK THAT KIDS SCHOULDN'T WALK TO SCHOOL BECAUSE OF THE VIOLENCE IN EACHNEIGHBORHOOD.
Lima WestMiddleSchool
303895 I AM NERVOUS THAT MY CHILD HAS TO WALK FROM ELM ST. TO THE END OF NIXON FROMTHE BUS STOP BECAUSE OF SEXUAL PREDATORS LOCATED IN THE NEIGHBORHOOD. BUTTHERE IS NO OTHER CHOICE.
Lima WestMiddleSchool
303896 MY DAUGHTER IS A LITTLE OVER WEIGHT AND MIGHT NEED TO RIDE A BIKE TO SCHOOLFOR A LITTLE WHILE.
Lima WestMiddleSchool
303898 ME AND MY FAMILY LOVES TO WALK. I'M PLANNING ON GOING BACK TO SCHOOL FOR MYGED.
Lima WestMiddleSchool
303899 OUR CHILDREN INTER-DISTRICT ENROLL IN SCHOOL ACROSS TOWN BECAUSE WEBELIEVE THE SCHOOL TO BE ALL AROUND BETTER IN LEARNING, SAFETY, ETC...
Lima WestMiddleSchool
303906 WE WOULDN'T TRUST OUR CHILD TO WALK OR RIDE HIS BIKE TO SCHOOL, IT WOULD BETOO LONG OF A DISTANCE.
Lima WestMiddleSchool
303909 I THINK IT DOESN'T MATTER AN AGE (FOR QUESTION 9), IT JUST MATTERS HOW MATUREYOUR CHILD IS.
Lima WestMiddleSchool
303910 I FEEL THAT DUE TO CRIME IT IS SIMPLY UNSAFE FOR CHILDREN TO WALK TOO FAR FORTOO LONG. MY CHILD HAS A LONG TRAFFICE-FILLED WALK, SO I USUALLY HAVE TOTRANSPORT HER MYSELF.
Lima WestMiddleSchool
303917 MY CHILD STAY TOO FAR TO WEST SCHOOL. IT GOOD TO WALK BUT WEATHER ISCHANGING AND SHE KEEP A COLD. IT NOT GOOD.
Lima WestMiddleSchool
303919 THERE ARE LIMITED SIDEWALKS FOR CHILDREN TO WALK ON AND TRAFFIC DOE SNOTTAKE INTO ACOCOUNT OF THE CHILDREN WALKING ON THE STREETS EDGE.
Lima WestMiddleSchool
303921 MOST OF THE STUDENTS WHO WALK DOWN UNIVERSITY ARE DISRESPECTFUL OFDRIVERS. IT SEEMS TO BE TEH PERFECT VENUE FOR FIGHTS AS WELL. IT ISUNFORTUNATE FOR BOTH DRIVERS AND RESIDENTS.

292532 I just hope the school's IEP Program help my son's ability to understand, do, say and know things heshould for his age
UnityElementarySchool
292534 My kids are too small to walk to school. I have one can walk to and from school. But have 3 are toosmall to walk or ride a bike to and from school.
UnityElementarySchool
292535 It depends on the child, all children are not the same.
UnityElementarySchool
292538 School is too far - science magnet not at Heritage
UnityElementarySchool
292544 Main concern is distance and safety of areas walked through to get to school. We live entirely too faraway

292554 The biggest problem for me is it is very hard to see coming traffic on intersection St. Johns and ThirdSt. because if there are a lot of cars parked on St. Johns you can not see the on-coming traffic whenyou need to cross over. That is a big problem. Need to keep the trees trimmed.

292556 I feel we live too far and too many kids try to jump on the way to school. I've tried to let them walkhome in a group of other kids, but on the way home they've been jumped and almost forced to smokeweed by older kids. I followed out of sight to make sure they were good and interveened.
UnityElementarySchool
292559 I would never allow my children to walk to or from school or anywhere else because of the danger ofviolence or crime that could happen to them.
UnityElementarySchool
292560 This world is not safe enough for young children to be walking/biking by themselves.
UnityElementarySchool
292561 My issue is the fear of some kids not looking both ways when crossing the street. I am always afraidsome one may get hit by a car or the driver may not see the kids.
UnityElementarySchool
292562 It will be nice for kids to walk, but it just is not safe for our kids no more - they are left and rightgetting jumped as kids - so some are afraid.
UnityElementarySchool
292571 I wouldn't let my children walk to or from school or anywhere at any age, there are too many peoplethat like to hurt or kidnap kids.
UnityElementarySchool
292574 My son walks and ride bikes with me, his aunt and cousin. He has friends in the neighborhood thatwalk the same way we walk.
UnityElementarySchool
292575 My son goes to Unity, but we live in Independence district, so it is very hard for me to answer a lot ofthese questions.
UnityElementarySchool
292576 I do not think elementary aged children are mature enough to walk/bike. The streets are not as safeas they used to be. There is too much risk of a child being abducted at a young age.
UnityElementarySchool
292583 It would be good, but I'd be scared someone would pick up my student.
UnityElementarySchool
292584 If we lived closer to the magnet school program of our choice, we would take our child to school untilat least middle school age.
UnityElementarySchool
292591 School needs to encourage tutoring. For children in need of math, reading, etc...
UnityElementarySchool

292597 My child only walks maybe 2-3 times a week, and does not walk home but Wednesday sometimes.
UnityElementarySchool
292610 if the school was in a better area I would let them walk more, if the violence and crime were down.
UnityElementarySchool
292611 My third grader is too far away to ride a bike, not safe. My fifth and 8th graders are closer an I maychance them biking if weather permits it.
UnityElementarySchool
292740 I think that it is ridiculous for anyone in elementary school to ride their bike to school.

Dear Parents and Guardians, Please join us for a public meeting to learn about the new Safe Routes to School program in Lima City Schools. A group of community and school representatives has created a draft School Travel Plan to ensure that walking and cycling routes to the school are provided for our children. Once the Plan is approved, the community is eligible to apply for funds for items in the plan. We have a scheduled a public meeting for Tuesday, May 22 at 6 pm at Lima West Middle School, 503 N Cable Road. At this meeting you can review the draft School Travel Plan, give feedback and learn more about the Safe Routes to School program. We look forward to seeing you on May 22. What is the Safe Routes to School program? The goals of the Safe Routes to School program are to: 1) Improve the environment around the school to encourage walking and bicycling to and from our school, 2) Expand the school’s curriculum and activities to include safety and education programs that will teach our children pedestrian and bicycling safety, and 3) Hold events to encourage walking and bicycling.
