You complement a more intercultural country and a world that acknowledges its diversity with pride Within the Indigenous Presidential Program, we work together with diff erent types of international stakeholders: governments, the academic community, NGOs and international actors.
We are characterized by a direct, horizontal and collaborative dialogue, and we build agreements around common objectives and affi rm the same from a conceptual and methodological standpoint on ways to implement these actions together.
The essential purpose of this program is aimed at the adaptation of the institutions to seek the improvement of the State’s actions to guarantee the rights of indigenous peoples and the construction of a more intercultural country.

The Indigenous Presidential ProgramCreated by the Presidency of the Republic of Colombia through Decree 4679 of 2010, the Indigenous Presidential Program represents one of the main national initiatives to improve certain aspects in terms of human rights and international humanitarian law.
Our horizon is aimed at, in the medium and long term, the construction of strategies and actions intended to guarantee the fundamental, collective and integral rights of indigenous peoples in Colombia in a better manner, as provided by our Political Constitution and the international agreements ratifi ed by our country.
Our work supports the State’s institutional actions, at a local and national level, seeking to improve the institutional planning and design processes of public policies with the purpose of achieving a high-quality diff erential attention from a human rights focus. At the same time,
we encourage and guide the community processes of indigenous peoples to
achieve dialogue, coordination and convergence with the public
institutions of the country.
Our IndigenousColombiaColombia is one of the most ethnically and culturally diverse countries in Latin America, home of 92 Indigenous Peoples1 speaking 65 tongues2 and representing one of the greatest cultural and millenary traditions of our nation.
There are 1,392,623 indigenous peoples located throughout the country, representing 3.4% of the national population3. The collective owners of 782 reserves in 28 Provinces and 225 Municipalities4, they conserve 31 million hectares5 (76 million acres), that is to say, 29% of the national territory, which stand out for their great wealth in natural renewable and non-renewable resources and in ancient wisdom.

Our Strategies Promote
The best guaranteeof the fundamental right to a freeand informed prior consultation.
We designed and implemented a National Prior Consultation Training Program [Programa Nacional de Formación y Capacitación] addressed to offi cials, entrepreneurs and indigenous peoples to increase their knowledge and proper application of this fundamental right.
Interculturalizationof Colombian Society
We activate mechanisms that contribute to the intercultural social dialogue among the diff erent political, union, economic and social actors and the indigenous peoples, while furthering actions for the promotion of the transformation of institutions to modernize Colombia in terms of education, communication and culture.
Dignifi ed and peaceful life (HR and IHL)
We work with the articulation of national human rights institutions within the State to achieve diff erential attention, proposing innovative strategies intended to overcome impunity, the
violation of rights due to the internal armed confl ict,
and the historical impoverishment of
our peoples.
Implementation of Integral Life Plans [Planes Integrales de Vida] (PIV) and self-development
We support the indigenous peoples in the undertaking of their fundamental right to their own priorities through the Integral Life Plans, which contain the community mandates for the affi rmation of their culture.
We believe that, in order to exercise their right to be autonomous, these are essential instruments in the framework of the intercultural dialogue and the convergence towards a State that proposes and manages development while acknowledging and respecting the indigenous territories and their authorities.
