Sub: Utilization of services of School Information Managers- Guidelinesthereof.

Kindly refer to the subject cited above.As you are aware that School Management com prises many academic and

non academic activities and many a time the teacher, whose primary job is toteach the students, is busy in performing non-academic activities related toschool management. There are many intervention areas at school level, whichrequire a lot of work to do at institution level. For example a lot of ComputerHardware has been put in place by the Department in every High and seniorsecondary school through various schemes run by the Department and theHarya na Scho ol Shiksha Priyojna Prishad. Similarly, library system at schoo l levelalso needs revamping. There are many other areas which require intervention tosmoothen the working and information flow among different responsibilitycentres of the Department. Providing sufficient infrastructure as per therequirement of the students is also a challenge. To meet the challenge theGovernment has approved the School Nurture Policy and the process flow ofimplementation of this policy has been made online by creating a portal forpublishing the requirement at institution level and allowing the donors to searchfor the requirem ents in the schools and apply for the donation in the schools.

T o m anage these activities using Inform ation Techno logy, the Departm enthas got the post of "School Inform ation Man ager" created in all the Governm entHigh/ Senior Secondary Schools of the State under RMSA. The process ofrecruitment of these Man agers has already been initiated and around 800 Scho olInformation Managers have been posted in different Government High andSenior Secondary Schools. The Department has provided them 5 days orientationtraining to make them familiarise with the functioning of the department and

different schem es run by the D epartment and priority areas where there servicesare required immediately. Detailed guidelines have also been issued by StateProject Director, HSSPP , vide letter No. Adm n./RM SA/2013/98213-98633 dated20.03.2013 alongwith their job profile and priority areas. The instructions areavailable on and can be downloaded from the website of the Department i.e.www .schooleducationharyana.gov.in .

Although they have been provided an orientation training but yourguidance and m onitoring is vital to familiarise them w ith the process and flow ofinformation at institution level. A combination of Information Technology anddomain expertise could transform the working of the Department well from theInstitution level to the State L evel.

As has been mentioned in para 1 above, the Department has picked outsome priority areas with which the process of transformation could be initiated.Such areas are - (i) Making the Computer labs functional established in theschools through various service providers, (ii) Management of School Nurtureportal by uploading the information and available infrastructure in the individualschool on it and publishing the requirement to enable the volunteers to come toknow ab out the requirement of item s in Gov ernm ent School and contribute in it,(iii)enlisting of library bo oks available in the schoo ls and give them sh ape of thelibrary and distribute them among the children, (iv) collect and capture theinformation in respect of every student enrolled in the Government Schools at acentral portal for which Student Enro llm ent Form ats have also been circulated toall schools alongwith "Shiksha Setu". Besides these priority areas, the SchoolInformation Managers are supposed to assist you in automation of schoolproce sses on the basis of local conditions of the individual schoo l.

In view of recruitment of less number of School Information Managers,such SIMs have been also been allocated some additional schools located in theneighbourhood of the school, they are posted in. To utilise their servicesoptimally, it has been decided that their services may be utilised to completethese tasks by ensuring their presence in the school they are posted in andhandling the automation of information in respect of all school allotted to themfrom that school only.

In view of the above, you are assigned the responsibility to coordinatewith the Heads of Institutions concerned for providing such information to theSIM posted in your school, which is required for automation and get the samecompleted under your observation. To complete these tasks, necessarystationery item s, access to Com puters, Printers, Internet connection etc m ay also
