Executive Summary

The purpose for this report originated from the Construction, and Property Services Industry Skills Council through funding from the Department of Education, Science and Technology. The aim of this report is to present the national implementation status of New Apprenticeships vested in the endorsed qualifications contained in the BCP03 Plumbing and Services Training package. Research for this report has included past reports, studies, stakeholder websites and interviews, surveys and focus groups. The plumbing industry is experiencing a skill shortage as the result of a buoyant and expanding construction boom over the last seven years. This skill shortage is also apparent at an international level. The Department of Employment and Workplace Relations expects this demand for plumbers in Australia to continue for at least the next four years. In response to this ongoing skills shortage, governments at all levels have set timelines for mutual recognition of qualifications across Australia. The Council for Australian Governments (COAG) has initially targeted key industries – including the plumbing industry. June 2007 is the target date for mutual recognition of qualifications across Australia for the plumbing industry. Within this environment, the review of BCP03 takes on greater importance. The implementation status of the training package is reviewed in this national context: Qualifications – While the qualifications have been endorsed and mandated,

not all States/Territories have taken them up within the same format. While this may be more a matter of semantics, the greater concern is the differences in nominal hours between States/Territories.

Training Resource Material – Many of the 99 competencies have had

teaching resources developed in the last year through efforts of NPSTAG. While this is a major success story, there are pockets of trainers who do not have these resources, namely the private RTO’s.

RTO-based Assessment – The evidence guide spells out the assessment

requirements for the training package. However, there are challenges in meeting these requirements especially within the varying levels of block release experienced in different regions. Some States have moved to state-based moderation of assessment tools.

Registration – At present there is no national consistency regarding registration and it is the responsibility of the plumber to navigate the individual needs of different States and/or regions.

Licensing – The training package no longer provides licensing as an outcome

at Level 3. Despite a new Plumbing Code of Australia, the licensing of plumbers is still the responsibility of State/Territories.

While the implementation of BCP03 has made very large strides in the last year, there are many issues still to be resolved and learnings to be shared. The focus of the next report in this project will explore these issues and determine specific recommendations.

Introduction

This project was identified and originally proposed by the Construction and Property Services Industry Skills Council (CPSISC) through funding from the Department of Education, Science and Training (DEST).

The aim of this report is to identify the present implementation status of New Apprenticeships vested in the endorsed qualifications contained in the BCP03 Plumbing and Services Training Package.

This report is the first of two required by the project, and deals with issues of take up of the BCP03 Plumbing and Services Training Package qualifications.

Although the Training Package qualifications have been available since January 2005, many Registered Training Organisations1 (RTO’s) chose not to offer these programs at that stage, in order to allow additional time in which to develop appropriate resources and the implementation/purchasing guides for each state. At this early stage of implementation, therefore, there is very little current data on take up of the new qualifications.

Report Methodology

Data for this report was gathered in a number of different ways. Desktop research was conducted through a variety of sources. These included recent studies and reports. Research was also conducted on the websites of the National Training Information Services (NTIS) and the various State Departments dealing with education and vocational training in order to access available statistics on commencements of New Apprenticeships and ‘in-training’ figures. Anecdotal information was also sought through a focus group process conducted with the Project Steering Committee (PSC) as well as through individual interviews and surveys with key stakeholders.

Background International Labour Markets In many countries, governments are grappling with labour shortages in a range of occupations, including many trade areas. Trade shortages are occurring in countries such as New Zealand, United Kingdom, the U.S. and Canada. For instance, in the United Kingdom, a report by the Adult Learning Directorate states:

‘The most serious problem facing the construction industry is a shortage of skilled craftspeople. The industry is currently 300,000 workers short of capacity and needs to recruit and train some 88,000 new entrants each year for the next five years. Although there has been some growth in apprenticeships over the past three years, currently only about 35,000 learners are on construction apprenticeships, which compares badly with the 1970s when there were almost 100,000. It is widely accepted that this shortfall will not be met.

The recent increased interest in apprenticeships has led to most training providers and colleges being oversubscribed, particularly in carpentry and joinery, and plumbing. The main constraints on meeting the demand are the lack of workshop capacity in colleges, the difficulties in recruiting skilled craft teachers and the scarcity of employers prepared to take on apprentices or provide work placements’2.

The Australian Labour Market3 These same issues and themes were identified at national, state and local levels in recent discussion papers4, forums5, and focus groups6.

As challenging as the present labour shortage in plumbing may be, the story does not end there. Data prepared by the Department of Employment and Workplace Relations (DEWR) in its publication Job Outlook, 2004 shows that 885,100 new jobs were created in the five years to February 2004 (a rise of 10.2%). The majority of job gains are due to strong growth in Property and Business Services (176,100 new jobs), followed by Health and Community Services (140,000) and Construction (137,000). Parallel to this, a relative decline has been registered in the Manufacturing and Agricultural sector. Trends forecast by DEWR are expected to continue until 2010. DEWR has recently released a report, Australian Jobs 2005. The Report states that, in the five years to February 2005, 988,000 new jobs were created, with the following four industries taking up almost two in three of these new jobs: • Retail trade. • Health and Community Services. • Construction. • Property and Business Services. The industry sectors which are expected to experience the greatest growth in the five year period to 2010 are Property and Business Services and Health and Community Services. These industries together with Retail Trade, Construction and Accommodation, Cafes and Restaurants are expected to provide more than 80% of Australia’s new jobs over the next five years. The present labour shortage and future demand for plumbers has raised this issue to national importance. The COAG Report The Council for Australian Governments (COAG) is the peak intergovernmental forum in Australia, comprising the Prime Minister, State Premiers, Territory Chief Ministers and the President of the Australian Local Government Association (ALGA). At its recent meeting, COAG discussed a range of issues with regard to the future of apprenticeships7. Whilst the implications of this Report will be discussed in more depth in the final report for this project, it is worth noting that COAG intends to move towards a process which ensures mutual recognition of qualifications across States by June 2007. The need for portability of qualifications is one part of the solution to skill shortages. The federal, state and local governments have identified this as a clear direction. This will have a direct impact on training packages such as the BCP03 Plumbing and Services Training Package.

The Plumbing Industry The traditional dream of most Australians to own their own homes has meant that the building and construction industries have been of significant importance to the Australian people. These industries are a leading indicator of economic activity and provide the infrastructure for continuing value creation8 . The building and construction trades have a proud history of formal apprenticeships. However, the format of the formal apprenticeship has come under pressure from a number of different areas, including:

• Apprentices’ expectations, • Industry requirements, and • State Government expectations.

The plumbing industry is made up of a number of different occupations, which are classified using the Australian Standard Classification of Occupations (ASCO). The ASCO codes for plumbing occupations show no less than five distinct occupations (see Appendix 2). The critical nature of the plumbing industry in contributing to public health and sustainability has meant that this industry has become more regulated rather than less. Today, the plumbing industry is oversighted by the relevant authorities in each State and Territory, with regard to training, registration and licensing issues. Up until 2005, each State/Territory developed and registered its own curriculum which was delivered through the vocational education sector within that specific State/Territory. Plumbers who wish to move, or work, between States are required to meet the registration and licensing requirements of each of those authorities. As the world economies continue to remove barriers to open trade through free trade agreements, it follows that trade between States and Territories must embark upon the same path. It is believed that the portability of trades over State/Territory lines will help make the construction industry more efficient and responsive to regional skill shortages. Over a period of approximately twelve years, key stakeholders in the plumbing industry have developed a national Training Package which was designed to replace the State/Territory curricula and lead to national portability of plumbing qualifications. In 2004, the BCP03 Plumbing and Services Training Package was endorsed by the Australian National Training Authority (ANTA) and registered on NTIS. RTO’s were advised that qualifications within the Training Package were available for delivery from the beginning of 2005, and that no

further enrolments for plumbing apprentices into State based curriculum courses would be allowed after July 2005. Training Package Qualifications In describing the BCP03 Training Package qualifications for employers, Construction Training Australia, the national body for New Apprenticeship Centres, makes the following points9: • The Package provides training options through a structure of qualifications

developed to standards set by the industry nationally • Qualifications related to New Apprenticeships generally match jobs

ranging from 'entry-level' to first-line management

• Qualifications are structured to establish a career pathway that may take employees into positions of more responsibility or into specialized fields

• Qualifications are usually made up of a group of mandatory or core units,

and elective units. Elective units can be chosen to match the position description for a specific job.

• A New Apprenticeship Centre or Registered Training Organisation will

partner you in making these decisions. • The industry assessment of an area covered by a licence or other

regulatory requirement must be conducted according to the requirements of the managing authority and according to the requirements of the Training Package.

• To achieve the 'Trade' level Certificate Ill in Plumbing qualification, 4 of 6

'Streams' must be completed to ensure a broad range of skills are obtained.

• Each qualification may be used as an entry point. Units in lower level

qualifications may be used as a credit when attempting higher-level qualifications where the unit is relevant.

• Related fields of training include Asset Maintenance, Construction and

Registered Courses There are a significant number of training programs endorsed for the plumbing industry (refer Appendix 3), including State based curricula and qualifications from the BCP03 Training Package. Many of the State based programs have now reached, or will soon reach, their expiry dates. These programs are no longer available for enrolments, and only existing ongoing plumbing students will be offered these curriculum based courses. This decision was made to reduce confusion for apprentices who would otherwise have had to move from a curriculum based program into a competency framework. This could have potentially resulted in those apprentices having to redo work in order to be assessed as competent under the new qualifications.

Scope of Registration Those RTO’s which have applied to have qualifications from the BCP03 Plumbing and Services Training Package included on their Scope of Registration are shown at Appendix 4. As can also be seen from Appendix 4, there is some inconsistency between numbers of RTO’s registered within a State/Territory, and number of RTO’s authorised to deliver specific qualifications within a State/Territory. This is due to the fact that some RTO’s register to deliver qualifications across a number of States/Territories. It must be noted, however, that simply applying to have the qualifications included on the Scope of Registration does not mean that RTO’s are actually currently delivering any or all of those qualifications. It may be more a statement of intent to deliver the qualifications at some time in the future.

Has National Implementation Been Achieved?

Deciding whether national implementation has been reached with the Training Package BCP03 really depends upon how national consistency and the goals of the Training Package are defined. While a fairly narrow focus might take heart in the fact that there are now common qualifications outlined within the National Training Package, many within the industry have consistently discussed the achievement of national portability of qualifications as the end goal. The recent COAG forum referred to earlier, speaks to this goal at the highest levels of government. In the ideal setting, this means a plumber who moves from one State/Territory to another can immediately pick up work because his or her license and/or registration is recognised nationally. Viewed in this larger context, the Training Package can be viewed from different levels of national consistency.

Qualifications Consistencies The endorsed qualifications within BCP03 now provide the plumbing industry with a nationally consistent training package for the first time in Australian history. Despite a long history of State based training programs, the industry has overcome these differences to focus on the need for nationally consistent capabilities. More than just an update, this National Training Package also

represents a move from curriculum-based training to competency based training. BCP03 has been available since January 2005, and is now the required training package for all new apprentices starting training after January 2006. Inconsistencies While all State/Territory RTO’s have the Certificate III in Plumbing within their Scope of Registration, not all have offered the full six streams within this qualification. The six streams are:

• Stream 1 - Mechanical Services • Stream 2 - Water Supply • Stream 3 - Sanitary • Stream 4 - Drainage • Stream 5 - Roofing • Stream 6 - Gas Services

in another registered course (e.g. Certificate III in Roof Plumbing). Some of these courses may have small differences in the required courses when compared with the Certificate III in Plumbing. One difficulty in determining take up and completion rates for plumbing apprenticeships is the inconsistency of data available from different States. Available data is shown at Appendices 6 to 9 In addition to how the courses are packaged, there are also very large discrepancies in nominal hours associated with the training package. Each State sets the nominal hours for each competency within each course. These hours are often historically based and have a long history behind their present total. Now that there is a national Training Package for plumbing, this discrepancy in nominal hours has become very evident and is highlighted as a critical discrepancy within the BCP03 training package.

Training Resource Material Consistencies The training resource materials required for the new training package are substantial and far-reaching. There are 99 competencies that require individual training resource material. As a comparison, the Electrical industry has a Certificate III in Electro Technology with a total of 9 competencies. Further to the sheer number of competencies, an additional requirement in this Training

Package involved the move from curriculum based training to competency based training. While the curriculum based approach described knowledge, skills and attributes, the competency based approach describes outcomes. Deciding how this is done becomes the role of the resource developer and trainer. Despite these challenges, the plumbers’ training industry has developed training resources for the competencies along with a method of review and tracking versions. This has been largely accomplished through the recent efforts of the National Plumbing and Services Training Advisory Group (NPSTAG). This group is made up of a coalition of TAFE trainers throughout Australia dedicated to developing resources for the plumbing Training Package. Incorporated in March 2004, this group has accomplished a great deal in a short period of time with very little funding. Inconsistencies While NPSTAG has produced most of the training resource material, this is not the end of the process. Within NPSTAG membership, it is freely acknowledged that the resources still need improvement. Further inconsistencies may be attributed to RTO’s that have developed their own material. This is more likely in those organizations that started the package in January 2005, before NPSTAG had most of their resources available. Also, private RTO’s are, at present, not members of NPSTAG and therefore do not have access to the training resources developed by this organisation. On the topic of resource development, some States provide assistance and guidance in curriculum development in the role of a Curriculum Maintenance Manager (e.g. Victoria, South Australia, Queensland, and NSW). While this role is not responsible for developing material, the Curriculum Maintenance Managers have provided valuable guidance to RTO’s that must navigate a new package in a competency-based transition.

RTO-based Assessment Tools Consistencies The national consistency in RTO-based assessment tools lies within the evidence guide described in the competencies endorsed within the National Training Package. This evidence guide specifies the standard of the assessment required without prescribing how that assessment is delivered. Inconsistencies

The RTO-based assessment tools are most often developed by each individual RTO, based upon the evidence guide. Much depends upon the length of ‘block release’ and the format of delivery within the RTO. Some States have embarked upon State-based assessment tools with the support of moderation groups and Curriculum Maintenance Managers (e.g. Victoria).

Registration Consistencies At present there is no national consistency in registration. Inconsistencies There is no record in any State of plumbers who are registered in other States, making it the responsibility of a plumber moving across State/Territorial boundaries to find the registering body.

Regulation of the plumbing industry has experienced dramatic changes in recent times:

The responsibility for regulation for on site plumbing remains with the states and territories. Specific regulatory responsibility holistically resided with state owned water utilities for issues associated with water and waste disposal. The reforms of the water industry through the 1990s created the need to separate the regulatory roles from the new commercial based water utilities. Nationally, the transfer of the regulatory role to new or existing regulators has occurred in different ways.10

Within each State/Territory, the registration of qualified plumbers is State controlled. The registering bodies for each State or Territory are:

Licensing Consistencies While there may now be a Plumbing Code of Australia, licensing is still a State/Territory based responsibility and is no longer an outcome of the Training Package. Inconsistencies To attain portability of trades across State/Territory borders will require licensing on a national level. This may evolve into

recognition of State/Territory licensing bodies or the formation of a national licensing body. National licensing is unlikely to occur unless all States/Territories provide quality apprenticeships that prepare plumbers for a national industry. This mutual recognition process starts with:

• Nationally recognised qualifications so all national parties agree and reflect the needs of the industry.

• The ability for each State/Territory to deliver such training on an equal

footing. This involves training resources (e.g. from training notes to equipment), validated assessments and nominal hours that are respectful of training outcome.

In order to be credible, there needs to be national consistency in the standard of training and assessment being delivered by all RTO’s throughout the country.

Conclusion

The past decade has witnessed many changes in the plumbing industry. An increased focus on public health and sustainability has resulted in more regulations for the plumbing industry. This same period has also experienced dramatic growth in the construction industry creating a skills shortage in qualified plumbers. The trend towards open markets and decreased barriers to trade is seen as one opportunity to meet the challenge of the skills shortage. The intent within the scope of the plumbing industry is to encourage portability of trades across state/territory boundaries. The training package endorsed as BCP03 is the first step to this end. The implementation of BCP03 has been mandated across all states and territories. However, there have been varying degrees of national implementation of the package when viewed in the broader scope of intent. Qualifications – While the qualifications have been endorsed and mandated,

not all states/territories have taken them up within the same format. While this may be more a matter of semantics, the greater concern is the differences in nominal hours between states/territories.

Training Resource Material – The 93 competencies have had teaching resources developed in the last year through the efforts of NPSTAG. While this is a major success story, there are pockets of trainers that do not have these resources, namely the private RTO’s.

RTO-based Assessment – The evidence guide spells out the assessment requirements for the training package. However, there are challenges in meeting these requirements especially within the varying levels of block release experienced in different regions. Some states have moved to state-based moderation of assessment tools.

Registration – At present there is no national consistency regarding registration and it is the responsibility of the plumber to navigate the individual needs of different states and/or region.

Licensing – The training package no longer provides licensing as an outcome. Despite a new Plumbing Code of Australia, the licensing of plumbers is still the responsibility of state/territories or regions.

While the implementation of BCP03 has made very large strides in the last year, there are many issues still to be resolved and learning’s to be shared. The focus of the next report in this project will explore these issues and determine specific recommendations.
