Dear Chairman Wheeler, Commissioners, and Mr. Chambers, This letter is to express On Time Communication’s interest in receiving funding from the Rural Broadband Trials announced at the January 30th FCC Open Meeting. Background On Time Communications, LLC ‘s corporate office is located at 200 Hampton Avenue Suite A, in Kingstree, SC 29556. OTC, founded in 2009 is a minority and female owned corporation with a knowledgeable staff of qualified professionals and telecommunications experience spanning over 25 years. OTC’s partner, Copper River IT was established in 2006 as a Federally Recognized Alaskan Tribal 8(a) Certified entity under the authority of the native Village of Eyak, provides progressive, program‐focused IT solutions based on expert engineering, agile execution and proven past performance. They are the premier provider of all aspects of wireline, wireless and Broadband infrastructure, technology and services.

Currently, OTC has an Agent Agreement with Copper River, a federally recognized and 8(a) company, a provider of numerous Contract Vehicles, and multi‐vendor certified, etc. and resolutions with governmental entities in NC to provide enhanced broadband technology.
OTC’s goals for the future include (1) reducing the digital divide and provide broadband technology to rural un‐served and underserved populations, and (2) the deployment of WiMax (Worldwide Interoperability for Microwave Access) as a replacement candidate for cellular phone technologies.
Geographic Territory On Time Communications, LLC and Copper River IT and Copper River Telecom will provide improved fiber infrastructure and advanced broadband technologies to the town of Spring Lake, throughout the counties of Cumberland, Harnett, Sampson, Lee, Moore, Hoke, Montgomery, Richmond, Scotland, Robeson and Bladen, and the Fort Bragg Military Base. The goal is to implement the ‘Smart City’ concept in Spring Lake and expand the broadband technology to Cumberland and the surrounding 10 counties.

In order for any project to be successful, and especially one of this magnitude with the ability to change the technology potential of the area, every effort will be utilized to consider every segment of the population from the young to the old, the various ethnic groups, persons in various professions and business endeavors, and the specialized interests, and the culture and history of the Native American population.
Already, conversations has ensued with the town of Spring Lake, where we have received a Resolution to engage in an enhanced technology project that will originate there and expand into Cumberland County. Additionally, we have met with and began dialogue on the proposed technological enhancements with Harnett County officials. From there, plans are to meet with representatives from the additional 9 counties, every city, village and town of all Counties to build relationships and include the communities in providing input for the project.
The majority of North Carolina’s American Indian population live in Robeson County (mostly Lumbee) and accounts for 38% of the county’s total population. Thus, every effort and emphasis will be employed to incorporate them in every aspect of this process.
The American Indian tribes in Cumberland County are represented through the Cumberland County Association for Indian People and the organizations addressing the

American Indians in all the counties will be approached and included in the collaborations and process.
In the process of requesting and acquiring right-of-ways and permits, our collaborating partner, Copper River Telecom, has already been actively involved in operations and strategic alliances with extensive projects at Ft. Bragg and other military bases and has staff with expertise in this area. Additionally, staff members at OTC have experience and have been involved with permitting processes and right-of way acquisitions from cities, counties, states and railway. Additionally, contacts and collaborations have been ongoing with the Small Business Development Center in NC and all of Chambers of Commerce will be approached, informed and asked to support the technological advancements in their of their respective areas. Early in the process, contacts will be made with the permitting and right-of-ways agencies to engage and get their support.
Existing Providers In the 11 county area, existing Providers are Comcast, Dish Network, Charter Communication. For Time Warner the he basic service price starts at $ 29.99 and internet is available up to 20 Mbps.

Is fiber cost prohibitive to deploy in rural areas absent government subsidies and to what extent are nonincumbent entities interested in providing broadband which exceeds the current 4Mb/1Mb broadband requirement under CAF (Connect America Fund).
Our technical partner will assist us in conducting a more formal study of all incumbents and most cost‐effective technical design and network options in our more formal application but generally, yes, rural areas are difficult to cost‐benefit justify in terms of ROI (principally due to the lower subscriber and overall usage demand compared to urban areas). Still, our partners have utilized blown fiber installations, for example, as one aspect of their solutions package to more economically address networking needs while lowering the investment level required.

Whether the proposal is expected to require onetime or continuous funding and a highlevel estimate of the amount of funding requested.
In our initial assessment, we believe the overall investment required for the entire 11‐county area will be $60 million. However, we have initiated discussions with prospective private investors and will continue to pursue alternative capital planning options. For purposes of this Expression of Interest, we believe we may propose requesting approximately one‐half that amount in government subsidies. Once we see future grant application requirements we will of course blend those requirements with our investment sources to specify the need for requested funds as part of our application.
We assume the 11‐county design and technical network implementation will require continuous intermittent funding during the 24‐36 month development and start‐up phases.
Pertaining to CAF and Broadband Experiments are providers willing and capable of providing broadband with performance characteristics well in excess of incumbent Price Cap carriers for the same amount or less support than that calculated by the forward looking cost model.

We have not yet studied the CAF. In the experience of our technical partners often working cooperatively and, at times, in competition with incumbent carriers, their end‐user solutions often require less forward looking support.
As an initial glimpse, our technical partners have provided us the following excerpts as part of their preliminary design:

Pat Healy, President and Founder of On Time Communications, LLC
Patricia Healy, past‐President and owner of Striping America, LLC brings vision and networking capability experience. In 2004 Patricia incorporated Step Up to Perfection, LLC to provide construction cleanup and finishing services throughout the Southeast US region. Step Up to Perfection successfully managed private and Historically Underutilized Business (HUB) hotel contracts in Mississippi, Tennessee, North Carolina, and South Carolina for four and a half years. In 2007 and 2008 Ms. Healy was appointed to a staff position with the Obama/Biden campaign where she served in Colorado, Mississippi, North Carolina and South Carolina. Joanne Negron, Vice President of Copper River Telecommunications Division
As the Vice President of Copper River’s Telecommunication Division, Ms. Joanne Negron applies more than 34 years of progressive experience and a comprehensive background in engineering, project management, training, sales, marketing, and administration of technology operations, staffing, and resources. The consummate engineer, Negron is both CCNA and CCND Cisco certified and has been a key factor in facilitating the introduction of numerously strategic, significant, and high-profile new technologies in the telecommunications sector. Throughout her career and today she remains focused on innovative, future thinking technology and design that will revolutionize the industry.
Negron has proven her expertise in providing strategic vision as it relates to the telecommunications industry. During more than two decades at AT&T, she held the distinct honor of starting her career as the first female hired by New York Telephone’s engineering group (AT&T pre-divestiture), and introducing advanced data services to Wall Street via assignments with the American Stock Exchange and New York Stock Exchange.
In addition to her drive for technical innovation, she has been an active Mensa member since 1997 and currently holds several international patents. Negron earned a Bachelor of Science degree in Electrical Engineering from Columbia University and a year 2015 Master of Science candidate in Engineering and Management from Massachusetts Institute of Technology.
John Brennan, Director – Telecom Operations

With over 30 years’ experience providing operational expertise to the telecommunications industry, Mr. John Brennan leverages his extensive telecom background to design, build, manage, and fund strategic operational plans for some of the world’s largest telecommunications organizations. Brennan excels in implementing solid strategic operations that attract organic funding to foster the development of proprietary technology and allow for financial expansion, and has been instrumental in growing both U.S and internationally based organizations through the identification and successful acquisition of competitive entities.
As former President for Nextel Communications Northeast, Brennan constructed and managed efforts to design, build, and launch the largest wireless network introduced in the U.S. at that time, resulting in annual revenues of over $300 million while cultivating a base of 300,000 subscribers in less than 3 years.
His international expertise includes building, financing, and managing the largest cellular company in Indonesia. In this role, Brennan was the driving force behind the procurement of all equipment and financing necessary to implement an extensive network infrastructure, as well as in developing the native team requirement for continued operations.
Brennan holds a Master of Science degree in Accounting from Binghamton University School of Management, and a Bachelor of Science degree in Business Economics from State University of New York (SUNY) at Oneonta. He has assisted in the development of numerous entrepreneur programs including the now accredited BYOBiz program at Champlain College in Burlington, VT. He continues to lend his expertise to high school youth entrepreneurship and teacher tutorials, several charitable organizations, and has served as Adjunct Professor in business and finance programs at several schools including Boston College.
Gerald Poe, Director-Telecom Field Services
With 25+ years of experience, Gerald F. Poe Jr. has been a pioneer in large enterprise infrastructure designs, builds and development projects, which have set a few of today’s Bell-core standards. As an industry-known Telecommunications SME, Poe leverages his vast expertise in circuit provisioning/IT, network implementation, field project management, hardware/service/software acquisition/installation, RF/Wi-Fi support, network design/installation, and is an expert in cell phone carrier protocols such as GSM/3G/4G/UMTS/LTE/eLTE, driving modernization and technology upgrades for AT&T, Sprint, Verizon and T- Mobile. As the Director of Field Services for Copper River Telecom, he is responsible for all field facing operations, personnel, equipment procurement, manpower, logistics, safety, training, and global telecommunications deployments.
With an impressive roster of past success, Poe has completed successful deployments for the FDA, EPA, DOD, NASA, and several strong start-up firms, one of which (Masergy

Communications) pioneered MPLS technology and built CNN’s nationwide network. Poe oversaw $50M+ in corporate spending and was part of the team that took Telligent Communications to over $100/share on the stock exchange. His expansive knowledge and expertise was applied to The Million Man March, where he co-designed/engineered satellite, video/audio in conjunction with International Telecommunications Consortium. As a seasoned senior AT&T certified tower manager and Tower Modernization Project Lead with Advanced Technology Integrators, his detailed high-level customer focused responsibilities made him a successful authorized Designated Agency Representative (DAR).
Poe also demonstrates expertise in database/mobile app/SQL development, Unix Host, neutral host/DAS and cellular suppression, mobile carrier regional operations, tower team coordination, and tower equipment logistics. His IT experience includes systems such as Cisco, HP, APC, VoIP integration, SMATV services management, web development, and technology integration. Gerald holds 5 patents for SIT411.com, and has two patents pending for telecommunications equipment utilizing nano chip technology.
Julio Vera, Manager-Engineering and Quality Assurance
Mr. Julio A. Vera is a licensed professional Engineer specializing in telecommunications, control systems, and power. This diversity has been paramount to Mr. Vera’s many successful projects in over 18 years of engineering experience. Julio is a revenue conscious engineer and with his involvement in many projects and designs, Mr. Vera is comfortable in a vast gamut of roles; project management, design, construction supervisor, field Engineer, systems engineering, applications engineering, sales, and technical training. He has excelled on endeavors such as the Remote Monitoring Network implementation for the Power Company, T-Mobile’s latest 4G upgrade in Puerto Rico, E911 implementation for Centennial of PR (now AT&T), PRT’s latest 911 network (now CLARO). His passion to learn led Mr. Vera to experiment in the house building market, where he successfully built and renovated more than 15 houses. He also went on to work at a power company, in order to be able to learn the world of the steam turbines.
Mr. Vera has an Electrical Engineering degree with specializations in telecommunications, control systems, and power. He graduated cum laude, and was featured on the 1991-1992 edition of the Dean’s List. Mr. Vera has many certifications from companies such as ECI telecom, iBwave, Juniper Networks, and ADVA Optical Networking.
