MODIFICATIONS TO TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 1-3 IN THE CITY OF BELLE PLAINE
NOTICE is hereby given that the City Council of the City of Belle Plaine, Minnesota (the “City”) will meet at or after 6:30 p.m. on Monday, December 1, 2014, in the City Council Chambers of City Hall, 218 North Meridian Street in the City, to conduct a public hearing on modifications to the tax increment financ-ing plan (the “TIf Plan”) for Tax Increment financing District No. 1-3 (the “TIf District”) located within Redevelopment Project No. 1 (the “Redevelopment Project”) in the City. The TIf District is administered by the Belle Plaine Economic Development Authority (the “Authority”).The boundaries of the TIf District and the Redevelopment Project are shown in the map below. The
purpose of the proposed modifications is to (i) amend the budget set forth in the TIf Plan; and (ii) provide for the acquisition of additional real property with tax increment. Details on the proposal are contained in the draft modification to the TIf Plan, a copy of which will be available for public inspection at the City Hall during regular business hours.Any person wishing to express an opinion on the matters to be considered at the public hearing will be
heard orally or in writing.

eve dinners that in some years included lutefisk. Her grand-parents would invite people who otherwise would be alone Christmas-eve over to the house and spending time together in the parlor. Her grandparents al-lowed the children to open gifts the night before Christmas. Their gifts included clothes, books and games.Henrietta’s piano teacher,
Mrs. Haupt, saw to it Henrietta received new sheet music as a gift.The children enjoyed playing
amidst the open area around the
house. “It was a good place to grow up,” she said.She recalls a winter where the
snow was so plentiful it reached the windows. when her grand-mother went to the barn to milk the cow, Henrietta and her grandmother walked through a deep pathway from the house to the barn.Henrietta lived in the house
for about 40 years. She hopes people will come and visit and learn a bit about Belle Plaine’s history. “I think Belle Plaine
has a very interesting history,” she said.

Belle Plaine Man Facing Nine Felony Burglary, Theft Chargesfelony charges are pending
against a Belle Plaine man who allegedly committed a series of burglaries and thefts dating back to the summer. Unable to cover the $112,100
bail, Shaun Michael Carlson is currently in the Scott County Jail facing eight felony counts of burglary and theft and one count of gross-misdemeanor theft. Carlson’s due in Scott County District Court Dec. 9 for a first appearance on the burglary and theft charges.The case against Carlson, 35,
comes after a series of search warrants executed at residential addresses in Belle Plaine and one in rural Henderson. Belle Plaine Police Chief Tom Stolee said investigators found items Carlson allegedly stole at the residences. In most of the cases, Stolee said, the people living at the properties likely did not know for certain the property was stolen.According to the criminal
complaint against Carlson, po-lice were called Oct. 20 to a residence on the 200 block of East Commerce Drive by his former girlfriend, the mother of his daughter and unborn child. She told police Carlson had violated an order for protection against her.She showed police a cache of
items Carlson allegedly stole and left at her residence. The items include Nike tennis shoes, a baseball bag with a Bethany Lutheran logo on it and a half-dozen gloves in it, a Scott west wrestling jacket with a name on it, wallets, computer speakers, drug paraphernalia and expen-sive sunglasses.The woman also handed over
hubcaps police later confirmed was stolen from a vehicle owned by The Lutheran Home.
The woman also told po-lice Carlson cut his wrist and smeared blood on the refrigera-tor. He also left a bloody note and knife on her bed, the charge states. Unable to find Carlson, po-
lice began tracking down the owners of the allegedly stolen items.
ArrestedThe following day, they found
Carlson and another man in a vehicle around 8 p.m. Carlson was arrested and taken to the county jail. Police began back-tracking reports of burglaries and checked for links to Carl-son.The charge states a woman on
the 100 block of South Mar-ket Street reported on Aug. 16 the theft of a purse containing money and a cell phone. Police interviewed Carlson and he ad-mitted the charge states, taking the purse and discarding every-thing but the cash in it.He told police he was sorry for
what he did, the charge states.Aug. 17, police received a re-
port of stolen hubcaps from a Chevy Lumina. They are val-ued at $230. Carlson’s former girlfriend told police he had left them for her to place on her car.Carlson admitted to the theft,
the charge states, and he is ad-dicted to drugs.Aug. 17, police were called to
the 700 block of South Elm in Belle Plaine. A man reported a stolen wallet. Carlson later ad-mitted stealing the wallet and “a bunch of CDs from the house,” the charge states.Sept. 1, a person on the 200
block of south Elm Street re-ported someone had broken into the house over the week-end. The array of stolen items
included $400 in change, 20 casino coins valued at $200, binoculars valued at $100, nine bottles of prescription medicine and a visa debit card. The items stolen were valued at just short of $900. The charges against Carlson say the damage to the house in the break-in was val-ues at about $7,600.Carlson is also charged with
theft of a purse containing a checkbook, debit card, and expensive sunglasses from a house on the 300 block of South Chestnut Street on Oct. 14. Carlson later admitted to the theft.He is charged with entering
a house on he 200 block of South Chestnut Street Oct. 17 and stealing a purse and lap-top. Two days later, the charge says Carlson stole Nike athletic shoes and Bethany Lutheran athletic equipment worth about $640 from a person on the 100 block of South Elk Street. Carl-son later admitted to the theft, the charge states.Carlson is also charged with
stealing a global positioning system (GPS) system from a ve-hicle parked on the 600 block of west Church Street and $1,200 from a house on that block.Carlson admitted taking the
GPS but denied stealing the cash, the charge states.Carlson is also alleged to have
stolen a $700 laptop and guns valued at $100 from a house on the 300 block of west Main Street Oct. 19.The charge states Carlson later
admitted to the theft and that he is addicted to drugs.Police later recovered the lap-
top during a search of a house on the 400 block of west Main Street. Carlson allegedly left it and other stolen items there.
