WHY ADULT LEARNING IMPORTANT FORDEMOCRATIC PARTICIPATION (DP)?

• There are diverse trends in adult learning policy in EU for more than 30 years, only several years adult learning policy still in focus in Ukraine.

• Active citizenship & Personal, social and learning to learn competence are two of the 8 key competences of the EU lifelong learning strategy with links for DP.

• Civic competence (stand alone, number 6, 2018), which "equips individuals to fully participate in civic life", has been identified by the European Parliament and the Council of the European Union as a key competence to be given priority in all EU member state.

• As for as EaP countries, active citizenship is under development.

WHAT IS ADULT LEARNING?

• Adult learning should be understood as using all modality of knowledge’s acquisition combining formal education and learning (formal, non-formal and informal) at all levels.

• Adult Education and Learning has an impact on the three main areas of adult life - health and well-being, employment and the labor market; social and civil life.

• Such an approach allows adults with completed formal education to acquire new competences or to improve their expertise and skills.

IN 2018 STARTED UP ADVOCACY ACTIVITIES BY “PARTNERSHIP ON ADULT LEARNING” FOR ACHIEVE CHANGE IN ADULT LEARNING POLICY IN UKRAINE.

PARTNERSHIP INITIATED BY LEADERS OF THE TWO NGOS – LEAGUE OF PROFESSIONAL WOMEN (LPW) AND INSTITUTE OF PROFESSIONAL QUALIFICATIONS (IPQ) UNDER AUSPICES UKRAINIAN SIDE OF THE EU-UKRAINE CIVIL SOCIETY PLATFORM.

SOME ACTIONS SUPPORTED BY EU & INTERNATIONAL RENAISSANCE FOUNDATION WITHIN THE FRAMEWORK OF THE CIVIC SYNERGY PROJECT AND BRITISH COUNCIL UKRAINE” – WROTE IN THE NEW “LPW THEMATIC REPORT ON SDG4-EDUCATION 2030. INPUT TO 2019 UN HLPF”

STRATEGY OF PARTNERSHIP (APRIL2018 - MAY 2019)

• Action Research included : Policy Research Report (included desk research and experts` online survey), Peer Learning Workshop, Develop Recommendations by public experts and validations by stakeholders.

• Achieve change in legislation in Ukraine including:

A)Joint to the expert`s working group under Ministry of Education and Science of Ukraine on drafting Law on Adult Education.

B) Meetings with top public authorities of Ukraine: present Policy Recommendations and Policy Research Report.

C)Advising support by request of the Ministry of Education and Science of Ukraine : analytical study & oral and writing consultations\negotiation with state actors and stakeholders

• Voluntary inputs in review processes of sub-area SDG4 of the 2030 Agenda at the global, regional (UNECE) and national levels in 2019

• Ongoing fundraising for increase the scope of the members of Partnership and its outcome. We aims to collaborate with a network of experts for advance regional and thematic policy dialogue between civil society and relevant stakeholders with focus on Adult Learning
