Basheka (PhD) is an Adjunct Professor at the School of Political Science and Public Administration of the University of Electronic Science and Technology of China. He is also the Head of Higher Degrees at Uganda Management Institute. He further coordinates the department’s PhD in Management and Administration that is offered in five specializations of Public Administration, Public Procurement, Business Administration, Institutional Management and Leadership, and Higher Education Management and Administration .He is currently a PhD external examiner for the School of Public Administration and Management at the University of KwaZulu-Natal, University of Fort Hare in South Africa, and several universities in Uganda. Basheka has over 15 years of progressive teaching experience at University level mainly for graduate programmes. He is internationally exposed and has travelled in more than 30 countries. He was a member of the scientific committee for the international conference in public procurement held in August 2012 in America. He was a member of the World Bank task force for harmonizing public procurement reforms in Africa. He also serves as a research advisor for the African Regional Branch of International Federation of Purchasing and Supply (IFPMS). He was the first chairperson of council for the Institute of Procurement professionals of Uganda. He was a member of the 2012 steering committee for the preparations to celebrate the 10 years of public procurement reforms that that was held on 19 th -21 st September 2012. He is an editor of two academic journals namely the Uganda Journal of Management and Public Policy studies and an editor in Chief of the Journal of Public Procurement and Contract Management; both internationally refereed journals. His research interests are in the broad field of Public Administration and Governance. He has extensively published book chapters and journal articles in refereed local and international Journals within his areas of academic competence and research interest. He has made a number of paper presentations at local and international workshops and conferences. He is often invited by leading procurement associations in Africa as a key note speaker. Regional and local conferences on procurement have significantly involved him in their annual events for presentation and discussion of papers. He has received international awards and recognitions. He emerged as one of the 3 international scholars to have met the stiff requirements for being adjunct professor at UECT China. In the August 2012 5 th International Conference of Public Procurement held in the USA, his paper entitled ‘The Science of Public Procurement Management and Administration’ was evaluated as among the best 25 papers that survived a wave of three rigorous reviews. It was published as chapter 11 in a book ‘Charting a Course in Public Procurement Innovation and Knowledge Sharing’. In the 2009 annual conference of the International Association of Schools and Institutes of Administration (IASIA), he was awarded the Pierre De Celles Award for the best paper presented titled, ‘Social Determinants of Public Procurement Corruption in Uganda: Implications for the delivery of public services’. During the 2007 examinations for the Chartered Institute of Purchasing and Supply (CIPS-UK) professional examinations, he won the Bola Afolabi Award for the third-best student from Africa for those examinations. He has successfully completed (with distinction) the taught part of his second PhD in Public Administration at the University of Dar es Salaam, Tanzania and is currently finalizing his dissertation on Public Procurement Governance and Administrative Efficiency in Uganda’s public sector. He has in his possession a PhD in Educational Administration, Planning and Management from Makerere University-Uganda. 1. SUMMARY Benon C. Basheka (PhD) is an Adjunct Professor at the School of Political Science and Public Administration of the University of Electronic Science and Technology of China. His undergraduate studies saw him earn an upper second class B.A (Political Science and Public Administration) from Makerere University. He therefore has a multi-disciplinary background owing to his numerous academic qualifications. In terms of consultancy work, he is a team leader for the development of an E-Procurement Strategy for the Government of Uganda; an assignment that is ongoing. He was also a team leader that conducted a public procurement assessment study for the Ministry of Health (June 2012). He has been involved in training procurement stakeholders for the staff of the Uganda National Roads Authority in the four regions of the country. He is also a project manager on behalf of (Uganda Management institute) for a project on enhancing secondary school Management and leadership for the Ministry of Education and Sports funded by the African Development Bank. This project involves training 2500 stakeholders in various Management and leadership areas including Public Procurement and Public financial Management. He is the lead expert for the Public Procurement Component. He was also the technical advisor to PPDA for the development of a public procurement performance system (PPMS). Basheka is the Chairman of the Contracts Committee at Uganda Management Institute where he has been central in streamlining the public procurement functions at that institute. He is a member of the East African Procurement Forum. He is a national trainer for PPDA and is a certified public procurement professional (CPP) for the Institute of Procurement Professionals of Uganda. He is a chartered member of the Chartered institute of purchasing and Supply (CIPS-UK). All these engagements have given him theoretical but also very practical experience for improving the public procurement systems in developing countries. He prides a higher degree of experience and exposure in both qualitative and quantitative research methodologies. He has successfully supervised a significant number of graduate students and has been an external examiner for a number of universities. At Uganda Management Institute, Basheka currently heads one of the most vibrant departments that specialize in higher degree graduate programmes (at Masters and PhD levels). Basheka is known for his zeal in introducing new graduate programmes that meet the current needs of employers and students. Further, he is known for his diligence in placing robust emphasis on timely completion of all graduate students while emphasizing the highest degree of excellence and the quality graduates produced by the Institute. He was the first chairperson of Council for the Institute of Procurement professionals of Uganda; an association that brings together all procurement professionals in the country. He is also a member of a number of local and international professional associations. He is a national training consultant for the Public Procurement and Disposal of Public Assets Authority (PPDA).

6. TEACHING ABILITY AND EXPERIENCE Dr Basheka has an excellent ability to communicate knowledge. He diligently draws course outlines, presenting knowledge to learners through lectures and other forms of teaching, sets and marks coursework assignments and examinations on time, effectively supervises graduate students as well provides counseling and career guidance. On all programmes taught, student evaluations of his teaching are excellent. For example, according to the quality assurance report produced in September 2010 by the senior quality assurance officer of Uganda Management institute, Basheka’s rating on being very clear and organized was at 85% in one module. The report stated the following comment ‘Dr Basheka was more articulate and always presented more practical examples’ as emerging from the student evaluations. Dr Basheka teaches on all graduate programmes at Uganda Management Institute. Specifically, he is a core facilitator on the Masters in Public Administration, Masters in Business Administration, Masters in Management Studies and all postgraduate Diplomas at Uganda Management Institute where he specializes in the following modules.

3. 2012-Team leader for the project funded by ADB to train education managers of government secondary and post secondary schools in Uganda

4. October 2009- Technical Advisor to the Public Procurement and Disposal of Public Assets Authority for the Procurement performance measurement system under the Financial and Accountability Programme (FINMAP). A pilot study of the baseline survey on 15 procuring and Disposing Entities was successfully completed and a report submitted.

5. August-November 2009- A technical team member on a World Bank Funded- assignment to develop a Procurement Training Module for Government-aided Secondary Schools in Uganda and develop terms of reference for firms that will undertake the training in 2010. The client was the Ministry of Education and Sports of Uganda. The terms of reference and the draft training manual were submitted.

6. July-October 2009. Lead consultant in the KAP end line survey for Population Secretariat- Ministry of Finance Planning and Economic Development. Task involved designing a survey instrument, overseeing data collection, analyzing the data and writing the report. This exercise was completed.

7. September 2009. Conducted Desk Review for Water Aid Uganda on Water and Sanitation Sector as a baseline information for a major study on small towns water supply in Uganda.

8. July 2009. Lead consultant in the Development of a Strategic and Business Plan for Uganda Health Marketing Group (UHMG). This assignment was effectively accomplished.

9. Between January 2009 to date-Conducted a number of demand-driven trainings in Public Procurement on behalf of PPDA for different PDEs, at central and local government levels. I have also conducted a number of hands-on support programmes for the various entities on behalf of the PPDA.

10. In 2008- Among team of consultants who conducted a compliance assessment on the performance of the Public Procurement and Disposal of Public Assets Regulations on 120 entities in Uganda.

12. LEADERSHIP AND MANAGEMENT

Basheka has good leadership skills exhibited in the excellent performance of all assignments from teaching and administration. For the years he has been the head of higher degrees at Uganda Management Institute, there has been a tremendous improvements in the quality of teaching and research as well as significant improvements in completion rates of graduate students. The higher degrees department has thus generated a lot of resources. There are new highly demand-driven Masters Degrees that have been started as a result of his robust leadership and management capacities. All examination processing under the department is done on time and the department is always ahead of schedule for all planned activities-administrative and academic. He is a role model to all the staff of the higher degrees department and it is through his leadership capacities that all staffs under him are engaged in a lot of research and publications which has increased the profile of the department and institute.

Through his leadership, the department introduced a taught PhD in Management and Administration, a Masters in Public Procurement and Masters in Higher Education Management and administration (all are now fully approved by senate and have been before the National Council for Higher Education for accreditation since January 2011). Benon has systematically spearheaded the expansion of the department in both human and financial dimensions. Basheka has been a leader on the publication strand at UMI and his degree of scholarship extends across a wide spectrum of disciplines He has been excellent in resource mobilization strategies for the department and institute in general. He has good conceptual and analytical skills.
