LETTER FROM THE DIRECTOR 

I am pleased to present the Water Resources Center (WRC) Strategic Plan. This plan is the result ofan extensive process with many contributors.

Let me begin by thanking those who made this plan possible. I am grateful to my fellow members ofthe WRC strategic planning team, Ann Lewandowski, Faye Sleeper, and Joel Larson, for their manyhours of thought and discussion. Our progress depended on the efforts of talented consultantsincluding Emily Goff and the team from the University of Minnesota’s Leadership and TalentDevelopment Office, for which we are most thankful. I know those who worked on this plan share mygratitude for the input that shaped it, from our WRC staff and University collaborators to numerousthought leaders across the state.

Stated or not, a theory of change underlies any worthwhile plan. If you are familiar with theUniversity of Minnesota system, you will probably know that we see ourselves as change agentsthrough interwoven engagement, research, and education. An engaged university responds tostakeholder needs and resource conditions, conducting research that finds innovative solutions andcreates relevant knowledge. Our educators transfer that knowledge, along with the right skills andtools, to help build a workforce that can implement solutions and become catalysts for behavioralchange. Those changes bring about new conditions that expose another set of important questions,beginning the cycle again.

This theory in mind, we challenged ourselves with a basic question: Given our unique capabilities andrelationships, how can the WRC focus our efforts for the greatest impact? Our plan answers thatquestion in two ways.

First, we articulate goals and strategies for our core functions, which serve as our leverage points tobring about change. Our research goals are about our role in generating new scientific knowledge,while our training and outreach goals focus on building the capacity of current and futuregenerations of water resources professionals. We also identify goals in additional cross-cutting areas,recognizing WRC’s hallmark roles as a convener of diverse audiences and as a communicator ofscientific content.

A second way to answer our question is to identify the problems we are especially well positioned toaddress. The WRC specializes in problems where water resources are intricately connected to thesurrounding landscape and its people. While the problems we address at this nexus may evolve overtime, our current focus areas include agriculture, urban stormwater, decentralized wastewater,groundwater, and aquatic ecosystems. These areas define our unique position to contribute. We areexcited to have this plan to help guide or work, measure our progress, and identify opportunities towork with our cooperators. Key Strategies

As a member of the National Institutes for Water Resources, the WRC is charged with conductingand supporting peer-reviewed research that responds to pressing water resources issues.  The WRChas supported dozens of projects to help Minnesota researchers launch new lines of work, trainingthe next generation of water scientists in the process. As an interdisciplinary institute, a core functionof the WRC is to assemble and coordinate cross-cutting teams of experts to address multifacetedproblems. These collaborations of WRC scientists, University of Minnesota faculty and research staff,and outside partners have earned major support from sponsors such as the National ScienceFoundation.

C O N V E Y Convey results of water-related research in Minnesota

and beyond, working in partnership with University ofMinnesota faculty and other organizations.

Water resource practitioners across the state need access to University research in formats thatare useful to their work. Many WRC projects aim to produce science-based resources to supportpolicy-makers, local watershed planners, engineers, and more. The newly-created MinnesotaOffice for Soil Health is dedicated to building the soil health knowledge base of local conservationstaff and agricultural professionals. Other examples of our work include the Fields to Streamspublication, case studies detailing phosphorus management in dairy systems, and trainingresources for users of the Agricultural Conservation Planning Framework. We partner closely withthe Extension Water Resources Team to provide training and support for local water resourceleaders, communities, and professionals across the state.

developing the current and next generation ofwater resources professionals.

Expand and foster innovation in research-based training, certification, and Extension

programs through new modes of delivery and increased coordination with external

Key Strategies

A diverse range of professionals are responsible for Minnesota water resources, includingresearchers and educators; private engineers, consultants, and lawyers; local governmentplanners, technicians, and managers; farmers and other land managers; and utility managersranging from private septic system installers to city drinking water suppliers. All of these peopleneed high quality and ongoing training. The Water Resources Center is a premier provider oftraining, certification, and education programs for audiences within Minnesota and across thecountry. Through the Onsite Sewage Treatment Program, Wetlands Delineation CertificationProgram, Watershed Specialists Training, and Extension programming, the Center offers a rangeof research-based workshops, curriculum, and outreach to professionals, communities, and otherindividuals. The WRC also administers the Water Resources Science graduate program, thelargest interdisciplinary program at the University of Minnesota.

Addressing the complexity of water issues demands diverse approaches and a strong, inclusivenetwork of relationships. The WRC fosters connections across disciplines and communities bysponsoring the annual Minnesota Water Resources Conference, which recently brought together700 practitioners and researchers from across the state. Further connections are forged each yearthrough numerous WRC-sponsored events including conferences, symposia, and lectures. Beyondevents, we connect stakeholders through efforts such as the Minnesota Office for Soil Health andthe Minnesota Stormwater Research Council. Through these events and organizations, we buildstronger connections across the state, bringing together diverse audiences from a range ofbackgrounds: rural and urban, agricultural and natural resources, and beyond.

Through outlets such as Minnegram and Confluence, the WRC communicates the results ofcutting-edge research to both technical and lay audiences, shares training and educationalopportunities, and builds a network of water resource professionals. Minnegram is a quarterlynewsletter that highlights the work of the Center’s staff, researchers, and affiliated faculty fora variety of internal and external stakeholders. Confluence provides information for theUniversity of Minnesota’s water community by focusing on funding and professionaldevelopment opportunities, awards, and events of interest to the University of Minnesota’swater community.
