S ecurity issues dominated foreign affairs in Latvia in 2015, with the ongoing conflict in eastern Ukraine that sparked concerns about Russia’s ambitions in the countries of the former Soviet Union. In September Latvian armed forces led Silver Arrow, a joint training exercise that drew more than 1,000 troops from five other NATO countries. On the domestic front Raimonds VKjonis was elected president in June, making him the first Green Party politician to serve as an EU head of state. Although the office of presi- dent was largely ceremonial, the failure of the ruling par- ties to coalesce around a sin- gle candidate was seen as a sign of potential rifts in the coalition.
