Langdon, aLberta

Rocky View county’s Good Luck Town

Langdon is located in Rocky View County and is fondly known as the Good Luck Town. It has a rich western heritage and pioneering spirit. Langdon truly has deep roots. Canadian Pacific Railway built a train station in the mid 1880’s to serve the needs of families who flocked to the area for the rich ranch and farm land. The surname of the contractor who built the rail line was Langdon and the station was named after him.

The history of Langdon lives on, as the streets are aptly named after the pioneers who first settled the area. Residents from the hamlet of Langdon enjoy an idyllic country setting, larger lots, lower taxes and a cherished community where people know their neighbours.

This guide is designed to provide residents with practical insights on living in the rural hamlet of Langdon in Rocky View County.

On behalf of Rocky View County, we are pleased to share this guide with the residents of Langdon. As our hamlet continues to grow, so does the need for access to information and we hope this guide provides helpful resources and tips for life in Langdon.

As your local councillor and a resident of the Langdon area community, I share in your appreciation for Langdon, our beautiful and charming Good Luck Town. We have the convenience of living just 15 minutes east of Calgary, while enjoying the peace and quiet of a rural setting. The best part is the warmth of the people and the luxury of getting to know our neighbours.

We have wonderful amenities for the outdoor enthusiast with over 100 acres of parks and open spaces, golfing, sports fields, outdoor skating, and walking and biking trails. We also have ongoing indoor activities at the Langdon Field House, IOOF Hall and the Womens Institute. Langdon has many of the conveniences of a large urban centre with medical services available and a number of quaint shops and restaurants.

We admire the residents of Langdon who are committed to enhancing the community, and we look forward to supporting their efforts by providing open communication and the resources to share in many future successes.

Langdon is a hamlet governed by Rocky View County. The County has a council of nine members, who are elected every three years, on the third Monday of October.

The County has nine electoral divisions, and a councillor represents each division. Langdon is in Division 4. Every year, the elected Council elects a Reeve and a Deputy Reeve. The Council is governed by the Municipal Government Act.

Each May, Council finalizes the amount of money required to support the County’s mandate to provide quality service to residents and businesses of Rocky View County. Your property taxes help pay for County initiatives and services such as emergency services, road maintenance, parks and recreation, and community development strategies. Your tax dollars are also used to fund provincial education. The amount paid for municipal services and provincial education is detailed in the resident’s tax bill.

Rocky View County is committed to providing safe communities for all its residents. In order to achieve this, Emergency Services operates five main areas:

Farmers and ranchers often work around the clock, especially during calving season in the spring and harvest time in the fall. Nearby agricultural operations may disturb otherwise quiet surroundings.

dust

Gravel roads generate dust. If travelling on gravel roads adjacent to ranch lands and farming operations, drive slowly and with care, as dust can affect the health of the livestock and the quality of crops.

Farming operations generate a fair amount of dust during dry and windy weather. Take the proper precautions if allergies are an issue.

cRop pRoduction inputs

Herbicides, fertilizers and insecticides may be used in nearby crops and pastures. Farmers and ranchers just as all others must operate within the constraints of public health and safety legislation dictating the use of these substances. Take the proper precautions if allergies are an issue.

Herbicides may legally be applied by airplanes flying in early morning and late in the evening. Expect the unexpected.

inVasiVe pLants

The County enforces the Weed Control Act of Alberta. If a property has invasive weeds, it is the owner’s responsibility to be aware of them and to control them.

The Weed Control Act of Alberta states all landowners are responsible for keeping weeds under control.

The County controls weeds on properties under their control and directs private landowners/tenants do so as well. Weed notices may be issued and measures to control growth and seed production of weeds will be strictly enforced.

Other weeds not listed in the Act are the responsibility of the landowner. The County’s Agricultural Services department has Weed Inspectors looking for and investigating weed complaints throughout the County. Call Agricultural Services (403.520.1287) if:

Roadside weed contRoL

Roadside weed control is carried out on a tri-annual basis (three year rotation). The use of herbicides is the most cost effective means to do this. All herbicide applications are carried out by certified applicators following the Industrial Vegetation Management Association’s (IVMA) “Standards and Good Practices” protocol, and Alberta Environment’s “Code of Practice,” for the safe use and handling of herbicides.

animaLs

Farm animals play a significant role in the agricultural context of Rocky View County. Some animals may cause objectionable odours and noise, and they can be dangerous. Do not enter pens or fields where neighbouring animals are housed. It is the owner’s responsibility to keep animals and pets on their property and under control.

When encountering a cattle drive, please pull over to the side of the road and allow the cattle to pass. If a rider directs you forward, do so slowly.

odouRs

Farming operations can produce different odours that may not be familiar to people. Some odours can be from livestock manure or compost being spread on fields to fertilize crops; others may be “fresher” smelling, especially in the summer, when cattle and horses are out on pasture. Occasionally in hot weather, stagnant water odours from pastured wetlands (as well as from the local sewage treatment infrastructure) may occur. Large farming equipment is mostly diesel-based, and sometimes diesel exhaust can travel in the air, especially in winter. Other odours may be from sources that are long distances away, including sulfur smells from gas wells and smog smells from urban air pollution. Most odours are temporary and dissipate with changes in wind and atmospheric conditions.

Feeding wildlife is dangerous—for the wildlife. Nature provides us with some wonderful neighbours. Enjoy wildlife from a distance and do not feed any wildlife.

Not all wildlife are native to the County. Please report sightings of destructive animals such as Norway rats and raccoons to Agricultural Services at 403.520.7273.

ruraL roads

Rocky View County maintains 2400 kilometres of road, working to keep them safe, clear and clean year-round. A number of road programs are delivered yearly from dust mitigation, snow fencing and snow plowing to spring sweeping and roadside mowing.

Driving conditions may vary on area rural roads during winter and heavy rains. While County crews attend to roads as quickly as possible, drivers need to allow for extra time when it is wet, snowy and icy.

Road construction and maintenance are among the top priorities for the County. a significant portion of the County’s budget is dedicated to ensuring the transportation system is safe.

Roadside BRushing

Each year, the County cuts back trees or brush growing in the road allowances reducing visibility at intersections or blocking traffic signs. Trees overhanging onto the road can also make it difficult for large vehicles to pass safely. Trees and brush can cause serious snow drifting making the road impassable. Municipal crews cut the brush with chain saws and brushing saws. The brush is then fed through a chipper on site blowing the wood chips into the ditch to mitigate erosion.

Roadside mowing

Every summer the County mows the grass in the ditches along the township and range roads. This improves sight distance at intersections and helps prevent the drifting of snow in the winter.

Rocky View County road crews install snow fencing each fall to help diminish drifting of snow onto County roads.

Road LitteR contRoL

Illegal dumping of residual waste is more than just an annoyance or an inconvenient eyesore. Over the last few years, illegal dumping has caused rising costs to residents. It is estimated more than $200,000 will be spent yearly in removing and disposing of roadside waste and litter. Area residents are encouraged to report anyone suspected of illegally dumping waste material to the County’s Protective Services Department at 403.230.1401 or contact the closest detachment of the RCMP or Crime Stoppers at 1.800.222.TIPS (8477).

spRing sweeping

The sweeping program begins in late May and runs for four to six weeks, depending on weather, removing loose gravel, mud and various other materials from the roads. Rocky View hires crews from private contractors to conduct street sweeping and gravel collection. Rocky View takes requests to dump the collected gravel material from sweeping activities onto private driveways and will accommodate if possible.

Rocky View County also owns and operates road-sweeping brooms to clear rural non-subdivision roads. In contrast to the sweepers, the brooms remove the material from the road and deposit it in the ditches adjacent to the roads.

cRack seaLing

Infiltration of water below a road’s surface causes damage to the road’s foundation and surface.

Rocky View County crews work to seal the cracks on an ongoing basis applying approximately 20,000 linear metres of sealant to County roads per year.

Langdon ruraL snow cLearing priorities

Part of these maintenance duties involves snow and ice control, which is undertaken to provide for the safe access and use for all vehicular and pedestrian traffic on roads and sidewalks on a priority basis.

Rocky View currently has a fleet of 13 snow plows and 13 motor graders which are used to clear snow from 2400 kilometres of roads throughout the County. In addition, Rocky View relies on several private contractors to service specific areas of the County throughout the winter.

Some roads are narrow and maintenance equipment and large farm equipment may have challenges negotiating some sections, and may have limited visibility. Please use caution when approaching them.

Hamlet streets require specialized equipment to clear snow.

Sanding takes place on the roads with the highest traffic, with attention given to hills, curves and intersections.

dRiVeways

Please do not deposit snow on or across the road when clearing driveways.

Acceptable level of service: all hard-surfaced roads are open and passable but there may be areas of drifting and snow accumulations. Gravel roads are open but may be difficult to drive in small vehicles due to snow accumulations and drifting.

County SNIC activities continue throughout a storm event until at least the minimum level of service as defined above is met. As time, weather and resources permit, SNIC activities will continue to meet the best level of service.

Electricity and natural gas have been deregulated in Alberta. The Alberta Government provides a website with information to assist customers who want to choose the appropriate provider for their residence or business. Contact your distributor in the event of a natural gas emergency.

Managing water in Langdon

Residents may notice plants such as cattails or grasses left in ditches and waterways. This is not a mowing oversight, as the area waterways benefit from aquatic plants growing next to them. Aquatic plants play a valuable role in balancing the local ecosystem.

Residents are to refrain from mowing to the edge of storm ponds, as aquatic vegetation is purposefully left along the edge to naturalize the area and to house birds and amphibians. Aquatic vegetation is also left to grow around, in and adjacent to ponds and low spots to reduce high salinity content in the soil.

Rip Rap

Residents may have noticed large rocky areas—referred to as rip rap—in ditches throughout Langdon. Rocks are placed around culverts to reduce soil erosion from excess water.

sump pump wateRs

The Langdon sanitary sewer system is not designed for handling extra water contributing to the system through weeping tile, roof gutter downspout and sump pump connections. These connections contribute extremely high amounts of flow into the system during wet weather periods, in addition to normal sewage flows and expected storm water infiltration, which can lead to system backups.

Residents are not permitted to direct sump pump waters into sanitary sewer drains. Sump pump water is not considered sewage and is not factored into the cost of processing at the wastewater treatment plant. Sump pump water should not be directed onto neighbouring properties, sidewalks, streets, or lands owned by the County. Homeowners should try directing downspouts away from the foundation of the home. Do not design downspouts to connect directly to weeping tiles.

Weeping tile, roof gutter downspout and sump pump connections to the sanitary sewer system are in contravention of Rocky View County Bylaws. Homeowners with these connections are required to remove the connections and are subject to a fine up to a maximum of $10,000. If you are unsure whether you have such a connection, call a local plumbing firm to assess your systems and correct it as needed.

disposing oF sump pump wateR

There are things a homeowner can do to prevent the occurrence of a sewer backup into their home and it is recommended homeowners undertake some or all of these recommendations.

• Grade your lot so that water drains naturally away from your foundation/basement walls and into a landscape feature. If water drains toward your basement walls, it will drain directly to the weeping tile around the basement and can easily overload a home’s drainage system.

• Extend roof gutter leads away from your house• Install a backflow prevention device in the sewer

service connection. This will prevent sewage that has backed up in the sewer mains from flowing into the home via the service connection. These devices need to be installed in the proper location and orientation to be effective and should be installed by a plumbing professional.

• Water use should be discontinued in the home when the backflow preventer is in use, as it will prevent flows from within the home from draining into the sewer system. Once the level of sewage in the system has receded to normal levels, the backflow prevention device will automatically disengage and allow flows from the home to drain into the sewer system.

• Cut down on high water use activities such as showering and laundering during extreme wet weather events. The less added to the system during these periods, the better it will be for everyone.

• Many homes have a concrete swale or ditch running in behind to direct drainage of sump pump waters. Sump pump waters should be directed straight into the swale. The sump pump waters are directed into storm water retention ponds, for proper treatment.

• If a concrete swale or ditch is not available behind the home, or weeping tiles are inadequate, try building a rain capture tank. This will reduce the amount of water flowing onto the property and the water can then be used for irrigation.

• Try creating a drainage area in the yard to collect excess moisture. Suggestions include creating a landscape area such as a rain garden with porous rock, or a xeriscape type garden with mulch and drought tolerant native plants.

Gardens and plants may be accommodated within properly graded sites by ensuring that a continuous flow of surface water away from the building is maintained. The backfilled area immediately surrounding foundations (1.8 metres or 6 feet) should not be planted. Instead, this perimeter should be made impervious to water penetration and sloped away. Plantings adjacent to this perimeter zone should have a sloped base below the root zone lined with a geotextile that will convey excess water away from the building and the plants. This approach reduces:

• The need for plant watering• The amount of water conveyed to the foundation

drains, and• The cost of any future foundation maintenance or

repair, as the plants do not have to be moved to access the below grade foundation.

FutuRe mitigation oF extRa wateR

The County is working to reduce the amount of extraneous flows into the sanitary sewer system to help reduce or eliminate the occurrence of future system backups. The County conducts a visual inspection of manholes on the system to identify and repair any leaks in the joints and cracks. A video inspection will be completed in 2012, to help identify which properties have non-conforming connections to the sewer system. The inspection will also identify leaks in the sewer mains that allow groundwater to enter the system.

The County also plans initiate a new homeowner education and notification program. Residents will receive information about the impact of non-conforming connections on their home and their neighbour’s homes. Information will also be given on how to reduce the negative impacts. The County plans to undertake random inspections of homes and inspections of homes identified through the video inspection process to assess if any prohibited

connections exist and to work with home owners to correct them.

The management of our wastewater system is a joint responsibility. If we all do our part to use and maintain the system responsibly, residents can expect quality service and reliability from the system for years to come.

garbage coLLection

Langdon residents have curbside garbage collection. Waste must be out at the curbside no later than 7:00 am on Thursdays. Langdon has a two bag limit per week, or if using a container for waste, it must weigh no more than 20 kilograms (kg), and be no larger than 121 litres (L). All garbage should be bagged for the safety of the collector during disposal.

pRepaRation tips

• Waste must be out at curb by 7:00 am on Thursdays. The collector is not permitted to cross streets to collect garbage that has been put out after the truck has passed by. The collector’s Health and Safety program does not allow collectors to cross the street or leave their vehicle unattended.

• Two bag or container limit per household per week.• A container cannot weigh more than 20 kg and

cannot be bigger than 121 L.• All garbage should be bagged, bundled and tied, as

dust, ashes and small particles can be inhaled by a collector during disposal. Loose objects can cause face and eye injuries.

• Sharp objects such as glass, knives, razor blades and nails should be placed in protective wrapping or a puncture proof container labelled “sharps.” Needles should be returned to the pharmacy where they were purchased for proper disposal.

• Make sure sidewalks are clear of snow and ice so the collector can access garbage at minimal risk to their safety. Make sure bags can be seen by the collector. White bags are difficult to see when placed on a snow bank.

enforceMent and coMpLiance

Rocky View County Enforcement and Compliance Section’s primary focus is customer service. Community Peace Officers perfom three distinct roles:

traffic Enforcement

The objectives of this unit are to ensure public safety, promote traffic safety and protect County roads and infrastructure. This is done by enforcing Provincial Legislation such as the Traffic Safety Act, the Use of Highway and Rules of the Road Regulation, the Vehicle Equipment Regulation, the Operator Licensing and Vehicle Control Regulation, Commercial Vehicle and Safety Regulation, and the Gaming and Liquor Act.

Bylaw Enforcement

The objectives of this unit are to provide animal control services and enforce County Bylaws. This is done by enforcing the Animal Control Bylaw, Municipal Addressing Bylaw, Unsightly Premise Bylaw, Litter Bylaw, Noise Bylaw and Parking violations to name a few. The Animal Control Bylaw support responsible dog ownership through licensing which helps return lost dogs to their owners.

Land use Bylaw Compliance

Compliance Officers are responsible for enforcing the Land Use Bylaw. This bylaw is the book of rules for development in the County. It provides guidance on things such as how many animals and buildings are allowed on a property. Development Compliance Officers are available to follow up on any concerns, inquires and/or complaints that you may have about the activities in your neighbourhood.

RoyaL canadian mounted poLice

The Royal Canadian Mounted Police (RCMP) are the policing authority for Langdon and surrounding areas. They are funded and staffed by the Provincial Government at no direct cost to the County. The RCMP have four detachments serving the residents of Rocky View (Cochrane, Airdrie, Beiseker and Strathmore). The rural RCMP officers from the Strathmore detachment respond to and patrol Langdon.

The RCMP have both Provincial and Federal powers and enforce a wide variety of laws. They are charged with keeping the peace, preventing crime and the investigation of crimes already committed.

If a resident of Langdon has a concern regarding any of the above activities they are encouraged to call the RCMP dispatch centre. Police officers will be dispatched from Strathmore or any other available centre depending on the nature and urgency of the complaint.

All dogs in Rocky View County who are three months of age or older must be licensed in compliance with the County’s Animal Control Bylaw.

Fees

• Spayed or Neutered Dog (after three months): $15.00• Non-Altered Dog: $35.00• Pup (up to six months): $25.00

Falsifying information on your license application carries a fine of $500. Failure to obtain an annual licence carries a fine of $150.

why License youR dog?

In addition to being in compliance with the County’s Bylaws, having a dog licence is a very important factor in ensuring pets are returned to owners if lost. It also tells strangers who may see a lost dog that it is not a stray. There are over 3000 resident licensed dogs in the County, and having a tag on their collar greatly increases the chances of reuniting these pets with their families as quickly as possible.

• All dogs in Rocky View County must be licensed. • Licensing periods are for the fiscal year, from

January 1 to December 31.• Renewal notices are sent in the mail early

in the new year.• The licensing fee remains the same from January

to September, although the license is only valid until December 31 of the calendar year.

• If a new licence is purchased between September and December, half of the regular licence fee is remitted.

RepLacement tags

When licensing a dog, the owner is issued a permanent dog tag. If the dog loses its tag, the owner will need to purchase a replacement tag at a cost of $10. This can be done in person at the Rocky View County Administration Building, by fax, or by mail. If you order the replacement tag by fax or mail, it will be mailed, after the payment has been processed.

Rocky View Fire Services is made up of full-time, casual, paid-on-call and volunteer firefighters totalling about 265 members throughout the County. For fire emergencies, Langdon has a fire station located at 12 Railway Avenue, and the station provides coverage for the south east area of the county.

For medical emergencies, Rocky View County is served by ground ambulances operated by Alberta Health Services.

gardening and Landscaping

The soils in the Langdon area have high clay content and high salinity content. The soils are sticky when wet and almost impermeable when dry. The water retention of clays soils is very good, but the high salinity levels cause plants stress, and disrupt the plants ability to absorb moisture.

Gardeners have a few remedies to consider when working with this soil type. Organic matter such as compost can be added to make the soil easier to work, make it better at holding and draining water, and to reduce the salinity content. Consider planting saline tolerant trees, shrubs and perennials. Perennial plants and grasses are more tolerant of high saline soils than annual plants. There are many plants which are more tolerant of high levels of salinity, and these plants are generally the same ones used for xeriscape gardening.
