The first quarter of 2015, a period that has historically been the heart of the rainy season, was the driest on record. Now in the fourth drought year, there is a scientific consensus that record-high temperatures have exacerbated water scarcity, sapping moisture from soils and preventing snow from building up in the Sierras’ frozen reservoir (Griffin and Anchukaitis, 2014). On April 1 st the smallest Sierra snowpack on record was recorded, with water content estimated at just five percent of long-term averages. More than two-thirds of the state is in an “extreme” drought, with more than 40 percent in “exceptional” drought, the most dangerous category, according to the U.S. Drought Monitor. It is within this context that on April 1, 2015, Governor Jerry Brown issued an executive order (EO) – B-29-15 – mandating statewide reductions in water use for the first time. The State Water Resources Control Board developed new requirements for the State mandated Water Efficient Landscape Ordi- nance cities/counties are required to adopt. The City of San Jacinto has updated Chapter 17.325 – Water Efficient Landscape and Irrigation Code for compliance with (EO) B-29-15. All projects meeting the applicability requirements of 17.325.020 must comply with the requirements of Chapter 17.325 in- cluding the City, government, and public agencies. Variances, modifications, waivers or exceptions (beyond those noted in 17.325.040 – Exemptions from Landscaping Requirements) to the Chapter requirements cannot be granted by the City as these requirements are State law. This submittal pack- age will help applicants prepare their landscape and irrigation plans in compliance with Chapter 17.325. The Development Code establishes minimum landscape and irrigation standards for all land uses (see Articles 2, 3 and 4). Landscaping can and should be considered an essential part of the design process, as it can contribute toward reducing heat and glare, controlling soil erosion, offering fire protection, providing for recreational areas, cleaning the air and water, and conserving water. Landscapes can also be used to help create visual interest, define entrances to buildings, define the edges of land uses and projects, or provide a transition between neighboring properties. It should complement superior architectural and site plan design and help create a quality finished product. A rich variety of plantings should be selected that are suited for San Jacinto’s climate, utilizing native, drought-tolerant, and water- efficient plantings.

PROJECTS REQUIRING LANDSCAPE & IRRIGATION PLANS: Pursuant to Development Code Section 17.325.030 – Applicability, and consistent with Executive Order No. B-29-15, the following projects require landscape and irrigation plan submittals: 1. New development projects with an aggregate landscape area equal to or greater than 500

square feet requiring a building or landscape permit, plan check or design review;

2. Rehabilitated landscape projects with an aggregate landscape area equal to or greater than 2,500 square feet requiring a building or landscape permit, plan check or design review;

3. Existing landscapes that were installed before December 1, 2015, and are over one acre in size

shall comply with Development Code Sections 17.325.100 C & D – Irrigation Audit, Irrigation Survey, and Irrigation Water Use Analysis and 17.325.140 – Water Waste Prevention); and

4. Cemeteries and existing cemeteries shall comply with Development Code Sections (subject to

Development Code Sections 17.325.060 B – Water Efficient Landscape Worksheet, 17.325.090 – Landscape and Irrigation Maintenance Schedule, 17.325.100 – Irrigation Audit, Irrigation Sur-vey, and Irrigation Water Use Analysis and 17.325.140 – Water Waste Prevention).

PRESCRIPTIVE COMPLIANCE OPTION: 1. Projects with an aggregate landscape area of 2,500 square feet or less may comply with the

prescriptive measures contained in Development Code Section 17.325.180 – Prescriptive Com-pliance Option.

2. Projects using treated or untreated graywater or rainwater captured on site on any lot or parcel within the project that is less than 2,500 square feet of landscape and meets the lot or parcel’s landscape water requirement (Estimated Total Water Use) entirely with treated or untreated graywater or through stored rainwater captured on site, may comply with Development Code Section 17.325.180 – Prescriptive Compliance Option.

BEFORE PREPARING THE LANDSCAPE & IRRIGATION PLANS: Be sure you are familiar with the following requirements, so they can be incorporated into the plan design.

1. The City’s Development Code, including but not limited to, Chapter 17.235 – Water Efficient

Landscaping & Irrigation.

2. The City Landscape Design Guidelines. 3. The required project conditions of approval as they apply to the site design, grading, and land-

scaping. Contact the project planner for this information if you do not already have it. 4. The Water Purveyor’s Water Conservation and Water Supply Shortage regulations. See the

attached map for information on the City’s Water Purveyors.

GENERAL DESIGN REQUIREMENTS: The following should be taken into consideration when preparing the Landscape and Irrigation Submit-tal Package. 1. Each residential and nonresidential land use is required to provide and maintain minimum land-

scaped areas based on the impervious surface coverage standards is found in Article 2 (Zones, Allowable Land Uses, and Zone-Specific Standards) of the Development Code. For example, an RM zone maximum impervious surface coverage standard of 60 percent in Table 2-4 (Devel-opment Standards for RM, RMH, RH, and RVH Zones) requires landscaping of the remaining 40 percent. Residential zones shall be subject to landscaping and paving standards in Devel-opment Code Section 17.305.090 (Paving within Residential Front Yard Area).

2. Parking areas are required to be landscaped in compliance with Development Code Section 17.330.090 (Landscaping Standards for Parking Areas). Parking lot areas shall be counted as part of the total lot area when computing the minimum landscaped area.

3. Landscaped areas are required to measure at least five feet in any direction in order to be

counted toward meeting the minimum landscaping requirements. 4. Projects in wildland fire hazard areas or hillside locations are submitted to the Fire Chief for

approval before final approval of the landscape and irrigation plans. 5. Landscaping shall be planned as an integral part of the overall project design and not simply

located in excess space after parking areas and structures have been planned.

6. Landscaping may also include small amounts of accessory decorative outdoor landscape ele-ments (e.g., ponds, fountains, sculpture, and paved or decorated surfaces) excluding driveways, parking, and storage areas.

7. Front setbacks and side setbacks abutting a street shall be landscaped and maintained. 8. Sidewalks providing pedestrian access shall be considered in the design of all landscaped areas,

including the need to locate plants, utility boxes, backflow devices and fire backflow preventers, so as not to interfere with the ability of pedestrians to have an adequate view of paths and sur-rounding areas to ensure their safety.

9. Landscape planting shall include adjacent public street rights-of-way, in compliance with the City’s Landscape Design Guidelines.

10. Landscaping over 30 inches in height shall not be allowed within a traffic visibility area formed by the intersection of public rights-of-way, parking lot entrances, and exits, pedestrian rights-of-way, driveways, or alleys as determined by the Director in compliance with Development Code Section 17.305.150 (Traffic Visibility Area).

11. Landscaping shall be required to screen storage areas, trash enclosures, and parking areas in compliance with Development Code Section 17.305.110 (Screening and Buffering).

12. Graded areas proposed for development in a later phase shall be planted with native vegetation specified in an approved revegetation plan and shall be maintained in a weed-free condition until

development occurs if the later phase will not begin construction within six months of completion of the previous phase.

13. The project applicant shall complete the Water Efficient Landscape Worksheet in accordance with Development Code Section 17.325.060 B and as provided in this Landscape & Irrigation Submittal Package, which contains information on the plant factor, irrigation method, irrigation efficiency, and the area associated with each hydrozone.

LANDSCAPE DESIGN PLAN: 1. Landscape Plans shall be prepared in accordance with 17.325.060 D and as noted in this appli-

cation package. The Plans must be legible and drawn to a scale that clearly illustrates the com-ponents of the project. Note that the plan reviewers may not be familiar with the property and project and they will need the following information to evaluate your project. If the plans are not legible or do not include the information listed below, your application will not be accepted for processing.

2. Pursuant to the provisions of Chapter 17.325 – Water Efficient Landscaping and Irrigation, the landscape design plan submitted for review shall be prepared, wet-stamped, and signed by a licensed landscape architect or contractor. See the attached Landscape Architect’s Permitted Practices Sheet.

3. The plans should be prepared at a 24” x 36” or 30” x 42” sheet size at a 1"=10', 1"=20', 1"=30' or 1"=40' scale as appropriate. The blueprints are required to be stapled along the left margin in sets. Fold the sets to approximately 8½" x 11. (The City cannot accept drawings or materials that cannot be folded down to approximately 8 ½" by 11.)

4. A cover sheet is required for projects using more than one (1) sheet each for the Landscape Design Plan, Irrigation Design Plan, Details, and Specifications. The cover sheet shall include, but is not limited to: a. Project title (Tract Number, Phase Number(s) if applicable) b. Vicinity map with a north arrow c. Location map d. Notification of Dig Alert (800) 422-4133 e. Plan approval box including a line for approval and date by the City Landscape Reviewer f. Sheet Index g. Landscape architect's name, address, telephone number, facsimile number, email, the

seal of the landscape architect, signed and dated with a renewal date h. Owner/developer's name, address, telephone number, facsimile number, contact/project

manager and email i. A reduced map of the entire project showing the portion of the project covered on each

sheet j. Title block strip on the right edge of first sheet identifying the project, landscape architect,

phone and facsimile numbers, addresses, etc. k. Square footage of total landscaping, square footage of the landscaping within the right-

of-way, and total landscape area l. Percentage of total landscaping to total site area

5. Each sheet shall contain, but not be limited to the following items: a. Bar scale b. North arrow c. Graphic key (if applicable) – For projects with multiple sheets, each sheet shall provide a

graphic key in the form of a reduced overall project map, indicating the portion of the project that each sheet covers.

d. Landscape architect's name, address, telephone number, facsimile number, email e. Seal of the landscape architect, signed and dated with a renewal date f. Owner/developer's name, telephone number, facsimile number, contact/project manager

and email g. Revision block and sheet number block (sheet _____ of _____) h. Date plans were prepared i. Project name and address j. Tract & Phase Number (if applicable)

6. Landscape design and construction shall emphasize water-efficient plant materials. These shall include continuity of established landscape themes if they exist. If no themes exist, a low to moderate water use theme requiring low maintenance plant materials is recommended. See the Landscape Design Guidelines.

7. The location, size and type of all proposed landscape materials in compliance with Development Code Section 17.325.060 D shall be noted on the plans. Common and botanical names shall be identified adjacent to all plant materials or by use of a key and legend. Specify in the plant legend the tree trunk type and shrub and ground cover on center spacing.

8. Planting legend shall be provided on each planting design sheet defining, Botanic Names, Com-mon Names, Proposed Container size, Plant Form, WUCOLS Factor.

9. The plans should also note the location, size, and type of all major existing plant materials that

are to remain.

10. The size and quantities of all plants shall be noted on the plans. The Community Development Department reserves the right to handle each project's needs on a case-by-case basis.

11. Trees and shrubs should be planted in a manner so that at maturity they do not interfere with utility lines, sight lines for traffic safety, encroach on adjacent property or create barriers to the solar access right of adjoining property owners.

12. The plans shall note that trees planted near public sidewalks or curbs are of a species and will be installed in a manner that prevents physical damage to the sidewalks, curbs, gutters and other public improvements

13. An appropriate mix of plant materials shall be noted on the plan.

14. Plants selected for the landscape shall not have an Estimated Total Water Use in the landscape area exceeding the Maximum Applied Water Allowance.

15. High water use plants, characterized by a plant factor of 0.7 to 1.0, are prohibited in street me-dians.

16. For projects in fire-prone areas, the plans shall address fire safety and prevention. A defensible

space or zone around a building or structure is required per Public Resources Code Section 4291(a) and (b). Avoid fire-prone plant materials and highly flammable mulches. Refer to the local Fuel Modification Plan guidelines of the MSHCP.

17. The use of invasive plant species, such as those listed by the California Invasive Plant Council, is strongly discouraged. See the MSHCP Section 6.2 for a list of invasive plants.

18. If turf is to be used the plans shall indicate the turf type and installation method in accordance with Development Code 17.325 which greatly limits the use of turf.

19. If a hydro-seed mix is to be used the following information including, but not limited to, will be required on the plans: rate, mix, mulch, binder, fertilization, and inoculation (if applicable).

20. All planting details, general planting notes, and planting specifications shall be provided on the plans.

21. The plans shall reflect a 3" mulch cover in all planting areas with shrubs and/or ground cover areas from rooted cuttings.

22. An agronomic soil report shall be submitted on the plans (with prior approval, if extensive grading is required, may be delivered to the City Landscape Architect prior to the pre-job meeting and prior to commencing with the landscape installation). The Agronomic Soil Report shall include recommendations for, but not limited to: soil texture, percentage of organic matter, soil infiltration rate (measured or derived from soil texture/infiltration rate tables), pH and total soluble salts, macro-nutrients, micro-nutrients, recommendations for organic fertilizers and amendments, and long-term fertilization recommendations.

23. The plans shall call out a tree trunk guard and 18" turf cut-out for all trees installed in turf areas. It shall include fill with 3” of mulch kept 3” away from the tree trunk.

24. The plans shall show a concrete mow curb separation between turf and shrub areas, including details.

25. The plans shall show street trees installed outside the City right of way, unless other arrange-ments have been made, or if the City is maintaining the streetscape. The project planner can provide information on the required street tree plantings.

26. All landscape materials shall be subject to approval by the City for appropriateness and con-sistency with a list of approved plant materials on file with the Planning Department or according to the Specific Plan requirements.

IRRIGATION DESIGN PLANS: 1. The Irrigation Design Plan shall be designed in compliance with Section 17.325.060 E.

2. The automatic irrigation system shall be approved by the City. The system shall provide ade-

quate coverage and irrigation. Efficient water conservation systems such as drip irrigation, mi-cro-spray, and valve design by hydro-zone are required. Smart controllers are required. Drip irrigation is required in shrub areas.

3. The plan shall include a graphic indication of all components in the systems. 4. A legend explaining all symbols and stating the manufacturer, precipitation rate, gallons per mi-

nute (gpm)/gallons per hour (gph), radii of each head type, equipment size, control valve size, station number given, and detail reference call out, as well as any pertinent information about equipment used. Pipe sizes shall be indicated numerically (i.e. 1/2", 3/4", etc.).

5. Recycled/reclaimed water shall be utilized whenever available, and reclaimed irrigation equip-ment shall be specified on the irrigation design plan pursuant to 17.325.110.

6. The plans shall include an Irrigation Hydrozone Plan(s) illustrating hydrozones by plant type and

WUCOLS designation. Example: Trees Low WUCOLS, Trees Medium WUCOLS, Shrubs Low WUCOLS, Groundcover Low WUCOLS.

7. The plan shall include all water meters or other points of connection (POC) both temporary and permanent, with sizes called out. Any temporary elements shall note the intended time of use.

8. The submittal shall provide confirmation of available irrigation POG or POCs. from the water purveyor including but not limited to: 1) water main service size; 2) static water pressure; and 3) irrigation water source type.

9. Main lines shall be clearly delineated and sized.

10. Static water pressure, at each POC, shall be stated for each water meter (or a typical may be designated). Note water district jurisdiction, design pressure, peak flow through the water meter in gpm.

11. Pressure regulators or equal are required for any project with a present or future possibility of greater than 85 psi.

12. Details shall be provided on the plan including, but not limited to: a. General irrigation notes b. Irrigation specifications c. Remote control valves d. Check valves on low heads to eliminate drainage as necessary e. Ball valve between the point of connection and remote-control valve manifold in a plastic

subterranean box f. Double swing joints for all pop up (and fixed spray irrigation heads, if applicable g. 4" pop up (minimum) for all turf areas depending upon the type of turf used h. Reclaimed water systems (if applicable) and applicable water district jurisdictional data i. Sleeve requirements of a minimum of 2 times the size of pipe or minimum of 3 inches

(whichever is larger) j. Water purveyor, water source type, water agency supply source/line size

13. An Irrigation Calculation Sheet shall be provided with the following information: Please fill out

the City’s Water Efficient Landscape Worksheet and submit it separately with the appli-cation. It is okay to use your own version on the landsape and irrigation drawings but the City needs this version of the document for reporting to DWR at the end of the year.

a. The required MAWA and AWA Water Use Calculations for each hydrozone b. The Critical Path Pressure Loss Calculation c. The Projected Peak Demand Irrigation Water Window Projects d. The proposed Month to Month Irrigation Schedule for each hydrozone

14. Information on irrigation scheduling shall be provided in accordance with 17.325.080.

15. A note shall be provided on the plan that the contractor is responsible for coordinating the elec-

trical service to this location and the placement of the controller.

16. The plan shall call out the specifications of the irrigation controller which shall utilize a rain shut off the device and be weather-based (measures evapotranspiration) (smart controller).

17. The plans shall note that to be mounted inside the controller enclosure will be a chart labeling

each valve number and area of control and an irrigation program with estimated run times of each valve by month or by season, including establishment stage for the irrigation.

18. The plans shall note the master valve (if applicable). 19. The plan shall include the project landscape architect's on-site observation schedule require-

ments. 20. All irrigation systems shall not permit runoff onto hardscape from over-spray and other similar

conditions where water flows onto adjacent property, non-irrigated areas walks, roadways or structures.

21. The plans shall note that Teflon tape will be utilized on threaded connections. 22. If turf areas are proposed they shall be designed to not be less than 8 feet in width, with any turf

proposed adjacent to paved areas utilizing a drip irrigation design within the 24 inches adjacent to the paved area.

AFTER INSTALLATION OF THE LANDSCAPE & IRRIGATION: 1. Landscaping shall be installed only after the applicant receives approval of the landscape plans;

and before issuance of the final Certificate of Occupancy or final Building Permit, except for extensions granted by the Director due to exceptional and unforeseen circumstances (e.g., sea-sonal conditions).

2. Contact the project planner and the landscape plan reviewer, at least one week in advance of the inspection, to schedule an inspection appointment. The project planner and the landscape reviewer want to be on site when the designer of the landscape design plan, or the designer of the irrigation design plan, or the licensed contractor is inspecting to complete the Certification of Installation According to the Landscape & Irrigation Submittal Package for the Certificate of Completion.

3. The Irrigation Auditor should also be present during this inspection to prepare the audit report. T his irrigation audit must be performed by a person who did not design or install the landscape.

4. After the inspection is concluded the following shall be provided to the project planner and land-scape reviewer at this inspection:

a. The parameters for setting the irrigation schedule on the controller per 17.325.080 – Irri-

gation Scheduling.

b. A schedule of Landscape and Irrigation Maintenance per 17.325.090 – Landscape and Irrigation Maintenance Schedule.

c. The Schedule shall include, but not be limited to the following:

i. The amount of time required by the installer to complete maintenance period. ii. The requirements for acceptance by the owner. iii. The materials warranted and amount of warranty time for each. iv. The maximum amount of time allowable to replace dead or dying plant materials

and improperly functioning equipment. v. A regular maintenance schedule with specific duties required for maintenance, in-

cluding but limited to: Routine inspection Auditing Adjustment and repair of the irrigation system and its components with orig-

inally specified equipment or an approved equal with City Landscape Archi-tect approval,

Aerating and dethatching turf areas, Topdressing with compost, Replenishing mulch, Fertilizing and frequency, Pruning, with pruning season and specific requirements for heights, etc., Weed control method and frequency in all landscape areas, Removing obstructions to emission devices, Resetting the automatic controller as required, Disease and pest control and frequency, Dead plant replacement, Cleaning of debris and trash, and Special requirements unique to the project design

5. Attach the Landscape Irrigation Audit Report per 17.325.100 – Irrigation Audit, Irrigation Survey,

and Irrigation Water Use Analysis. The irrigation audit shall be signed by a certified landscape irrigation auditor. See the attached Landscape Architect’s Permitted Practices Sheet.

6. Attach the soil analysis report, if not previously submitted with the Landscape and Irrigation Sub-mittal Package per 17.325.060.

7. Attach documentation verifying the implementation of recommendations from soil analysis report per 17.325.060 C – Soils Management Report.

8. Submit the Certificate of Compliance. The Certificate of Compliance shall certify that the land-

scaping has been completed in accordance with the approved planting, irrigation, soil manage-ment, and grading (if applicable) design plans for the project, pursuant to the provisions of Sec-tion 17.375.070 – Certificate of Compliance.
