Founded in 1986, Heneghan and Associates, P.C. is a multi-disciplined civil engineering firm that provides professional engineering services to both the public and private sector clients. The firm’s highly respected personnel consists of 45 employees, spread among four Illinois offices - Centralia, Columbia, Godfrey, and Jerseyville. All personnel are selected not only for their fine technical abilities, but also for their willingness to participate in the collaborative process necessary for a successful project. Team commitment strategy is strong within Heneghan and Associates. The firm utilizes partnering philosophies and creative teaming to focus its diverse talents into strategic alliances with its clients.

Our water/wastewater design and inspection section works on municipal, rural water, and private water projects, such as distribution systems, treatment plants, storage tanks, pumping stations, chemical-feed installations, utility relocation projects, and hydraulic modeling. We has successfully completed numerous water improvement projects – new construction, rehabilitation, and replacement for municipal, rural water, and private sector clients. We have completed over 1000 miles of water main, 50 water storage structures, 10 water treatment plants, numerous pump stations, and numerous tank inspections/evaluations. We also work on obtaining government funding for projects and well as cash-flow analyses and rate studies, working seamlessly with our in-house surveying, drafting, and construction observation personnel.

Heneghan and Associates is fully committed to each project undertaken. Our water/wastewater design and inspection section consists of five engineers, two CAD technicians, and four construction observers, along with a four-person surveying department. Their extensive portfolio of work reflects its significant contribution to providing the highest quality of civil engineering services.

Heneghan and Associates, P.C., has six licensed surveyors on staff. The seal of a registered land surveyor is proof of years of experience, education and certification—and a symbol of our dedication to provide top quality surveying services. Continuing education and attendance at courses and surveyors’ conference workshops are expected at Heneghan and Associates. Although the type of survey determines the general approach and level of detail required, Heneghan and Associates, P.C., also considers other factors. Municipal populations range from 400 to tens of thousands, but their local government officials turn to Heneghan and Associates, P.C. for advice and assistance on a variety of issues, from funding sources and municipal representation to design for infrastructure improvements. Keeping pace with the current and future needs of municipalities is the goal of Heneghan and Associates, P.C. Through the years we have built long-term relationships with IDOT, MDOT, US EPA, DCEO, as well as local government boards and committees.

Roadways/HighwaysHeneghan and Associates, P.C., has performed final design services for street and highway projects. Services have included horizontal and vertical alignment alternatives, preliminary cost estimates, final design, drainage computations, final drawings, detailed quantity take-off, final cost estimates, special condition specifications and right-of-way drawings. Storm Sewer SystemsWe provide storm water management services in concert with many of the subdivision and land development projects for residential, commercial, and industrial developments. Storm water management design experience includes storm water management facilities, erosion and sedimentation control measures, National Pollution Discharge Elimination System (NPDES) storm water permit activities, storm water feasibility studies, floodplain studies, site grading, storm sewer systems, and construction cost opinions. Detention BasinsPolluted runoff, according to the US EPA, is the leading cause of impairment in rivers and streams in the United States. Many existing storm water dry detention basins designed solely for storm water runoff peak discharge magnitude abatement as well as detention basins designed both for water quality and quantity control fail to achieve necessary levels of non-point source pollutant loading reduction. This correctable situation has necessitated the demonstration of various retrofitting techniques on existing systems. Once it can be demonstrated that a retrofit technology is efficient in both economic and scientific terms, local watershed groups, private entities, and federal, state, and local officials can pursue implementation.

Dam InspectionsDam inspection services is another area that we can assist municipalities. The annual inspection required by IDNR is an important aspect of a community assuring the safety of its precious water / recreation source as well as its downstream inhabitants. The following is a partial list of dam inspection items. These items are examples of every dam observation / inspection; evidence of: heavy vegetation, rodent action, outlet controls, conditions of the outlet conduit, spillway channels, seepage, cracks, slumps, settlement, erosion protection and beaching/benching. Heneghan and Associates, P.C., will educate you in what to look for during a dam inspection, how to photograph certain features of a dam, andwhat records to keep.

Land PlanningAssisting municipalities with plat review, development, plan review and initial site assessment for impacts on the surrounding land is another valuable and significant service of Heneghan and Associates, P.C. Current Roadway Projects

•The Brighton to Bunker Hill Road in Macoupin County, Illinois is currently under planning/design for Macoupin County. Heneghan and Associates is performing design services for 9.5 miles of 2-lane rural highway between the eastern city limits of Brighton and the western city limits of Bunker Hill. This project is utilizing STR (Surface Transportation Program Rural) funds.

• Main Street, from Route 4 to railroad crossing, in Staunton, Illinois, is currently under planning/design for the city. It will consist of nearly 1 mile of roto-milling, patching, overlay, curb repair, and utility improvements for this highly visible roadway for the city. This project will utilize STU and possibly TARP funds.

• East Fairgrounds Avenue – From Highway 67 to Cemetery Road, consisting of 1 mile of oil and chip removal and replacement with PC Concrete roadway with curb and gutter, sidewalk, railroad crossing, and storm sewer for the City of Jerseyville, Illinois. This project is utilizing STU funding.

• Snedeker Street, from Highway 67 to Cemetery Road, in Jerseyville, Illinois, is currently under design for the City. It will consist of oil and chip removal and replacement with PC Concrete pavement with curb & gutter, sidewalk, railroad crossing, and storm sewer improvements. This project is utilizing STU funding.

• Reconstruction of Independence Street in Cape Girardeau, Missouri, is currently under design for the City. It will consist of removal and replacement/widening of 1.2 miles of existing roadway through a heavily traveled commercial and residential district. The new road will be 44’ wide with curb and gutter, sidewalks, 3 signalized-intersection upgrades, waterline replacement, and storm sewer replacement/upgrades.

Motor Fuel Tax (MFT – Roads - State of Illinois)Illinois has imposed a motor fuel use tax since October 1, 1977 on fuel used by interstate commercial motor vehicles. Revenues collected from this tax help, in part, to build and maintain roads and highways. Without roads, we would have no where to drive our cars. Without motor fuel tax, we would have no roads.

Federal Aid to Urban Systems (FAU)The original funding source for this program was the Federal-Aid Highway Act of 1970. This act established the federal-aid urban system, increases federal share to 70 percent for non-interstate projects, and includes measures dealing with environmental considerations, noise standards, and air quality. National Environmental Policy Act of 1969 approved. National Highway Institute established. Since this first act, funding for this program has been continued through other legislative acts.

A municipality’s streets are usually the most visible service you provide that is used on a daily basis. The quality of a city’s road system can be a source of pride for a community as well as a tangible asset for the city.
