    I am writing to request participation in the Delegation ofAuthority Program pursuant to 287 (g)of the Immigration and Nationality Act. Given our past relationship with ICE, this partnershipwill enable us to better serve and meet the needs ofour residents.I have been in communication with the Miami Field Office. They have been very helpful andencouraging with their advice, for that reason I am proposing the following:

    Establishment of an Identification Review Officer at our Lake County Detention Centerlocated in Tavares, Florida. This is our central processing and pre-trial Detention Center.Train (10) Detention Deputies assigned to central processing and (5) Deputy Sheriff'sassigned to a Task Force, with a minimum of two years experience and who have passeda security background acceptable to ICE.Training facilities are available at our Training Center where instructors can utilizecomputer training aids, videos and any other materials they may need in instruction.

    This program will allow us to enter into a Memorandum of Understanding that will enable us toparticipate with ICE in identifying criminal illegal aliens who pose a risk to the citizens of LakeCounty. I look forward to your speedy endorsement of this request and moving forward with thisprogram for the benefit of all.

    Thank you for your March 18,2008 letter expressing interest in the 287(g) Delegation ofAuthority program offered by the U.S. Immigration and Customs Enforcement (ICE).As the largest investigative agency within the Department ofHomeland Security (DHS), ICE ischarged with protecting national security and ensuring public safety through the aggressiveenforcement of federal immigration and customs laws across the more than 3.5 million squaremiles that make up our great nation. ICE recognizes, however, that we share the responsibilityof ensuring public safety with over 775,000 state and local law enforcement officers. One wayICE addresses this joint goal is by building partnerships with state and local law enforcementagencies (LEAs). To facilitate these partnerships and work more closely with our state and localcounterparts, ICE launched the comprehensive Agreements ofCooperation in Communities toEnhance Safety and Security (ACCESS) program in 2007.ICE ACCESS serves to provide state and local LEAs like yours an opportunity to partner withICE to specifically combat the immigration and customs enforcement challenges of theircommunities. To accomplish this, ICE ACCESS offers an umbrella of services and programs toassist local LEAs with interior enforcement issues. The 287(g) program that your letterreferenced is only one such component. Other programs that fall within the purview ofICEACCESS include: the Customs Cross-Designation (Title 19) Document and Benefit Fraud TaskForces, the Law Enforcement Support Center (LESC), Operation Community Shield, theCriminal Alien Program (CAP), Fugitive Operations, and Rapid Repatriation. Please findenclosed a copy of the ICE ACCESS Fact Sheet for more information.It is through strategic discussions and efforts such as these that strong partnerships between stateand local law enforcement agencies and ICE can be developed. Combining Federal, state, andlocal resources has proven successful in safeguarding the public. I have requested that the localICE ACCESS liaisons work in coordination with you to determine which ICE ACCESSprograms will best meet our joint needs.
