1. INTRODUCTION:

The 57th Ordinary session of the Council of Ministers of LCBC was held from the 28th to 29th April 2012 at Hôtel Kempinski of N’Djamena, Republic of Chad. The opening ceremony was placed under the distinguished patronage of H.E Emmanuel NADINGAR, Prime Minister and Head of the Government of the Republic of Chad. This session was a preparatory session to the 14th Summit of the Heads of State and Government of LCBC slated for the 30th April 2012 in N’Djamena, the capital city of the Republic of Chad. It was preceded by the meeting of the National Experts held from the 25th to 27th April 2012 at the LCBC Headquarters.

All the member countries: Cameroon, Niger, Nigeria, Chad, the Central African Republic and Libya attended the event. The observer member countries such as the Democratic Republic of Congo, Egypt, Sudan and Congo took part in the opening and closing ceremony (list of the

participants, annex 1).

The 57th session was prepared by the national experts who met from the 25th to 27th April at the LCBC Head Office under the chairmanship of Mister Mahamat Lamine Younous Kosso, Secretary General of the Ministry of Urban and Rural Hydraulics (MHUR) and Chairman of the organising committee of the 57th session of the Council. The representatives of the technical and financial partners of LCBC also took part in the deliberations. The Minister of Urban and Rural Hydraulics, 1st Commissioner of the Republic of Chad to LCBC and Chairman of the Council of Ministers, H.E Mahamat Ali Abdallah Nassour, opened the deliberations of the meeting of national Experts (Report of the national experts, annex 2).

2. 0PENING CEREMONY:

Three speeches marked the opening ceremony: - The ceremonial speech of Engr. Sanusi IMRAN ABDULLAHI,

Executive Secretary of LCBC ; - The ceremonial speech of Mahamat Ali ABDALLAH NASSOUR,

Minister of Urban and Rural Hydraulics, 1st Commissioner of Chad to LCBC and Chairman of the Council of Ministers;

- The opening ceremony of H.E Emmanuel NADINGAR, Prime Minister of Chad, Head of Government.

The Executive Secretary of LCBC thanked the Chadian Government for hosting the 57th session following the hosting of the 55th and 56th session. He further presented the 2012 Programme of activities and budget of the Commission and called on the member countries to meet their financial commitments thus reaffirming their political will. To conclude, he wished fruitful deliberations to all the participants (annex 3 of the remarks of the

E.S to the CoM).

The Minister of Urban and Rural Hydraulics (MHUR) of the Republic of Chad extended the warm welcome to all the participants on behalf of the President of the Republic and Head of State, His Excellency, Mister Idriss DEBY ITNO. He then expressed his worries about the tragic situation of Lake Chad. He was grateful to the financial and technical partners of LCBC for their staunch support of the sustainable development and the safeguard of Lake Chad (annex 4, remarks of the 1st Commissioner of Chad)

The Prime Minister of Chad, Head of Government, H.E Emmanuel Nadingar, recalled the recommendations of the 13th Summit of the LCBC Summit of Heads of State and Government following the 8th World Forum on the Sustainable Development for the safeguard of Lake Chad aiming at registering Lake Chad in the World Heritage as a sub-regional cooperation framework. He congratulated the LCBC Executive Secretary on the work done and commended the continued support of the technical and financial partners (annex5, remarks of the PM of Chad).

3. DELIBERATIONS:

The draft agenda was fully amended: (cf. annex 6).

- Review and adoption of the report presented by the Executive Secretary ;

- Review and adoption of the report of the Financial Controller ; - Review and adoption of the report of the national experts ; - Review and adoption of the resolutions and draft decisions. - Other matters

3.1. PLENARY DELIBERATIONS: The Council reviewed all the items on the agenda. After their deliberations, the Commissioners expressed their satisfaction in line with the improvement of the collection of the contributions of the member countries while urging them to pay out their arrears of contributions. They commended the efforts deployed by the Executive

Secretariat on the implementation of the decisions and resolutions proffered by the managing and advisory entities. The Commissioners complained about the low execution rate of the projects and programmes due to the financial difficulties and issued the relevant recommendations to the Executive Secretariat. The Commissioners laid a special emphasis on the boundary demarcation in Lake Chad, notably the rehabilitation and densification of the boundary beacons which disappeared or got damaged. They enjoined the Executive Secretariat to undertake the evaluation study of this situation with the national experts as soon as possible. 3.2. IN CAMERA DELIBERATIONS: The Commissioners also devoted the in camera session to the security issue in Lake Chad in particular and the sub-region at large. They followed the presentation of the situation in the field by the Nigerian Commander of the Joint Task Force, Brigadier General OO.OKUNOWO. The appropriate recommendations were proffered to the Summit of Heads of State. They also took note of the plan about reactivating the Parliamentary Committee for the Lake Chad basin. The Commissioners adopted the following after the deliberations:

- The report of the national experts’ meeting ; - The report of the financial controller ; - The 2012 programme of activities and budget amounting in revenues

and expenditures to 4,141,764,648 CFA F (Four Billion One Hundred and Forty-One Million Seven Hundred and Sixty-Four Thousand Six Hundred and Forty-Eight CFA Francs) ;

- The new staff rules and financial regulations of LCBC ; - The date and the venue of the 58th ordinary session: March 2013,

Nigeria.

The Council approved the following items to be submitted to the consideration of the Summit of Heads of State and Government:

- The regular payment of the contributions of the member countries; - The draft Water Charter of the Lake Chad basin ; - The Five-Year Investment Plan of the Lake Chad basin; - The conclusions of the Feasibility Study of the Inter-basin Water

Transfer Project to save Lake Chad;

- The reactivation of the Multinational Joint Task Force with the participation of all the LCBC member countries ;

- The appointment of the LCBC Executive Secretary.

4. CLOSING CEREMONY The Council expressed its profound gratitude to all the development partners of LCBC for their commitment for the ideals of the Commission. It acknowledged the permanent support of the member countries and the convivial atmosphere in which the deliberations took place.

To conclude, the Council of Ministers expressed its sincere thanks to the President of the Republic of Chad, Idriss DEBY ITNO, Chairman of the Summit of LCBC Heads of State and Government, the Republic of Chad and the Chadian people for the reception and hospitality they expressed to the delegations.

5. Conclusion:

A banquet was offered to the invitees in the evening by the Minister of Urban and Rural Hydraulics, 1st Commissioner of the Republic of Chad to LCBC.

INTRODUCTION The meeting of National Experts preparatory to the 57th Ordinary Session of the LCBC Council of Ministers slated for 28th and 29th April 2012 was held in the Conference Hall of the Lake Chad Basin Commission (LCBC) in N’Djamena, Republic of Chad, from 25th to 27th April 2012. In attendence were:

• The National Experts from Cameroon, Libya, Niger, Nigeria, the Central Africa Republic, and Chad;

• LCBC Executive Secretariat;

• Representatives of LCBC technical and financial partners (the UNDP and GIZ) The attendance sheet is attached to this report as Annex 1. I. OPENING CEREMONY The opening ceremony was chaired by His Excellency Mr. MAHAMAT ALI ABDALLAH NASSOUR, Minister of Urban and Rural Hydraulics, 1st Commissioner of Chad to LCBC and Current Chairman. Three speeches were delivered during this opening ceremony. The first speech was from Mr. MAHAMAT LAMINE YOUNOUS KOSSO, Secretary General of the Ministry of Urban and Rural Hydraulics and chairman of the organizing committee of the Ordinary Session. He welcomed all the National Experts to the meeting. The second speech was delivered by Engr. SANUSI Imran Abdullahi, LCBC Executive Secretary who expressed his profound gratitude to the Government of Chad for hosting this Session which could not be held in Libya as originally agreed due to the political crisis in that country. He also highlighted that:

- LCBC should play a key role in the management of the environment in Lake Chad region.

- Member States should help LCBC find out innovative solutions to safeguard the livelihoods of the riparian populations while preserving the environment in a sustainable manner.

- Participants should bear in mind that more than 30 million inhabitants depend on the natural resources of Lake Chad.

- The urgent need to reactivate and sustain the Multinational Joint Task Force on Security to face security challenges since no development can be achieved without peace and security.

- LCBC Member States should reaffirm their political will in fulfilling their financial obligations as well as other commitments.

In conclusion, he wished the Experts good luck and successful deliberations.

In his opening remarks, the Hon. Minister of Urban and Rural Hydraulics of the Republic of Chad, 1st Commissioner warmly welcomed the participants to N’Djamena on behalf of the Head of State, H.E. Idriss Deby ITNO. He stated that during deliberations, National Experts would brainstorm on issues related to the programme of activities of the Executive Secretariat, the 2012 budget as well as other issues concerning LCBC. He invited the participants to focus on the severe situation of degradation of the ecosystem in a bid to proffer concrete and immediate solutions while bearing in mind a strategy based on concept of regional sustainable development. In conclusion, he wished the participants a pleasant stay in N’Djamena and successful deliberations in the preparatory meeting to the Council of Ministers, preceding the 14th Summit of LCBC Heads of State and Government.

2.3. Presentation of the Report of Activities and Execution of the 2011 Budget.

The report of 2011 activities was presented by Mr. CHAIBOU MAHAMAN, Director General of Operations. This report essentially focused on:

- The level of implementation of the Decisions of the 13th Summit of Heads of State and Government;

- The level of implementation of the Resolutions of the 56th Session of Council of Ministers;

- The report of Activities.

A) IMPLEMENTATION OF RESOLUTIONS ISSUED BY THE LAST COUNCIL OF MINISTERS

A.1. Decisions of the 13th Summit of Heads of State and Government - The Decision related to the payment of annual contributions and arrears. This was partially implemented. Only Nigeria and Chad paid all their contributions and the arrears of contributions during the financial year 2011. The contributions paid amounts to 2,848,551,242 CFAF out of a total amount of 7,192,101,994 CFAF. - The Resolution on the official reception of boundary beacons and the reactivation of the Multinational Joint Task Force of Security. This was not implemented due to financial constraints. - The Arab Republic of Egypt was accepted as LCBC observer member and official documents were forwarded to the Ambassador of Egypt to Chad Republic. - The Heads of State Summit was not held in Tripoli in Libya due to crisis faced by that country. A.2. Resolutions of the 56th Ordinary Session of the Council of Ministers

� The implementation of the programme of activities and budget 2011 was partially implemented due to financial constraints related to the low payment of contributions and contribution arrears by Member States.

� The Resolution related to the readjustment of mission allowances for LCBC Staff was fully implemented as from 1st November 2010.

� The Resolution related to salaries and allowances for the Executive Secretary was implemented as from 1st November 2010.

� The Resolution on the boundary demarcation and the reactivation of the Multinational Joint Task Force of Security in Lake Chad was not implemented due to financial constraints and absence of Cameroon.

B) 2011 PROGRESS REPORT The implementation of LCBC programme of activities in conformity with the Resolutions of the Council of Ministers, the objectives of the Strategic Action Programme (SAP) and the Institutional Reform were approved.

B.1 2011 Progress Report:

LCBC activities in 2011 were implemented by all Departments despite financial constraints. However, it is observed that key Departments like Water Resources and Environment, Basin Observatory as well as Legal recorded a low rate of achievement due to poor funding.

B.2 The Execution of 2011 Budget

The total budget of the Executive Secretariat approved by the 56th Ordinary Session of the Council of Ministers for 2011 amounted to 3,813,206,719 CFAF of which 1,928,100,000 CFAF for the development activities and 1,885,106,719 CFAF for recurrent expenditure. In all, the budget executed was 2,686,339,216 CFAF, with an achievement rate of 70%. The late payment of contributions by member states and the absence of key personnel (the Director General of Administration and Finance and Director of Human Resources) affected the implementation of some activities. After the presentations, National Experts requested for clarification and made observations and amendments to documents submitted to them for consideration. National Experts adopted the report; taking into account all observations and amendments made by participants. 2.4. PRESENTATION OF REPORTS ON INTERNAL CONTROL PROCEDURES AND AUDIT OF FINANCIAL STATEMENTS AS AT 31/12/2010. Two documents were presented by the representative of the Audit Firm ACEA Sarl, Mr. TIAHO Thierry. The first document dealt with internal control procedures at LCBC for the year 2010, the management letter, the review of procedures and the management system. The following recommendations were made through the assessment of procedures and the management system for the year 2010:

- Establish on a monthly basis bank reconciliations on all LCBC accounts; - Establish a petty expense fund to cover expenditures in case of absence of

cheque signatories.

- A summary statement of main expenditures to incur and to draw a cheque for each expenditure be made by signatories before embarking on mission to avoid issuance of blank cheques.

- Set up a cash advance system for missions with justification, one week as deadline after the mission. Supporting documents must be attached.

The second report on Audit / Financial statements focused on the following items:

- Forwarding Letter ; - Letter of professional opinion; - Background information on the Commission ; - Objectives of the Audit ; - Implementation advice; - Evaluation of the existing accounting system, principles and norms; - Financial analysis of the LCBC; - Compliance with the financial regulations; - Balance sheets for the year 2010.

The Firm gave its professional opinion on financial statements as at 31/12/2010. It also detected the non existence of Bank reconciliations during the year 2010.

Generally, recommendations made by the Firm for a sound management of operations were already made by previous audits. These recommendations further drew the attention of the Executive Secretariat to the urgent need of addressing the weaknesses pointed out in the report. After the presentation, National Experts made some amendments to the report while acknowledging the quality of the documents. National Experts also noted the non implementation of some previous recommendations of audits and urged the LCBC Executive Secretariat to implement all the recommendations of the External Auditor, which are as follows:

� The components of the accounts of LCBC as required by the finance regulation consist of balance sheet which will highlight valued capital assets, possible stocks, cumulated receivables of Member States, debts, bank balances and cash holdings;

� The valuation of inventory statements; � The validation of the Administrative, Accounting and Financial Manual of

Procedures for implementation; � General Bookkeeping in compliance with OHADA instruments.

2.5. Presentation of the 2010/2011 Report of the Financial Controller 2.5.1 – 2010 Financial Report

The 2010 report was presented by the financial controller. The budget was estimated at 3,209,976,107 CFAF. The actual expenditure was 3,279,040,466 CFAF, while the execution rate was 103%. This was attributed to extra budgetary expenditures and the settlement of 2009 expenditures in 2010. The report revealed that the total revenue was 6,023,340,040 CFAF and the overall expenditures were estimated at 3,279,040,466 CFAF. At the end of the financial year , the balance was 2,744,299,574 FCFA. 2.5.2 2011 Financial Report The report noted that the total budget estimate of 3,813,206,719 CFAF was to be paid as contributions of member countries of which 1,885,106,719 CFAF was recurrent budget and 1,928,100,000 CFA F for developmental activities. The financial report pointed out the low execution rate of the development budget due to irregular payment of contributions by member countries, as shown in the table below: Table 1 : Financial Commitments of Member States as at 31/12/2011

The report shows that the cumulative arrears of contribution was 4,422,241,172 CFAF as at 31/12/2011. Regarding the recurrent budget, the average execution rate was 86% implying a reduction of 14% as compared to 2010. For the development budget, the total amount of expenditure is 1,087,649,891 CFAF or 56 % of the amount of 1,928,100,000 CFAF approved by the Council of Ministers. This corresponds to an increase of 25% of development expenditure over that of 2010. This increase is due to the payment of counterpart funds to projects such as the Support Project to the Initiative of the Lake Chad Basin (PAIBLT) and the Programme for the Sustainable Development of the Lake Chad Basin (PRODEBALT) and the ongoing construction of residences. Comments of National Experts:

Experts commended the quality of the report presented by the financial controller. Few comments focused on the improvement of the document by harmonizing figures in some tables. Experts expressed concern over the funds, which were unspent and repaid to partners for the IWRM and Water Charter project. In response, the Executive Secretariat made clarifications on issues raised by National Experts. The report of the financial controller was adopted subject to the inclusion of amendments proposed by experts. 2.6. PRESENTATION OF THE 2012 PROGRAMME OF ACTIVITIES AND BUDGET The programme of activities was presented by the Director General of Operations (DGO) in line with the strategic actions. Following the Strategic Action Programme (SAP), LCBC activities will be carried out in accordance with twelve strategic actions matching specific activities. The total draft budget of the 2012 programme of activities of the Executive Secretariat is estimated at 10,994,764,648 CFAF of which 4,141,764,648 CFAF is coming from member countries and 6,853,000,000 CFAF from development partners. This budget takes into account activities of on going programmes, which are being funded by development partners. The recurrent budget of LCBC amounts to 2,048,264,648 CFAF of which 300,000,000 CFAF is for managing consultative entities and 1,748,264,648 CFAF for the daily operations. Development partners estimated the budget of development project at 8,946,500,000 CFAF of which 2,093,500,000 CFAF are covered by the budget of LCBC and 6,853,000,000 CFAF by development partners.

2.7. REVIEW OF MEMORANDA 2.7.1. Water Charter

The Water Charter project was developed with the involvement of all experts from LCBC member countries, who validated it at both national and regional levels. This charter provides LCBC with a sustainable, integrated, effective and efficient management tool for water resources and the environment of the Lake Chad Basin. The aim of this memo is to request the approval of the 57th Council of Ministers. The Memo is attached to this report. Recommendation of National Experts: Considering the importance of this memo, National Experts hereby recommend it to the 57th Ordinary Session of the Council of Ministers for approval. 2.7.2. Feasibility study of the water transfer project from the Ubangi River to Lake Chad

The water transfer project from the Ubangi River to Lake Chad, which was identified as a priority project in the master plan” for a safe ecological management of the natural resources of the catchment area “is in line with the restoration strategy of Lake Chad. The consultant who conducted this feasibility study, CIMA International recommends to LCBC to kick-start the detailed engineering design and studies on the improvement of the hydraulicity of the Chari River and the development of Lake Chad prior to the detailed project studies. The Memo is attached to this report. Recommendation of National Experts: Considering the importance of this memo, National Experts hereby recommend it to the 57th Ordinary Session of the Council of Ministers for approval. 2.7.3. Development of the Investment Plan The five-year LCBC investment plan covering the period from 2013 to 2017 comprises 58 projects estimated at 117,600,000 Euros.

The Investment Plan was validated by The National Experts in Niamey on 9 and 10 February, 2012. The memo is attached to this report. Recommendation of National Experts: National Experts recommend to the 57th Ordinary Session of the Council of Ministers approval of the following proposals:

- Adopt the Investment Plan ; - Implore the LCBC Executive Secretariat to organize the Donors

conference to fund the projects ; - Re-affirm the commitment of member countries to participate in the

funding of this Investment Plan. 2.7.4. Rehabilitation and densification of boundary beacons in Lake Chad The Decision N°2 of the 13th Summit of Heads of State and Government mandated the Executive Secretariat to rehabilitate the boundary beacons in the Lake Chad. LCBC has proposed a memo requesting the setting up of a special fund of 1,250,000,000 CFAF necessary for the activity.

The amended version of this memo is attached to this report. Recommendation of National Experts:

National Experts recommend to LCBC to withdraw this memo. As a result, the funding of evaluation studies for the rehabilitation and densification works of damaged boundary beacons can be considered as an activity of the 2012 programme of activities of the Executive Secretariat, and thereby suggests the sum of 50 million CFAF. 2.7.5. Reactivation of the Joint Task Force In line with Decision N°2 of the 13th Summit of Heads of State and Government held in November 2010, the Executive Secretariat initiated the reactivation of the multinational joint task force in the Lake Chad Basin.

It should be recalled that the joint task force was created in 1998 by the four riparian countries of Lake Chad (Cameroon, Niger, Nigeria and Chad). Cameroon left the Joint Task Force and this withdrawal has hindered the operations along the borders between Cameroon, Chad, Niger and Nigeria. These borders are porous and cause very serious security challenges. The amended version of this memo is attached to this report. Recommendation of National Experts: National Experts recommend to the 57th Ordinary Session of the Council of Ministers approval of the following proposals:

- Invite Cameroon to rejoin the Joint Task Force ; - Reactivate the multinational task force including the participation of

riparian countries of Lake Chad ; - Provide troops with logistical, human and financial resources.

2.7.6. Review of the Staff Rules and Financial Regulations The review of the LCBC Staff Rules and the Financial Regulations submitted for the consideration of Experts focuses on Staff Rules and Financial Regulations. National experts recommend to the 57th Ordinary Session of the Council of Ministers approval of this memo in a bid to enable LCBC achieve its goals in line with the institutional reform. 2.7.7. LCBC Autonomous Financing Mechanism The 12th Summit of Heads of State and Government held in Abuja on 27th March 2008 instructed the Executive Secretariat to initiate a strategic study on the sustainable and autonomous financing of LCBC activities. The consultant BRLi has submitted its final report. Recommendation of National Experts: Experts would like the document to be validated at the regional level prior to the submission of the relevant memo to the Council of Ministers. They also

recommend that this activity should be part of the 2012 programme of activities. 2.7.8. Creation of National Focal Structures To achieve its objectives, LCBC conducted several studies with development partners, who recommended the creation of a National Focal Structure in each member country. Recommendation of National Experts: Considering the necessity to enhance coordination of LCBC activities and highlight its visibility, experts recommend to the 57th Ordinary Session of the Council of Ministers approval for the creation of a National Focal Structure in each member country. 2.7.9. Appointment of the Executive Secretary In the letter dated 10 May 2011, Nigeria informed the Chairman of the Council that Engr. SANUSI IMRAN ABDULLAHI was appointed LCBC Executive Secretary. He assumed office in June 2011 pending the ratification of that decision by the Summit of Heads of State and Government. It should be noted that the institutional reform approved by the Council of Ministers in May 2009 stated that the term of office of the Executive Secretary shall be four years renewable once. Recommendation of National Experts: National experts recommend the memo to the 57th Ordinary Session of the Council of Ministers to approve the appointment of Engr. SANUSI IMRAN ABDULLAHI, as new LCBC Executive Secretary in compliance with current rules and regulations. 2.8 REVIEW OF THE INFORMATION MEMO ON THE EVALUATION OF THE LCBC INSTITUTIONAL REFORM The LCBC institutional reform adopted in 2008 by the Council of Ministers provided tools to reorganize the institution setting up a new management team and the recruitment of intermediate and junior staff in 2011. National Experts observed that since the reform is still on-going, given that it has been operated for less than two years, it is Important to keep track of the reforms and monitor its success. Recommendation of National Experts:

National experts recommend the Information Memo to the Council of Ministers that the Executive Secretariat is to conduct an evaluation of the institutional reform in 2012 and its results will be presented during the next session.

On behalf of all LCBC staff and delegations from member countries in attendance

here, I would like to express my profound gratitude to His Excellency, President IDRISS

DEBY ITNO, current Chairman of the Summit of LCBC Heads of State and Government for

authorizing the holding of this meeting in the beautiful city of N’Djamena. I am also

indebted to the Government of Chad and Chadians for the warm and brotherly welcome

accorded to all partners and delegations who came here to enrich the deliberations of

this 57th ordinary session of the Council of Ministers. In my capacity as LCBC Executive

Secretary, I am honoured to address this high level decision-making entity of our

organisation for the first time since I assumed duty eleven months ago.

In compliance with legal instruments governing the Commission, the annual

ordinary session aims to report activities carried out between two sessions and assess

the implementation of decisions and resolutions which were proffered in the previous

session. It also seeks to approve the draft 2012 programme of activities and budget. I

will perform this duty at the start of deliberations of the Council of Ministers.

For the moment, allow me to highlight, the efforts being made by LCBC to

mitigate and combat adverse effects of climate change on the ecosystem and populations

of the Lake Chad Basin at large.

1) The Inter Basin Water Transfer (IBWT) project for which a feasibility study

has been completed is certified technically feasible and economically viable.

2) The Investment Plan (IP) developed for duration of five years is expected to

begin in 2013. The I.P consists of priority projects for effective and rational actions to

save the Lake Chad and the environment and also develop the capacity of the

stakeholders to adapt to climate change challenges.

3) The LCBC Water Charter which aims to supplement the LCBC Statute and

Convention focuses on the integrated, harmonised, rational and sustainable

management of water resources of the Lake Chad Basin through a legal platform.

Excellencies, Distinguished invites Ladies and Gentlemen,

The issues above and many others are tabled to the approval of the Council

through reports and memoranda in a bid to endow the Commission with legal, human

and financial means, which will help it to play its role effectively and overcome the

poverty which plagues the Lake Chad catchment area.

This area, considered in the past as a haven of prosperity and wealth, is facing misery

and affecting many people whose livelihoods are based on the resources of Lake Chad.

Something has to definitely be done to reverse this tendency.

Peace and security in the sub-region is critical and needs to be addressed, for without

peace and security no society can develop.

LCBC is determined to overcome the environmental, social and security

challenges confronting our region and is ready to face new responsibilities in line with

its mandate and current challenges. It needs your continued support and trust.

I avail myself of this opportunity to thank you for the support we enjoyed from

member countries. While commending the efforts put in, I would like to urge them to

meet their financial commitments to the Commission. The regular and on time payment

of contributions is a primary indicator of the trustworthiness and a guarantee to success

of our actions. As of today outstanding arrears of member countries is 4,343,550,752

FCFA. Only Chad Republic and Nigeria paid all arrears and 2011 contributions. This is a

cause for concern and needs urgent attention

Excellencies, Distinguished Ladies and Gentlemen,

I would like to seize this opportunity to express our sincere thanks and gratitude

to our technical and financial partners for their support and encouragements and urge

them to continue to support us in promoting the sustainable development of the Lake

Chad Basin. May this session be an opportunity for us to strengthen the achievements of

our Institution.

I am highly honoured to take the floor at the opening ceremony of the Ordinary Session of the Council of Ministers of the Lake Chad Basin Commission to wish, on behalf of His Excellency Idriss Deby ITNO, President of the Republic, Head of State a warm welcome and pleasant stay to everyone in N’Djamena. Chad is once more pleased to host this 57th Ordinary session of the Council of Ministers. Feel at home in the TOUMAI’s land . Your Excellency, the Prime Minister; The Ministers; Distinguished guests; The Lake Chad Basin is a geographical area, which contains resources of which the importance is recognised at the international level. This is why the World Forum on the Sustainable Development to save Lake Chad held in N’Djamena in October 2010 proposed to register it in the World Heritage. The Lake Chad Basin is facing an advanced degradation due to the climate change, the demographic pressure and the inadequate exploitation methods of the local environment. The degradation of the environment is translated by:

- The water and eolian erosion as well as the silting of sand in the water bodies; - The diverse pollutions ; - The severe minimum flow attributed to the reduction of the rainfall and the

silting of sand. Furthermore, it is worth noting that the 30 Million inhabitants of the basin are among the poorest populations around the world.

Ladies and Gentlemen, First and foremost, on behalf of His Excellency, Mister Idriss Deby ITNO, President of the Republic of Chad, Head of State, Chairman of the Summit of the LCBC Heads of State and Government of the Lake Chad Basin Commission, I would like to wish a warm welcome to everyone in the Toumai’s land, I mean all the ministerial delegations, all the representatives of the developmental partners of LCBC, all the representatives of the sister organizations and the pressmen and women here in attendance. N’Djamena, the capital city of the Republic of Chad and location of the headquarters of the Lake Chad Basin Commission is honoured to host successively the 55th, 56th and 57th Ordinary session of the Council of Ministers. This honour does not overshadow the responsibility to succeed in the organization of the deliberations. It may be a coincidental event, but it is symbolic that this meeting is held in the birthplace of LCBC 48 years ago. The Lake Chad Basin Organization has been reviving its activities for a few years. As you know, the Council of Ministers held in January 2010, made effective the institutional reform recommended by the donors and instructed by the Summit of the Heads of State and Government. Still in 2010, the Council of Ministers was in line with the first ever World Forum to save Lake Chad, which recommended the registration of Lake Chad in the World Heritage. This idea has been on the move for quite some time. Based on our agenda, I am totally convinced that you will make or recommend important decisions for the future of our common organization and region.

Your presence in this 57th ordinary session expresses the will of the LCBC member

countries to build a strong cooperation based on the interdependency, the equity and

the sharing of the benefits and principles in line with the Millennium Development Goals

and the development of the major geographical and economic groups. Thanks to the

Lake Chad Basin Commission, we are targeting a fair and hopeful vision for a new

dynamic, regional and international cooperation.

This ordinary session of the Council of Ministers is preparatory to the Summit of the

Heads of State and Government. You will be reviewing the progress report of the

Executive Secretariat since the October 2010 session. In this vein, some resolutions and

decisions were made by the Summit of the Heads of State and the Council of Ministers.

As usual, you will take stock of the implementation of these recommendations and

assess the related results. No doubt, you will be examining and adopting the 2012

programme of activities and budget. The New Year started a few months ago but we still

have time to carry out some activities, which are likely to mitigate the impact of the

climate change on the ecology and biodiversity of our region. You have to approve a

realistic programme of activities based on the budget endorsed by the contributions of

the member countries in a bid to enable the Executive Secretariat to operate smoothly.

Dear invitees,

The Lake Chad basin was a prosperous and abundant area with a small number of inhabitants. The ecological components of this basin are threatened due to the drastic receding of Lake Chad in such a way that this area has become a miserable one for the 30 Million people , who live on its resources. So, you have to bear this issue in mind whenever it comes to process the files of LCBC. In this vein, I would like to call on the Commissioners to lay emphasis on all the files submitted by the Executive Secretariat , I refer to the reports or memoranda in order to provide LCBC with the means needed to combat the impact of the climate change. In this vein, some flagship projects initiated by LCBC have completed their studies. I refer to the Inter-basin Water Transfer Project from the Ubangi River to Lake Chad, the Water Charter of the Lake Chad Basin and the Investment Plan of LCBC, just to name the few. I would like to seize this opportunity to congratulate the national experts on the work done so as to ease the review of the files by the Commissioners. I also congratulate the Executive Secretary on the quality of the documents and the staff on the quality preparations of the Session. I would like to renew my profound gratitude to the development partners of LCBC for the continued support granted to our organisation in its fight for the sustainable development of Lake Chad.
