Oscar Fernandes, Hon’ble Labour Minister to make a representation seeking his urgent intervention to stop the harassment by the EPF Department. He was informed that EPF Inspectors are conducting raids and forcing security agencies to pay contribution as per their notifications which were challenged by CAPSI in High Court and were awarded judgement against EPF Notification. He was also informed that inspite of the matter being subjudice in Supreme Court, such raids should be viewed as total disregard for the justice system. Sh. Oscar Fernandes took immediate action and gave instruction to EPF Authorities to stop such harassment of PSAs. Earlier a meeting of CAPSI Office Bearers and security leaders was called to discuss the situation caused by PF Inspectors harassing the PSA for default of correct PF deduction in the absence of ambiguity in the definition of wages in the PF Act. The High Court of Haryana & Punjab ruling on a particular case of a top Security Agency on splitting of wages for the purpose of PF contribution is kept in abeyance until further order was discussed. The meaning of Basic Wages as defined under section 2 sub- section (b) of the PF Act covered for deduction towards the Provident Fund under which Wages include such allowances as incentive, medical, special allowances, etc, which are amounting to the meaning of the term Basic Wages to be seen as a matter of concern. It is important how the contract is structured for the deductions, which could be adaptable. It was decided to make an urgent representation to Labour Minister to seek immediate check harassment by EPF department. A four member committee was formed to draft representation. an end harassment and extortion. Sh Pawan Ahluwalia, Sh. C Pal Singh. Sh. Jasbir Wasu and Sh. Ramesh (G4S) agreed to be part of this team. NEW APDI TEAM CHALKED OUT ITS ROAD MAP

A meeting of the APDI office bearers of National and State Chapters based in Delhi & NCR region was held in the office of CAPSI/APDI on 28th Feb, 2014. This meeting was called for by Mr. V. M. Pandit -President (National) of APDI and chaired by Kunwar Vikram Singh Chairman. Mr Pandit presented the Road Map for APDI 2014 and following points were deliberated and decisions were arrived at as:- New Members:-One time entry fee for

enrolling as APDI member amounting to Rs.5000/- has been waived. Only annual fee of Rs.5000/- per year would be charged.

Retaining old members :- Decision has been taken to accept current year’s subscription without backlog of old fees dues.

Membership Committee formed at the National level would formulate policy for enlarging the membership base. Concept of Associate Member, APDI is to be considered for free lancers and support staff on a nominal fee to be charged from such entrants. The committee would also encourage lady members to be enrolled as special drive. State Chapters must also follow these decisions to augment membership base.

Legislative Committee headed by Mr. Pawan Ahluwalia would prepare a draft for legislature to meet requirements of the P.I. profession. This draft Bill would be suitably amended to fit into the framework of Private Detective Agencies (Regulation) Bill, 2007 which was

presented in Rajya Sabha in 2007 and would be carried forward in the new Parliament. Role of Private Investigation as service

provider to the society is to be highlighted by way of articles in print media and talk shows in electronic media so as to improve our image and thereby enlarge scope of PI profession.

Autonomy of APDI in the matter of finances and resources should be achieved through membership fees, sponsorships and voluntary contributions.

Mr. Pandit proposed that a Certification Board be constituted at the National level in APDI. This certification Board would formulate criterion and guidelines to issue “Certified Professional Investigator” testimonials to the members of Association. It was also proposed to modify the name of APDI (Association of Private Detectives & Investigators) in the office of Registrar of Societies. The new name of the Association would be ACPI (Association of Certified Professional Investigators).

Pandit, Mr Sanjay Khaushik, Mrs. Taralika Lahiri, Sanjay Deswal, Mr. Baldev Kumar Puri, Mr. Ajit Singh, Mr. Vinay Chauhan, Mr. Sanjay Kapur, Mr. Naman Jain, Mr. Ashwinder Lamba & Mr. Biswajeet Banerjee – CEO CAPSI. The meeting (extraordinary) also resolved to accept the proposal and decisions mentioned in preceding paragraphs.

GEN JAMWAL AUGURATED FIRST BATCH OF TRAIN-THE-TRAINERS UNDER STAR SCHEME AT KERALA

Maj. Gen. DK Jamwal, Chief Operating Officer of Security Sector Skill Development Council (SSSDC), and Brig S K Chatterjee, Master Trainer inaugurated the first batch of Train The Trainer (T3) Course of Security Sector Skill Development Council in Kerala. He pointed out that security sector has huge potential for growth and can provide employment for the educated youth in India. Private Security Service is one of the key sectors identified by the National Skill Development Corporation (NSDC) for intensive skill development in the country. The course trains security guards in all aspects of security and also rewards them Rs. 10,000 each for undergoing training, he said. The inaugural address was well attended and covered by the Media very well. This is the FIRST batch of Train The Trainer Course being held in Kerala under the SSSDC developed Module. All employed and unemployed personnel of Kerala can now get SKILLED and upgrade in the SECURITY SECTOR under the STAR Scheme approved by NSDC and get MONETARILY REWARDED. With CERTIFIED TRAINERS, this is the BEST opportunity to get trained in convenience.

The Hindu, The Indian Express, Malayala Manorama and Deccan Chronicle news dailies carried an article on the aspect of TRAINING OF SECURITY PERSONNEL.

SKILL DEVELOPMENT BODY TRAINS 13.5 LAKH IN 3 YEARS

In line with the objective of making India the ‘skill capital of the world’, the National Skill Development Corporation has provided skills training to 13,49,742 people in its first three years of operations. It has also created a capacity to train 7.5 crore people over the next 10 years. The 122 ventures that it has approved till date are operating in 358 districts through 1,481 fixed and 1,101 mobile centers across the country, NSDC said in a statement. To ensure that all the candidates are trained on industry-defined standards, NSDC has approved 29 Sector Skill Councils, which have standardised 501 job roles in different sectors till date. NSDC is also implementing the Udaan Scheme, targeted at the youth in Jammu and Kashmir, under which 43 companies have committed to train 61,113 candidates over the next five years. Till date, 6,061 candidates have been selected by 35 companies.

Mr. S Ramadorai, Chairman, NSDC said, “If you see the skills development agenda of the government, skilling our youth, giving them employment and promoting entrepreneurship is absolutely critical. And there is a systemic national level change that’s happening tocatalyse and increase the number of skilled professionals.”

LABOUR MARKET INFORMATION SYSTEM (LMIS) FOR PRIVATE SECURITY SECTOR IN INDIA The Indian Private Security Sector (PSS) has been an integral part of the recent economic success story in India. With a large base of approximately 7 million employees across the country and continued demand coming in from all other sectors/domains, the sector is expected to grow at a far quicker rate than the Indian GDP. Since the implementation of the Private Security Agencies Regulation Act, 2005 (PASARA) by the state licensing authorities, the Security environment today is immensely challenging and lends itself to rapid changes. With a view to further accelerate the growth and modernization of the sector in India, to adopt global best- practices, and to ensure

adequate availability of skills to support the growth objectives of the sector, the Security Sector & Skill Development Council (SSSDC) and Empowered Skills Pvt. Ltd with the support of Central Association of Private Security Industry (CAPSI) are jointly undertaking a seminal study on the Labour Market Information System (LMIS) for the PSS in India. The LMIS study is being funded by the UK-India Education Research Initiative (UKIERI) and is the first of its kind to be under taken for the PSS in India. The LMIS project aims to undertake the much needed mapping of demand-supply and skills gap in the PSS, which is a necessity to support the growth objectives of the sector. The study will be a major step towards getting the PSS organized in India and immensely benefit all the stakeholders in the Indian PSS in terms of understanding their working environment, expectations and challenges regarding successful implementation and use of LMIS. Roundtables As this study is the first of its kind in India, stakeholder involvement will be imperative. In order to inform the stakeholders and facilitate an informed dialogue roundtables are being organized across 8 major Indian cities. In addition surveys are being carried out in 12 key cities of India. Detailed questionnaires and interviews with the key stakeholders are being carried out as a part of the study.

Till now two roundtables have been completed. The first one was in Chennai on 25th March 2014 at Hotel Benzz Park. There were 20 participants comprising of the principal security agencies, training providers and principal employers. Capt Shibu Isaac, Chairman CAPSI – Tamilnadu & Pondicherry Chapter presided the gathering and gave welcome remarks. Col

Rathore, Principal (S&QA), SSSDC gave an introductory remark on the LMIS project. Mr. Loknath Acharya, Lead Researcher-LMIS project, made a detailed presentation on the Labour Market Information and outlining the proceedings of the roundtable meeting. A healthy discussion on the issues facing the sector, areas of opportunities, skills gap analysis and the components of LMIS were discussed by the participants.

In a similar manner the second roundtable was held in Bangalore on 26th March 2014 at Hotel Trinity Isle. Around 25 participants, comprising of Principal Security Agencies, Training providers and principal employers took part in a lively discussion. Mr. Vishwanath Katti, President CAPSI – presided the gathering and gave welcome remarks, followed by the presentation on the LMIS. Participants took part actively in carrying out the SWOT Analysis of the Private Security Sector in India. In both the roundtables, the discussions were much appreciated by the participants. The LMIS system will help them in making much informed decision and will be helpful to all the stakeholders. In addition, participants acknowledged the huge potential which the sector has, however the competition was immense and growing. The key concerns related to the low stipulated wages, service taxes, uniform working hours etc. The industry was facing a shortage of manpower to the tune of thirty percent. Better training and higher wages will help in attracting more manpower to the sector. The next three roundtables scheduled are Ahmadabad (16th April), Bhopal (18th April) and Ranchi (22nd April).

GOVT GIVES GO-AHEAD TO 137 PROJECTS RURAL YOUTH SKILL DEVELOPMENT In an effort to shore up support among one of its key constituencies ahead of the April-May national poll, the Union rural development ministry has given its go-ahead to 137 projects that will help skill an estimated half a million rural youth.

The training will be conducted primarily by private and government firms and bodies specializing in skill development under the aegis of the ministry’s flagship National Rural Livelihoods Mission (NRLM) and funded with an initial tranche of Rs. 1,348 crore from rural development ministry, the government said in a statement. The projects are spread across different states but will also focus on Maoist-affected states like Jharkhand, Odisha, Chhattisgarh and Bihar. “Further, the ministry is processing 535 proposals received till 10 February 2014 for sanction after obtaining necessary recommendation from state government concerned and central technical support agencies,” as per the statement. The UPA in recent weeks and months has announced a slew of measures, like raising the Dearness Allowance (DA) of five million Union government employees and three million pensioners, an increase in the number of subsidized cooking gas cylinders for households, special education schemes for Muslims, and soft loans for rural women self-help groups. NRLM has set out with an agenda to cover 70 million rural poor households across 600

districts, 6,000 blocks, 250,000 gram panchayats or village councils, and 600,000 villages through self-help groups and federated institutions and support them for livelihood collectives for 8-10 years.
