Department has the mandate to protect and safeguard the interests of workers especially those constituting the deprived and marginal classes of the society. Schemes implemented ensure the effective enforcement of labour laws, timely intervention in labour unrest situations and enforcement industrial safety & occupational health regulation. Social security schemes like Shramik Suraksha Yojana, financial assistance for treatment of serious diseases etc. are implemented for the unorganised sectors including agriculture and rural workers. Effective enforcement of Minimum Wages Act in agriculture sector is undertaken. The Employment Wing has a number of schemes to provide vocational skills and meet the demands of skilled manpower in different industries.

The total outlay of this department is Rs.84100.00 lakh for the year of

2013-2014, including ongoing schemes of Rs.61246.57 lakh and new items

worth Rs.22853.43 lakh to address labour issues Out of this Rs.14800.00

lakh is proposed for Tribal Area Sub Plan including Rs.319.24 lakh under

New Gujarat Pattern and Rs.6000.00 lakh under S.C.S.P.

COMMISSIONERATE OF EMPLOYMENT AND TRAINING, GUJARAT

EMPLOYMENT AND TRAINING :

The Annual Development Programme for 2013-2014 provides plan outlay of Rs. 78586.18 lakh, in which Rs.35582.72 lakh for Revenue (With ME) & Rs.43003.46 lakh for Capital components. Total of Rs.14595.00 lakh proposed for TASP (including Rs.319.24 lakh for new Gujarat Pattern / Rs.26.50 lakh Nucleus Budget) further Rs.5880.00 lakh is proposed for SCSP during 2013-2014. .

TRAINING WING:

In order to increase availability of industry ready skilled workforce in the economy, the Craftsmen Training Scheme needs to be strengthened and modernized considering the manpower needs of the present day industries. The scheme provides the training in engineering and non-engineering trades. National Council of Vocational Training / Gujarat Council of Vocational Training is awarding Trade Certificate. There are two major schemes: (A) Craftsmen Training Scheme: It provides structured institutional

training in NCVT/GCVT pattern full time and / or short term courses through various ITIs / ITCs & self finance institutes.

(B) Apprenticeship Training Scheme: It is a combination of

institutional and on -the-job training in which the trainees are exposed to industrial environment and on the job training.

EMP – 1 : CRAFTSMEN TRAINING SCHEME :

(Up gradation, modernization and strengthening of training institutes)

At present, there are 101973 sanctioned seats amongst 263 Government Industrial

Training Institutes (ITIs) under this scheme. Out of these, 4736 seats are for the

Scheduled Castes under Scheduled Caste Sub Plan, 19552 seats are under Tribal Area

Sub-Plan for Scheduled Tribe candidates, 4732 seats are for women candidates. Over

and above Reservation for SC,ST, Disabled, OBC, Ex-servicemen and women etc. has

also been provided as per Government Rules.

During 12th Plan 10 New ITIs started with intake capacity of 1280 seats and 9000

seats increased in existing Government ITIs in the year 2012-2013.These new ITIs were started in Tribal area, Coastal area, Developing Talukas, Urban & Rural area candidate.

These ITIs will have a continued investment in term of machineries, tools and

equipments, computers, office equipments, teaching aids, books and periodicals and

expert faculties for the quality training.

In order to upgrade and update the skills of serving industrial workers, Hi-tech

training centre at Vadodara and an Advanced Vocational Training Scheme (AVTS) is

imparting training to upgrade the skill at Ahmedabad, Vadodara, Rajkot, Surat and

Ankleshwar. Instructor Training Centre at Vadodara is the centre to train teaching and

non teaching staff of the Department. It is essential to upgrade the equipments, hardware

and software, learning resource material, books and upgrade workshop and class-rooms

facilities of these institutes for better functioning.

Commissionerate of Employment and Training, undertook development of

a new strategic framework for skill development through various short term

training programme and Modular Employable Skills (MES) for unorganized

sector, specially for construction, service sector and various emerging areas

where huge employment opportunities are available. Construction Skill Training

Centre (CSTC) were started in 24 ITIs. Commissionerate of Employment & Training

has obtain ISO: 9001:2008 certificate for various ITIs of the State and plan to obtain for

more ITIs of the state. Basic infrastructure such as building, equipments/furniture etc. is

required for smooth functioning of ITIs. National Council for Vocational Training has

laid-down the norms for workshop / classroom and tools and machineries for each trade

and unit which is essential to obtain affiliation with NCVT. Creation of other

infrastructure facilities will be continued. Language Lab is established in 15 ITIs for

improving communication skills of trainees which will be continued during 2013-14. To

provide safe, proper and economical driving skill to the youth, Motor Driving School are

started in 44 ITIs and successful candidates are given License (Smart Card) by R.T.O.

authority which will be continued in 2013-14. Power Tool Technician Labs has been

developed in 25 ITIs, as it is the latest and emerging technology which is very useful for

different type of N.C.V.T. and G.C.V.T. regular courses as well as for MES and other

short term courses. To equip and upgrade these ITIs for short-term training Power Tool

Technology, new power tools, bench tools, electronics measuring equipments etc. will be

procured so as to formalize enable the youth with latest and upcoming technology which

is being used in the industry and thereby helping them in getting employment.

To maintain security of Govt. property, the services of security guard is provided

in I.T.I.s. Trainees studying in ITIs, an Accidental Life Insurance scheme is implemented.

New Construction of ITIs Office Building / Workshop are started and ITIs started in early

years require addition and alteration and repairing work in workshops and classrooms,

Hostels and other buildings of ITIs. All these activities will be continued during 2013-

14.

Kaushalya verdhan talim Kendra

The scheme of Kaushalya Vardhan Kendra was launched on 15th August 2010 by

Hon'ble Chief Minister. Presently 335 KVK have been successfully running in cluster of

9-10 villages not having the training facilities. On 150th birth anniversary of Swami

Vivekanad , these all Kaushalya Vardhan Kendra will be renamed as Swami Vivekanand

Kaushalya Vardhan Kendra. Each KVK have been facilitated at concept to impart

training in minimum four different trades, which are mainly based on WISH (W- Women

Oriented, I- Industry Related, S- Soft Skill and service sector related, H-Hard Core

(Traditional Course). 70 MES Courses mainly NCVT or GCVT pattern selected as per

local requirement and are of short-term duration. The training focus makes training

available in villages and cluster villages itself thereby reducing dependence of rural youth

on urban infrastructure of training. The training empowers rural people specially school

drop out and adolescent girls who are unable to more away from village by improving

their employability/self employability/ increasing their level of self confidence. It is

intended to train 2,00,000 candidates through all 335 KVKs. All these activities will be

continuing during 2013-14.

Total outlay of Rs. 54963.80 lakh proposed for the C.T.S. including capital of

Rs. 31509.80 lakh and revenue (with ME) of Rs. 23454.00 lakh for ongoing scheme.

EMP-1 Craftsman Training Scheme (Coastal Area Development Programme)

Gujarat contains a 1600 km. long seashore and that is why Gujarat is trading

through Coastal since century. Due to globalization, sea trading is increasing day by day

and various ports have been developed in the sea shore of the state.

Kandala port has been declared as a free Trade Zone. Action has been taken up

to develop Pipavav and Dholera as ports. Recently a new policy has been formulated for

developing the ports by state Government. Along with shipping, collective trade is also

being developed. There seems a huge change in shipping business. For increasing

opportunities of employment/self employment through Vocational Training to

Sagarkhedu youth of Coastal area. Under Coastal Area Development programme 02 new

I.T.Is started with capacity of 256 seats in the year 2012-13.At present there are 43 ITIs

with intake capacity of 17636 seats in costal area. An outlay of Rs.350.00 lakh has been

proposed for this ongoing scheme.

EMP-1 : CENTRALLY SPONSORED SCHEME UNDER CRAFTSMAN TRAINING SCHEME ( C.S.S.) :

Govt. of India has proposed to upgrade 500 ITIs, as Center of Excellence, starting

from year 2005-06 in the country. Govt. of Gujarat got sanction for 37 ITIs from GOI

under domestic funding and world bank funding. Various sectors such as Apparel,

Chemical, Automobile, Production and Manufacturing, IT, Instrumentation, Electrical,

Refrigeration have been taken up in the ITIs for upgradation. Provision for Physical

infrastructure such as buildings (workshops and classrooms), Machineries, equipments

and furniture, quality of training, implementation of Environment Management

Framework and Frontage Development is require. State Project Implementation Unit is

functioning in Head Office for monitoring and implementation of scheme of upgradation

of ITIs into CoE. The upgradation of all 37 ITIs will be continued in year 2012-13 as per

the norms of World Bank.

Outlay of Rs.00.50 lakh proposed for the C.T.S. (CSS) – revenue ongoing scheme.

EMP-2 : GRANT-IN-AID INDUSTRIALTRAINING CENTRES :

At present 126 Grant in Industrial Training Centers with intake capacity of 14864

seats are running in the State. Recurring grant to meet the expenditure towards staff

salary and expenditure incurred on raw materials, expenditure on Group Insurance

Scheme is borne by State Government for GIA ITC. Private trust have to make an

arrangement for the building for workshop and administration and machinery /

equipments for the various trades in GIA ITCs.

In order to encourage the participation of private agencies in imparting vocational

training and without increasing any financial burden on the part of Government, presently

322 private Industrial Training Centers (ITCs) are being run on self-finance basis with

the intake capacity of 21169 Seats. Gujarat Diamond Industries Training Institute and

Apparel and Hosiery training and Apparel Institute also are working under this scheme.

An outlay of Rs.1001.39 lakh is proposed as ongoing scheme for the year 2013-14.

EMP – 4 : NATIONAL APPRENTICESHIP TRAINING SCHEME.

Basic Objectives of apprenticeship Training Scheme is to impart Vocational

Training to the youth by Utilizing Infrastructural facilities available with the industries as

well as to provide hands on experience in the Industrial Organization in an industrial

environment having production / service based activities. At present 40248 seats are

allotted and 31480 seats are utilized in 5433 industrial establishments in 135 designated

trades in the state. Budget provision is proposed for the salaries of monitoring staff and

remuneration of guest faculties for related instruction class and Apprentice consultant and

Data Entry Operator. Expenditure on Bharti Mela, Exhibition, Preparation of Charts,

Model, Pamphlets, Posters, documentary preparation of learning resource materials,

visual aids, advertisements for the awareness of public etc. An outlay of Rs.41.11 lakh

has been proposed as on going scheme during the year 2013-14.

EMP- 5 : STRENTHENING OF THE DIRECTORATE AND REGIONAL

OFFICES OF TRAINING WING:

Directorate of employment and training with HQ at Gandhinagar and various

regional offices monitor CTS scheme in 711 vocational institutes with 138006 sanction

seats and implements Vanbandhu Yojna, Sagerkhedu Yojna, Scheme for Urban Poor and

Scheme for Women. It also run various courses for Un-organized sector. It monitor the

Centrally Sponsored Scheme of up-gradation of ITIs into Centre of Excellence. It also

monitor's Apprentice Training Scheme in 5433 industries with allotment of 40248 seats.

It has been proposed to strengthen Directorate office & regional Offices by equipping it

with office automation system, &Computer Labs with back up Server system, modern

furniture for sitting arrangement officer's cabin, pantry room, reception counter ,visitor

area for RTI etc. so as to enable e-governance and efficient administration which will be

useful to facilitate regular monitoring and review schemes, allocation of the grants,

collection / compilation of expenditure data, planning for the next year grant, re-

appropriation of the grant, timely surrender of the grant, cost saving and reduction of

Government works. An outlay of Rs.35.00 lakh is proposed during the year 2013-14 as

ongoing scheme.

NEW ITEMS (TRAINING WING) :

1. To start 30 new ITIs with intake capacity of 2560 seats

Gujarat state's fast economic development in various sectors such as Chemical,

Petro Chemical, Ports, Infrastructure, Engineering, Textile and Information Technology.

Rapid industrial development and take view of requirement in industries of skilled human

force, it is planning to create infrastructure for start 30 new ITIs. 30 new ITIs will be

established with 128 seats in each. These ITIs will be established in newly

District/taluka, there is not available Training facility. A provision of Rs.750.00 lakhs

proposed for the year 2013-14.

2. Increase 5000 seats in Existing ITIs

Due to huge investment in industries a continuous flow of skilled work force will

be needed by different sectors. To fulfill this demand and to obtain more and more

employment to skilled youth, 5000 seats will be added in existing ITIs with cost of

Rs.500.00 Lakh. From these 2500 seats will be added in general, 1500 seats for TASP

and 1000 seats for SCSP.

3. To increase rate of Raw-Material for ITI student

Commissionerate of Employment & Training imparts vocational training through

263 Government industrial Training Institute with intake capacity of 101973.It is

proposed to increse the rates of trainee Raw Materials in Government Industrial Training

Institute,Norms is revise for Raw Material from Rs. 60/- to Rs. 120/-p.m. For this

purpose 428.28 lakh is proposed for the year 2013-14.

4. Alumni support service for pass out Trainees

There is a great necessarily to establish an “Alumina Association” for support

service & follow up actions in ITIs.This Association will take care for Vocational

guidance, industrial linkage,refreshing courses, Seminars,Workshops & will maintain

Employment/Employment self activities.This Association will be registered under society

registration act xxi 1860 & will work as per Bombay public trust act at industries. For

this purpose 52.00 lakh is proposed for the year 2013-14.

5. Implementation of empower scheme

Skill Development is the central thought for celebrating the 150th Birth Anniversary of Swami Vivekananda. The Current era is a Technological era. With an objective that the skill of Information Technology and its benefits reach to the underprivileged so that they could be at par with the global standards, a training mission has been initiated at a larger platform known as“eMPOWER”(Electronic Manpower)to train the youth in the field of IT. Under this program, initially Short term courses like Basic Computer Course (BCC) and

Information Technology Bridge Course (ITBC) will be commenced through which basic

training in the field of Computer and Information Technology is being imparted . During

the year 2012-13 Scheme is implemented through Budget provided by Science and

Technology Department of Gujarat State. Considering the response of people it is

decided to continue this scheme over next year and onwards with the Budget of Labour &

Employment Department For this purpose 2567.90 lakh is proposed fortheyear2013-14.

6. To Establish corpes fund for Informal sector

As Gujarat set a target to train 54 lakh youth during 12th five year plan. To achieve

this target it is essential that maxmimum no.of youth joins the skill training imparted

through registered Vocational Training Providers(VTPs) on SDI portal.So,it is hereby

proposed to create a corpus fund of Rs.9 crore which can be deposited in state society

from which state govt. will bear the training and assessment cost of trainees who under

goes training in MES courses.GOI will reimburse the training and assessment fee of

trainees willbe returned as deposited in state society. For this one time amount of Rs

900.00 lakh is proposed the year 2013-14.

7. Sport sankul in 15 ITIs.

Vocational Training of various courses are being imparted under Craftsman

Training Scheme through 263 Govt. I.T.I.s functioning across the State to facilitate the

trainees of ITIs with physical education along with the Vocational Training, it is planned

to establish gymnasium with Sports facilities as per Lord. St. Vivekanand a healthy body

can develop the healthy brain. Yoga may also be taught at such sports sankul.

Accordingly trained trainees in gymnasium with sports facility will be able to get

employment in State Police and Defence Services. Quota of Gujarat State in Army, Navy

and Air Force Wing may be fully utilized and also skill manpower for Fire and Safety can

be prepared. In view of above it is planned to establish Vivekanand Sports Sankul at 15

Govt.ITIs. For this purpose Rs.105.00 lakhs is proposed for the year 2013-14.

8. Up gradation of 10 popular trades in Govt. ITIs

Craftsman Training scheme is being implemented through ITIs in the state. At

present,there are 162 NCVT/GCVT pattern courses are available under the scheme.Due

to large chances of employability/self employability after completion of training,10

trades among them are most popular in ITIs.Looking towards needs of

consumers,industries have to modernize their technology day today.Adoption of modern

method of manufacturing technology and to remove skill gap and mismatch between

I.T.I.s and industries 10 popular trades have to require latest machinery equipment,tools

etc.A provision of Rs 500.00 lakh is proposed for the year 2013-14.

9. Providing training furniture & fixture for Govt. ITI

To Provide basic training furniture for theory room & workshop of ITI so as to

enable ITI to impart theoritical & practical training efficiently. A provision of Rs.1500.00

lakh has been suggested during the year 2013-14.

10. Incentive fund for Apprentice (Monthly Rs.1500/-)

As per the Apprenticeship Act 1961 and direction of Ministry of Labour &

Employment (Govt. of India) stipend is to be paid by establishment. Due to rapid

industrialization of State, average alocation of seats in various industries will be

increased presently arount 40,000 seats have been allotted in 5433 establishments and

around 30,000 apprentices are being trained. in coming year 50,000 apprentice candidates

are going to be trained. These 50,000 apprentice candidates incentivize @ Rs.1500/- per

month. for this purpose Rs.2000.00 lakhs are to be proposed for the year 2013-14.

11..Improvement of quality of training (ITI/ITC) through third party assessment To meet ever increasing demand for skilled manpower, at present Directorate

imparts Vocational Training through 263 I.T.I.s with a seating capacity of 101973, 126

Grant in Aid Industrial Training Centres and 322 Self Finance Industrial Training Centres

with seating capacity of 21169. ITIs / ITCs and S.F. are 711, with seating capacity of

138006, which is still not sufficient to cater the need of Skilled Workforce required for

running and upcoming Industries. Directorate of Employment and Training proposed to

improve the quality of training through third party assessment. A provision of Rs. 44.80

lakhs proposed for the year 2013-14.

12. To help/guide to Industrial Training Institute students for oppertunity in higher education

per year almost 75% of students are passed out in NCVT/GCVT Engineering/Non

Engineering trades. Most of students from them are eager to make their carrier through

higher education after ITI. For their help & guidance, some arrangement may be started

at D.E.T.office. For this purpose 10.00 lakh is proposed for the year 2013-14.

13. New Construction of Workshop / Class Rooms for existing 20 ITIs running in rental Building. For the construction of theory rooms, administrative building and workshop as per

the standard design for 20 institutes running in rental building, out of which 04 will be

under TASP & 01 under SCSP. A provision of Rs.4360.00 lakh has been suggested in the

year 2013-14.

14. Construction of additional Workshops/theory rooms

To meet with additional requirement it is proposed to construct additional Theory

room and workshop in existing ITIs. A provision of Rs. 2616.00 lakh has been suggested

in the year 2013-14.

Gujarat is developing very fast in economic and industry. The requirement of trained

manpower is very use and in this process the seats in ITIs are increased for the trainees.

Various ITIs started and own building constructed before several years. The expansion

of ITIS taken place and seats are increased for the trainees. Due to this expansion, various

classroom and workshop are necessary for affiliation purposes. The norms for workshop

area and classrooms are decided by NCVT. To fulfill the requirement it is necessary to

construct additional workshop and classroom in the ITIS.There is a shortage of classroom

and workshop in the ITI. The additional workshop and classroom will be benefited to the

trainees of the ITI.

15. Refurbishment & up gradation of Institute’s building

For Refurbishment & upgradation in the required institutes. A provision of

Rs.2289.00 lakh has been suggested during the year 2013-14.

16. Providing Construction of Multy story building at 04 ITIs

Providing construction of ITI Multy story building at 04 various places. Each

ITI total construction cost of buildings Rs 1500 lakh. A provision of Rs. 2180.00 lakh has

been suggested in the year 2013-14.

EMP-6 : EMPLOYMENT SERVICES AND EXTENSION SCHEME :

The basic function of the Employment Services is to facilitate the employment of

people who are seeking jobs. Traditionally the Employment Exchanges have been

registering the names of unemployed candidates and sponsoring their names to the

Private and Public Sector employers against vacancies. Further, the Employment Services

are providing Vocational Guidance to the people, collecting Employment Market

Information, implementing the compulsory notification of Vacancies Act, providing

information on overseas studies etc. For these purposes, 26 District Employment

Exchanges at every District head quarter of the State are operating. 08 Employment

Information and Guidance Bureau are functioning at different university campuses, In the

tribal pockets of the State,05 Town Employment Exchanges have come up to support

people living in tribal areas who seek employment and 02 Employment Exchanges are

working exclusively for women at Ahmedabad and Jamnagar.

As part of the modernization process, we would like to modernize all the

Employment Offices so that they become more focused on the placement of the

candidates, better quality of services is provided to the candidates. An overseas

Employment information and guidance bureau was started in the year 2006-07 which is

providing guidance to candidates willing to go abroad.

Job-Fairs are planned to bring the employers and candidates on a common

platform. It is a novel idea of Public – Private partnership to provide jobs to the youth of

the state. Career Corners have been set up in various schools, colleges & I.T.I.s of the

state, so that students may get career guidance. Gujarati candidates are rejected at the

time of Defense Recruitment. To solve this problem,07 days training is given before

written test to the candidates. Due to pro active approach of the Government, the number

of candidates joining the Armed Forces has increased.

As a new item in the year 2012-13 the Swami Vivekananda residential training

classes scheme is implemented for 30 days (12 hours) to provide more effective training

and better guidance to the youth of Gujarat for Pre-Recruitment in the Army/Air

force/Navy /Paramilitary forces and police forces as per recruitment ,semi Government

Institutes where ground facilities are available.

Placement Advisory Bureau are functioning in CoE ITI's to provide career

guidance and placement facilities. For providing career and educational related guidance

activities and to fulfill candidate’s desire from Employment Exchanges it is necessary to

convert the Employment Exchanges in Model Vocational Guidance Center(MVGC).18

Employment Exchanges of the state are converted in MVGC.Self Employment Shibirs

are also organized to motivate students of KVKs for self employment A Scholarship of

Rs 1500 for S/C,S/T, B.P.L, Women candidates and Rs.1000 for other candidates (to

enable candidates to pay for the Course Fees and by books, stationary ,bus tickets,

miscellaneous etc.) for English SCOPE classes. A scolarship of Rs.3500 for

S/C,S/T,B.P.L. and Rs.2500/- for other candidates for attending Construction Skill

Training Courses in various ITIs.

An outlay of Rs 947.00 Lakh is proposed under EMP-6 on going

schemes (including TASP Rs 74.00 lakh and SCSP Rs 59.00 lakh).

NEW ITEMS ( EMPLOYMENT WING )

3. To create web portal for job placement

To create web portal for job placement, a provision of Rs.50.00 lakh are proposed for

the year 2013-14.

A Total Provision Of Rs. 997.00 Lakh Is Proposed Including New Item Of Rs. 50.00

Lakh Under Emp-6 During The Year 2013-14.

TRIBAL AREA SUB PLAN (NEW GUJARAT PATTERN):

Gujarat Skill Development Mission, Gandhinagar A budget provision is made for Rs.117.04 Lakh for Gujarat Skill Development Mission, Gandhinagar for the year 2013-14. Out of this budget provision, Rs.17.04 Lakh is for the Ongoing item for the purpose of office and other expenses of Gujarat Skill Development Mission Office in the current year.

Therefore, out of Rs.117.04 Lakh, The New Item of Rs.100.00 Lakh is is made for establishing Skill University at Tarsali, Vadodara. Gujarat Skill Development Mission has made this budget provision to pay honorarium to the lecturers in Skill University. Overall, this budget provision is made for the development of skill trainees.

Ongoing schemes

An outlay of Rs. 942.36 lacs has been proposed as Ongoing schemes in Annual Development Plan for the year 2013-2014 The details are as under:-

LBR-1: Strengthening of Establishment under Labour Commissionerate:

Under the LBR-1 Rs.256.34 lacs has been proposed for various purpose in the year 2013-2014among them an outlay of Rs. 136.18 lacs has been proposed for maintenance of staff sanctioned under the plan scheme at district level .Rs. 2.50 lacs is proposed for library development, Rs. 0.40 lacs have been proposed for awareness of Implementation of labour laws related to women and child labour and any other schemes framed by Government of Gujarat Rs 2.00 lacs is proposed for Lok Adalats to held at district and talukas level, Rs. 1.00 lacs is proposed for NCLP project, Rs. 10.00 lacs for State Child Labour Project, Rs. 84.00 lacs is proposed for 22 hire vehicles for head-office and district offices.

LBR-13: Strengthening of Establishment under Director of Boilers

Under the LBR-13 Rs.149.84 lacs has been proposed for maintenance

of staff sanctioned under the plan scheme at district level Boiler offices and 11 hire vehicles in the year 2013-2014.

LBR-21: Grant in Aid to Mahatma Gandhi Labour Institute For Research, Training And Development Programme:

The Mahatma Gandhi Institute was established in the year 1979 with main objectives of promotion of harmonious industrial relations and providing social justice to labour and research, training and education in the field of labour. The institute aims at serving the cause of labour, which includes unorganized and organized labour in private and public sectors. The institute also provides grant in aid to trade unions, workers and social institutions. An out lay of Rs. 410.00 lacs is proposed for Annual Development Plan – 2013-2014.

LBR-26 Social Security to Urban Unorganised Sector workers The Gujarat Unorganised Workers Welfare Board (Except

Agricultural Labourers)

To provide social security to urban unorganized workers, government has established, The Gujarat Unorganised Labour Welfare Board (Except Agricultural Labourers) under the chairmanship of Labour Commissioner, Gujarat State in the year 2007. An outlay of Rs. 82.18 lacs has been proposed to effective implementation of various schemes implemented by board. LBR -18 A Gujarat Labour Welfare Board Under the LBR-18-A Rs. 44.00 lacs has been proposed for skill improvement occupational training to organised labourer. (B) New Items:

An outlay of Rs. 298.83 lacs has been proposed as New Items in

Annual Development Plan for the year 2013-2014 of office of the Labour Commissioner. The details are as under:-

Rs. 200.00 lacs proposed for Mahatma Gandhi Labour Institute has established “Swami Vivekanand School of Industrial Safety”. For procurement of modern safety machineries, safety instruments, equipments, class rooms, furniture and consultancy charge are included.

Expenditure towards hired vehicles, other office expenses, domestic travel expenses will come out to be Rs. 64.35 lac.

Looking to the above matters final provision of Rs. 310.47 lac is made for the above purpose.

(C) LBR – 23: Scheme of State Shram Awards (Rs. 15.00 lac) To appreciate excellent work of workers working in factories and to enhance status of well being as well as prosperity, progress and development of the State, the Government of Gujarat is awarding 16 different State Shram Awards every year to the workers who have performed out standing work in the field of increasing

production, productivity, maintaining industrial peace, saving of lives and property in case of emergency using self sense and quick actions.

Under this scheme following 16 awards are given to eligible workers.

State Shram Ratna - 4 awards each of Rs. 25000/- State Shram Bhushan - 4 awards each of Rs. 15000/- State Shram Vir - 4 awards each of Rs. 10000/- State Shram Shri/Shram Devi - 4 awards each of Rs. 5000/-

At present total cash awards worth Rs. 2.20 lac and momento worth Rs. 20,000/- are distributed to eligible workers every year in a separate State department function. The scheme is extended to 4 regions i.e. Ahmedabad, Rajkot, Vadodara, Surat from the previous year. The scheme is to be continued for the year 2013-2014 in all 4 regions. Total expenditure is Rs. 15.00 lac.

Recognizing the diversity with regard to public health infrastructure, socio-economic conditions and the administrative network, the health insurance scheme aims to facilitate launching of health insurance project in all the districts of the States for the beneficiary.

The Central Government has taken a decision to extend RSBY which was originally rolled out for BPL families to certain segments of non BPL unorganized sector of construction workers.

Salient features of the scheme

• Annual premium of Rs.750 per family per annum • The cost of Smart Card Rs. 60 per beneficiary • Rs.30 per annum as registration / renewal fee. • The above Cost of and insurance premium and Smart Card,

registration fee will be paid by Board from grant in aid sanction to the Gujarat Building & other Construction Workers Welfare Board.

• The administrative and other related cost of administering the scheme would be borne by the health department.

(3) New Schemes: (Total Rs. 1541.62 lac)

(A) LBR-10: Safety Cell for Prevention of Accidents ( Rs. 9.00 lac)

A new vehicle is to be purchase against a condemned vehicle for field officers and technical staff of Industrial Hygiene Laboratory Ahmedabad to monitor hazardous work-environment and health status of workers. Accordingly it is proposed to provide an amount of Rs. 9.00 lac in the Budget estimates 2013-14 for which this new item is presented.

(B) LBR – 12: Strengthening of Establishment under Directorate Industrial Safety & Health (Rs. 24.39 lac)

The Director, Industrial Safety and Health has been

declared as separate Head of the Department of since 15-7-2007. A new vehicle is to be purchase for Director Industrial Safety and Health Ahmedabad (HOD) against a old vehicle. The implementation work of the Building and Other Construction

Workers Act is assigned to DISH. To fulfill these responsibilities there is a need of Four post of Senior inspector of Inspection of Building and Construction To scope up the work, related to 390 MAH and 4250 other hazardous chemical factories, region wise one post of Assistant Director (Chemical) Industrial Safety and Health is necessary to ensure health and safety of the workmen. At present only one post of Assistant Director (Chemical) Industrial Safety and Health is at Ahmedabad. Hence additional three posts are required to be created. Accordingly it is proposed to provide an amount of Rs. 24.39 lac in the Budget estimates 2013-14 for which this new item is presented.

(C) LBR – 25: Gujarat Building and Other Construction Workers Welfare Board ( 1508.23 Lakh)

G.B.& O.C.W.W.Board is established under the “ The Building & Other construction workers ( Regulation of employment and condition of services) Act-1996” vide government notification dated : 18/12/2004. Board is meant to register the workers and issue the identity card and deliver benefit under various welfare schemes. Board has staff of 1 Secretary and 2 employees from class-3 post on deputation , board has authorized field officer of the 3 wings of department. ( D I S & H, Labour , Rural Labour ) as a registration -cum-disbursement officer. The field officers are registering and delivering the benefits to the construction workers. There are number of workers working in construction field but in lack of regular staff to register the worker and operate the welfare schemes of workers. Following new welfare schemes has been proposed for the welfare of construction workers.

(1) Mobile medical unit scheme:- ( Rs. 327 lakh)

Purpose: To provide health facility at work site and residence through mobile medical van ( staff and allied equipment) Rs. 19.47 lakh operating cost ( 1 medical officer, 2 nurses, 1 laboratory technician 1 pharmacist, 1 helper 1 driver and 1 councilor) 13.30 lakh component (van) cost Rs. 32.77 lakh cost per unit Rs.327 lakh for such 10 units

(2) Personal Accident Insurance Scheme ( Rs. 11 lakh) Purpose : Construction workers are to be covered under insurance policy . In the case of accident death only Rs.4 lakh is to be given against the premiere of Rs. 100/- . Rs. 100 X 11,000 beneficiary = Rs. 11 lakh

(3) Scheme to assist for residence to the worker ( Rs. 1120 lakh)

Purpose : To avail residence facility so worker can live peacefully and safety can be maintain. Scheme for APL worker only who has no own home for residence.Assistance of Rs. 40,000/- X 2800 beneficiary = 2400 lakh

(4) Issuance of Identity cards to construction workers: ( Rs. 50.23

lakh)

Purpose : Construction workers have to work on far long area . Workers are living far away from work site. Smart Identity card is to be provided to the workers. So they can prove their identity and get preliminary facility of health check up, nutrition , shelter. Workers and family members can be covered in skill up gradation programme.

Accordingly it is proposed to provide an amount of Rs. 1508.23 lac in the Budget estimates 2013-14 for which this new item is presented.

Rural Labour Commisioner Office.

Labour Problems have to be viewed in the broad perspective of economic and social development in rural area . Keeping in a view the national labour policy & national priorities, the Twelfth plan ( 2012 - 2017 ) has been formulated. The main principles of this policy are as under: (i) To protect the labours from employer's unfair labour practices. (ii) To guarantee the minimum wages. (iii) To implement various welfare measures including social security.

An outlay of Rs. 1433.40 lacks were provided for the year 2012-13 and

the expenditure was Rs. 782.40 lacks. An outlay of Rs 1123.89 lacks is being

provided for the year 2013 - 2014.

LBR - 16 Social Security Fund :- (Current Item)

The group insurance Scheme forever 85.93 lakhs unorganized labour in the age group of 14 - 70 years of the State ( SHRAMIK SURAKSHA YOJANA) an amount of Rs. 1,00,000/- is paid in event of accidental death and permanent disabilities and an amount of Rs. 50,000/- for partial disabilities caused due to accident is paid through the " National Insurance Company" . The insurance amount is raised to Rs. 1,00,000/- and Rs. 50,000/- respectively w.e.f. 26-10-2005. Moreover under this minor head, 150 Rural Workers Welfare Centers expenditure is booked. This scheme is continued in

the 12th five year plan ( 2012 - 2017 ) . The provision of Rs. 1048.20 Lac

was made under the minor head LBR-16, for the year 2012-2013. While

considering probable expenditure to be made for the insurance premium of Rs. 500/- Lac and also Rs. 545.31 Lac was made provision for this Scheme and

the provision of Rs. 500/- Lac is proposed for the year 2013-2014 for

insurance premium. In insurance Scheme which was earlier conducted with help of insurance

company are now being run by the Director of Insurance, Gandhinagar w.e.f. 1/4/2008.

In addition Govt. declaration Funeral Assistant to the Rural Labour expect S.C Rural labour which Provision of 250 Lakh is proposed the year

2013-2014. In addition to Rs. 96.78 Lac for Shramik Suraksha Yojana the activities like Financial assistance in case of serious disease, Jagruti Shibir, first aid boxes etc. are also proposed by the Board under this scheme. Out of the allotment proposed Rs. 120.00 lacks will be allocated to Schedule cast Sub plan (SCSP) i.e. for the benefit of Schedule Cast community ( allocation is 11.08 % of total plan) while Rs. 205.00/- lacks will be allocated to Tribal Ares Sub Plan i.e. for the benefit of Tribal community ( allocation is 19.28 % of total plan calling including NGP ). LBR - 17 Welfare Activities for the salt workers : The State Government has stared various schemes for Salt workers since the end 1992 , Under poverty Alleviation programme for the upliftment of the Salt workers. The following activities will be undertaken for the Salt workers. (a) Rural Workers Welfare Centers (45 centers ) (b) General Awareness Shibir. (c) First Aid Box . (d) Construction of pacca quarters. (e) Seasonal Balwadi cum creches . (50 centers )

An outlay of Rs. 2.68 lakhs was provided for 2012-2013 and Rs. 2.68 is

Provision made for 2013-2014 under this scheme.

The welfare centers which are run by Gujarat Rural Welfare Board are now decided to be run by Women and child welfare Department under ICDS ( Integrated Child Development Scheme ) and the expenditure will be born by them. LBR - 22 Gujarat Rural Workers Welfare Board :-

The Gujarat Rural Workers Welfare Board is implementing various welfare scheme for the overall development of the unorganized Rural Labour. Under this minor head 3 Rural Workers Welfare Centers expenditure is booked. The Welfare Center which are run by Gujarat Rural Workers Welfare Board are now decided to be run by Women and child welfare Department under ICDS ( Integrated Child Development Scheme ) and the expenditure will be born by them. This department has made provision only for expenditure which are excluded by ICDS.

Outlay of Rs. 2.01 lacks was provided for the year 2012-2013. The same

Outlay of Rs. 2.01 lacks is proposed for the year 2013-2014.

LBR - 24 Rehabilitees of Bonded Labours.

An Outlay of Rs. 1.00 lacks is proposed for the Rehabilitation of Bonded Labours. NEW GUJARAT PETTERN :-

Rs. 10.00 lacks is proposed to be allocated Under NEW GUJARAT PATTERN ( NGP ) and will be planned to spend accordingly. LBR - 16 Social Security Fund :- (New Item) under poverty alleviation programme

The Self Employed person who are doing Grinding and Polishing work on stone in his own house and during this work the dust is spread in the house and go to the lung of Self Employed person and the members of his family. Due to this such person or his family members may be affected by Calico Tuberculosis / Silicoses. If necessary health kit is distributed to such Self Employed person and his family members, it will prevent or control the Calico Tuberculosis / Silicoses. LBR - 16 Social Security Fund :- (New Item) Under the unorganized workers Social Security Act, 2008 of Government of India, Gujarat unorganized workers. Social Security Board is constituted for this an amount of Rs. 50 lacs is proposed as new item. Main funtion of this Board is to advise, monitor and review the Social Security Schemes for unorganized workers.

INFORMATION TECHNOLOGY

Preamble

During the last year of century, Information Technology (I.T.) has transformed the way of human life as no other technology has. IT has potential of converting our society into a truly knowledge based society. I.T. also give us a chance in ensuring that such an evolution leads to an equitable society Now, there is no area of human life , which is not affected by information technology in one or the other. To ensure that people of the State of Gujarat reap the benefits of this approach making development. It is imperative that the state Government evolves a coordinated strategy which could affect all the facts of life of citizens of the state, during the year not started IT mode.

As per the IT policy 2007-2011 of Gujarat government and instruction of General Administration Department, During the Financial year 2009-10, 3% of total budget, Rs. 3.00 Crors. is proposed for IT for the labour & Employment Department, its 4 HODs, more then 400 sub offices and 9 boards/corporations. During the year 2011-12, dept. targeted to launch IT Action plan for implementing IT activities considering and concentrating to strength the IT infrastructure, capacity building and to roll out op "Citizen Centric Applications".

In the current year department also worked out the further IT implementing activities as under. 1. GSWAN Connectivity

In the present scenario GSWAN connectivity is must for the implementation of IT activities and to cater grass root level people.

There are 259 Government Industrial Training Institutes and

other 4 regional offices of training wing in the state. Department made proposal to the department of Science & Technology for estimation for the cost of connectivity and mode of the connectivity. As per the total estimation of Rs. 250 Lacs given by Department of Science and Technology, till date there are 150 ITIS connected with GSWAN connectivity.

Now for new/remaining ITIs and Rural Labour Commissionrate's remaining sub offices, provision of Rs. 50,00,000/- will be made in the budget for the year 2013-2014.

2. Hardware / Software procurement

Till date all the 18 district offices of Director, Industrial Safety & Health, all the 29 offices of Labour commissionerate were equipped with sufficient numbers of computers to implement IT projects. Now, For the Commissionerate of Employment & Training, We planned to provide 5 computers to each district level ITIs (have more than 10 clerical employees) and 2 computers to each taluka level ITIs exclusively for the IT activities and e governance purpose.

At present IWDMS project running in at Sachivalay level and 4 HODs’ headquarters. As per the Science and Technology department GR No. IWD-2006- 2102-DST,Dated: 5th October 2006, to extend further the implementation of e-Governance, the dept. has initiate the extension of overreaching project of IWDMS to the all offices of Ahmedabad and Gandhinagar. Dept. also intend to implement IWDMS in all sub offices in phased manner where GSWAN connectivity is available. Dept. also decided to strengthen online monitoring system and to procure hardware for various Managed IT Services solutions at Sachivalay and HODs.

Department has made provision of Rs. 1,50,00, 000/- for the cost of Computers hardware, software and other Information Communications Technology peripherals and Video conferencing equipments.

3. IT Integrated Solutions and Services

At present working TSP is old more than 4 years, to up grade and

make more user friendly, citizen centric and to deploy more IT services we may have to make a provision Rs. 50 lacs.

4. LAN / INTRANET in all Offices. For implementation of IWDMS, TSP, MIS LAN/ INTRANET

is must in all o must for all sub offices in where GSWAN connectivity is available. With suggestions of TCS feasibility report of such offices, department intend to made all computers, printers and other IT peripherals in LAN/INTRANET.

So, Dept. has made provision of Rs. 25,00, 000/- for the cost of

LAN/INTRANET facilities.

5. Capacity Building

To train the employees, motivate to learn new IT technology/ infrastructure and to deploy new generation IT solutions/ software in view of NEGP citizen centric services roll out, we may make provision of Rs. 10 Lacs.

6. Miscellaneous:

In Department and sub offices no handwritten papers entertained. Also offices are equipped with printers. So provision of Rs. 15,00,000/- made for the miscellaneous and other Consumable Charges.

Thus, department set a goal to be served maximum to the public through the e governance activities and IT infrastructure planned for the year 2010-11.

This department has started the renovation work at Bloke No. 5, 6th floor at New Sachivalaya. For meeting the expenditure Rs. 25.00 Lakhs ( Twenty Five Lakhs) is suggested as plan continuous item to the year 2013-14.
