Tracey Kinney and Rob Adamoski were present to speak to the full program proposal for a BA History MajorTracey explained that the proposed major builds on the existing minor and was developed in response tostudent demand

The committee reviewed the proposal and made recommendations for specific revisions

Moved by Casey McConill seconded by Susan Morris to approve the full program proposal for a BAHistory Major pending revisions

5 Program revision Grad Nurse English Additional Language

Jean Nicolson Church presented the proposed revision to the Grad Nurse English Additional LanguageGNEAL program certificate program She explained that the program is for nurses educated in a languageother than English and who have not practiced for5 years Many have immigrated to Canada and have workedas nannies and wish to get back into nursing The program which includes English language studies combinedwith nursing upgrading has run successfully for 15 years Last year the English content was increased but twoofferings of the program have shown that the additional English did not reduce the attrition rate which remainsat nine percent For that reason and for sustainability reasons the program revision includes reverting to theprior level of English studies for the September 2007 intake There are issues with courses in the program notbeing approved as per the full program proposal which must be resolved quickly

The submission also included information about a change in policy passed last October by the College ofRegistered Nurses of British Columbia CRNBC which will create a major change for the program TheCRNBC will no longer refer internationally educated nurses for upgrading unless they have already achievedthe appropriate level of English That will lead to a change in the GNEAL program that will have to be dealtwith separately This section of the memo is to be deleted for submission to Education Council

Moved by Elaine Samwald seconded by Rob Fleming to approve the proposed reduction in Englishstudies as presented for the Sept 2007 intake

3 Concept BA Creative Writing

Sheila Hancock and Linda Schwartz attended to present the concept for a BA Creative Writing program whichwas partially reviewed at a previous DPAC meeting

The committee reviewed the document and made requests for a number of revisions to be made

There was discussion about the potential for getting letters of support from private institutions and frominstitutions from outside the province

There was general discussion about the dilemma faced by program developers in that departments areencouraged to develop programs and courses with the understanding that there is no new money available Theplan is that required new courses for the proposed BA Creative Writing will be developed by faculty onaccountable time Some members thought it would be a useful exercise to show all costs in the conceptregardless of the budget limitations The committee is not charged with examining financial aspects of programproposals but the discussion was deemed to be beneficial as it is an area of major concern and should be takento Education Council and to the deans

The committee will consider whether to discuss this issue separately at another meeting

Moved by Maxine Mott seconded by Panteli Tritchew to approve the concept for a BA CreativeWriting pending identified revisions

At the 2007 August 28 meeting of the Faculty of Community and Health Studies Curriculum Committeechanges were approved to the Admissions Requirements of the GNUR program as outlined below The Faculty ofCommunity and Health Studies is now submitting the program changes to DPAC for approval

Change in Admissions RequirementsCurrent Admissions requirementsIn addition to the general Kwantlen University College admission requirements applicants must meet thefollowing

Current registration with CRNBC or eligible for nurse registration in BC with or without a reentrycourse

English language assessment if initial nursing education program was not in Canada CELBAN speaking8 listening 9 reading 8 writing 7 IBT TOEFL total score 76 written TOEFL 550 or Computer TOEFL213 SLEP 61 TSE 50An interview with the program coordinator or designate may be required

In addition to the general Kwantlen University College admission requirements applicants must meet thefollowing

Proof of current or previous registration in Canada by a provincial or territorial regulatingauthority for Registered Nurses

Rationale This program is provides an avenue for nurses previously registered in Canada to update their nursingknowledge and practice skills Nurses with less than 1 125 practice hours as an RN within the last five arerequired to take a reentry program prior to renewing their registration with the College of Registered Nurses ofBritish Columbia The current admission requirements do not recognize previous registration in jurisdictionsoutside of British Columbia The change provides clarity that the nurse can have been registered in any Canadianprovince or territory to be eligible to enter the program

The reference to the English Language requirements is not necessary as these have been met previously throughregistration and the general requirements for Kwantlen University College include English

The reference to an interview with the program coordinator was never used and is not required

SUBJECT Graduate Nurse English as an Additional Language GNEAL Revisions

At the 2007 August 28 meeting of the Faculty of Community and Health Studies CurriculumCommittee changes were approved to the GNEAL program as outlined below The Faculty ofCommunity and Health Studies is now submitting the program changes to DPAC for approval

The GNEAL Full Program Proposal was approved March 21 2006 The revised program started with aSeptember 2006 class and a January 2007 class Since the University College and the College ofRegistered Nurses of BC CRNBC approved the program the CRNBC has changed their policyregarding internationally registered nurses and now requires that English proficiency must be achievedprior to CRNBC assessment

Background Information

Memorandum

The College of Registered Nurses of British Columbia CRNBC is responsible for assessing thenursing educational credentials of students applying to the GNEAL program Effective January2008 this assessment does not take place until the potential applicant has demonstrated Englishlanguage fluency which is required to practice nursing in British Columbia Therefore studentsapplying to this program will not require the English Language upgrading to meet BCregistration requirements With this change in effect the Faculty of Community Health

Studies Curriculum Committee has approved the following program revisions

1 Effective January 1 2008 the three English language courses EASL 1100 1200 and1300 will no longer be a part of the program

2 Change in Admission Requirements

The admission requirement for English language fluency is equivalent to those identified bythe College of Registered Nurses of British Columbia Specifically

CELBAN

The CELBAN assesses speaking listening reading and writing ability The minimumscores required are speaking 8 listening 9 reading 8 and writing 7

IELTS Academic VersionThe IELTS tests listening reading speaking and writing for English proficiency Theminimum test score required is an overall score of65 with a score of 7 on the speakingtest and no scorc less than 6

The TOEFL measures general English proficiency and assesses listening and readingcomprehension knowledge of grammar structure and writing ability in English

TOEFL Internet Based 1BTA minimum combined score of 60 is required in the reading writing and listeningcomponents A minimum score of 26 is required in the speaking component

Computerbased and paperbased TOEFL tests are also accepted The TSE complementsthe computer and paperbased TOEFL and indicates ability to communicate orally inEnglish The minimum scores required on the TOEFL and TSE are TOEFL 213computerbased test 550 paperbased test 0 TSE 50

MELAB

The MELAB assesses skills in writing listening reading and speaking if requested Therequired scores are 83 plus spoken score of 3

This manual outlines the steps and procedures for approval of new andrevised programs It also mentions program review which will be detailed ina separate manual

It has been created to assist program developers and coordinators in theirproduction and revision of proposals for educational programs throughoutKwantlen The manual outlines the steps developers need to take to shepherdtheir documents through the approval process You will find informationsuch as where to get template forms how to get on meeting agendas andwhich committees both internal and external will be vetting programconcepts proposals and revisions and more Where we are able we haveincluded approximate timelines for inclusion on meeting agendas so that youare able to plan your time as effectively as possible

Questions arise about which documents come to the Degree and ProgramAssessment Committee DPAC before they are reviewed by EducationCouncil EDCO and which go directly to EDCO As a general rule newprograms must be approved by DPAC before they are reviewed by EDCO Inaddition because programs are living entities they sometimes need revisionAny revisions that affect students should go through DPAC before beingmoved to EDCO If you have doubts about the proper process for yourrevision the Chairs of DPAC and EDCO will review the revision and make a

decision as to the best route

Note Education Council reserves the right to send any submission to a subcommittee for review

Please also note that approval by any internal or external body does notguarantee that the program will be implemented

Definitions Terms of Reference

Associate Degrees

Associate degrees must follow Kwantlensframework for Associate of Artsor Associate of Science degrees which complies with the frameworkdetermined by the BC Council on Admission and Transfer BCCAT Aproposal for a new associate degree will normally be submitted in the form ofa memo to DPAC and Education Council for approval Associate degrees donot require any external approval

BA Minors

New minors for Kwantlensexisting Bachelor of Arts degrees can beapproved with only a full program proposal process which will follow theusual steps A program concept will not be required as minors will follow theapproved BA Framework

Degree and Program Assessment Committee DPACDPAC is the sub committee of Education Council that reviews programproposals and some program revisions DPAC reports to Education Council

DQAB

The Degree Quality Assessment Board DQAB appointed by the Minister ofAdvanced Education is the body that reviews degree proposals from publicand private post secondary institutions according to criteria set by theMinister in consultation with DQAB and makes recommendations to theMinister

Education Council EDCO

Education Council EDCO is the governance body that guides theeducational activities of Kwantlen in accord with the College and InstituteAct

New programsAll new programs at all credential levels must go through the completeapproval process including the program concept and the full programproposal stages and the program resource review process see p 6 at severalpoints in the complete process The exception is BA minors which bypassthe concept stage only

All levels from diploma and higher will be posted to PSIPS for peer reviewOnly new degree programs will be subject to DQAB review

Introduction

Program revisionsAll program changes that directly affect students must be approved as perthe formal program revision approval process Some typical changes thatrequire program revision approval are as follows changing entrancerequirements program outcomes andor content adding or removingrequired courses or changing the total number of credits for a program

Program revisions are typically presented to DPAC and Education Council inthe form of a memo including a rationale for the changes and showing apertinent level of detail eg thi current program structure and the proposedprogram structure The memo should also indicate the results ofconsultations with other programs that bridge into the credential or that inany way are affected by the revision

Program Resource Review Committee PRRC

The Program Resource Review Committee shall be comprised of the VPAcademic the Associate VP Academic the VP Administrative and Student

Services or designate the VP Strategic Services or designate the Chair ofEducation Council and the Chair of DPAC The committee will review all

pre program concepts program concepts and full program proposaldocuments see processes as outlined on pages 6 through 9 to assess whetheror not a proposed program 1 adheres to principles and priorities as indicatedin ministerial institutional and academic planning documents and 2 is

supportable and sustainable with existing and or available institutionalresources

PSIPS

The committee shall meet monthly or as required to ensure that programproposals at various stages of development are reviewed in a timely mariner

The Post Secondary Institution Proposal System PSIPS is the Webbasedsystem designed to manage and support the post secondary submission andreview processes for approval of degree and non degree programs fromprivate and public post secondary institutions

Pre concept consultation

Option A

Prior to faculty developing a detailed program concept for presentation toDPAC the deans responsible for the area must present a summarydocument of two pages or less to the Program Resource Review CommitteePRRC The document must offer a highlevel synopsis of the proposedprogram and its relation to program priorities as outlined in the currentAcademic Plan and the Kwantlen University College 200708 200910Accountability Plan and Report a preliminary budget assessment of direct andindirect program costs and rationale demonstrating the ongoing viability ofthe program

Upon agreement by the PRRC and the deans that a program concept shouldbe developed the development and approval process can proceed as followsin Stage Two Options A and B below

Option B

Where an approved curriculum framework is in place see Option B p 8 aprogram concept is not required However prior to developing a fullprogram proposal for presentation to DPAC proceed as for option A

Howto Follow the Internal Consultations section of the Program Concepttemplate and make contact with all departments as listed

As early as possible in the planning process when it has been determinedthat the proposed program has a reasonable chance of approval it isimportant to begin the internal consultation process The internal consultationswill serve to alert departments and service areas that a new program may bedeveloped and will start the process of identifying possible impacts on thosedepartments or how they can be of assistance to the program developers

Program developers must consult with other departments or areas of studywhen their courses might be recommended or required for the credentialbeing developed It may be necessary for departments whose courses arerequired for a new credential to add sections of such courses which will havean impact on budgeting In some cases a program that bridges into yourprogram may have to align its curriculum with the requirements for the newprogram

Accounting Services

Program developers must consult with their dean as part of their process todetermine the costs of the new program Accounting Services can provideassistance

Bookstore

We may have a preliminary discussion about whether your program willrequire textbooks internally produced manuals copyright clearance etc Wemay also discuss deadlines for book orders should your program beapproved and implemented The Bookstore posts information about requiredtexts etc on the Admissions web registration site well in advance of classstart Accurate and timely information is a priority

Counselling

A general guiding question for consultation with our service area is How canCounselling best support this program and potential or current studentsWhen we review your program proposal we will be scanning with certainkey questions in mind and we will give written feedback in the form ofquestions and suggestions on them

You can get your program concept on a tentative agenda by informing theEDCO administrative assistant of your plans The Chair of DPAC may wishto see your program concept two weeks before the meeting at which it will bepresented in order to assess how much time to allow for it When yourprogram concept is ready confirm your intention to present it to DPAC withthe EDCO administrative assistant and send her the required number ofcopies one week before the DPAC meeting or earlier

When your submission has been received and your item has been confirmedon the agenda for a DPAC meeting you will be notified of the estimated timeof your agenda item You the developer and the DeanAssociate Dean orapproved designate will be required to attend the meeting to present yourprogram concept

DPAC may recommend approval of your program concept with or withoutrevisions or may ask for the program concept to be resubmitted at a futuremeeting if the requested revisions are extensive

Program Implementation Survey

The purpose of the program implementation survey is to determine how theimplementation process went and how close the expectations stated inprogram proposals came to reality

The program implementation survey is a process by which DPAC monitorsnew degree and diploma programs after one complete cycle and newcertificate and citation programs after two complete cycles

Proponents are advised to collect data for the Program ImplementationSurvey starting with the budget line approval during implementation andin each semester of the first offering and second offering for somecredentials to track eg enrolment in the program
