Progress Comments Following support in principle, for the Draft Community Health and Wellbeing Strategy at a Strategic Planning Committee meeting on 10 October 2013, Council undertook a two-week public exhibition of the draft Strategy from 9 - 23 October 2013.The public exhibition included coverage on Council's website, in the Knox Leader ('Your Knox Weekly' section) and through social media, as well as the availability of hard copies at Council's Customer Service outlets.Following this consultation period, all feedback on the Strategy was considered and necessary amendments made.Council approved the Strategy at the 26 November 2013 Ordinary Meeting of Council.A detailed process for the Strategy's implementation will be developed separately and in consultation with Council's Corporate Planning and Performance Department, to align with the implementation of the City Plan and Council Plan.

Comments Following a public exhibition period from 9-30 October 2013, the draft Community Health and Wellbeing Strategy 2013-17 was endorsed at the Ordinary Meeting of Council on 26 November 2013. The Strategy is based on the five City Plan Themes, with eight community health and wellbeing priorities linked to these themes and 26 key strategies.

Performance Measure Perceptions of effectiveness of the key stakeholder partnerships in the development of the Community Health and Wellbeing Plan 2013-2017 (KSA).

Progress Comments Outcomes related to the implementation of the Healthy Together Knox project to date include sign up to the Achievements Program with 45% of Knox primary schools (n=20), 50% of early years services (n=44) and includes 22 participating businesses. Council has also signed up as a health promoting organisation. This has included the development of a cross-organisational staff committee known as 'Wellbeing Works'. The Committee has adopted a charter, a policy and an action plan for a broad range of initiatives across the organisation, with priority areas being identified as healthy eating and physical activity. The CEO is chairing this Committee to demonstrate the importance of this work at Knox City Council.

Positive feedback was received from the Department of Health on the interim Project Report. Confirmation of the Department's attendance at the Knox Active Ageing Advisory Committee in May 2014 has been received, where the final Project Report will be presented.

Statewide data has been sourced via the Municipal Association of Victoria (MAV) and work has now commenced on analysing all available data to identify possible options. These will be presented to Council.

This will slightly delay the commencement of the start of preschool at this site until the week beginning 17th February. Delays have been due to weather and some complex structural designs at the new entrance.Plans are in place to set up the indoor and outdoor spaces in preparation to have the site licensed by the Victorian Department of Education and Early Childhood Development in time for this start date, and to communicate with all stakeholders, particularly families.Indoor and outdoor equipment has been ordered and is expected to be delivered in late January. Teaching and assistant education staff have been appointed to this service and are ready to commence as planned.

Progress Comments The Project continues to focus on creating a strong economic model for Council to achieve several of its key aspirations for Knox Central over the next 10-15 years. These include, but are not limited to, the development of a vibrant civic and cultural sub-precinct as well as improved integration between the Westfield Shopping Centre and adjoining areas that have the potential to offer far better and more active community amenity. In this regard, development planning with Westfield is continuing. The key focus will continue to be the economic feasibility to determine Council’s investment profile into the precinct and how best to drive or attract the necessary funding. Considerable discussions continue with DTF and DEPI in relation to seeking a final response to the proposed land divestment area and process.

Additional developments are proposed for Parmalat and Knox Private Hospital. Planning work continues for the Wantirna Health Precinct. A partnership is emerging with Maroondah, Yarra Ranges, Department of State Development and Business Innovation and the Regional Development Australia (RDA) Committee for the East to undertake a strategic business renewal and transition program for the Bayswater/Bayswater North Employment Precinct. This is a key initiative of the Knox Economic Development Strategy.

Progress Comments On 9 October 2013 the State Government released ‘Plan Melbourne: Metropolitan Planning Strategy’, the metropolitan planning strategy for the next 40 years. The Draft Strategy and Knox’s response was discussed at the 29 October 2013 Council Issues Briefing session and reported to Council on 26 November for endorsement. Council’s submission has been sent to the State Government. Officers also participated in the development of a submission from the eastern region group of Councils.

Plan Melbourne and associated changes to the State Planning Policy Framework (SPPF) are expected to be finalised in early 2014.

Progress Comments The draft Rowville Structure Plan was discussed at an Issues Briefing Meeting on 29th October and adopted by Council at the 2013 November Council Meeting for the purpose of community engagement. Community engagement will occur in February and March 2014 alongside exhibition of the new Housing Strategy and new residential zones (70% complete). The draft Ferntree Gully Village Structure Plan was endorsed by Council at September Strategic Planning Committee (for the purpose of community engagement). Exhibition occurred during November and 33 submissions were received. Officers are assessing these applications and will report to the January 2014 Council Meeting (80% complete). Project scoping for the Upper Ferntree Gully Structure Plan is scheduled to commence in early 2014.

Significant strategic work has been undertaken in Housing and the new final ‘Plan Melbourne’, expected to be released in early 2014. Subsequent changes to the State Planning Policy Framework has also advanced.

Progress Comments The EPA have introduced Pollution Abatement Notice (PAN) requirements for both former landfill sites. The PAN requirements imposed necessary actions for Council to undertake with relation to leachate and landfill gas management. These included the development of Landfill Gas Remediation Action Plans (LGRAP) for each site and the implementation of leachate pumping trials for each site. Council is currently re-tendering the consultancy service contracts to support the ongoing management requirements associated with these sites. Award for these contracts is expected to be made in February 2014.

Progress Comments The Stamford Planning Scheme Amendment to rezone the residential pad was approved in 2013. The Stamford Park Steering Committee has reviewed and amended the Master Plan and has subsequently agreed to the preferred procurement Model (i.e. Negotiated Deed). The Committee is proposed to meet in February to consider and potentially finalise the principles and scope for contract/sale documentation, following which the matter will be presented to Council. Work is progressing toward sale of the residential pad through an Expression of Interest process planned for mid to late 2014. A consultancy has been awarded the work required to document the installation of a sprinkler system for the Homestead. A heritage consultant has been engaged to supervise the works.

Progress Comments Stringybark Festival was a huge success this year with its main message being around sustainable living. Numerous Council units were involved including Sustainability, Healthy Together Knox and Active Ageing and Disability Services. The event embarked on new artistic ground with projects like - Spinning Yarns, Wearable Arts and the Herbivore - which raised the bar on creative content and community engagement. The Council's objective to focus the City’s festival and events on ‘celebration of multiculturalism’ was addressed through the engagement of three young East Timorese and Filipino performers who delivered a rap presentation based on the theme of environmental sustainability. The Food Court included cuisine from Turkey and Italy with live cooking demonstrations being staged with guest chefs from China and Sri Lanka.

Carols by Candlelight saw the largest audience turn out in memory with Rhonda Burchmore and Sarah De Bono headlining a three hour program of on-stage events including performances heralding from a range of diverse ethnic and cultural backgrounds. The event included performers from the Philippines, a dance theatre from Ghana and Senegal, and a Japanese musician.

Planning for the Knox Festival is on track.

The Knox Grand Prix is an event run by Bridge Builders Youth Organisation with assistance from Knox City Council Festival and Events Team. Following the unavailability of the Knox City rear car park, the event is being relocated to the Knox Regional Sports Park for 26 and 27 April 2014.

Progress Comments In celebration of Knox turning 50, a number of events and activities have been undertaken. The 50th Celebration program was launched at the Knox Festival in March 2013 and over the past 6 months, a number of community events have been utilised to support Knox turning 50 including the HPV Grand Prix, Multicultural Festival, Women on the Go Expo, the Mayoral 50th Celebration Dinner, Gardens for Wildlife 500th Garden, Seniors Festival and Stringybark Festival – all promoted the 50 year anniversary theme and celebration. A number of other marketing activities were also undertaken including the development of a 30-minute documentary-style video and an Historical Magazine, distributed to Knox residents in November. The 50th Celebration culminated in a community festival ‘Party in the Park’ on 16 November 2013.
