The Cityof Lebanon is the hub of the Upper Valley which encompassesseveral towns on the Vermont and New Hampshire border.Many attractions, employers, businesses and services areavailable in Lebanon and this geographic area that makeus a busy and exciting community.

The convention allows law enforcement from all local,county and state agencies to come together and benefitfrom the camaraderie we share as a whole. Come theweekend before and experience all the local attractions and

discover all we have to offer such as fine restaurants, artgalleries, museums, rivers for kayaking and fishing, lakesfor sailing and boating, and many trials for hiking andwalking.

SGT. DAVID A. YOUNG BIODave Young lives in the heart of theUpper Valley region with his wife andtwo children. He is employed by theCity of Lebanon Police Department.He grew up in the Lakes Region areabefore attending a community collegein the Seacoast Region in pursuit of anAssociate’s Degree in Criminal Justice.Seeking to further his training and experience and to fulfill a need to servehis country he enlisted in the UnitedStates Air Force as a Law Enforcement

Specialist. He worked in a variety ofspecialty assignments and obtained therank of Sergeant before honorablyseparat ing after the first Gulf War.

Dave returned to his home Stateof NH and furthered his career employedby the City of Claremont Police Depart-ment where in 1992 he graduated fromthe 97th NH Police Academy. He servedthe community of Claremont as a Uni-form Patrol Officer and a Detective.During that time, Dave returned to

President’s Welcome Letter

Brothers and sisters, in recent years we on the NHPAExecutive Board have struggled to get the right recipe fora convention. We have gone back and forth between 2-dayconventions, filled with plentiful events, attendees andspirits, and the abridged 1-day version. Well, as a self-pro-claimed and, mostly self-taught cook, I say there is no onerecipe to suffice everyone, all the time. I’ve found, the bestrecipes are those tweaked to what is in season, fitting toone’s region, environment, and to those you are serving.And, as my beloved wife always reminds me, a great recipecan still be accomplished even when approached withprudent financial sense.

So, I have planned a 1-day event to be held on Monday,June 4th, 2012 in the City of Lebanon, NH. There will betwo athletic events: our traditional golf tournament and, anew event, the NHPA’s First Annual “First Responder Chal-lenge”. After those events end, we can all gather for theannual meeting and a casual outside BBQ dinner at TheLebanon Elks Lodge field. For the planners or weary travelers,rooms are available at the Lebanon Courtyard by Marriott.There, after the day’s events, those who wish can gatherfor a night to tell their tales.

I must say, I’m a bit proud of NHPA’s First Annual “FirstResponder Challenge” (NHPA-FRC). This is a team event,geared to play on the friendly rivalry between Law Enforcementand all other First Responders. It will encompass 8 milesof the Northern Rails-to-Trails from downtown Lebanon,out to Mascoma Lake, and back. Participants will only haveto run a timed 1.5 miles. The other 6.5 miles will entailseveral physical challenges prepared by a local committeeof police officers, firefighters, educators, military personnel,and recreation directors. This is not going to be one of thosetough-mud or triathlon events – after all, it’s open to all forteam fun – but it won’t be a walk in the park, either.

As each and every one of us knows, we in the publicsector are in a fight for our promised retirements from aservice very few dare to do for their communities, counties,and State. As a result of this fight, advocates for our causehave come together from a diverse group of unions, fraternalorganizations, and management groups representing activeteachers, public and state employees, firefighters, policeofficers, and retirees. From this team spirit, the NH RetirementSecurities Coalition (NHRSC) was formed to represent andlead this fight for us. And, out of it we have shown thosethat oppose us, we will stand united in this fight, now andforever.

The “First Responder Challenge” reflects this diversityand brings together all these groups. I respectfully challengeyou to come and help us do what has never been done inNHPA’s history: help kick start an annual fundraising eventopen to ALL members and friends of the NHPA and theNHRSC, to help fund the fight to protect our rights andour retirements.

Please, allow me to be the first to welcome you to the2012 NHPA Convention in the heart of New Hampshire’sUpper Valley, the City of Lebanon. The NHPA ExecutiveBoard and I hope to serve up an enjoyable and memorabletime for all. On behalf of the NHPA Executive Board, theLebanon Police Department, and all those involved inhelping me put this convention together through a localconcerted committee effort, thank you.

Please, come out and support us all and be part of ournew, larger team.

school to pursue a Bachelor’s Degreein Business Management. In 1998, hejoined the Lebanon Police Department.Soon after he was promoted to Corporal,then assigned as the Detective DivisionSupervisor and is currently a Sergeantin the Uniform Patrol Division.

Dave has been active in his localassociation, where he served as theirVice President. In 2005, he volunteeredto become a member of the LegislatureBoard to the NHPA. The following year he was elected to the NHPA’s Executive Board and in 2008 NHPA’s

Sergeant-At-Arms.Dave is grateful and humbled by

the support of the membership whohave allowed him to serve their needs,and looks forward to continuing toserve the NHPA as a strong voice onall of our endeavors.

Welcome to the 2012 NHPA Convention 1st Annual FirstResponder Challenge (FRC) at the CCBA in Lebanon, NH.This venture is in affiliation with Lebanon Police (LPD),the Lebanon Fire Departments (LFD), the Lebanon RecreationDepartment, the CCBA, the Lebanon Educators, and Friendsof the Northern Rail Trail.

Registration will open at 8:00 am and the event willbegin at 9:30 am.

Cost is $50.00 per player, entry fee includes; event par -tici pation, waters and snacks, challenge gift.

Participants in this event will be required to sign awaiver of liability releasing the NHPA, its E-board members,and all NHPA-FRC affiliates, etc. from any/ all liabilities.

This is a team event open to all who wish to participate,not just NHPA members. It will encompass 8-miles of UpperValley/ Northern Rail-to-Trail beginning at the CCBA, outto the Mascoma Lake, and back to the CCBA.

Teams are to consist of minimum 3, maximum 5 personteams. It will require a team to traverse in a “volks-march”style along 6.5 miles of trail. Teams will be issued items atthe onset of the event which are required in order to completecourse challenges.

Teams will encounter several first responder orientatedteam obstacles. The challenges a team may encounter couldbe, but are not limited to;

Tire roll/move: Utilizing physical abilities, balance, andthought for distance and accuracy.

Officer Down/Recovery Challenge: Utilizing physical abilitiesto safely push a cruiser out to a training-dummy, recoverit and, safely return to the starting point with cruiser,dummy, and all teams members intact.

Fire-Victim/Recovery Challenge: Simulated entry and navigationof a confined space maze with an extrication of victim/dummy.

Hose & Water Challenge: Dragging, carrying, lifting androlling out and up a large diameter hose over an open coursewhile exposed to spraying water.

Team Run Challenge: 1.5 mile timed team run.

Orienteering Challenge: Teams will locate points and/or itemsalong the course and return required items to the finish-line official(s).

Final Quiz Challenge: Team members complete a requiredquiz covering some facts they learned throughout the coursewhile engaged in physical fitness activities.

UNFORTUNATELY, SIGNS OF DRUG USE AREN'T THIS OBVIOUS.Fortunately, they’re not in visible, either. That's why it's

so important that parents know what these signs are.The problem is that most par ents don’t know. And, as so

often happens, their child's drug prob lem goes undetected.It’s senseless. Especially when the signs of drug use are

right in front of the parent’s eyes. Signs such as excessivesecrecy, fewer visits home from college or a drop in schoolperformance. Other signs are irritability, weight loss, pupildilation, and heavy usage of eye drops or nasal sprays.

These are only a few. There are many others.If you’re a parent, you must get in volved. You can learn

Dear Fellow NHPA Members,I am running for Treasurer of the NHPAand I ask for your support. I was appoint-ed as Treasurer by the Board of Directorsin March 2011 due to a vacancy. I haveserved as Treasurer during the past 15months. In addition to my duties asTreasurer, I was also appointed by Presi -dent Stiegler as the NHPA representativeto the New Hampshire RetirementSecurity Coalition.

I look forward to continuing mywork as your Treasurer. During myfirst term I have implemented newaccounting procedures, established anew system for tax compliance, andintroduced internal controls bringingus up-to-date with current accountingpractices and regulations. I have donethis internally resulting in substantial savings to the organ-ization. As Treasurer, I also believe in exploring additionalmethods of fundraising to aid in our battles against adverselegislation. I am currently working on two projects withseveral Directors to create annual NHPA fundraising events.

We are confronted with the most trying times our or -ganization has seen. We are facing legislation that adverselyaffects our pension, work environment, collective bargain-ing, and most importantly our safety. I look forward to con-tinuing to serve you as representative to the NHRSC as we

challenge legislation targeted at lawenforcement.

I began my career in law enforce-ment in 2005 as a police officer in Chicago,Illinois. I relocated to Manchester in2007 and joined the Manchester PoliceDepartment, currently assigned to thepatrol division. Prior to law enforcement,I practiced as a Certified Public Account-ant in Chicago. I graduated from theUniversity of Illinois with a B.S. inAccounting in 1997 and passed the CPAexam the same year. In addition, I alsoserved in the U.S. Marine Corps from1988-1993. I attained the rank of Sergeantbefore receiving an honorable discharge.I reside in Manchester with my wifeand our two boys.

“I think I just heard a woman’s voice calling for help!” said Conservation Officer Michael Eastman as he radioedme in my cruiser. Eastman who has been a ConservationOfficer for nearly ten years and a former Laconia PoliceOfficer is involved in a race against time to find a lostwoman before she succumbs to exposure. It is the first cluethat we have had as to the whereabouts of the woman andit is nearly three o’clock in the morning on a cold Octobernight. The fifty five year old woman suffering from dementiawas reported missing shortly after dark when she didn’treturn home from her daily walk down a road in the PineRiver State Forest in Ossipee. “What is your location? I askEastman and he replies back with the coordinates from his

handheld GPS unit. “Can you obtain a compass bearing tothe voice you are hearing? I ask. He tells me that he haslost voice contact and is having trouble hearing because ofthe noise from the nearby Pine River. I radio ConservationOfficer Mark Hensel, another ten year veteran Conserva-tion Officer and former New Hampshire Marine PatrolOfficer, who was also on foot in the area and ask him tomove towards Eastman’s position. Fifteen long minuteslater Hensel radios me and said that he too had just faintlyheard a woman’s voice call for help. His location is plottedand a compass bearing is taken in the direction that bothEastman and Hensel think they heard the cries for help. Iquickly plotted the positions of Hensel and Eastman onmy laptop computer and drew a compass bearing to wherethey believed they had heard the voice. It pointed to anarea across the Pine River in a thick area of alders andblow downs. All search teams were directed to begin moving

towards that location and it isn’t long before Hensel advisesme that he was getting closer to the voice and was “wadingacross the Pine River”.

By state law New Hampshire Fish and Game DepartmentConservation Officers are responsible for conducting searchand rescue operations in the woodlands and waterways ofthe state. Whenever I give talks to local fire departments,sportsmen’s clubs or civic groups and they want to knowwhy an agency with only forty three officers is in chargeof search and rescue for the entire state I tell them “becauseour officers are outdoorsmen and women and were hiredand trained with those qualifications in mind”. They havea background in hunting, fishing and other outdoor sportsand are constantly practicing their outdoor skills while per-forming their primary duties; enforcing the myriad of statefish and wildlife laws. By the sheer nature of their job theyare forced to become proficient in tracking, searching forevidence, navigation and survival, all necessary attributesof a search and rescue professional. The route to becominga Conservation Officer is lengthy and rigorous and few jobopenings coupled with a high number of applicants allowfor a very selective process. Backgrounds of those recentlyhired vary widely and include a recent college graduate,police officer, school teacher, manager at a financial servicescompany and a twenty year veteran of the United StatesArmy Special Forces. One theme is constant however; theyall have experience in hunting, fishing or other outdoorsports and they all have dreamed of being a New HampshireConservation Officer for a very long time.

Conservation Officers may have the overall responsibilityfor statewide search and rescue operations but we are sup-ported in that role by local fire departments, numerousvolunteer search and rescue groups, state and local policedepartments and other state and federal agencies. We havedeveloped and maintain a strong working relationship withall of our support agencies and meet and train with themon a regular basis. We also support and maintain two volunteer teams within the ranks of our Conservation

Officers; the New Hampshire Fish and Game DepartmentDive Team and the Specialized Search and Rescue Team.The mission of the Dive Team is the recovery of drowningvictims and the conducting of underwater evidence searchesupon the request of law enforcement agencies. The missionof the Specialized Search and Rescue Team is high anglerescue and search and rescue missions in extreme alpineenvironments. The types of missions we are called uponto respond to vary greatly and can include an injured hikerwho needs to be carried two miles to the nearest trailhead,a stranded rock climber in Franconia Notch, a lost hikerin winter conditions on the Presidential Range, the searchfor a drowning victim in one of the states many lakes orrivers or a lost child, Alzheimer’s patient or a suicidalperson. The type and location of the mission we are calledfor determines the urgency, type and number of resourceswe will need for that particular incident.

While the types of incidents that we respond to havestayed the same, the way we approach each incident isdifferent today than it was twenty years ago. Today wehave the benefit of a laptop computer with up to date topo -graphical mapping programs, GPS units, location enabledcell phones, the latest in lightweight outdoor clothing andequipment and highly trained and motivated officers. Theseadvances in technology and training have allowed us toefficiently and effectively search larger higher probabilityareas during the day or night and in all types of weatherconditions. Searching for our most vulnerable of citizensneeds to be done quickly and effectively if we are to besuccessful in saving lives.

At three fifteen in the morning Hensel excitedly radiosme that he has located the woman and she is “soaking wetand hypothermic”. I ask him for his location and he quicklyradios me the coordinates. I radio the Ossipee Corner FireChief, who along with several of his firefighters as well asOssipee and Effingham Police officers have been out allnight helping us search, and tell him that we have locatedthe woman and that we need an ambulance and assistance

getting her out. Twenty minutes later the woman is in the ambulance and on her way to Huggins Hospital inWolfeboro. It is now four thirty in the morning and sevenConservation Officers, twenty firefighters and two policeofficers are exhausted but giving each other “high fives”because they just saved this woman’s life!

Excerpt from

“Sex, Drugs & Traffic Stops”

Shootout at the Holiday Inn

The Salem Police came up with an informant who said theson of a prominent local banker was actually one of thebiggest sources of illicit drugs in town. The banker’s kidwas named Kelly, and he was supposedly a spoiled brat.His father was Arabic and his mother was Irish, and theyowned the largest bank in town. Daddy had also just sold Wal-Mart a piece of land in the area for five milliondollars.

The CI introduced one of our under-cover detectives to Kelly. The under-cover trooper had recently moved fromNew York City where he’d been a fire-man before budget cuts got him laidoff. He had a thick New York accent,which was a good cover in rural NewHampshire.

Our undercover guy agreed to buya half key of cocaine for $25,000.00,and the buy was to take place in a hotelroom of the Holiday Inn in Salem. Werented two adjoining rooms, one forthe drug deal and the other for thearrest and cover team. We had a taperecorder set up in one room and theundercover detective was wearing atransmitter (body wire).

The Salem Police Department pro-vided four detectives, the DEA suppliedone Agent, and the State Police hadthree detectives. I was in charge of thedetail. The time came for the drug dealto go down and Kelly showed up in the hotel lounge andhad a drink with our undercover detective. Our guy wasinstructed to take Kelly upstairs to one of the two roomswe had rented and show him the money and see the cocaineand give us a signal. Then we’d rush the room from bothdoors and bust him.

As usual, ‘the best laid plans of mice and men’ alwaysseem to get fucked up. Kelly was nervous and wanted ourguy to meet him on a deserted road near the town dumpat midnight to do the deal. Great. Kelly left the hotel loungeand said he’d call our undercover guy in his hotel room tofinalize the deal. I told our UC (undercover) that Kelly’splan was not an option and it was starting to sound like hehas no dope and just wants to rip us off. The average civilianalways thinks that if a drug dealer finds out you’re a cophe’ll just kill you, which is how it usually goes in the movies.But the biggest risk is getting ripped off. If he really thinksyou’re a cop he won’t show up at all, and the deal goes

south. I told our UC that we had tocontrol the time and place, not Kelly.We set up surveillance in the parkinglot and inside the hotel rooms. As usual,the night dragged on and on and it started to snow like hell. Kelly didn’tcall back and it was now midnight and the snow was a foot deep. I madethe decision to call off the entire oper-ation and send everyone home. TheUC lived 70 miles north of the hotel,and since the highways were in badshape, he decided to spend the nightin the rented room.

Now at this point in the story, youprobably know what’s going to happen.You might also be wondering why wedidn’t think of this at the time. I mean,if you can figure it out, why can’t thecops? To that, I say I have no idea. Abook is a book and real life is real life.

So I was halfway home when I gota panic call from our UC, who saidKelly was banging on his door and had

the cocaine and wanted to do the deal. Shit! I spun aroundand radioed the Salem Police and DEA. I sent three officerswith the DEA agent up to the room to arrest Kelly. Tootie was parked on an incline with the motor running.Once we got the signal that Kelly was under arrest, we pro-ceeded to arrest Tootie. I tried to drive my car in front ofhim to block his escape and I just slid all over the placeand skidded to a stop. I figured Tootie had four-wheel driveand I didn’t want him to get away, so I jumped out withmy service weapon drawn to the side of the truck. The twoSalem Police Detectives jumped out of their car and ranover and stood right in front of the truck with their gunsdrawn as well, and we all ordered him out.

Well, either this asshole was deaf or dumb or both,because he was unfazed by our guns or commands, and hestepped on the gas full throttle and tried to run the twodetectives down.

I don’t know why they stood in front of the truck. I wasto the side with my gun pointed at the driver’s window. WhenTootie stepped on the gas, I didn’t shoot him even though Ihad a clear shot from only five feet away. I had a formerLieutenant who always said if they’re going away from, youthey can't hurt you, good advice I always kept in mind.

The Salem Police Detectives, however, opened fire andbullets were flying all over the place. Two of the truck’stires were shot up, but this nut kept driving like we weren’teven there.

I radioed for a cruiser to stop him because we were allstuck in the snow in the hotel parking lot. This guy got onthe interstate, which was only two hundred feet away, buthe was arrested in Massachusetts a short time later. We gotKelly and his half key, no one got shot or killed, and ourman Tootie was arraigned in a Massachusetts and agreedto go back to New Hampshire for trial. The two Salempolice detectives were grazed by Tootie’s truck and bruised;one of them broke his dentures. But the worst of it wasprobably borne by the hotel. The guests all got quite a showthat night: A real live drug deal and a shootout right outsidetheir windows. All for $19.95 a night.

ABOUT THE AUTHORDetective Sergeant Henry F. Carpenito retired from theNew Hampshire State Police in 1987. He is a graduate ofNortheastern University with a Bache lors Degree in CriminalJustice and a Masters Degree in Public Administration. His

high school ambition was to become a State Trooper. HisNew Hampshire State Police career began in 1972 and hefinished first in the 13th New Hampshire Police Standardsand Training class. His assignments included Troop F inTwin Mountain, Troop C in Keene, Troop A in Exeter andTroop G the Turnpike patrol.

In 1976 He was promoted to Detective Corporal assignedto the Narcotics Unit as an undercover officer. In 1980 hewas promoted to the rank of Detective Sergeant in theSpecial Investigations Unit formerly called the NarcoticsUnit. In 1986 he was appointed by then Attorney GeneralStephen Merrill as Commander of the States first Drug TaskForce which still exists today. He wrote numerous WireTap affidavits and search warrants during his drug enforcementcareer many of which went to the New Hampshire SupremeCourt on appeal and were all sustained.

He was a member of the adjunct faculty of HesserCollege, St. Anselm’s College, Northeastern University andthe University of North Florida Institute of Police Trainingand Management, teaching courses in Criminal Justice andNarcotics enforcement.

In September 2011 he wrote and published a Non-Fiction book of short stories of his Police experiencesthroughout the State of New Hampshire entitled “Sex, Drugs& Traffic Stops”. The stories are both humorous and in somecases dramatic.

Retires from SwanzeyPolice Department

After serving as the Swanzey Chief for11 years, Chief Richard Busick, IVretired on December 31, 2011. ChiefBusick was born in Brooklyn, NY andraised on Long Island. He attended theUniversity of Connecticut School ofPharmacy and earned a Bachelor ofScience degree from the Charter OakCollege in Connecticut.

Chief Busick was an avid athleteand loved the game of baseball. Hehad tryouts with the NY Yankees, NYMets and Atlanta Braves during thelate 1960’s and early 1970’s.

Chief Busick began his law enforce-ment career in 1976 with the ManchesterPolice Department in Connecticut. During his time at Manchester PD heheld the positions of Detective, Sergeant,

Lieutenant and Acting Captain. He wasan original member of Manchester’sfirst S.W.A.T team and during his lasttwo years with Manchester he was theCommander of the Emergency ServiceUnit.

Chief Busick retired from the Man-chester Police Department in 1999 andwas soon hired as the Chief of Policewith the Troy, NH police department.

He served as the Troy Chief until 2002when he was hired by the Town ofSwanzey to fill the position of PoliceChief.

Chief Busick will be working part-time with the Town of Swanzey andworking as a part-time Investigatorwith the National Center of Missingand Exploited Children.

He is an avid outdoors man andloves fishing, boating and touring. Heloves to spend time with his wife, chil-dren and grandchildren. His daughteris a social worker and his son is a SpecialAgent with the FBI.

Chief Busick’s presence will bemissed at the Swanzey Police Depart-ment and we wish him continued suc-cess during his retirement.

Your Brain and Body on Stress

As your brain is your most importantweapon, the effect of physical stressis often underappreciated for its effecton cognition for those who go intoharm’s way, such military personnel,law enforcement, and other groups.

It’s been a generally held beliefthat cerebral blood flow (CBF) remainsrelatively steady during exercise, butrecent studies (1, 2) suggest that’s notthe case. CBF appears to depend on amultitude of factors, including exerciseintensity. With lower intensity steadystate forms of exercise – all things beingequal, such as hydration, etc, – CBFmay increase, but during high intensityintermittent forms of exercise (likewrestling with another human beingin a life or death struggle for example),appears to decrease. This may partiallyexplain the cognitive decline peopleexperience during high intensity exercise.

This information very much appliesto law enforcement as it does for themilitary. Under psychological stress,demand for CBF increases, while supplymay decrease, resulting in additionalcognitive decline.

If a person has not experiencedthat cognitive decline under trainingconditions – and so has some experienceand understanding of its effects – theresults could prove fatal during a “reallife” encounter.

If they have not experienced somejob related stress training, they oftenfind even simple directions difficult tofollow during their first exposure to it.For example, simple directions regard-ing which targets to engage in whichorder, or other simple instructions, failto happen…

Obviously, this will differ greatlywith the person’s experience, training,fitness, etc., but it’s well established

that physical + psychological stress =decline in cognitive abilities and that’sold news for most and common sense.

The specific effects of stress, physicaland psychological, on cognitive abilitiesis a large and growing topic of interestand research for the military and lawenforcement.

Basic take home: some form of stresstraining, where higher intensity, inter-mittent, training combined with fire-arms – hopefully following some job/taskrelevant movement patterns – will helpbest prepare those who are likely to faceviolent encounters that require an abilityto function under physical and psycho-logical stress simultaneously.

Additionally, such training will addto an ability to physically deal with theeffects of stress and will improve overallfitness and general physical prepared-ness (GPP) of law enforcement and milpopu lations.

Most people realize how physicaland emotional stress will negativelyimpact performance, but few make theeffort to utilize some form of stresstraining to help ‘inoculate’ the personto that stress, which could very wellmean the difference between life anddeath in a highly stressful encounter notuncommon to law enforcement personnel.

For example, an article entitled“Assessment of Humans ExperiencingUncontrollable Stress: The SERE Course”by a by Dr. C.A. Morgan III and MajorGary Hazlett (3) goes into depth on theeffects of stress on performance, andthe importance of properly appliedstress to help “inoculate” the individualto future stressors:

“Physical and psychological stress areunavoidable in military operations, yetthe negative effects of stress can make itdifficult or impossible for individuals orteams to operate effectively. Stress is anessential element of warfare, and individualresponses to combat-related stress haveoften been the determining factor betweenvictory and defeat on the battlefield.”

“Having recognized the effects of

stress, the U.S. military designs its trainingscenarios to be both rigorous and realisticin their stress intensity. Rigorous trainingimproves a person’s ability to perform onthe battlefield, and exposure to realisticlevels of stress can protect or “inoculate”a person from some of the negative effectsof operational stress.The concept of stressinoculation is very much like the conceptof preventing a particular disease throughvaccination: When stress inoculationoccurs, an individual’s performance willlikely be better the next time he is stressed.Like immunization, which occurs onlywhen the vaccine is given in the properdosage, stress inoculation occurs onlywhen the stress intensity is at the optimallevel – high enough to activate a person’spsychological and biological systems, butlow enough so as not to overwhelm him/her.If the stress level is not high enough, inocu -lation will not occur; if the stress level istoo high, stress sensitization will occur,and the individual will probably performless effectively when he is stressed again.”

The above is focused on the militaryspecifically, but the same principlesapply to other professions where a highlevel of physical and mental stress islikely to occur; such as law enforcement.The correct application of some formof practical job related stress trainingcould pay long term dividends for thelaw enforcement community.

However, it needs to be designedwith the population in mind (patrolLEO vs. Tactical LEO, etc), and correctlyapplied to that population.
