Kirkbymoorside Community-Led Plan 2012 – 2013,

TOTAL RETURNS 237 forms.

Where the numbers don’t add up it’s either the type of question, e.g. how many cars people have, or because most people didn’t

answer some questions.

How important is local employment to the character of the town?

V. important 155, Important 64. Not important 3, No opinion 5

How many adults in your household work in town, within 20 miles, beyond 20 miles, don’t

work, or have work that is non-geographically based?

The number of individuals included is

more than the return number because of

more than one person in some

households. The number of forms

returned is too low to give a clear

picture of the current workforce and

residents.

Should signs on the A170 be improved to improve the look of the town?

What else should be done to improve the looks of the town?

• Many people suggested tidying up streets and frontages,

• Sorting out haphazard and long-stay parking

• Keeping shops and pubs open,

• Making the most of the historic buildings and the cobbles.

Please tell us about any dangerous roads in Kirkbymoorside.

Gillamoor Road, Dale End; Ings Lane; Piercy End, the A170 Roundabout area, crossing the

A170 anywhere in near the town, and the school end of Westfields, Howe End, top of Old

Road, Market Place, Tinley Garth, Pump Hill, Castlegate, Keldholme, Lime Chase,

These were all mentioned by many respondents as places were there is a high risk of danger

to pedestrians and to other road users because of speeding and or parked cars. On Crown

Square, parking obstructs access by emergency services.

Section 5.Tourism

Should Kirkbymoorside actively encourage tourism?

Answers:-

• Yes, where it is beneficial to the town, 172.

• No, leave it as it is, 48

• No, reduce the level of tourism, 1

What impact would an increase in tourism have on the

character of the town?

Answers:-

• Make it busier at weekends; to give shops, pubs and restaurants more trade; and

increase prosperity,

• Increase parking problems, unless they come by bicycle or bus;

• Increase local employment possibilities; make town more vibrant;

• Keep range of shops, cafes and other facilities open for locals.

Page 11: KIRKBYMOORSIDE COMMUNITY LED TOWN PLAN 2011 – 2013docs.kirkbymoorsidetowncouncil.gov.uk/publicdocs/Agendas14-15/C… · • Swineherd lane and Ravenswick estate • South of A170;

11

Why would passers-by be attracted into the town?

Suggestions:-

• Signs informing them of facilities. Good tea shops,

cafes and pubs. Things to do and see. • Country activities like walking, cycling, shooting,

fishing. Arts and heritage. • Interesting shops. Quaint and attractive town. Free

parking. If tourism is reduced, how should the town replace the subsequent loss in trade?

Most respondents thought it would be difficult or impossible to do so, there was one

suggestion that increased investment in some local firms might help.

Please add any other comments about tourism here.

A number of respondents commented that Kirkbymoorside is

not a very “touristy” town, and that they wouldn’t want it to

become dominated by tourism, but that more efforts should be

made to attract a steady passing trade in order to ensure that the

town does not suffer in difficult times.

Other comments:-

• We should maximise days like the 10K to encourage visitors to return;

• Easier parking would encourage visitors to stop and look around; layby near school

could be used for coach parking

• Highlight the Library for tourist information; publicise accommodation as base for

exploring the area;

• Organise events for tourists; not much currently open on Sundays for tourists;

• KMS attracts walkers & country-lovers, and that suits the town; publicise things to do,

such as walks and events; it is fair that we should share this area with others;

encouraged wisely tourism could enhance the town’s infrastructure.

• Less parking on the cobbles would make the town look more historic.

neighbours look after each other.”

• Inconsiderate and fast driving,

• Littering and dog fouling all detract from the well-being of others.”

• “It would be useful to be informed of current issues, such as bogus callers”.

Section 9. Environmental issues Home delivery service might be one way of supporting local shops and reducing parking

congestion. Which shops would you encourage to provide a home delivery service?

Answers:- Spar 29, Co-op 73, Baines 27, Wainds 24, Chemist 7, Future supermarket 1,

Thomas’s or Summit Bakery 7, All/others 58, Newsagent 1, Fast-food/Takeaways 1

Some improvements to reduce flood risk for properties have taken place recently. What other

local improvements are needed to reduce the risk of flooding?

Suggestions made:-

Better use of existing drainage systems, for instance keeping drains

clear and water-ways dredged. Catch and store some of the excess

water with small underground reservoirs, more household water-butts

(free?), and river dams up stream. New homes and roads create more

surface flow, so restrict numbers of new dwellings. Extend town

river outflow pipe to south of Kirkby Mills houses & industry. Plant

more trees in appropriate areas. Less drainage on the Moors. Sort out field footpath behind

Church, path often flooded. More grey-water recycling to reduce volume sewers carry.

Vivers Hill pond – prevent it from overflowing. Use expert advice.

Have you any suggestions about how local people could support energy conservation

initiatives?

Suggestions:- Its down to personal choice and circumstances; residents could re-use and

recycle as much as possible; reduce household energy use; leave the car at home, use bus

services and cycle; use fewer plastic bags; wear more warm clothing indoors in winter. Town

schemes could include cheap or free solar panels, and making energy save “how and why”

information more available.

Page 20: KIRKBYMOORSIDE COMMUNITY LED TOWN PLAN 2011 – 2013docs.kirkbymoorsidetowncouncil.gov.uk/publicdocs/Agendas14-15/C… · • Swineherd lane and Ravenswick estate • South of A170;

20

Does your household recycle its waste?

Answers

223 people answered yes but others did not answer

How can waste recycling be improved?

Suggestions:- Sort out plastic recycling with clearer information and more types collected;

bring back licensed tatters at council recycling site and sell recycled timber there too – many

things taken there could be sold instead of being transported miles; more involvement of and

for business; scrap metal collection near to school; food waste could be used; waste cooking

oil can be converted to vehicle fuel; doorstep tetrapac; printer ink cartridge collection point;

enlarge Wombleton site; improve management of Westfields recycling point; RDC could tell

us how much money is raised for our services through recycling; encourage children to

educate parents about recycling; some accommodation has no yard/garden, and so very little

space for storage for recycling..

Being smart about managing resources and reducing waste could help local people and

businesses to manage in hard times. Do you have any suggestions about how this could be

done?

Suggestions:-

• Convince the public that it works and it’s worth the bother, but don’t pressure people

because it alienates them;

• Give and Take Days are great;

• Cheap composting and rainwater bins;

• Council’s Westfields collection point is too far away from some streets;

• Communal garden compost scheme;

• Share recipes for left-overs;

• We all consume too much; shops could make reduced goods more prominent.

Please add any comments about environmental issues here.

Suggestions:- Plant more trees;

• Cars have a big carbon footprint, fumes are poisonous for pedestrians and homes close

to the road, much more needs to be done to help people to reduce car use;

• Dog fouling and litter is an on-going issue;

• Timers on streetlights could turn them off in the middle of the night;

• Improvements to footpaths would make them safer by foot or by buggy;

MOVING FORWARDS WITH A PLAN

The KMS Community –Led Plan Group suggests that the next step should be to

arrange a public event to share the findings of this survey.

Although the return number was low, there are some useful and important ideas

to act on. At this “Findings Event”, interested people could be recruited under

each of the following headings as “Action Groups” to turn some of the findings

into action.

*Character of the Town, *Housing, *Transport, *Road Safety

*Tourism, *Education training and development,

*Safety and well-being, *Environmental issues

*Facilities, Services and events.

These Action Groups could include representation from the Town Council or

other existing organisations as appropriate.

After 3 months a further meeting could be called at which the Action Groups

would

(a) Make suggestions about how the £4000 funds held by the Town Team

could be used, with supporting quotes and suggestions about match

funding from elsewhere if possible. Members of the action groups could

join together to decide the fairest way to spend these funds

and (b) Present further suggestions, which would be written up

as the next stage of the Community-led Plan.

The Community-led Plan would therefore carry on in whatever way that any

interested residents wanted it to.

At the same time the Town Council could research what would be needed to

work towards a Neighbourhood Plan, and present their findings to the town.

Based on these findings, and on the progress of the above action groups, the

community could decide whether the likely cost and work involved in developing

a Neighbourhood Plan was greater or less than the likely benefits of achieving

one.
