Kier Group plc. is a leading property, residential, construction and services group which invests in, builds, maintains and renews the places where we work, live and play. We operate across a range of sectors including defence, education, housing, health, industrials, power, transport and utilities.

Following the acquisition of May Gurney in 2013, the Group has developed its services capabilities and now employs over 15,000 people worldwide and has an annual revenue of £3.0bn. Our company is split in to 4 elements; Construction, Services, Residential and Property. Kier Facilities Services sits within the services division of Kier and has an annual turnover in Facilities and Maintenance Services of c£120m. With 73 operational offices we have a proven and well established operating infrastructure across the Group.

Our Facilities Management Experience

We are experienced in delivering single service, integrated and total facilities management solutions nationwide. Our bespoke delivery models ensure that we deliver high quality services, allowing our clients to focus on their core business. With offices throughout the UK, we manage a complete range of facilities services to over 5,000 locations and over 300 clients.

We specialise in providing a full range of Hard and Soft Facilities Management, Property Technical Services and Design and Build Services, which can be incorporated into a single contract. We develop tailor made facilities management services by integrating in-house knowledge and specialist industry expertise and combining them with carefully developed processes and technologies.

Our Facilities Management offer

Our Facilities Management services offer will be tailor-made specifically for your building and operational needs. This can include an FM delivery model that combines a mix of self-delivered services, supported by those provided by our specialist supply chain, managed by Kier through one point of contact, including:

● Standalone or bundled Soft FM, Hard FM or Energy Management services – we currently provide these to 411 buildings for Hampshire County Council as well as to 48 corporate buildings for Epsom and Ewell Borough Council

● A combined service delivery model including individual services across our FM capabilities – our service to Sheffield City Council includes the provision of separate Hard FM and Soft FM contracts to 1000 sites across the city

● An integrated FM solution including all bundled services together with full operational management, our service desk and value added services – a service we have delivered with great success to Legal and General who have re-awarded the contract to us on 4 separate occasions, owing to our excellent service delivery

Our breadth of experience and wide client base means whatever your needs; our Facilities Management solution will meet your exacting requirements. The range of services we are able to provide is broad and based on our 41 years’ experience in the FM industry, with qualified staff providing direction and focus for our delivery teams. Our range of services encapsulate both management and service and our capability means we are able to combine these in a way that you deem appropriate, consistently delivering them to a high standard.

We provide our staff with the skills and training to be technically proficient. We invested over £4.5m in training in the last twelve months to maintain the quality of our delivery and provide a framework for continuous improvement. This approach retains value in your assets and maintains the image and quality of your buildings. This depth of resource and skills enables the delivery of planned maintenance and reactive repairs – whatever the situation, wherever the building, whoever the client, whenever we are called – 24hours a day, 365 days per year with a guaranteed response across the UK.

Further, our managers, administrators, operatives and engineers are all trained in customer services giving them excellent communication skills and an understanding of how to interact with all stakeholders, whatever their requirement. Coupled with our partnership approach to delivery we provide an affordable, cost effective solution, characterised by close partnership working. This ensures we provide an integrated service offering that can be efficiently installed and maintained and is supported by all stakeholders.

The Value of Effective FM

Our experience has shown us that value can be derived from our service beyond the satisfaction of the specification. Some of the benefits that we have identified include:

Transfer of risk - the services we deliver include the transfer of operational risk. This allows you to concentrate on your core areas of business, enabling us to mitigate risk. Further, if you chose our comprehensive FM delivery model, you would also transfer financial risk to us as we would deliver at a fixed price.

Lower administration costs – our service would be delivered by a dedicated local team with dedicated administrative support, as well as the depth of Kier resource. The result of this is that we will be able to administer the contract for you in an efficient way, ensuring operational excellence.

Reduction of overhead – we will take ownership of the service and report directly to you on a regular basis using our Computer Aided Facilities Management (CAFM) system, QFM. This has the potential to interact with the Building Information Modelling (BIM) and your IT systems, and, as a result, potentially reduce overheads.

Maintaining the value of your assets – our services will be planned 12 months in advance using a bespoke PPM planner, which we will use to manage our services to you. This effective planning and structured service delivery methodology, combined with our effective reactive maintenance processes will maintain the quality of your assets and buildings.

Cost reduction – we train our staff to be multi-skilled and buy goods and services through our centralised procurement team. These approaches combine to reduce costs to you while maintaining service quality.

Economies of scale – the depth of Kier, our procurement strategy and our extensive training of staff allows us to utilise economies of scale to drive our value and deliver a service which satisfies all mutually agreed Key Performance Indicators (KPIs).

Supporting the Design and Build Process

Our experience means we can provide valuable and informed support on the design and build process. We are able to design bespoke strategies and advise on the most cost effective and efficient use of assets and building environments.

We develop maintenance strategies that take in to consideration the full requirements of maintenance and servicing from the early design stages through to handover, soft landings and the operational phase. These strategies include:

○ Long term maintenance and availability

○ Asset gathering

○ System resilience

○ End user operational usage

○ Out of hours support

○ Minimising system down time

○ Optimising procurement costs

○ Reducing the requirement for differing spares through commonality of assets

○ Energy efficiency and sustainability

By working in close partnership with the design team, we can advise on the best value for money components that should be installed during construction. Based on this, we can establish a life-cycle maintenance plan against components and undertake a cost benefit analysis to obtain the best value from each asset, minimise downtime, extend the life of assets and reduce costs.

During the early stages of design, we can engage with the design and construction teams in value engineering workshops to ensure that we are able to achieve optimum design and maximum in-life use from building components. By working with the design team and building users, we can establish and understand whole life costs to ensure that the cost of occupancy is optimised.

Our approach allows us to understand how each service line will be delivered to each element of the building. From this, we are able to identify design or maintenance issues and tailor either the building design or maintenance strategy to mitigate issues and minimise costs. This will help design, taking full consideration of maintenance requirements, while our maintenance strategy, in return, supports the building design. To provide a robust FM solution which approaches each project in a structured way we have developed a Facilities Management Guide for Designers that we share with design teams to help achieve these aims.

This strategy means we are able to provide a number of benefits to our clients through effective design. These include:

○ Pre-planned interventions for major capital component replacement

○ Maximising building efficiency

○ Optimising building use, ensuring ease of use for building occupants

Environment and SustainabilityThe Kier vision is to be the most highly respected company in the industry by providing our clients with the highest possible quality of service and through sustainable growth. We will continue to build on our strengths and further develop our areas of expertise. We are committed to addressing sustainability through a responsible approach to economic, environmental and social issues.

Kier would be able to monitor and undertake regular energy reviews and promote and advise on energy efficiency and conservation, which could include:

○ Producing quarterly reports and graphs on performance for your building

○ Participating in regular Energy Management meetings

○ Checking that utility bills are correct and advise accordingly

○ Undertaking an annual audit of the energy efficiency of your building and issue a report to include recommendations and costing for any further energy efficiency measures

As part of our commitment to reduce carbon emissions and achieve CRC targets, we are able to analyse building energy consumption and make recommendations on how to improve the efficiency and performance of your building. This can include all aspects of performance, from low carbon technologies to enacting behavioural change, all of which will help you reduce your carbon footprint.

In order to help you achieve cost savings against the amount of energy used, Kier are able to offer capital investment schemes that include the following:

○ Energy efficient re-lamping for reduced electrical costs

○ Investment in new or alternative equipment reducing operating costs

○ Installation of photovoltaic panels

○ Installation of PIRs

○ Grey water harvesting

○ Development of other renewable energy schemes

We are able to undertake a full review of your energy usage and needs and offer schemes that specifically meet with your requirements. These schemes can be fully funded upfront by Kier offering added value to the provision of our service.

We can also advise on utilising the Building Management Systems (BMS) to provide automated control and monitoring of systems and the internal environment. This can include heating and ventilation systems, air conditioning, lighting, power systems, fire alarm systems and security and access control systems.

Through effective use of BMS, we are be able to provide effective monitoring of energy usage and targeted control of energy consumption and, as a result, achieve cost savings as well as improved plant reliability and lifespan.

Our approach is to work with you to design a service delivery model that is embedded through building design, tailored to your requirements, planned in advance around your operational needs and is flexible to meet your changing requirements. We will work closely with you, as well as our design and construction partners, to optimise building design while maximising building efficiency and use.

Supporting Our People

Members of the Kier team are essential to the contract success owing to their skills, knowledge and enthusiasm. To support team members we utilise a number of different systems and strategies which support one another. It is this strategy that has allowed us to maintain low staff turnover, retained knowledge in the team and retained our clients across the country across services. Employee Transfer and TUPEKier has extensive experience in the transfer of staff having successfully transferred in over 5,000 employees from both the public and private sector since the year 2000. In addition to this we transferred in 6,000 employees in 2013 as part of our acquisition of May Gurney. Care for our team begins from staff members’ initial contact with us under TUPE and the associated transfer. The focus of our TUPE transfer process is to mitigate the uncertainty and instability caused to staff during transfer. To achieve this we will implement a programme of road shows and one to ones with staff to:

○ Reassure staff and advise them of the consultation process

○ Outline how any culture changes will impact on them

○ Provide reassurance regarding the whole TUPE process

○ Ensure staff have the opportunity to introduce issues that they deem important

Arrangements for the transfer of staff are designed to ensure staff understand the process and how their individual transfer will be treated. To provide support to staff we have HR representatives as part of our mobilisation team. Our approach is underpinned by our four phase TUPE process. Each phase will be discussed and agreed prior to contract mobilisation in consultation with you the client, with full reports given following each phase of discussions.

Phase 1 – Stakeholder consultationsWe communicate with transferring staff to fully involve them in the process and give them plenty of opportunities to raise concerns and queries.

Phase 2 – Employee group meetingsKier arranges presentations as an essential part of the cultural transition as this is the first opportunity we have to openly discuss our vision for the project and receive feedback or concerns from our new and existing employees.

Phase 3 – Individual employee discussionsThese briefings and meetings are crucial to the smooth running of the process and will allay any fears.

Phase 4 – Kier company inductionWe provide all new and transferring staff with comprehensive induction and training at the earliest possible date prior to service commencement. The induction is a crucial part of the transition process as it sets the expectations and defines the requirements the employee has with Kier.

We have a team of HR professionals on hand during all phases to ensure that we continuously abide to the TUPE Code of Practice and all other relevant legislation. Kier has achieved and retains Investors in People (IIP) accreditation. As part of its national training and staff development programme we are fully committed to creating opportunities for all our staff. We provide both in-house and accredited external professional training specifically tailored to individual requirements.

TrainingEach team member has a Personal Development Plan (PDP) formulated when they join the company. This is designed following a Skills Gap Analysis to ensure the plan accurately reflects the requirements of the contract and the team member.

Our Learning and Development Team oversees our delivery of training with over £4.5m being spent on training in the last year. Training requirements are individual but broadly cover; Health and Safety, contract specific training, skills training, equipment training, and customer service training.

Each PDP is reviewed on an annual basis as part of the staff annual reviews to ensure we are maintaining the quality of service within the team and are providing our team members with the skills to progress.

Apprenticeships and Local LearningWe employ apprentices as part of our Services contracts to ensure that we can provide local employment opportunities and training. We can also offer additional work experience placements to provide lasting benefits and value to the community.

We also seek to build relationships across the wider community. For example, on our contract with Sheffield City Council, we have partnered with Sheffield Schools, Sheffield College, Jobcentre Plus, A4E and Serco, Construction Design Centre, Sheffield’s Youth Offending Team and other private, voluntary and community based education and training providers.

Our existing work experience programmes are recognised as best practice examples across the industry, showing what can be achieved when organisations work in partnership. Our achievements have been recognised externally with Kier winning the Work Inspiration Category at the Business in the Community Awards.

Our approach has always been to promote partnerships as a vehicle for community engagement and regeneration.

As part of our Corporate Responsibility, we actively support community groups, as well as social enterprises. We have been able to make significant contributions to community health and prosperity and integrating citizens in to the regeneration and community building process. This has allowed us to develop initiatives aimed at increasing local economic, social and environmental well-being across our contracts.

Further, we support the local economy by engaging a local supply chain. This means we will employ additional resource from within the area to deliver services. Where we use national suppliers in support of our service, we will utilise local branches, where possible, to enable quick purchasing, reduced transportation and further support community prosperity including the Local Pound.
