MISSION AND OBJECTIVES OF THE AFJROTC PROGRAM

The mission of the Aerospace Science Program at Charles Herbert Flowers High School is to

provide the climate, opportunity and motivation for cadets to experience success in academic

studies and in their development as leaders. Cadets will learn about the aerospace

environment and how the technology of aerospace science affects them individually in society,

our nation, and our way of life. Cadets will be introduced to career opportunities offered in

civilian and military aerospace industries and activities. Cadets will learn about and master

effective followership and leadership qualities and skills. They will learn about our armed

services and the need for self and group discipline. They will learn about military drill, customs

and courtesies and how to be poised, capable and effective civilian and military leaders in

today’s te h i ally orie ted so iety.

The issio of the AFJROTC progra is to produ e etter a d ore produ tive itize s . The program is designed to educate and train high school cadets in citizenship; promote community

service; instill responsibility, character, and self-discipline; and provide instruction in air and

space fundamentals.

The overall objectives of the AFJROTC program are to instill in high school cadets:

Value of citizenship

Service to the Unites States

Personal responsibility

Sense of accomplishment

With these objectives, the cadets will develop:

An appreciation of the basic elements and requirements of national security.

Respect for and understanding of their need for constituted authority in a democratic

society.

Patriotism and an understanding of their personal obligation to contribute to national

security.

Habits of orderliness and precision

A high degree of personal honor, self-reliance and leadership.

A broad-based knowledge of the aerospace age and fundamental aerospace doctrine.

Basic military drill and ceremonies

Knowledge and appreciations for the traditions of the United States Air Force.

An interest in completing high school and pursuing higher educational goals.

An understanding of the Air Force and military as a possible career path.

Brief Course Descriptions

AS-100 Aerospace Science: A Journey into Aviation History An aviation history course focusing on the development of flight throughout the centuries.

AS-200 Aerospace Science: The Science of Flight: A Gateway to New Horizons A science course designed to acquaint the student with the aerospace environment, the

human requirements of flight, principles of aircraft flight, and principles of navigation.

AS-220

Aerospace Science: An Introduction to Global Awareness The course delves into history, geography, religions,

languages, culture, political systems, economics, social issues, environmental concerns, and human rights.

AS-300 Exploring Space: The High Frontier It provides an in-depth study of the Earth, Sun, Stars, Moon, and solar system, including the

terrestrial and the outer planets.

AS-400* Aerospace Science: Management of the Cadet Corps (Optional Course) Hands-on experience affords the cadets the opportunity to put the theories of pervious

leadership courses into practice.

AS-410 Aerospace Science: Survival (Optional Course)) This course provides training in skills, knowledge, and attitudes necessary to successfully

perform fundamental tasks needed for survival.

AS-500 Aerospace Science: Aviation Ground School (Optional Course)) This course is an advanced, more in-depth study of the previous aerospace topics. It is

designed for honor students interested in receiving a private pilot’s license. Only select students will be considered for this advanced course of study.

AS-510 Aerospace Science: Honors’ Senior Project This project is provided for those units who have students that want to continue on in

AFJROTC during their senior year and receive honors credit. It will allow top cadets to earn Honors Credit for a more demanding version of “Management of the Cadet Corps.”

LE-100 Leadership Education: Citizenship, Character, and the Air Force Traditions Introduces cadets to the Air Force JROTC program. Cadets study organizational structure,

uniform wear; customs, courtesies, and other military traditions; health and wellness; fitness; individual self-control; and citizenship.

LE-200 Leadership Education: Communication, Awareness, and Leadership Instruction covers communicating effectively, understanding groups and teams, preparing for

leadership, solving conflicts and problems, and personal development.

LE-300 Leadership Education: Life Skills and Career Opportunities Information on how to apply for admission to college or to a vocational or technical school,

how to begin the job search, financial planning and how to save, invest, and spend money wisely, as well as how not to get caught in the credit trap.

LE-400 Leadership Education: Principles of Management A course dedicated to understanding the fundamentals of management, managing yourself

and others. Emphasis is placed on allowing the student to see himself/herself as a manager.

Course Offerings For AY 2015- 2016

1. The Air Force JROTC curriculum is designed so only two courses are taught each year by each instructor. First-year students will always be taught the AS-100 & LE-100 courses and this will be offered each year.

2. All advanced cadets (2

nd, 3

rd, 4

th year) will rotate through the advanced courses as listed in the chart above. No

cadet will repeat any course during a 4-year curriculum path. 3. The AS-400, AS-410, and AS-500 courses could be taught to advanced honors students if approved by the Senior

Aerospace Science Instructor. This would require special course scheduling on a case-by-case basis and in most cases require the cadet be enrolled in a 2-hour course schedule.

Leadership Education: Principles of Management A course dedicated to understanding the fundamentals of management, managing

yourself and others. Emphasis is placed on allowing the student to see himself/herself as a manager.

Expanded Course Descriptions

AS-100 Aerospace Science: A Journey into Aviation History (Prerequisite – None) This is the recommended first AS course for all new cadets. It is an aviation history course

focusing on the development of flight throughout the centuries. It starts with ancient civilizations, then progresses through time to modern day. The emphasis is on civilian and military contributions to aviation; the development, modernization, and transformation of the Air Force; and a brief astronomical and space exploration history. It is interspersed with concise overviews of the principles of flight to include basic aeronautics, aircraft motion and control, flight power, and rockets. Throughout the course, there are readings, videos, hands-on activities, and in-text and student workbook exercises to guide in the reinforcement of the materials.

AS-200 Aerospace Science: The Science of Flight – A Gateway to New Horizons (Prerequisite –AS-100) This course is designed to acquaint the student with the aerospace environment, the human

requirements of flight, principles of aircraft flight, and principles of navigation. The course begins with a discussion of the atmosphere and weather. After developing an understanding of the environment, how that environment affects flight is introduced. Discussions include the forces of lift, drag, thrust, and weight. Students also learn basic navigation including map reading, course plotting, and the effects of wind. The portion on the Human Requirements of Flight is a survey course on human physiology. Discussed here are the human circulatory system, the effects of acceleration and deceleration, and protective equipment.

AS-220 Aerospace Science: An Introduction to Global Awareness (Prerequisite –AS-100) This is a customized course about the world’s cultures. The course is specifically created

for the US Army, Marine Corps, Navy, and Air Force Junior ROTC programs. It introduces students to the world’s cultures through the study of world affairs, regional studies, and cultural awareness. The course delves into history, geography, religions, languages, culture, political systems, economics, social issues, environmental concerns, and human rights. It looks at major events and significant figures that have shaped each region. Throughout the course, there are readings, video segments, hands-on activities, other optional activities, technology enrichment, and assessments to guide in the reinforcement of the materials.

AS-300 Aerospace Science: The High Frontier (Prerequisite AS-100)

This is a science course that includes the latest information available in space science and space exploration. The course begins with the study of the space environment form the earliest days of interest in astronomy and early ideas of the heavens, through the Renaissance, and on into modern astronomy. It provides an in-depth study of the Earth, Sun, stars, Moon, and solar system, including the terrestrial and the outer planets. It discusses issues critical to travel in the upper atmosphere such as orbits and trajectories unmanned satellites, and space probes. It investigates the importance of entering space and discusses manned and unmanned space flights, focusing on concepts surrounding space flight, space vehicles, launch systems, and space missions.

AS-400 Aerospace Science: Management of the Cadet Corps (Optional Course) (Prerequisite – AS-100) This course is designed for advanced cadets who are part of the cadet staff. This hands-on

experience affords the cadets the opportunity to put the theories of previous leadership courses into practice. All the planning, organizing, coordinating, directing, controlling, and decision-making will be done by the cadet staff. They practice their communication, decision-making, personal-interaction, managerial, and organizational skills.

AS-410 Aerospace Science: Survival (Optional Course) (Prerequisite – AS-100) The Survival text is a synthesis of the basic survival information found in Air Force Regulation

64-4 Survival Training. The survival instruction will provide training in skills, knowledge, and attitudes necessary to successfully perform fundamental tasks needed for survival. Survival also presents “good to know” information that would be useful in any situation. The information is just as useful to an individual lost hunting or stranded in a snowstorm.

AS-500 Aerospace Science: Aviation Ground School (Optional Course) (Prerequisite – AS-100) The material covered is an advanced, more in-depth study of the previous aerospace topics.

This course is the foundation for students interested in receiving a private pilot’s license. When the course is completed the students should be prepared to take and pass the Federal Aviation Administration (FAA) written examination. The Private Pilot Manual is the primary source for initial study and review. The text contains complete and concise explanations of the fundamental concepts and ideas that every private pilot needs to know. The subjects are organized in a logical manner to build upon previously introduced topics. Subjects are often expanded upon through the use of Discovery Insets, which are strategically placed throughout the chapters. Periodically, human factors principles are presented in Human Element Insets to help you understand how your mind and body function while you fly. Throughout the manual, concepts that directly relate to FAA test questions are highlighted by FAA Question Insets. Additionally, you can evaluate your understanding of material introduced in a particular section by completing the associated review questions.

LE-100 Leadership Education: Citizenship, Character, and Air Force Traditions (Prerequisite – None)

Many of the hours dedicated to leadership studies relate directly to the academic subject matter. The LE-100 textbook introduces cadets to the Air Force Junior Reserve Officer Training Corps (AFJROTC) program providing a basis for progression through the rest of the AFJROTC program while instilling elements of good citizenship. It contains sections on cadet and Air Force organizational structure; uniform wear; customs, courtesies, and other military traditions; health and wellness; fitness; individual self-control; and citizenship.

LE-200 Leadership Education: Communication, Awareness, and Leadership (Prerequisite –LE-100)

Leadership Education 200 stresses communications skills and cadet corps activities. Much information is provided on communicating effectively, understanding groups and teams, preparing for leadership, solving conflicts and problems, and personal development. Written reports and speeches compliment the academic materials. Cadet corps activities include holding positions of greater responsibility in the planning and execution of corps projects.

LE-300 Leadership Education: Life Skills and Career Opportunities (Prerequisite –LE-100) The Leadership Education III: Life Skills and Career Opportunities textbook will be helpful to

students deciding which path to take after high school. Information on how to apply for admission to college or to a vocational or technical school is included. Information on how to begin the job search is available to students who decide not to go to college or vocational school. Available also is information about financial planning and how to save, invest, and spend money wisely, as well as how not to get caught in the credit trap. Students are informed about real life issues such as understanding contracts, leases, wills, warranties, legal notices, and personal bills. Citizen responsibilities such as registering to vote, jury duty, and draft registration will be helpful to. For those students who may be moving into an apartment of their own, information is presented on apartment shopping and grocery shopping skills. There is information on how to prepare a résumé and the importance of good interviewing skills. If there are students who are interested in a career in the military, with the federal government, or an aerospace career, information is also provided for them.

fundamentals of management, managing yourself, and others. Emphasis is placed on allowing the student to see himself/herself as a manager. Every organization, regardless of size, faces the challenge of managing operations effectively. No matter how well a manager carries out his or her job, there are always ways of doing at least part of the task more effectively. There are four building blocks of leadership considered in this text from the military and civilian perspective. Attention to these four areas will form a strong foundation for a capability to lead others – something that can be very valuable to you for the rest of your life. The four areas are Management Techniques, Management Decisions, Management Functions, and Managing Self and Others.

COURSE NAME: Cadet Health and Wellness Program (CHWP)

INSTRUCTOR’S NAME: Maj (Ret) Patrick Stovall and SMSgt (Ret) Andrew Hooker

REQUIRED TEXT: No specific textbook. However, extracts from Leadership Education

textbook are used for wellness education.

COURSE DESCRIPTION: Students are exposed to the benefits of good lifestyle choices

through lessons in wellness, diet, and exercise. They also conduct a year-long exercise

regimen designed to improve overall health in conjunction with other dietary and lifestyle

choices.

COURSE OBJECTIVES: Overall improvement in student fitness. Students begin the year

by establishing a baseline while completing a series of Air Force-designed exercises testing

strength, agility, and flexibility. The baseline is used to design a year-long, three-day-a-week

exercise program which the students must document. Students exercise one day a week in

class, and are expected to complete the remainder of their exercises on their own. Through

the year, students receive instruction in diet, stress management, rest, and other lifestyle

choices. At the end of the year, another assessment is made using the same series of

exercises to demonstrate the long-term benefits of exercise.

CHWP UNIFORM DAY: Friday – CHWP classes are conducted on Fridays. Students are

issued physical training gear and are required to wear it on “CHWP Day.”

CADET YEAR GROUPS: AS I, II, III, IV, V & VIs cadets will take this course every year.

ADMISSION, TRANSFER AND DISENROLLMENT

1. To be eligible for membership and remain enrolled in the AFJROTC program, each cadet

must be:

a. Enrolled in and attend Charles H. Flowers High School

b. A citizen of the United States

c. At least 14 years of age upon completion of AS-1

d. Of good moral character

accordance with Charles H. Flowers High School JROTC cadet promotion standards.

4. The Senior Aerospace Science Instructor and the Principal may disenroll a cadet from the

Aerospace Science program with proper cause. A cadet may be disenrolled for the following

reasons:

a. Failure to meet acceptable course standards

drugs, or failure to adhere to the discipline standards required to be an effective team member.

AFJROTC BENEFITS FOR CADETS

Enrollment in the AFJROTC program does not subject the cadet to any military obligation.

However, completion of two or more years of the JROTC does provide some tangible benefits,

which are listed below:

Cadets who complete two years of JROTC and meet the qualifications set forth by Air

Education and Training Command can be selected for a four-year college scholarship if

recommended by the senior AFJROTC instructor and the high school principal.

The Senior Aerospace Science Instructor and high school principal can nominate

qualified graduating cadets to the military service academies.

Cadets who complete three or more years of the AFJROTC program and enlist in the

Armed Forces after graduation may enter the respective Service (Army, Air Force, or

Navy) two pay grades higher than those who enlist with no prior high school JROTC

experience; for the Marine Corps, one pay grade higher. With two years of AFJROTC,

the enlistee may enter one pay grade higher than other enlistees.

Cadets who attend a college or university Senior ROTC program may receive credit for

one year of college ROTC if they have completed there or more years of AFJROTC and

one semester of college ROTC if they have successfully completed two years of

AFJROTC.

7.1.3.4. Reserve Cadet. A Reserve Cadet is a student who either 1) completed the entire AFJROTC Academic Program, 2) is in a 4x4 schedule and completed an AFJROTC course during one term, but is not participating in an AFJROTC course during the current term, or 3) is in a traditional schedule unit where the cadet cannot participate in the AFJROTC academic program for that particular year. A student must have been a cadet for at least one

academic year (academic term for 4x4) prior to being considered a Reserve Cadet. Students meeting this criteria may be designated, with SASI concurrence, as a Reserve Cadet. Reserve Cadets may participate in all AFJROTC activities (community service, drill team, honor guard, etc.). Time in reserve status does not count towards the Certificate of Completion, nor do Reserve Cadets count toward minimum unit enrollment or unit funding. Reserve Cadets may retain their uniform for the entire academic year. The rules for Reserve Cadet participation will be outlined in the unit’s Cadet Guide.

CADET CONDUCT AND HONOR CODE

1. Because you will be wearing the official United States Air Force uniform, a few rules

governing conduct and appearance must be explained. Your actions will create either a positive

or negative impression. This is why, when you are in or out for your AFJROTC uniform, you

must display proper conduct. Remember, first impressions are lasting impressions!

2. When wearing the uniform, you must display a professional appearance. Even when you are

not in uniform you are being evaluated on your actions and conduct, not only by your fellow

students, but by the faculty and staff. To attain and keep a professional appearance, a positive

attitude about yourself and the AFJROTC program is essential.

3. Your conduct as a cadet goes beyond the AFJROTC program. As a cadet, you are expected to

set the example of good behavior and appearance at all times. One cannot succeed in this

program by being a super cadet in AFJROTC class and then become a troublemaker in other

classes. Remember that one of the major purposes of this program is to help you develop the

necessary qualities to become a successful leader.

4. To progress in the AFJROTC program, you must avoid trouble. You cannot gain the respect

of our su ordi ates a d peers alike if ou a ot lear to lead e a ple .

this cadet organization. If you instructors, teachers, cadet staff, or fellow cadets cannot trust

Prohibition on Physical Discipline and Hazing

7.3. Prohibition on Physical Discipline and Hazing. Any form of hazing, whether verbal or

physical will not be tolerated within any AFJROTC unit or activity. Requiring cadets to perform any

physical action as a reprimand, punishment, or for failure to perform, will not be tolerated within any

AFJROTC unit or activity.

7.3.1. Examples of prohibited physical activities include, but are not limited to push ups, running

laps, or any inappropriate physical contact such as shoving, pulling or grabbing.

7.3.2. Any form of verbal abuse, teasing, public rebuke or any attempt to otherwise humiliate a cadet

is prohibited.

7.3.3. This prohibition is applicable to all AFJROTC unit activities including instructors, cadets and

any personnel involved with or participating in an AFJROTC unit or activity.

7.3.4. Unauthorized Clubs. No unit may encourage, facilitate, or otherwise condone secret societies

or private clubs as part of the AFJROTC program.

CLASSROOM PROCEDURES/RULES

1. All classes will be conducted in a military manner. Cadets will enter the classroom quietly,

be seated, and wait for class to begin.

2. Promptness is mandatory. Cadets are expected to be seated in their assigned seats when

the tardy bell rings.

3. Class roll call procedures are as follows:

a. Class will begin with the Flight Commander/Sergeant calling the Flight to attention.

b. Cadets will stand beside their desk at the position of attention and recite the pledge

in unison.

c. After receiving the report, the Flight Commander/Sergeant reports Flight status to

SASI/ASI.

d. After the report is given, the SASI/ASI directs the Flight Commander/Sergeant to have

the flight be seated.

4. Closing class Procedures:

a. The Flight Commander/Sergeant will have cadets gather their personal belongings

and call the flight to attention.

b. The Element Leader will report to the Flight Commander/Sergeant, in order that their

element is ready for dismissal, the Flight Commander/Sergeant will then notify the

SASI/ASI that the flight is ready for dismissal

c. The SASI/ASI will then dismiss the Flight.

5. Cadets will not slouch in their seats, place head on desk, chew gum, eat or drink , sleep, put

feet or sit on desk, or be inattentive to classroom or drill instruction.

8. Cadets will not leave their assigned seats or formation without permission. (Note: No cadet

Officer, cadet NCO or any other cadet may authorize a cadet to leave class or formation. A

SASI/ASI will only give this permission.

9. Conduct that does not meet the above standards will result in disciplinary action as

determined appropriate by the SASI/ASI in accordance with current school policy.

10. Headphones will not be utilized in any designated AFJROTC area, whether in an AFJROTC

uniform or while wearing civilian clothes unless expressly authorized by the SASI or ASI.

GRADING POLICY

The blue AFJROTC uniform must be worn on the designated day of each week. If the cadet has

an excused absence, the uniform is to be worn on the first day the student returns. Uniform

wear is a requirement for successful completion of this course.

When homework is assigned it is to be accurate and submitted in a completed form on the day

it is due.

Class attendance is also an important aspect of this course. If a student has an unexcused

absence on the day of a recorded grade, the student will receive a zero for hi/her failure to

perform the specific assignment/task. In grades 9-12, the accumulation of 10 days of

unexcused absences per school year may result in a no-grade for the course.

Students returning form absences are responsible for making up work they missed within 3

days after retur i g to s hool. It is the stude t’s respo si ility to se ure the issed assignments and make-up work within the prescribed time. If for some reason, more time is

needed, other arrangements may be worked out between student and instructor. If an

assessment, project or presentation was announced before an absence and was given on the

day of the absence, it will be taken on the first day the student

CLOTHING AND EQUIPMENT ACCOUNT

1. Air Force uniforms and clothing items are loaned to cadets by the Air Force. These items remain Air Force property must be returned, in good condition, when one leaves the AFJROTC program. Socks, nametag and ribbons are not returned. 2. When issued uniforms and other items for personal use, each cadet will be required to sign and obtain Parent/Guardian’s signature on the Application and Agreement (A1) and pay a nonrefundable fee of $30.00. This fee will offset the cost of fieldtrips and other activities through out the year. Upon receiving uniform items the cadet will acknowledge receipt by signature and initialing the appropriate block for each item on the uniform issue Receipt form (A2) 3. At the end of the academic year all cadets who are not returning to the AFJROTC program the next school year must turn in the uniform. Those cadets who move out of the Flowers High School community during the summer must turn in the uniform at the main office as part of their transfer process. 4. All issued items of clothing and equipment have a cost set by the government. Cadets are responsible to maintain all these items in good condition. If an item is lost or damaged through neglect, the cadet will be required to replace that item. Obligations will be submitted on all damaged or missing items that are not replaced or paid for. If the obligation is not satisfied, your report card will be withheld and a possible delay of graduation will result. 5. Here are some tips to help control uniform items: a. Do not leave uniform items unattended or in unlocked lockers b. Do not lend uniform items c. Turn in any found uniform item d. Do not wash or iron your coat, pants, or skirts. These items must be dry

cleaned only. 6. Clothing items that become worn-out or no longer fit may be exchanged at no cost to the cadet. Except for initial issue, alterations are the responsibility of the cadet. 7. Uniforms will be worn on the designated days to all classes (all day). Items to be exchanged must be dry cleaned or laundered. These items must be ready for reissue to other cadets. 8. To obtain items such as ribbons, rank, buttons, nametag and ribbon mounts, contact your flight Logistics Specialist. Do this before uniform wear day when you must be in proper uniform. THINK AHEAD!

CADET RANKS AND PROMOTION PROCEDURES

1. GENERAL: In MD-20022, cadet ranks parallel those of the active Air Force. Ranks are awarded based upon proven performance and on potential for assumption of additional future responsibilities. See the AFJROTC MD-20022 website (www.chflo-afjrotc.zohosites.com) for an illustration of cadet ranks. When using ranks in the AFJROTC program, the word “cadet” will always be used to ensure it is understood that individuals being referred to are cadets and not members of the armed services. 2. LIMITATIONS: Cadet ranks are also limited based upon the amount of enrollment in the program. At current manning levels, the maximum rank attainable within MD-20022 is Cadet Lieutenant Colonel or however high the ASI Staff determines. Additional enrollment would warrant a higher attainable rank. Distribution of ranks within MD-20022 will also parallel that of an active Air Force unit. In other words, we will ensure we do not have too many officers for the amount of enlisted within our ranks. 3. PERMANENT RANKS: All cadets are assigned a permanent grade commensurate with the number of AFJROTC years satisfactorily completed. Permanent grades are awarded during the second semester of each year. Retention of permanent grades is contingent upon satisfactory performance and behavior as determined by the SASI/ASI. Permanent officer status will be awarded to cadets holding officer positions for two or more grading periods. Exceptions are authorized at the discretion of the SASI and in accordance with published unit guidance.

a. The permanent grade for first-year cadets is Airman. Second-year cadets are Airman First Class. Third-year cadets are Senior Airman. Fourth-year, if offered, cadets are Staff Sergeant.

b. Cadets serving in a temporary grade may revert to their permanent grade upon completion of these duties. At the discretion of the SASI, cadets in their final term of AFJROTC may retain the highest rank to which they have been promoted, regardless of course level.

4. COMMAND AND STAFF: The SASI will select the cadet Group Commander, subordinate commanders and key staff members required by the organizational structure of the unit. The SASI may allow cadet commanders and key staff members to propose remaining cadet staff members or may designate the remaining cadet staff members. However every cadet in the unit will receive a position as we promote responsibility and accountability as well as teamwork. RANK HAS ITS PRIVILEGES (RHIP): The military system is a hierarchy. Leaders placed in charge of units in the military structure exercise control. These leaders are officers and NCOs. All must display disciplined obedience combined with loyalty, in accordance with law and policy. From the highest to the lowest, subordinates must extend an unfailing respect to the authority that issues orders. Personal admiration is a 5. voluntary tribute to another that the military service does not demand; the service, however, does demand respect for authority by unfailing courtesy to people who exercise it. The privileges of rank do not include the privilege of abuse of position. The privileges of rank and position are privileges indeed, well worth striving for and attaining. Greater expectations of conduct and behavior are expected from those higher in rank and position.

6. PROMOTIONS: Cadets are promoted as a result of proven performance and potential for assumption of additional responsibilities. The promotion cycles in MD-20022 occur at the end of each grading quarter or whenever it is deemed appropriate. All AS I/II cadets are eligible for promotion at the end of the first, second, third and fourth quarters. AS III/IV cadets will be eligible for promotion at the end of the second, third and fourth quarters. This restriction ensures ranks do not grow too rapidly for the size of the unit. 7. PROMOTION PROCEDURES: AS III/IV cadet staff will initiate the promotion cycle by performing an assessment of all currently enrolled MD-20022 cadets. Flight Commanders will be responsible for the assessment of all subordinates within their flight, and will endeavor to remain objective and professional throughout the procedure; ensuring personal bias does not enter into the process. Flight Commanders and their Assistant Flight Commander will fill out Initial feedback (review) no later than the fourth week of every grading period, and Final ratings must be done one week prior to end of the grading period. All feedbacks and grading sheets must be shown to the cadets to ensure no surprise or dispute over promotions. After the assessments have been completed, the Flight Commander will compose a memorandum containing their promotion recommendations for the Squadron Commander, who will in turn compose a similar memorandum for the SASI/ASI (THIS IS MANDATORY). The Group Commander will compose a memorandum that will include promotion recommendations on Group staff members who have not been assessed by the Squadron Commander (Logistics Officer, Squadron Commander, etc.). See Figures B-2 and B-3. In no case will a cadet be promoted if he/she has not attained a “B” average in AFJROTC and an overall 2.0 GPA in all other courses. Otherwise, promotion recommendations will be based on an overall assessment of the cadet’s performance and potential, to include academic performance, proper wear of the uniform, appropriate behavior and demeanor, and participation in cadet activities. The SASI/ASI is the final determining authority for all promotions. In all cases where there is a disagreement with the recommendations the SASI/ASI will arrive at an appropriate solution. 8. DEMOTIONS: Cadets will not normally be demoted. However, in instances of egregious behavior or conduct detrimental to the corps of cadets (constant lack of responsibility or disruptive behavior contradictory to unit mission), a cadet may be demoted at the discretion of the SASI/ASI. This process may be as the result of behavior noted personally by the SASI/ASI or as the result of recommendations of the Cadet Staff through the normal cadet chain of command. Cadets who are demoted will have a Memorandum for Record (MFR) inserted in their cadet records documenting the demotion and its cause. The MFR will be removed when and if the cadet returns to good standing, normally at the end of the next grading/promotion cycle.

APPENDIX D – AWARDS AND DECORATIONS

1. GENERAL: Cadets in MD-20022 have the opportunity to earn a wide variety of awards and decorations recognizing their accomplishments. These awards are of two types – those with criteria which are generated by and those which have criteria generated by national service organizations, such as the Air Force Association or the Sons of the American Revolution. The first type of award is awarded as earned throughout the school year, and the second type award is made on a once-a-year basis at the annual Awards Night. Cadets previously enrolled in JROTC programs from other services may wear any awards earned in those programs, as well as a limited number of Civil Air Patrol awards. 2. AFJROTC AWARDS: The AFJROTC awards and their associated criteria are:

ANNUAL AWARDS:

a. Distinguished AFJROTC Cadet Award: The award recognizes one outstanding second-year cadet (third-year cadet in a 4-year program) selected at the end of each school year. This allows the recipient to wear the award their final year in the AFJROTC program. The recipient must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and maintain consistent academic and military excellence. The recipient should hold the following awards prior to selection: Leadership Ribbon Achievement Ribbon, Superior Performance Ribbon, Academic Ribbon, Co-curricular Activities Leadership Ribbon, Service Ribbon.

Outstanding Cadet Ribbon: Show high morals and outstanding military potential. Demonstrate positive personal character. Attain academic and military excellence. It is limited to 5% of the unit.

c. Leadership Ribbon: Awarded for outstanding performance in a position of leadership as an AFJROTC cadet in corps training activities. It is limited to 5% of the corps annually.

d. Superior Performance Ribbon: Awarded annually for outstanding achievement or meritorious service rendered specifically on behalf of AFJROTC. Present the ribbon for a single or sustained performance of a superior nature. It is limited to 10% of corps.

e. Distinguished Unit Award: Awarded to cadets during the academic year when a unit is selected by HQ AFJROTC to

receive the DUA. Silver star may be worn on the ribbon if unit passes inspection by the HQ and receive DUA with merit.

f. Leadership School Ribbon: Awarded for completion of an approved leadership program of at least 5 days duration. Add bronze oak leaf cluster for each additional leadership school completion. Add a silver star for outstanding leadership or leadership ability at a leadership school. Limit the star to 10% of the class. The ribbon may be earned once.

g. Drill Team Ribbon: Awarded for distinguished participation in at least 75% of all drill team events per semester.

h. Color Guard Ribbon: Awarded for distinguished participation in at least 75% of all color guard events per academic year, or five color guard events in an academic year, whichever is lower. Competition Color Guard counts as two events. With continued satisfactory participation, cadets may retain the ribbon. Those Cadets who have earned the ribbon but fail to maintain a satisfactory level of practice and performance participation will be placed in probationary status as determined by the Color Guard Commander and approved by the Aerospace Science Instructor Cadre. During the probationary period, the ribbon will be turned into the Drill Team Commander. If the Cadet’s performance improves, the ribbon will be returned. If the performance does not improve, the ribbon will be permanently removed from the Cadet’s record.

Cadet Health and Wellness Program Ribbon: All cadets who participate in the Presidential Physical Fitness Program will receive the Physical Fitness Ribbon. The Bronze Star device will be awarded and worn on the ribbon to any cadet scoring in the 75-84 percentiles in the Presidential Physical Fitness Program. If a cadet earns a percentile score of 85-95 they will wear a Silver Star. If they receive a 96-100 percent they will wear the Gold Star on the ribbon. Baseline tests are required.

QUARTER AWARDS:

a. Top Performer Award: The Cadet Top Performer Award is a Headquarters AFJROTC award presented to a maximum of 2% of the current unit cadet corps population. All currently enrolled cadets may be considered. Specific consideration should be given to cadets not previously recognized for superior performance. Nominee must have leadership qualities and be in good academic standing.

b. Academic Ribbon: Awarded for academic excellence as signified by attaining an overall grade point average of at least "B" for one academic term, in addition to an "A" average in AFJROTC.

c. Outstanding Flight Ribbon: Awarded each academic term to members of the outstanding flight under criteria determined by the SASI, to include extracurricular participation.

d. Drill Competition Ribbon: Awarded to drill team members for placing first through fifth place in any event at an Air Force or joint service drill meets.

e. Co-curricular Activities Leadership Ribbon: Awarded at the SASI’s discretion for leadership in AFJROTC co-curricular activities (such as dining-in chairperson, military ball

g. Recruiting Ribbon: Awarded for outstanding effort in support of unit recruiting activities. Limit to 10% of the cadet corps each year under locally developed criteria.

h. Activities Ribbon: Awarded for participation in co-curricular activities other than those that qualify for the Color Guard, Drill Team, and Special Teams Competition ribbons. These include, but are not limited to, orienteering teams, model rocketry clubs, AFJROTC academic teams, and AFJROTC sports teams. The SASI awards this ribbon using locally developed criteria.

i. Attendance Ribbon: No more than four excused AND no unexcused absences in both AFJROTC and classes at home school.

j. Good Conduct Ribbon: Always prepared for class, always in uniform on uniform day (pre-inspected if on an excused absence on uniform day), no adverse reports from either home school or Career Center, and no missing assignments for the quarter.

k. Dress and Appearance Ribbon: Always in uniform on uniform day with no grooming write-ups for the quarter. If absent on uniform day, inspection is made up immediately.

3. NATIONAL AWARDS: These awards are very prestigious and require a significant amount of effort to be earned. They are awarded in order of precedence at the annual Awards Night presentation by representatives of the various veterans’

a. Celebrate Freedom Foundation/Embry Riddle Aeronautical University JROTC Award: Award consists of a certificate and ribbon and is presented to the outstanding first or second-year (in a 3-year program or 4-year program) cadet.

Eligibility: - Positive attitude (towards AFJROTC and school) - Outstanding personal appearance (uniform and grooming) - Display personal attributes such as initiative, judgment, and self-confidence

- Courteous demeanor (promptness, obedience, and respect for customs) - Growth potential (capacity for responsibility, high productivity, adaptability to change) - Possession of the highest personal and ethical standards and strong positive

convictions

- Indicate the potential and desire to pursue a military career - Rank in the top 5% in their AS class with a grade average of “A” or numerical equivalent - Rank in the top 15% of their academic class

b. The Retired Enlisted Association (TREA) Award: Awarded for exceptional leadership to the most outstanding AFJROTC cadet while serving in an Enlisted Rank. The selected enlisted cadet must have shown

- Be in good academic standing- Actively participate in cadet corps activities

- Participate in at least 50% of all unit service programs

d. Sons of Union Veterans of the Civil War (SUVCW) Award: This award

consists of a medal pendant with a ribbon and recognizes one deserving cadet (may be first, second, third, or fourth year cadet). The recipient must display a high degree of patriotism and have demonstrated a high degree of academic excellence and leadership ability.

e. Air Force Sergeants Association (AFSA) Award: This award consists of a medal pendant with a ribbon. This award recognizes an outstanding second- or third-year cadet in a three-year program (third- or fourth-year cadet in a 4-year program). The recipient must demonstrate outstanding

APPLICATION AND AGREEMENT FOR THE

AIR FORCE JUNIOR RESERVE OFFICER TRAINING CORPS

(AFJROTC)

AFJROTC is a one credit (1/2 credit per semester) ELECTIVE course offered by Charles Herbert Flowers High School. It is a unique course of instruction because the Air Force has established certain requirements that must be met before credit is earned. This agreement serves to communicate general guidelines concerning requirements and encourages a commitment to develop self-discipline and responsibility for personal actions. It must be understood that participation in AFJROTC does not commit or obligate any student to military service. It does not guarantee special consideration if a student chooses to enter the service. However, a cadet who completes three (3) years of AFJROTC may qualify for advanced rank: upon enlistment in the military. APPLICATION

I, ___________________________________, hereby apply for enrollment in the MD-20022 AFJROTC program at Charles Herbert Flowers High School. AGREEMENT 1. Upon acceptance of this application and the fulfillment of the conditions on the part of the cadet, the Aerospace Science Instructors agree to: a. Provide textbook materials, including a cadet Guide. b. Issue a regulation Air Force Uniform to each cadet on a loan basis from the authorized tariff sizes available from the Air Force. Each cadet must pay a thirty-dollar ($30.00), NON-REFUNDABLE, activity fee prior to issuance. Uniforms will be issued to cadets who have met the above financial obligation. (Uniform issue date will be announced).

c. Provide instruction in support of the purpose of AFJROTC, which is to: (1) Give instruction in the aerospace. (2) Help develop informed citizens, strengthen and develop character. (3) Help cadets understand their roles in a democratic society. (4) Familiarize the cadet with the U.S. Air Force and the career opportunities available to qualified graduates. d. Encourage academic achievement and career planning. Provide guidance regarding the continuing education opportunities available through the service academies and college ROTC scholarship programs. 2. In order to maintain the high standards of courtesy, moral conduct and personal appearance required by Public Law 88-647 and contained in the contractual agreement between the Air Force and Charles H. b. Wear the regulation Air Force uniform ONCE A WEEK and only on those occasions prescribed by the Senior Aerospace Science Instructor. Pay a nonrefundable $30.00 activity fee prior to uniform issue. REFUSAL TO WEAR THE UNIFORM OR IMPROPER USE OF THE

UNIFORM WEAR AND STANDARDS

Cadets must wear the uniform once per week on the assigned day. This is an Air Force requirement and the uniform must be worn the entire school day. If a cadet has an excused absence on a uniform wear day, the grade may be made up the first day of return to school without penalty. If the absence is unexcused the uniform grade will be lowered. When a cadet wears the uniform, he/she is responsible for presenting a neat, clean, and professional military image. Appearance and grooming standards help cadets present the image of disciplined cadets who can be relied upon to do the job they are called on to do. A professional military image has no room for the extreme, the unusual, or the faddish. The standards for wearing the uniform consist of four elements: neatness, cleanliness, safety, and military image. The first three are absolute, objective criteria for the efficiency, health, and well-being of the force. The fourth standard, military image is also a very important aspect of military appearance. People, both military and civilian, draw conclusions as to the military effectiveness of the Air Force by how they perceive those in uniform. The uniform standards in AFI 36-2903 are influenced to some extent by military tradition, and they reflect the image the Air Force desires to project to the civilian community. The basic concept of the Air Force uniform is that it is plain but distinctive dress, with an absolute minimum number of badges, insignia, and devices authorized for wear on it. Special Uniform and Appearance Rules: Here are some additional guidelines about uniform and appearance. Complete details on uniform and personal grooming requirements for AFJROTC cadets can be found in the AFJROTC Uniform and Awards Guide, in AFJROTCI 36-2001, and in AFI 36-2903.

Jewelry: While in uniform, you may wear a wristwatch and rings, but no more than three rings at any one time. You may wear one bracelet if it is neat and conservative. However, the bracelet must not detract from military image, must not be wider than one-half inch, and must not subject anyone to potential injury. You may not wear ornaments on your head or around your neck. Thumb rings are not allowed in uniform. Colored bracelets that support a cause are also not allowed. Female cadets in uniform may wear earrings if the earrings are conservative and kept within sensible limits. For example, you may wear one small spherical (diamond, gold, black, white pearl, or silver) pierced or clip earring on each earlobe. The earring worn in each earlobe must match. Earrings should fit tightly without extending below the earlobes, unless they are clip earrings. Male cadets will not wear earrings when in uniform. Eyeglasses or Sunglasses: If you wear glasses, they must not have any ornaments on the frames or lenses. Eyeglass lenses that are conservative, clear, slightly tinted, or have photosensitive lenses may be worn in uniform while indoors or while in military formation. When outdoors and in uniform, sunglasses and eyeglasses must have lenses and frames that are conservative; faddish or

mirrored lenses are prohibited. Sunglasses are not allowed while in a military formation. Neither eyeglasses nor sunglasses can be worn around the neck while in uniform. Tattoos or Brands: Whether you are in or out of uniform, tattoos or brands anywhere on the body are not allowed if they are obscene or if they advocate sexual, racial, ethnic, or religious discrimination. Tattoos or brands that might harm good order and discipline or bring discredit upon the Air Force are also barred, whether you are in or out of uniform. Excessive tattoos or brands, even though they do not violate the prohibitions in the above paragraph, will not be exposed or visible (including visible through the uniform) while in uniform. Excessive is defined as any tattoo or brands that exceed one-quarter of the exposed body part, and those above the collarbone and readily visible when wearing an open collar uniform. The SASI may exercise discretion if a new cadet arrives with a tattoo that may not be in full compliance with the above guidance. The tattoo may be covered up with a skin-colored bandage while in uniform and still participate in the program. However, tattoos and brands should be discouraged. The cadet should be counseled on the fact that tattoos and brands may preclude him or her from serving in the military. Body Piercing: Cadets in uniform are not allowed to attach or display objects, articles, jewelry, or ornamentation to or through the ear, nose, tongue, or any exposed body part (including anything that might be visible through the uniform). Female cadets in uniform, however, are allowed to wear conservative earrings, pierced or clip style, in their earlobes. No cadets may wear any visible facial/body piercings while in uniform or on campus.

Specific Female Cadet Grooming Guidelines:

Hair will not contain excessive amount of grooming aids, touch eyebrows. Hair color/ highlights/frosting (must not be faddish). Examples of natural looking for

Hair: Your hair should be no longer than the bottom of the collar edge at the back of the neck. Your hairstyle must be conservative—no extreme or faddish styles are allowed. It should also look professional and allow you to wear uniform headgear in the proper manner, so your hair must not be too full or too high on the head. In addition, your hairstyle shouldn’t need many grooming aids. If you use pins, combs, barrettes, elastic bands or similar items, they must be plain, similar in color to your hair, and modest in size. Wigs or hairpieces must also conform to these guidelines.

human beings: Blonde/Brunette/ Red/Black/Grey. No shaved heads or flat-top hairstyles for women. Micro-braids and cornrows are authorized for women. EXCEPTION: Hair may be visible in front of women's flight cap. However, long hair will be secured with no loose ends. Nails: While in uniform, colorful/flashy nails are not permitted. Cadets must have nice clean nails. Females are permitted to have natural or clear nails. French manicures are also permitted. Skirts: The length of your skirt may not vary beyond the top and bottom of the kneecap. Your skirt should fit smoothly, should hang naturally, and must not be excessively tight. You must wear hosiery with the skirt. Choose a sheer nylon in a neutral dark brown, black, off-black, or dark blue shade that complements the uniform and your skin tone.

Specific Male Cadet Grooming Guidelines:

Hair: Keep your hair clean, neat, and trimmed. It must not contain large amounts of grooming aids such as greasy creams, oils, and sprays that remain visible in the hair. When your hair is groomed, it should not touch your ears or eyebrows, and only the closely cut or shaved hair on the back of your neck should touch the collar. Your hair should not exceed 11⁄4 inch in bulk regardless of the length. Bulk is the distance that the hair projects from the scalp when groomed (as opposed to length of the hair). The bulk and length of your hair must not interfere with wearing any Air Force headgear properly, and it must not protrude below the front band of the headgear. Your hair must have a tapered appearance on both sides and back, both with and without headgear. A tapered appearance means that, when viewed from any angle, the outline of the hair on the side and back will generally match the shape of the skull, curving inward to the end point.

Your hair may not contain or have attached to it any visible foreign items. If you dye your hair, it should look natural. You may not dye your hair an unusual color or one that contrasts with your natural coloring. You may have sideburns if they are neatly trimmed and tapered in the same manner as your haircut. Sideburns must be straight and of even width (not flared) and end in a clean-shaven horizontal line. They may not extend below the lowest part of the outer ear opening. No extreme of faddish hair styles are allowed. Hair may not protrude below the front band of properly worn headgear.
