Kaliko Gram Panchayat Name of GP: Kaliko Name of Block: Jaleshwar Number of Revenue Villages: 2 (Bhadua and Kaliko) Kaliko (21° 53’ 24” N; 87° 11’ 24” E)1 is one of the 27 Gram Panchayats (GPs) in Jaleshwar block of Balasore district (Odisha) and is spread across a total geographical area of 1387 hectares. Kaliko is part of a cluster of 13 GPs, which are located on the right bank of the Subarnarekha River (the river divides the block into two clusters; the other cluster comprises of 14 GPs) and is just 3 kms away from the river. It comprises of two revenue villages: Bhadua (Census Village Code: 391388) and Kaliko (Census Village Code: 391389) and is surrounded by Raibania GP (home to the famous ruins of the medieval Raibania Fort), Shyamnagar GP and Baradiha GP. There are 2 major approach roads to the GP: the Suleman Road and the Shantipur Road, both of which are metalled roads. It is located approximately 70 kilometers from the district HQ of Balasore, 26 kms from the block HQ of Jaleshwar and only 6kms away from the Odisha – West Bengal border. Kaliko is part of a primarily tribal belt and the majority of the population belongs to ST and SC category. Moreover, the GP has a significant Christian population and there are 2 churches as well in Kaliko.

Population is 5630 according to the baseline survey; Sex Ratio: 1025 i.e. 1025 females per 1000 males, which is higher than the district average of 957 and block average of 953 (Source: Census 2011) Population in the age group 0-‐6 years is 473, which is 8.4% of the total population
Total of 1402 Households (HHs) in the Panchayat according to the Baseline Survey (SAGY) There is a male head of household (HoH) in 1184 HHs and a female HoH in 218 HHs.
Kaliko GP has a Literacy Rate of 69%, as per the Census 2011 data, which is significantly lower than the district average of 80% and the block average of 74% The Literacy Rate of Males is 79% whereas that of Females is 59%
The Work Participation Rate (WPR) is 46.48; the WPR of males is 57 and that of females is 37. 71% of the workers describe their work as Main Work (earning for > 6 months) 73% of the workers are involved in agriculture as cultivators or agricultural labourers.

Demographic Profile – Social Group-‐wise and Age Group-‐wise distribution of Households & Population STs are the largest social group and comprise almost 44 percent of the households in the GP, followed by Others (24.53 percent), OBC/SEBC (18.11 percent) and SC (13.41 percent). A majority of the households are Hindus, but there are a significant number of Christian households in the GP and a few Muslim households as well. Approximately 32 percent of the population is below 18 years.
As per the data from BPL Census 1997 and 2002, there are 179 BPL households in Bhadua and 443 BPL households in Kaliko, which implies that approximately 45 percent of the households are below the poverty line and entitled to benefits under various central and state government schemes. According to the process conducted by the Block Program Unit of the Odisha Livelihood Mission (erstwhile TRIPTI project) to prepare the Project Implementation Plan, 488 households are classified as Poor whereas 37 households are categorised as Extremely Poor and Vulnerable Group (EPVG) households out of the 1319 households surveyed in the GP (as per Census 2011 data).

Panchayati Raj Institution
It is divided into 11 wards: Dudhiakhali, Dharampur, Upartuta (Upper Tota), Rangamatia, Tentulia (Tentula), Bhadua, Kusthashram, Gahirabandh, Hatigarh, Kaliko and Darkhuli. 7 wards are part of Kaliko revenue village and 4 wards (marked in red) are part of Bhadua revenue village. While the erstwhile Panchayat building is being used as the office for the Gram Panchayat Level Federation (GPLF), the village council functions out of the Rajiv Gandhi Jana Seba Kendra (RGJSK). The RGJSK has good facilities including a meeting room, computer room and toilet facility. The Gram Sabha is held in the ground in front of the building and is held on a quarterly basis. The Gram Sabha is held immediately after the Pali Sabha, held in the two revenue villages. Name of Sarpanch: Gangadhar Das Name of Panchayat Samiti Member: Ananta Biswal Source of Revenue: The Panchayat has 4 ponds (3 in Bhadua and 1 in Kaliko) under it and has leased out 3 ponds for a period of years in 2015 thereby earning revenue of INR 26,700. Moreover, the Rural Marketing Society has returned back the Village Haat land and the leasing of this land could earn up to INR 15,000-‐20,000. Drinking Water and Sanitation Facilities
According to the Baseline Survey conducted in 2012 as part of the erstwhile Nirmal Bharat Abhiyan (now the Swacch Bharat Mission), 1274 households did not have a toilet in their premises. Post the launch of the SBM, toilets have been constructed in all households by the RWSS Department and Kaliko has also applied for Open Defecation Free status. Drinking water is a major concern in the GP as piped water supply only covers 3 wards: Gahirabandh, Bhadua and Tentula. There are 3 borewells, which are the source of water for the PWS system and the RWSS provides funds for the Operation and Maintenance (O&M) of these systems to the tune of INR 2 lakh every year. 2 Self Employed Mechanics (SEMs) have also been appointed in the GP and a Field Testing Kit (FTK) provided to them to ensure quality of water and maintain data.
The local Village Council comprises of the Sarpanch of the GP, 11 elected officials (Panch) representing the 11 wards in Kaliko and a Panchayat Samiti member. 4 Gram Sabha meetings held in last one year
Kaliko has a Rajiv Gandhi Jana Seba Kendra, which was completed 3 years ago. The Panchayat functions out of the RGJSK and there is a meeting room, computer room and toilet facility available.
As per the BLS 2012 conducted as part of the Nirmal Bharat Abhiyan, 1274 HHs in Kaliko did not have a toilet. However, subsequently, toilets have been constructed in all the HHs.
Only 3 wards, Gahirabandh, Bhadua and Tentula have Piped Water Supply systems and these draw water from borewell. No overhead tank for water storage; 54 standposts have been setup in the GP

Education Infrastructure
There are 7 schools in Kaliko. The Department of School and Mass Education, Government of Odisha runs 4 schools and 3 schools are Full GIA (grant-‐in-‐aid). All the seven schools are co-‐educational. There are 4 Primary Schools (Classes I – V), 2 Nodal Upper Primary (VI – VII) Schools and 1 High School (VIII – X) in the Panchayat. The 7 schools are spread across 4 wards: Hatigarh (3), Darkhuli (1), Tentula (2) and Dudhiakhali (1). Table 2: List of all Schools in Kaliko GP

Mid-‐Day Meal is served in all the 7 schools (for students studying till Class VIII) and there are 2 ayyahs (a cook and a helper) in these 6 schools to cook the meal served to the students. There is a separate kitchen shed for cooking the meals as well and the menu includes Dalma, Soya and Eggs on alternate days in the week. Government Tubewells are the primary source of drinking water in the schools and the Rural Water Supply and Sanitation (RWSS) Department maintains the tubewells. While all the schools have a toilet, most of the toilets are dysfunctional or in a deplorable condition. Boys defecate in the open in a majority of the schools while toilets for Children With Special Needs (CWSN) students is only available in two schools, Tentula PS and Dudhiakhali PS.

Health and Integrated Child Care & Development Infrastructure
There is a Community Health Centre in Kaliko at Hatigarh. The CHC, Hatigarh is a CHC-‐II type health centre and was declared a CHC in 2007. It is a 6 bed centre and there are 4 doctors, which includes a General Medicine, Pediatrician, Gynaecologist and Medicine Specialist. The CHC has a Medical Officer I/C, Dr. P.C. Nayak. There is an AYUSH facility at the CHC and a doctor is also present. 5 staff nurses are deputed at the CHCThe Hatigarh Health Sub-‐Centre (HSC) also functions out of the same compound and an ANM is there at the HSC. A Rashtriya Bal Swasthya Karyakram Mobile Health Unit is also stationed at the CHC and the RBSK team comprises of a doctor, a pharmacist and an ANM. The 102 Janani Express (ambulance service under the Janani Sishu Suraksha Karyakram (JSSK)) is stationed at the CHC whereas the an ambulance under the 108 National Ambulance is stationed at the Raibania Police Station. There is a functional Rogi Kalyan Samiti (RKS) at the CHC and it has 14 members, wherein the Jaleswar MLA is the Chairperson and the MO I/C is the Convener. Since the CHC was previously a PHC, the facilities have not been upgraded to the desired levels and there is no post-‐mortem centre, no duty rooms for doctors and staff nurses, shortage of toilets and other basic infrastructure such as drinking water. However, the maternity ward is maintained well and has provisions such as good seating area for people who are waiting, basin and indoor toilet. There is a BSNL internet connection to the CHC. There are 5 ASHA Worker in the Panchayat, who maintain records of new pregnancies as well as create awareness among women on various facets surrounding safe delivery and care of the young child. There are 10 Anganwadi Centres (AWCs) spread across the 11 wards in the GP. There is no AWC in Tentula. There are 8 Main AWCs, which are staffed by an Anganwadi Worker (AWW) and an Anganwadi Helper (AWH) whereas there are 2 Mini AWCs at Kalika and Darkhuli, which have only an AWW. These Centres act as the service delivery unit and are responsible for the ground level implementation of the various components listed under the Integrated Child Development Scheme (ICDS). However, currently only 3 AWCs: Dudhiakhali, Dharampur and Gahirabandh, function from an independent building whereas 2 AWC buildings are under construction at Upartuta (Upper Tota) and Rangamatia. The new buildings don’t have a provision for toilet under the existing plan. Albendazole and Iron and Folic Acid (IFA) tablets are also given to boys and girls studying in the schools at irregular intervals.

Only 3 AWCs have a permanent building while 2 buildings are under construction. All AWCs have staff.

Public Services Infrastructure
Kaliko has a post office which is a Sub Office (Delivery) located at Hatigarh and the post office also has international money remittance service available through the IFS payment platform. There is a fully functional branch of UCO Bank at Hatigarh in Kaliko and an ATM facility of UCO Bank located near the Darkhuli PS. The bank allows account-‐opening, funds transfer (NEFT/RTGS), cheque book and passbook facility. Community Service Centers, known as Jana Seba Kendras in Odisha act as a point for widening the delivery of Government to Citizens (G2C) services through ICT as well as providing employment opportunities to the local youth. There is a Jana Seba Kendra in Kaliko and the Village Level Entreprenue running the centre is Tapan Kumar Das . Road Infrastructure and Public Transport
Kaliko is well connected to adjacent GPs and the Block HQ of Jaleswar through the Suleman Road and Shantipur Road. There are also some PMGSY roads passing through the GP: Hatigarh to Jaleswar via Chafla and Gopo, Hatigarh to Dakhinapraharajpur Road and Hatigarh to Sardarbandha Road being the most prominent. However, the condition of internal roads is extremely poor and connectivity is a challenges, especially during the monsoons when the earthern or moorum tracks are washed away. There are short stretches of Cement Concrete (CC) roads in all wards of the GP. The most important roads that are required currently are:
• Hatigarh Main Road to Rangamatia 6kms (will cover the entire GP) • Chakuapal to Dhangera 4 kms (Hatigarh to Dudhiakhali) • Bhadua Main Road to Rangamatia via Tentula 4 kms
A fully functional UCO Bank branch and a UCO Bank ATM are located at Hatigarh.
Area Pin Code: 756033. A Sub Office (delivery) of the India Post at Hatigarh and it has IFS payment service also
There is a Jana Seba Kendra/Common Service Center (CSC) in Kaliko and it is run by Tapan Kumar Das
Well connected to other parts of the block through the Shantipur and Suleman Road. Internal roads are in a very poor condition.
No streetlights in the Panchayat; provision for installing LED lights under the new guidelines of 4th State Finance Commission
There is a Bus Stop/Shed for villagers waiting for rural buses plying on main road; nearest Petrol Pump is located 1.5 km from GP

Major Development and Welfare Schemes Implemented in Kaliko MGNREGS: 911 HHs have a job card and there are 361 active card holders. While the average number of days of work provided under the scheme is 60-‐70, 70 card holders completed 100 days. The existing wage rate is INR 174. Activities undertaken under NREGS includes construction of roads, building houses under IAY convergence and plantation in the GP. Under NREGS, plantation on over 400 acres of waste land in Dudhiakhali and Dharampur was carried out by the panchayat over a period of 3 years. Indira Awas Yojana and Biju Pucca Ghar Yojana: 136 houses have been constructed in the last 3 financial years under the IAY and BPGY. The allocation is done during the Gram Sabha based on the BPL list prepared in 2002. There are approximately 400 landless HHs, who are thus ineligible for availing benefits under IAY or BPGY. National Food Security Mission (NFSM): A total of 1,127 new Ration Cards (RCs) have been issued in Kaliko GP and the ration card holders categorised as PHH (Priority HHs) are entitled to 5 kg rice, 3 kg wheat and 1 litre kerosene per member from the PDS/Fair Price Shops. There are 4 PDS/FPS in Kaliko (1 each in Gahirabandh and Bhadua and 2 in Kaliko). Important Places in the Vicinity of Kaliko
Raibania Fort: A very old fort, it is located only 1.5 kms from Hatigarh and is accessible by a kuccha road from Raibania Chhak. It is currently maintained by the Department of Culture, Government of Odisha and is not in a very good shape right now with large overgrowth everywhere. However, it has a lot of potential to be developed and projected as a tourist destination and also offer employment to locals in both Raibania and Kaliko. Mankidia Handloom Weavers Cluster: Mankidia, located on the WB – Odisha border is famous for the Tussar handloom work prevalent in a majority of households in the GP. There are approximately 600 families, who are involved in making tussar silk-‐based products such as saree, scarf, etc. The handloom weavers are structured into two cooperatives – the Mankidia Tussar Weavers Cooperative Society Ltd. and the Sree Jhagadeswar Cooperative Society Ltd.
Located in Raibania Gada in Raibania GP, the Raibania Fort is a medieval fort that is the largest of a group of four forts found in the region. It is currently maintained by the Dept. of Culture, Govt. of Odisha
Mankidia GP, located 5 kms away from Kaliko is famous for its handloom products, made from Tussar Silk. Approximately 600 HHs are involved in this work and 2 cooperatives formed.
