Research-Based Reading Instruction Allocation

• Section 1011.62(a), F.S. • The research-based reading instruction

allocation is created to provide comprehensive reading instruction to students in kindergarten through grade 12.

Use of Reading Allocation• The provision of highly qualified reading coaches and

reading teachers. • Professional development for school district teachers in

scientifically based reading instruction, including strategiesto teach reading in content areas and with an emphasis ontechnical and informational text.

• The provision of summer reading camps for students who score at Level 1 on FCAT Reading.

• The provision of supplemental instructional materials that are grounded in scientifically based reading research.

• The provision of intensive interventions for middle and high school students reading below grade level.












Enrollment in a Reading Intervention Course

• Sections 1003.4156(5)(b) & 1003.428(2)(b-c), F.S. • Section 1008.25(2b) & (4)(a-c), F.S. • Provides for remediation of students at Levels 1 & 2 • For each year in which a student scores at Level 1 on FCAT

Reading, the student must be enrolled in and complete anintensive reading course the following year.

• Placement of Level 2 readers in either an intensive reading course or a content area course in which reading strategies aredelivered shall be determined by diagnosis of reading needs.

• Provides for flexibility in delivering reading intervention to 11th

and 12th grade students who have met the graduationrequirement through an FCAT Reading score of 1926-2067(Level 2) or through the use of concordant scores (State BoardRule 6A-6.054 (3)(e).

Y = Course is used to provide reading intervention.N = Course is not used to provide reading intervention.F (NEW) = Flexibility– Course is used to provide reading intervention to students who

have met the graduation requirement in reading with a score of Level 2 on FCAT Reading (or a concordant score) as noted in SBER 6A-6.054(3)(e).

– Having a student assigned to the class under this “flexibility”provision does not require the teacher of the course to be reading endorsed, reading certified or to have completed Content Area Reading Professional Development, but theteacher must be knowledgeable in providing reading strategies.

– This code applies to students in grade levels 11 and 12 only. Z = Student is not in grades KG-12. Use this code for survey

periods 1 and 4 also.

Report a ‘Y’ code on at least one course

• What must be reported for 11th and 12th grade students who have met thegraduation requirement in reading with a score of Level 2 on FCAT Reading or aconcordant score and are served in a content area course taught by someonewho is not reading endorsed or certified and has not completed CAR-PD?

• Submit Corrections for 2007-08 – Must be code Y, N, or Z in surveys 2 and 3. – Corrections for Survey 2 must be submitted by July 25,

2008. – Corrections for Survey 3 must be submitted by November

21, 2008. – District enrollment data will be distributed to District

Reading Contacts at the Just Read, Florida! Leadership Conference to be held June 29-July 2.












Reading Intervention - Available Reports

• Available through Reports for Request menu in CICC system at NWRDC.

• Number of Students in Reading Intervention by Grade and School. –Report number F70884. –Use this report to check the accuracy of data reporting.

• New report of elementary students who have fewer than the required 90 minutes of reading.












Reading Fluency Requirement• State Board Rule 6A-6.054 requires grades 6-12

students who are disfluent to receive additional instructional time to work on fluency issues as wellas comprehension and vocabulary.

• Districts choose the assessment used to determine fluency and set the cut-scores to distinguish fluentstudents from disfluent students.

• In order to determine whether students are receiving appropriate instruction, the fluency statusof students must be reported.












Reading Fluency New Element: Reading Fluency

F = The student has been determined to be fluent in reading through the use of a district assessment(s).

D = The student has been determined to be disfluent in reading through the use of a district assessment(s).

Z = Not applicable. The student is in grade level PK-05 or scored above Level 2 on the Reading subtest of the FCAT. Also use code Z for all students in Survey Period 7.

Report on the Federal/State Indicator format.












Reading Fluency, continued

• What must be reported for students in grades 6-12 who scored at level 1 or 2 on FCAT reading and are determined to be fluent through districtassessment(s), including students in grades 11 and 12 regardless of whether graduation requirements have been met? – Report an ‘F’ for these students.

• What must be reported for students in grades 6-12 who scored at level 1 or 2 on FCAT reading and are determined to be disfluent through districtassessment(s), including students in grades 11 and 12 regardless of whether graduation requirements have been met? – Report a ‘D’ for these students.

• When must the information be reported? – Survey 2 (October), 3 (February), and 5 (End of Year)












Progress Monitoring

• Section 1008.25(4)(a-b), F.S. • Each student who does not meet specific levels of

performance in reading for each grade level (as determined by the district school board), or who scores below Level 3 in reading must be provided with additional diagnostic assessments to determine the nature of the student's difficulty.

• Provides for diagnostic and progress monitoring assessment of students at L1 and L2.












Students Targeted for Progress Monitoring

• Students scoring at Level 1 and 2 on FCAT Reading in grades 4-12

• Students identified as having a reading deficiency in grades K-3 – Determined by the individual school or district

• Districts have the option of administering assessments 3 or 4 times per year.












PMRN Data System • PMRN = Progress Monitoring and Reporting

Network. • Data management system for planning and

evaluating reading instruction. • Developed and managed by Florida Center

for Reading Research (FCRR). • Internet-based system. • Approximately 2,700 schools in 2007-08.












Survey 6 – Reading Data • Purpose: Produce initial class lists. • Previously sent directly to FCRR. • In 2008-09, send via the Staff and Student

Database System. • Survey 6. • Data not submitted via survey 6 will need to

be entered by the school via the PMRNinterface.

• Cost savings – eliminates maintenance of a data collection system.

• Time savings – eliminates creation of separate data files.

• Data Quality – the data will go through the survey 6 edit process before being sent to the PMRN.

– The Responsible Instructor in grades K-5 is the teacher that delivers the 90 minutes of Core Reading instruction.

– The Responsible Instructor in grades 6-12 for FCAT Level 1 and 2 students is the Intensive Reading Teacher

– The Responsible Instructor in grades 6-12 for FCAT Level 3, 4 and 5 students is the English/Language Arts teacher for the student

Only include those students in the file who will be progress monitored and have scores entered in the PMRN.

– Maze scores may now be reported through the PMRN; however, the assessment is not administered online.

• When should the information be reported? – Survey 2 (October), survey 3 (February) and survey 5

(End of Year). – Send only information not previously sent.

• Why are there two test scores and score types on the format? – For verification purposes, districts should submit two

combinations of Test Score Type and Test Score for the Test Subject Content area reported (if available).

– If only one set is submitted use Test Score Type 1 and Test Score 1. Report zeroes for the second set.

– Test Score must be numeric, right justified, with leading zeros.
