There will be a briefing at 6.30 before each race during which the race officer will discuss

WIRRAL and MERSEY REGATTAS SERIES 2012 STANDARD INSTRUCTIONS JUNIOR CLASSES ONLY 

1 Sailing Instructions 1.1 Racing in the Wirral Regatta Series will be governed by The Racing Rules of Sailing (RRS), the 

prescriptions of the RYA, Sailing Instructions and any other Instructions which may be issued by each Club for it’s own Regatta, and these Instructions.    

1.2 In the event of interpretation required to any of the instructions or the results for the Series, the Wirral and Mersey Regattas Committee decision will be final. 

 1.3   Each Club shall be responsible in all respects for the running of its own Regatta. 

 2  Eligibility for the Series 2.1 A boat must enter and race in a minimum of 3 out of the 7 Regattas listed in para 2.3 below, 

to be eligible for the series.   

2.2  Eligible competitors for the Junior Handicap and Optimist Classes will be: 

a) helms and crews under the age of 17 on 1st January 2012 in the  Handicap Class. b) helms under the age of 16 on 1st January 2012 in the Optimist Class. 

 

2.3  The seven Regattas forming the 2012 Series are organised by Royal Mersey YC, Hoylake SC, West Cheshire SC, Wallasey YC, Dee SC, West Kirby SC and Liverpool YC.  

2.4  The eligible classes are Junior Handicap and Optimist.  

3  Scoring 3.1  The results produced for each Class by an organising Club at its Regatta will be used as the 

basis for calculating the Series results. If a Class has more than one race in a Regatta then the results of all races for that Class, in that Regatta, will be aggregated to produce its overall Regatta positions, in accordance with the sailing instructions of the organising Club for that day.  

 3.2  For the purposes of producing the Series results a boat which races at a Regatta will score 

points equal to her overall finishing position in that Regatta. Points for the Series will be scored using the Low Point scoring system, RRS Rule A2. In the event of a tie the result will be broken using RRS rule A8. 

 3.3 Failure to race at a Regatta will score one more than the highest turnout for that Class at any 

one of the 7 Regattas (the highest turnout to include all boats in that Class racing at a Regatta, whether or not all the boats have qualified for the Series). 

 

3.4  A boat which does not enter a Regatta will score as at 3.3 above,

3.5  5 out of 7 Regattas to count.  

3.6  In the event that the Race Committee of an organising Club cancels their Regatta, in whole or in part, discards will operate for those Classes affected, as follows: 

a) If 4, 5 or 6 Regattas are held, 1 discard will apply.  b) If 3 Regattas are held, no discards will apply. c) If less than 3 Regattas are held, the Series will be cancelled.  

 3.7  Entrants for the Junior Handicap and Optimist Classes may be allocated to Gold or Silver 

fleets (Class Fleets), depending on deemed sailing ability. In this respect, the Wirral and 

Mersey Regattas Race Committee's decision is final. The Race Committee reserves the right 

to change the fleet in which a boat races, for any reason. 

4  Prizes 4.1  The number of prizes for each class is dependent on the number of boats in that class which 

have qualified for the series (see para 2.1 above):  A minimum of 3 to qualify or no 3rd prize; a minimum of 2 to qualify or no 2nd prize. 

 

4.2  Prizes will be awarded to the boats with the lowest cumulative points after taking account of discards as appropriate, in accordance with paragraph 3 above.  

4.2.1 There will be Series prizes for all classes racing.  Trophies will be presented to the winning boats where trophies have been donated. 

Additional prizes will be awarded according to the sponsorship obtained. 

4.3  Prizes will be awarded at the Wirral and Mersey Regattas Series Prizegiving to be held after Junior Sailing on Friday evening, 7th September 2012 at West Kirby Sailing Club.  

5  Liability 

5.1  The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/person in charge who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of the race.  Neither this notice of race nor any inspection of the boat limits or reduces the absolute responsibility of the owner/person in charge for his crew, the boat and her management.  The race organisers shall not be responsible for any loss, damage, death or personal injury howsoever caused to the owner/person in charge or crew, as a result of their taking part in the race or races.  Moreover, every owner/person in charge warrants the suitability of the boat for the race or races. 

 

5.2 The participating Clubs are wholly responsible for all aspects of running the regattas. Wirral Regattas Committee is only responsible for calculating Series results from data produced from individual Club regatta results.

Junior Handicap and Optimist Classes 

Sailing Instructions  

1.  Rules 

Racing will be governed by The Racing Rules of Sailing(RSS), the prescriptions of the RYA, the notice 

of race, appropriate Class rules (except as any are changed by these instructions) and these sailing 

instructions.   

2.  Entries 

2.1  Eligible boats and competitors may enter by completing registration in the WKSC Clubhouse on the evening of the race. 

  2.2  Eligible boats: 

a) will have a minimum of £2,000,000 third party insurance b) shall use correctly numbered sails unless prior written permission is given by the 

race committee, varying rule 77. c) may be inspected or measured before or after any race at the discretion of the 

Race Committee d) all classes of boats participating must have an RYA recognised PY e) Handicapper may allocate PY numbers to a boat which has no published number. 

   2.3  Eligible  Junior competitors will be: 

a) helms and crews under the age of 17 on 1st January 2012 in the  Handicap Class. b) helms under the age of 16 on 1st January 2012 in the Optimist Class. 

3.  Notices to Competitors 

3.1  Notices to competitors will be posted on the official notice board in front of the 

Clubhouse. 

4.  Changes in Sailing Instructions 

4.1  Any change to the sailing  instructions will be posted at  least 20 minutes before the 

warning signal of the race concerned and code flag L flown. 

5.  Signals Made Ashore 

5.1  Signals made ashore will be displayed on  the  flag‐pole  in  front of  the WKSC  club‐

house.

6.  Safety 

6.1 All competitors shall wear life‐jackets or other adequate personal buoyancy at all times on the water. Those not doing so will be disqualified. Wet suits and dry suits are not adequate personal buoyancy.  This amends rules 40 and 63.1. 

7.  Schedule of Races 

7.1  Race 1 the warning signal for the Handicap class will be 1857.  

7.2 Race 2 the warning signal for the Handicap class will be as soon as possible after Race 1. 

7.3 In both cases, the Optimist Class warning signal will be displayed at the start of the Handicap race. 

8.  Class Flag 

8.1   The flag for Handicap racing will be A. 

8.2 The flag for Optimist racing will be O. 9.  Racing Area 

9.1  All racing will be on the Marine Lake by West Kirby Sailing Club 

10.  Courses 

10.1 The courses will be taken from the WKSC lake course card supplied with SIs. The course number will be displayed on the start line on a white board. However the Race Committee reserves the right to use another course, not on the course card. This will be displayed on a white board in the launching area, displayed at least 15 minutes before the 1st warning signal. 

 

11.       Marks 

11.1  The Race Committee station will be on West Kirby promenade and will be flying the 

burgee of the Yacht or Sailing Club whose Regatta is being sailed. 

11.2 The marks are black and orange cans.  

12.  Starting & Finishing 

  12.1  Races will be started using rule 26, amended as follows:, the timings of which will be 

as follows, using the visual and sound signals as set out in RRS Rule 26: 

  At 3 minutes before the start, the Warning Signal will be given 

  At 2 minutes before the start, the Preparatory Signal will be given 

  At 1 minute before the start, the One‐Minute Signal will be given  

  The starting and finishing lines for both Classes will be displayed with the course (see 

10.1 above) except that the Race Committee may shorten the race at any buoy by

flying a blue flag from an adjacent boat or rib; boats should finish in the direction 

from the last mark.  

12.4  A boat shall not start later than 3 minutes after her starting signal. 

13.   Time Limits 

13.1  The time limit for the first boat will be 45 minutes and an additional 20 minutes for 

the remaining boats. The race will be valid for all boats finishing within the time 

limit. 

13.2  When 30% or fewer of the starters have not finished, the race officer may award 

places to them. When a race is completed in this way flag “T” will be displayed with 

two sound signals.  No application for redress may be made as a result of this sailing 

instruction, amending rule 62.1. 

14.  Protests 

14.1  Boats must notify the Race Officer of their intention to protest and receive 

acknowledgement from them at the finish of the race. 

14.2 Protests shall be written on the forms available at the race office and delivered there within 30 minutes of the last boat coming ashore after racing has finished for the evening. 

14.3 Protest notices will be posted as soon as possible after the protest time limit to inform competitors where and when the hearing, in which they are parties to a hearing or named as witnesses, will be held. 

14.4 Competitors may request the choice of the RYA arbitration procedure or a full 

protest hearing, but not both. If RYA arbitration is followed the decision of the 

arbiter is final and binding. In either case protests must be lodged within 30 

 minutes of the last boat in the appropriate race coming ashore and submitted on an 

official Protest form which may be obtained from the organising authority’s club 

house.  

14.5 Arbitration penalties will be posted on the official notice board and on the series 

website. 

15. Scoring 15.1  Entrants may be allocated to Gold or Silver fleets (Class Fleets), depending on 

deemed sailing ability. In this respect, the Regattas Committee's decision is final. The 

Regattas Committee reserves the right to change the fleet in which a boat races, for 

any reason. Any boat can only win prizes for the fleet in which it sailed. 

15.2  Each Race will be scored using the RRS Low Point scoring system, rule A4.1.  Each 

Regatta will count for the Regattas Series as well as the individual Regattas result on 

the night. A Regatta may comprise 1 or 2 races. Where 2 races count towards a 

Regatta, then the scores are aggregated and, in the event of a tie, the second race 

score prevails.

16. Prizes 16.1 Individual Regatta prizes will be as follows: 

a) If 12 or more boats are racing in a Class Fleet: first four places b) If more than 6 and less than 12 or more boats are racing in a Class Fleet: first 

three places; c) If more  than 3 and  less  than 6 boats are  racing,  in a Class Fleet:  first  two 

places; d) If  less  than  4  boats  are  racing,  in  a  Class  Fleet,  first  place  only. 

 16.2  Additionally, at the end of the season prizes will be awarded for the overall Wirral 

and Mersey Regatta Series. 

17.  Wirral and Mersey Regatta Series   

These races count towards the Wirral and Mersey Regatta series. For more information you 

should consult the Series sailing instructions. 

18.  Liability 

The  safety  of  a  boat  and  her  entire management  including  insurance  shall  be  the  sole
