Hagel�announces�fewer�furlough�days�for�DOD�employees��

WASHINGTON�(AFPS,�May�14,�2013)��After�weeks�of�review,�Defense�Secretary�Chuck�Hagel�has�concluded�budget�cuts�will�require�most�of�the�department's�civilian�employees�to�be�furloughed�beginning�in�July,�but�that�because�of�other�efforts�to�deal�with�the�shortfall,�only�half�of�the�22�days�originally�envisioned�as�temporary�layoffs�will�now�be�necessary.�

During�a�town�hall�meeting�today�at�the�Mark�Center�in�Alexandria,�Va.,�Hagel�told�Defense�Department�employees�that�most�will�be�required�to�take�11�furlough�days�beginning�July�8,�one�per�pay�period,�through�the�end�of�the�fiscal�year,�Sept.�30,�2013.�

Hagel�noted�that�when�he�took�the�oath�of�office�less�than�three�months�ago,�post�sequester�plans�called�for�22�furlough�days.�Congress�allowed�the�department�to�shift�or�reprogram�some�funds�in�March�that�cut�that�number�to�14.�Now,�he�said,�as�maintenance,�training,�flying�hours�and�ship�deployments�are�increasingly�affected,�he�had�no�choice�but�to�authorize�the�furloughs.�

"We�kept�going�back.�And�finally,�we�got�to�a�point�where�I�could�not�responsibly�go�any�deeper�into�cutting�or�jeopardizing�our�formations,�our�readiness�and�training,"�he�said.�

In�a�memo�to�senior�department�leaders,�Hagel�said�he�had�"very�reluctantly"�concluded�that�major�budgetary�shortfalls�triggered�by�a�$37�billion�cut�in�defense�spending�for�fiscal�year�2013�forced�a�decision�he�said�he�deeply�regrets,�and�one�that�he�acknowledged�will�disrupt�lives�and�impact�DOD�operations.�

However,�he�credited�congressional�passage�of�a�defense�appropriation�bill�in�March�in�part�for�helping�to�reduce�the�number�of�days�civilians�would�be�temporarily�laid�off�by�half.�

It�may�be�possible�later�in�the�year�to�"knock�that�back"�to�an�even�lower�number,�the�secretary�said,�but�he�emphasized�that�he�could�not�promise�such�an�outcome.�

"I�won't�promise�that,"�Hagel�said.�"You�deserve�fair,�honest,�direct�conversation�about�this,�and�I'm�not�going�to�be�cute�with�you�at�all.�This�is�where�we�are.�We'll�continue�to�look�at�it,�[and]�we'll�continue�to�do�everything�we�can."�

Benét�Laboratories�Leads�DOD�Challenge�to�Harness�Private�Sector�Innovation��

The�Army's�Benét�Laboratories�announced�this�week�that�it�is�the�program�manager�for�a�$250,000�Defense�Department�challenge�that�began�earlier�this�month�to�harness�private�sector�advance�manufacturing�and�intelligence�innovation�in�hopes�to�make�defense�manufacturing,�such�as�at�the�Watervliet�Arsenal,�more�efficient�and�competitive.�

John�P.�Snyder,�Ph.D.,�who�is�a�senior�mechanical�engineer�with�the�Army's�Benét�Laboratories�at�the�Watervliet�Arsenal�and�who�is�also�the�program�manager�for�the�DOD�challenge,�said�that�DOD�entered�the�first�phase�of�what�is�called�the�MTConnect�Challenge,�April�12.��

"The�challenge�is�essentially�a�tool�for�DOD�to�reach�outside�of�the�defense�research�and�development�fence�line�to�domestic�academia�and�industry,�via�MTConnect�protocol,�to�stimulate�thought�and�development�of�tools�and�applications�that�will�enhance�defense�manufacturing�capabilities,"�Snyder�said.�

DOD�operated�manufacturing�centers�have�hundreds,�if�not�thousands,�of�machines�that�for�the�most�part�operate�independently,�Snyder�said.�Each�machine�has�a�value�to�the�manufacturing�process�but�its�current�status,�such�as�where�it�is�in�the�work�flow�or�its�maintenance�status,�is�often�captured�by�stubby�pencil�calculations�that�are�not�in�real�time.�

The�bottom�line�is�that�defense�manufacturing�does�not�have�a�standard�communication�program�and�that�is�where�the�MTConnect�protocol�comes�in.�

"Imagine�if�we�could�communicate�in�real�time�with�every�machine,�using�a�common�standard,�how�much�clearer�a�manufacturing�center's�common�operational�picture�would�be,"�Snyder�said.�"Then�if�we�could�take�that�same�application�and�applied�it�to�other�manufacturing�requirements�such�as�the�amount�of�energy�being�consumed�by�machines�and�by�buildings,�manufacturing�efficiency�would�dramatically�improve."�

DOD�has�two�main�goals�for�the�challenge,�Snyder�said.�

Stepping�up:�DoD�salutes�Naval�Air�Systems�Command’s�FACE�team��

NAVAL�AIR�SYSTEMS�COMMAND,�PATUXENT�RIVER,�Md.�—�The�Navy�team�laying�the�foundation�for�DoD’s�most�robust�reusable�software�application�standard�was�recently�recognized�with�a�Defense�Standardization�Program�Achievement�Award.�

The�annual�award,�announced�Feb.�26,�honored�the�Future�Airborne�Capability�Environment,�or�FACE,�team�for�leading�the�U.S.�Navy’s�efforts�to�develop�guidelines�that�will�support�the�reuse�of�software�applications�across�DoD�avionics�systems.�

The�Naval�Air�Systems�Command’s�FACE�team�was�launched�in�2008�and�is�located�under�the�Air�Combat�Electronics�Program�Office�(PMA�209),�which�is�part�of�the�Program�Management�organization,�or�AIR�1.0.�PMA�209�provides�cradle�to�grave�common�avionics�solutions�for�the�Department�of�the�Navy�through�products�and�support�in�communication�and�airborne�networking;�navigation�and�flight�operations;�mission�systems�and�sensors;�and�capability�management.�

�“The�FACE�approach�is�enabling�the�Navy�to�save�money�while�still�providing�capabilities�to�the�warfighter�faster�through�software�portability�and�reuse,”�said�Keith�Sanders,�who�leads�AIR�1.0�as�the�assistant�commander�for�Acquisition.�“This�standard�will�serve�as�a�cornerstone�to�provide�the�Navy�and�our�partners�in�the�other�service�branches�with�innovative�approaches�to�delivering�cost�effective�solutions�in�the�future.”�

In�the�short�time�since�the�FACE�team’s�inception,�it�has�already�aided�industry�product�development�and�supported�multiple�government�procurements,�Navy�officials�said.�

DoD�Enterprise�Email�Reaches�One�Million�User�Milestone��

FORT�GEORGE�G.�MEADE,�Md.��Two�years�after�its�inception,�the�Department�of�Defense�Enterprise�Email�system�reached�one�million�users�when�a�Soldier�at�Fort�Riley,�Kan.�received�a�new�email�account�today.�

Reaching�this�milestone�means�that�DOD�Enterprise�Email�(DEE)�is�now�one�of�the�largest�independent�email�systems�in�the�world.�

Responsibility�for�DEE�belongs�to�the�Defense�Information�Systems�Agency�headquartered�here.�DISA�provides�the�information�technology�and�communications�services�for�DOD.�

"For�the�warfighters,�using�DEE�means�wherever�they�are,�they�can�use�their�email,�whenever�they�need�it.�It�is�not�necessary�to�start�a�new�email�account�when�you�move�or�deploy.�It�is�as�mobile�as�the�servicemember,"�said�Air�Force�Lt.�Gen.�Ronnie�Hawkins,�Director�of�DISA.�

"DEE�also�supports�DOD's�adoption�of�the�Joint�Information�Environment,�as�it�enables�seamless�collaboration�among�the�services,"�Hawkins�said.�
