The June 24 Evening Mixer’sspeaker was Reed Dewey, theDirector of the MontgomeryCounty Volunteer Center,who talked about the award-winning Volunteer Centerand ways businesses canbecome involved in a volun-teer program that benefitsthe company, the employees and the community.

Del Waldstreicher, who serves on the Judiciary Committee,talked about bills he had supported or sponsored thatwould help improvethe environment, andthat would better combat petty theft.

The General Assemblypassed the Governor’sbill that extends unemployment benefitsto part-time workersand another bill thatincreases the maximum amount of unemployment benefits.Also passed was the Governor’s bill that restricts theemployer practice of cheating employees and shortchangingstate coffers by intentionally misclassifying workers as independent contractors instead of as employees.

They adopted the Governor’sreforms to driver licensing rulesfor teens and to penalties for driving while intoxicated. Theypassed the Governor’s bill thatallows the use of Speed Cameras in school zones and high-way work zones across the state. Under the new bill, thethreshold for receiving a ticket was raised from 10 to 12mph over the limit. Also, cameras in school zones can only

be operated from 6am to 8pm.

They passed HB1569, a bill thatgives communities a greater voicein environmental decisions byamending state court “standing”rules to match federal rules.

Wheaton – specifically ourefforts to revitalize the CBD throughtransit-oriented development – was identified as one of the 15 initial SmartSites throughout the state. Smart Site isa component of the O’MalleyAdministration’s Smart, Green andGrowing initiative.

This designation validates our redevelopment strategy and helps raiseWheaton’s profile as a smart-growthopportunity in the development community.

Spotlight onJubilee Today

Tim Wiens, former Chamber president, spoke at aluncheon of the Wheaton Kiwanis Club luncheon onMay 6, 2009. As the Executive Director of JubileeAssociation of Maryland, he discussed how he providescommunity residential services for 107 adults who havedevelopmental disabilities.

The Jubilee Association operates 13 small group homes,and supports another 60 people in CommunitySupported Living Arrangement (CSLA) programs inwhich Jubilee clients rent their own apartments andhouses, and Jubilee provides the staffing.

Jubilee is beginning to partner with housing developers,who will purchase homes where they can provide services. This year they expect to open homes with both the Montgomery County Housing OpportunitiesCommission and Rosaria Communities, which is a ministry of the Catholic Archdiocese of Washington.

Jubilee’s second initiative is to provide new services, suchas support groups and CSLA services, to people whohave high functioning autism. In the near future Jubileewill start a retiring-at-home program, so that as clientsage and want to retire, they don’t have to go to a dayprogram outside of their home.

Al Carr’s bills. Andmunicipalitiesacross the stategained the author-ity to more easilyannex smallparcels of propertythat straddle theirboundaries.

Sen. Madalenoserves on theSenate Budget &Tax Committee and he reported that the decrease in capitalgains taxes has had a dramatic impact on State revenue.He said that 80% of the operating budget revenue comes

from income andsales taxes, andthat 75% of thebudget goes foreducation, healthcare, and publicsafety.

Madalenoreported that theState received

$750m in additional funding for Medicaid, $80m in k-12education, and $400m for transportation over a two yearperiod from the federal stimulus funding, and this is help-ing balance the budget for now. He said the State’sassumptions are that the economy will bottom out in the3rd quarter of this year, level off in 2010, and grow afterthat.
