Topic of InterestCommercial Paper

Reserve Bank of India has announced in the Monetary and Credit Policy for the year 2001-2002 that banks, financial institutions and

primary dealers (as also satellite dealers) shall invest in Commercial Papers (CPs) only in demat form, with effect from June 30, 2001.

CP is an unsecured short-term money market instrument issued in the form of promissory notes which are transferable by endorsementand delivery. CP is a discounted instrument and is issued in minimum denomination of Rs. 5 lakh and multiples thereof for a term varying

from 15-365 days. Corporates, Primary Dealers, Satellite Dealers and all-India financial institutions (FIs) that have been permitted to raiseshort-term resources under the umbrella limit fixed by Reserve Bank of India are eligible to issue this instrument. CPs can be issued to andbe held by individuals, banking companies, corporate bodies registered or incorporated in India and unincorporated bodies, Non-Resident

Indians (NRIs) and Foreign Institutional Investors (FIIs).

Advantages of holding CPs in demat form.

An investor can use his existing demat account to hold CPs.

A single statement will reflect all holdings in a particular account irrespective of the type of securities including CPs.

Credit of a CP can be received directly in the investor's account.

The risk associated with delivery of securities in physical form like loss in transit etc. is eliminated.

The problem relating to splitting of CPs in smaller lots is eliminated in the demat form, as CPs are issued in the units of Rs. 5 lakh indemat form.

 Simplified audit of holdings.

Savings in valuable executive time spent in maintaining manual statement of accounts, ensuring follow up, reconciliation, etc.

At the time of issue, the investor will make payment to the Issuing and Paying Agent (IPA) appointed by the Issuer and will receive the

credit of CPs directly into his demat account. The IPA will open a redemption account with a DP and investors may transfer CPs to thisaccount to seek redemption. The investors will receive the redemption amount from the IPA after transferring their CPs to that account.

No transaction related charges are levied on the DPs in respect of transfer of CPs. There were 4 CPs active in NSDL depository system as

on June 30, 2001.
