Plan Authorization

The Unified Coordination Group produced this Joint Incident Strategic Plan in accordance with the FEMA Incident Management and Support Keystone, January 2011. This strategic plan provides overall direction for incident management and outlines specific outcomes, milestones, and a desired end state enabling the Unified Coordination Group to measure progress within the life cycle of the incident and determine completion of the goals and objectives. Longer-term goals form the foundation of the strategic plan, describing when the Unified Coordination Group expects Response, Recovery, and Mitigation operations to occur along the incident timeline. All incident plans directly or indirectly support this Joint Incident Strategic Plan. Information in this strategic plan may leverage additional crisis action planning products, such as the Incident Action Plan or functional plans. Existing and applicable deliberate plans may provide examples of notional goals, priorities, and an end state for the strategic plan.

I. Situation Purpose

1. This plan outlines the joint federal/state strategy for implementation and support of the following activities in support of FEMA-DR-4399-FL operations:

a. Disaster Survivor Assistance (DSA); Individual Assistance (IA); Direct Housing (DH); Public Assistance (PA); Hazard Mitigation (HM); Environmental Planning and Historic Preservation (EHP); External Affairs (EA); Integrated Recovery Coordination (IRC); Logistics; Planning; Finance and Administration; Disability Integration; Safety; and Security.

2. This plan is organized around the phases of recovery and seven (7) survivor-centric outcomes, and identifies joint outcomes, milestones, key tasks, and timelines to achieve the desired end state. The joint milestones and key tasks identified in this plan will aid the Unified Coordination Group (UCG) in determining when survivor-centric outcomes are met and measure overall disaster activity progress and performance of FEMA-DR-4399-FL operations.

Background 1. Michael formed as a tropical depression off the coast of the Yucatan Peninsula in the extreme

western Caribbean Sea during the pre-dawn hours on Sunday, October 7th, 2018. The depression strengthened into a tropical storm by midday on Sunday as it tracked slowly northward toward the southern Gulf of Mexico. Michael became a hurricane on Monday as it passed over the western tip of Cuba. The storm rapidly strengthened into a major hurricane as it moved quickly northward toward the Florida Panhandle on Tuesday and Wednesday. Hurricane Michael made landfall near Mexico Beach, Florida, about 20 miles east of Panama City, in the Florida Panhandle, around noon local (CDT) on Wednesday, October 10th, 2018, as a high-end Category 4 hurricane with 155 mph sustained winds and a minimum central pressure of 919 mb. Michael was the 3rd strongest hurricane by lowest pressure and 4th strongest hurricane by maximum winds to make landfall in the continental United States. The highest wind observed was at Tyndall Air Force Base in the Panama City area, which reported a maximum wind gust of 139 mph before observation systems stopped reporting. Maximum storm surge from Hurricane Michael is estimated between 9 and 14 feet at Mexico Beach. The hurricane caused catastrophic damage from wind and storm surge, particularly in the Panama City and Mexico Beach areas. The widespread damage spread well inland as Hurricane Michael remained at hurricane strength into southwest Georgia. Destructive winds created a large swath of downed trees and extensive power outages. At its peak, over a million customers were without power across six states in the southeast U.S., including over 300,000 customers in Florida. The hurricane resulted in 45 deaths in the State of Florida (as of December 12, 2018). Total economic losses from Hurricane Michael – including physical damage and net business loss – are expected to exceed $15 billion. Crop production losses from agriculture in Florida are estimated at over $150 million.

2. At the request of the Florida Governor, Rick Scott, President Trump issued a federal emergency declaration (FEMA-EM-3405-FL) for debris removal and emergency protective measures (Categories A and B), including direct federal assistance, on October 9, 2018, under the Public Assistance Program for the following Florida counties: Bay, Calhoun, Franklin, Gadsden, Gulf, Hamilton, Jackson, Jefferson, Leon, Liberty, Madison, Suwannee, Taylor, and Wakulla. Emergency protective measures (Category B), limited to direct federal assistance, under the Public Assistance program for Alachua, Baker, Bradford, Citrus, Columbia, Dixie,

Escambia, Gilchrist, Hernando, Hillsborough, Holmes, Lafayette, Levy, Manatee, Okaloosa, Pasco, Pinellas, Santa Rosa, Union, Walton, and Washington Counties.

3. The President signed a federal disaster declaration (FEMA-DR-4399-FL) on October 11, 2018, authorizing Individual Assistance for the following counties: Bay, Franklin, Gulf, Taylor and Wakulla. This declaration includes direct federal assistance for debris removal and emergency protective measures (Categories A and B) under the Public Assistance Program for the following counties: Bay, Calhoun, Franklin, Gadsden, Gulf, Hamilton, Jackson, Jefferson, Leon, Liberty, Madison, Suwannee, Taylor and Wakulla.

4. Amendment #1 to FEMA-DR-4399-FL was issued on October 12, 2018, to authorize Individual Assistance for the following counties: Calhoun, Gadsden, Jackson and Liberty, previously designated for debris removal and emergency protective measures under the Public Assistance Program:

5. Amendment #2 to FEMA-DR-4399-FL was issued on October 13, 2018, to authorize Individual Assistance and Public Assistance (Categories A and B) for Holmes and Washington Counties.

6. Amendment #4 was issued on October 14, 2018, to authorize a cost share adjustment for FEMA-DR-4399-FL. The Federal Cost Share Adjustment authorized a 100 percent Federal cost share for debris removal and emergency protective measures, including direct Federal assistance, for a 120-hour (5-day) continuous period of the State of Florida’s choosing, and then a 75 percent Federal cost share thereafter.

7. Amendment #3 to FEMA-DR-4399-FL was issued on October 16, 2018, to authorize Individual Assistance for Leon County (already designated for debris removal and emergency protective measures [Categories A and B], including direct federal assistance under the Public Assistance program).

8. Amendment #5 to FEMA-DR-4399-FL and FEMA-EM-3405-FL was issued on October 22, 2018, as a notice to close the incident period, effective October 19, 2018.

9. Amendment #6 to FEMA-DR-4399-FL was issued on October 23, 2018, authorizing Public Assistance (Categories C-G; already designated for Individual Assistance and assistance for debris removal and emergency protective measures under the Public Assistance program) for six (6) Florida counties: Bay, Calhoun, Gadsden, Gulf, Jackson and Liberty.

10. Amendment #7 to FEMA-DR-4399-FL was issued on November 15, 2018, authorizing Public Assistance (Categories C-G; already designated for debris removal and emergency protective measures under the Public Assistance program) for Okaloosa and Walton Counties and Public Assistance (Categories C-G; already designated for Individual Assistance and assistance for debris removal and emergency protective measures under the Public Assistance program) for six (6) Florida counties: Franklin, Holmes, Leon, Taylor, Wakulla, and Washington.

11. Due to the severity of the initial impacts from Hurricane Michael, decisions were made to expedite the review of damages resulting in a major disaster declaration.

12. All counties in the State of Florida are eligible to apply for assistance under the Hazard Mitigation Grant Program (HMGP), which will be administered in accordance with 27P-22 of the Florida Administrative Code. The state will have 12 months from the date of declaration (October 11, 2018) to review and submit county applications to FEMA for funding consideration. Designated counties are visually depicted in the map below.

II. Mission Mission Statement

The strategic mission of FEMA-DR-4399-FL in conjunction with the state of Florida is to return impacted and eligible Florida communities and survivors to a self-sufficient condition that includes infrastructure restoration; survivors in housing; implementation of mitigation programs; and – with a whole community partnership – implementation of long-term recovery plans that will leave impacted communities with greater resiliency to future disasters.

Senior Leader’s Intent As agreed upon by the State Coordinating Officer and Federal Coordinating Officer, the Unified Coordination Group directive for FEMA-DR-4399-FL is to conduct joint (local, state, and federal) operations that facilitate an integrated recovery approach to delivery of services and programs to survivors and impacted communities while streamlining processes. The intent is to maximize the use of recovery driven outcomes; target the employment of our joint staff; and be inclusive and innovative in our execution of plans and programs to achieve outcomes that are specific, measurable, achievable, and time driven as the incident transitions from response and short-term recovery to long-term recovery.

The goal is to integrate all incident management activities from the Area Field Office (AFO), in Orlando, Florida, no later than March 2019. At this time, all functions from the AFO (Orlando) will transfer to the Joint Field Office (JFO) Tallahassee, Florida and the JFO Tallahassee will become the combined JFO for FEMA-DR-4399-FL and FEMA-DR-4337-FL. The AFO will transition to a Public Assistance Processing Center and transfer all remaining disaster related activities to Region IV no later than 18 months from the Major Disaster Declaration (April 11, 2020). At the time of closure, 95% of Project Worksheets (PWs) will be written and 90% of PWs will be obligated. All policy issues not resolved at the JFO will be addressed through coordination with regional leadership and appropriate Division Directors.

Desired End State Within 18 months of the Major Disaster Declaration (April 11, 2020), affected communities are returning to a new normal and all remaining Stafford Act related activities will transfer to Region IV, with a Public Assistance processing center established in Florida, and the majority of long-term recovery activities implemented. To ensure we meet our end state, the following seven (7) survivor-centric outcomes have been identified and must be reached to fully address survivors’ needs: • Life Safety: All persons within the threatened area are accounted for and safe. • Housing: Residents of Florida who were displaced from their primary residence are placed in

permanent housing with the future risk to housing stock reduced. • Health and Social Stabilization: Sustainable health, disability, and social service systems are

efficiently operating. • Infrastructure: Infrastructure systems statewide are restored and more resistant to future risk. • Economic Recovery: Affected economy is recovered and more sustainable and resistant to

future risk. • Natural and Cultural Resources: Natural and cultural resources are restored and preserved, and

the future risk to the environment is reduced. • Community Recovery: Improve the community’s ability to lead and manage its recovery.

III. Execution Summary

This plan supports and incorporates a whole-community approach to ensuring the needs of impacted communities and survivors are met through the delivery of Robert T. Stafford Act programs, State of Florida programs, other federal agencies’ own authorities and assistance from Voluntary Organizations Active in Disasters (VOADs). This is a joint plan and partnership between the State of Florida’s Division of Emergency Management and the Federal Emergency Management Agency.

The plan focuses on the delivery of assistance programs during the life cycle of the incident. Assistance programs will remain active throughout the incident lifecycle and joint coordination will continue after the Joint Field Office (JFO) closes. Any ongoing federal program areas will transfer responsibility to the Public Assistance Processing Center, and/or appropriate Region IV staff upon closure of the JFO. All federal program staff will continue to coordinate with state staff after transitioning out of the JFO. Ongoing 404 Mitigation program functions will be transferred to Region IV. Individual Assistance (IA) will continue to provide eligible disaster survivors with support throughout the 18 months from Presidential Declaration. All state functions will transfer back to the SEOC upon conclusion of program missions.

The Public Assistance (PA) process aims to expedite the delivery of PA grants to eligible applicants. Below is a list of the four phases of PA grant delivery.

Phase I: Operational Planning. Within this phase, the State of Florida and FEMA will identify applicants’ disaster impacts and recovery priorities. Phase I includes conducting Applicant Briefings and receiving and reviewing Requests for Public Assistance, identifying staffing requirements, and conducting Exploratory Calls and Recovery Scoping Meetings.

Phase II: Damage Intake and Eligibility Analysis. This phase involves capturing and documenting incident related damages via Site Inspections. PA Program Delivery Managers (PDMGs) will work with applicants to compile documentation for completed work and forward to the Consolidated Resource Center (CRC) for compliance and quality assurance reviews. Also, Phase II requires that Site Inspectors conduct inspections of damages with applicants and gather essential elements of information to forward projects to the CRC.

Phase III: Scoping and Costing. Validate work-to-be-completed projects for final processing. This phase focuses on gathering remaining requests for information from the applicant as well as obtaining concurrence and signature for projects (to include EHP and HM signatures) to be forwarded to the CRC for quality assurance and compliance reviews.

Phase IV: Obligate. In Phase IV, eligible projects are prepared for obligation, reviewed by the State of Florida and FEMA in the Emergency Management Mission Integrated Environment (EMMIE). Finally, a determination letter is issued when FEMA obligates the project(s). It is the intent of the State Coordinating Officer, Federal Coordinating Officer, and the Region IV Administrator to optimize outcome driven recovery strategies and minimize the federal footprint in Florida upon closure of the JFO. In addition to the objectives, program areas identified critical milestones and tasks, applicable core capabilities, responsibilities, applicable survivor-centric outcomes and start/end dates.

Concept of Operations Overall management will be accomplished through the UCG of the Florida Division of Emergency Management (FDEM) and FEMA staff at the Tallahassee, Florida, JFO until the operation transitions to the Public Assistance Processing Center or FEMA Region IV. The concept of operations addressed herein outlines a way forward to return eligible Florida communities and survivors to a self-sufficient condition via seven (7) identified survivor-centric outcomes. Survivor-centric outcomes are desired end states that reduce survivor suffering, save lives in impacted communities, and support community restoration, revitalization, and resilience to future disasters. Collectively, survivor-centric outcomes represent the concept of operations necessary to achieve the stated mission. Each of the following survivor-centric outcomes has been agreed upon by the Unified Coordination Group and will be fulfilled once all major milestones are met. Each outcome is assigned a set of milestones to which the performance of each outcome will be measured. The functional area assigned to each milestone will be the responsible element for coordinating the execution of defined tasks and sub-tasks with all assigned programs. The narratives below provide overarching goals and implementation activities for survivor-centric outcomes and lay out the milestones for FEMA-DR-4399-FL. For task actions, deadlines, and delivery storyboards, please see the appropriate Annex (A – F) specific to the survivor-centric outcome. This plan, particularly Annexes A – F, will undergo periodic review and revision, as needed, to ensure program areas are on track to meet and achieve survivor-centric outcomes. The final revision will initiate the production of the JFO Transition Plan.

Life Safety The goal of life safety is to ensure the immediate safety of all persons in the threatened area by stabilizing life safety functions and essential services. Achieving these goals will save lives, reduce risk to human health and safety, and allow recovery and restoration operations to commence.

To achieve these goals, responsible program elements will exchange important life safety information with threatened populations before, during, and after the event. Resources and equipment will be pre-staged to expedite initial response and life-saving/life sustaining operations. Federal Urban Search and Rescue will provide lifesaving assistance to local, state, tribal, territorial, and insular area authorities when requested or anticipated. Response efforts will focus on maintaining or stabilizing the most critical services and infrastructure systems to allow response operations to phase into sustained recovery. The milestones below are set and established as necessary to achieve the life safety survivor-centric outcome and desired end state. L1. Provide timely safety messaging to threatened populations. L2. Pre-stage equipment needed to support response operations. L3. Ensure emergency routes are accessible and functional. L4. Ensure emergency communications are restored. L5. Conduct and complete search and rescue operations

Housing The goal of housing recovery is to create a resilient, and accessible permanent housing stock by assisting eligible survivors with post-disaster repair, replacement, relocation, and mitigation of damaged or destroyed housing structures. Achieving these goals will ensure all displaced eligible survivors are in accessible permanent housing while the future risk to housing stock is reduced. To achieve these goals, assistance programs will provide financial assistance or direct services to eligible survivors unable to meet their needs through other means. This includes access to temporary housing and Other Needs Assistance. Housing will promote an outcome driven recovery by streamlining and simplifying disaster services for individuals and communities and by building relationships/coordinating with contributors of voluntary, faith-based, and community-based stakeholders across all levels of government. State, federal and private sector resources will be leveraged, and partnerships coordinated to support locally-driven housing recovery solutions. The milestones below are set and established as necessary to achieve the housing survivor-centric outcome and desired end state. H1. Ensure all displaced survivors are provided accessible shelter. H2. Ensure displaced survivors are matched with applicable temporary housing. H3. Utilize innovative solutions to promote the replacement of housing stock to reduce future risk. H4. Promote the replenishment of housing stock. H5. Promote the update of housing and building plans, policies, codes, and standards.

Health and Social Services

The goal of health and social services recovery is to develop sustainable health, disability and social systems through the repair, replacement, relocation, and mitigation of infrastructure. This will be accomplished by providing individual grants and services and coordinating available resources. Achieving these goals will ensure sustainable health, disability, and social service systems are in place. To achieve these goals, assistance programs will provide funding for emergency protective measures and leverage a wide range of state, federal, and non-profit resources to help restore health, educations, and social services to impacted communities. Outcome driven recovery efforts will ensure healthcare systems are made more resilient and sustainable to future risks by connecting local health and social service organizations with financial and technical resources. The milestones below are set and established as necessary to achieve the health and social services survivor-centric outcome and desired end state. S1. Ensure the restoration of healthcare and social services to impacted residents. S2. Ensure all impacted survivors have access to food, water, and other essential commodities. S3. Ensure all impacted survivors have access to medical support. S4. Ensure survivors are provided case management and necessary behavioral health services. S5. Ensure mitigation is included in healthcare infrastructure repair and restoration. S6. Ensure critical healthcare facilities have response and continuity plans.

Infrastructure The goal of infrastructure recovery is to generate more resilient infrastructure systems by providing assistance for the repair, replacement, and relocation of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit organizations as well as the mitigation of these damaged facilities from future events. Achieving these goals will ensure necessary infrastructure systems are restored and more resilient to future risk. To achieve these goals, assistance programs will maximize the use of Hazard Mitigation (HM) Section 406 while leveraging other federal funding sources such as the Community Development Block Grant for Recovery and report on results. Infrastructure will promote an outcome driven recovery by utilizing Public Assistance alternative procedures that prioritize the provision of funding for eligible permanent work of impacted communities, increase financial flexibility, accelerate delivery of assistance, and reduce the cost of assistance to the federal government. Daily debris monitoring will track and assess consolidated debris totals as a function of outcome objectives. The milestones below are set and established as necessary to achieve the infrastructure survivor-centric outcome and desired end state. I1. Ensure transportation systems are safe and cleared of debris. I2. Ensure that essential energy, water, sewage, transportation, and communication services are

Economic Recovery

The goal of economic recovery is to contribute to the protection and recovery of economic and business activities by generating more resilient infrastructure and strengthening the communities' ability to plan for and recovery from a hazard event. Achieving these goals will ensure the impacted economy recovers and becomes more sustainable and resilient to future risk. To achieve these goals, responsible program elements will integrate the expertise of the federal government to help local, regional/metropolitan, state, tribal, territorial, and insular area governments and the private sector to sustain and/or rebuild businesses and employment as well as develop economic opportunities that result in sustainable and economically resilient communities. Programs will help identify and support economic recovery strategies that integrate the capabilities of the private sector, enable strong information sharing, and facilitate robust problem solving among economic recovery stakeholders. The milestones below are set and established as necessary to achieve the economic recovery survivor-centric outcome and desired end state. E1. Work with the public sector to ensure fiscal capacity and resources to implement recovery. E2. Promote economic development incentives to be implemented in affected counties. E3. Promote the resumption of timber and agriculture, tourism, and fisheries activities. E4. Promote the resumption of normal operations for impacted, relocated, and new businesses in the

Natural and Cultural Resources The goal of natural and cultural resources recovery is to further the protection of natural and cultural resources and historic properties through appropriate response and recovery actions to preserve, conserve, rehabilitate, and restore them after hazard events. Achieving these goals will ensure natural and cultural resources are restored and preserved, and future risk to the environment is reduced. To achieve these goals, local, state, federal, and private/non-profit sector partners will collaborate on information sharing, identifying/leveraging recovery resources, and promoting common protection and preservation objectives. Environmental Planning and Historic Preservation will review project worksheets to ensure debris removal, emergency protective measures, and permanent work funds are used in a way that is consistent with federal laws to protect and/or enhance the protection of environmental and historic sites. Natural resource recovery projects with 406 mitigation funding will be tracked and assessed for compliance under the National Environmental Protection Act (NEPA). Environmental Planning and Historic Preservation will expedite and streamline the delivery of environmental assessments for individual assistance and public assistance funded projects. The milestones below are set and established as necessary to achieve the natural and cultural resources survivor-centric outcome and desired end state.

Community Recovery

The goal of community recovery is to enhance the communities’ ability to prepare for and recover from future hazard events by providing resources for identifying risks and vulnerabilities, establishing short- and long-term strategies for protecting people and property, and developing and implementing plans that will increase community resilience. Community recovery will improve the communities' ability to increase whole community capacity to respond to and recover from hazard events by participating in and supporting recovery planning, capacity building, and mitigation efforts. Achieving these goals will ensure impacted communities are able to lead and manage the recovery. To achieve these goals, programs will provide technical assistance and support to impacted communities for resilient recovery planning, recovery resources identification, project implementation, and financial/grants management. Programs will also provide assistance and guidance to long-term recovery groups as they establish bylaws and committees and assess services that may be available to aid survivors. Temporary employees will be hired from the local area to diversify the federal workforce while affording opportunities for survivors to help other survivors. The milestones below are set and established as necessary to achieve the community recovery survivor-centric outcome and desired end state.

IV. Administration Administration

The Planning Section Planning Support Unit is responsible for updating this ISP and the Operations Section is responsible for confirming completion of tasks (see Paragraph V for Coordinating Instructions).

Resources

Resources should be matched against JFO and other facilities operations and operating hours in order to scale (or “right size”) personnel to achieve the assigned tasks/activities within the established schedule. Additional capability is available through “reach back” to the appropriate program at Region IV.

Funding

The Funding Section will anticipate and support changes in services required based upon on the lifecycle of the JFO.

V. Coordination and Communication Coordination

1. The SCO and FCO provide overall management and direction for this incident through the UCG with the support of all leadership assigned to support FEMA-DR-4399-FL.

2. The Operations Section oversees the implementation of the UCG’s strategy and direction across the program areas, ensuring that program areas accomplish milestones on time and initiating corrective actions when necessary.

3. Section chiefs and program leads are responsible for implementing this plan within their program area. They are responsible for managing timely completion of tasks assigned to responsible elements. If an issue arises causing objectives not to be met, the section chief or program area lead is responsible for developing recommendations (courses of action) to address the issue. a) Utilizing the incident action planning process consistent with FEMA IAP Guide (Revised

July 1, 2015). b) Prior to the closure of the JFO, program/branch leads will coordinate with their respective

counter-parts in Region IV program offices to ensure proper transition of disaster activities/programs to Region IV divisions.

4. The Interagency Recovery Coordination (IRC) group will track progress toward each survivor-centric outcome using a project management software called MAX-TRAX. All inputs entered by IRC staff in MAX-TRAX will show a direct connection to one or more survivor-centric outcomes, thereby linking IRC activities to the ISP.

Communication 1. JFO leadership will coordinate with state and regional leadership to ensure appropriate program

implementation and resolution of policy issues. 2. The ISP for FEMA-DR-4399-FL will be unclassified and not designated as For Official Use

Only (FOUO). 3. The completed Joint ISP and any subsequent version changes will be posted on the common

drive and WebEOC.

Planning and Reporting 1. The UCG will review the Joint ISP as needed.

2. The Planning Section will facilitate meetings with the command and general staff, and program leads who have the authority to make decisions or changes to deadlines and deliverables on behalf of their program.

3. Planning meetings include review and discussion of the status of objectives and milestones, and any issues or proposed changes affecting the execution of the plan.

4. The Planning Support Unit is responsible for maintaining and updating the Joint ISP.

5. General overall plan progress and/or changes to objectives and milestones will be communicated using FCO daily reports, the Common Operating Picture (COP) report or the FEMA ICS-209 Incident Status Summary (SITREP) where necessary.

6. Functional sections and program areas will report Recovery Objectives to their Section Chiefs for inclusion in the update.

7. Functional sections and program areas will ensure that the FEMA Operations Section Chief is informed of completed assignments to facilitate Planning Section reporting requirements.

8. The formal IAP has been discontinued now that field operations have reached a steady level and replaced with periodic updates to this Joint ISP. However, should the UCG receive new missions, the IAP may be resumed. To monitor continued progress, recovery objectives will be set by the FCO periodically, approved at the Command and General Staff (C&G) Meeting, distributed internally, and reported as indicated. The Milestones Annex will also be updated.
