Terms of Reference 1 Introduction This is a Terms of Reference to recruit a Project Coordinator for Ethiopian Pharmaceuticals Supply Agency (EPSA), to be assigned for about sixteen months.

2 Background

2.1 Background information on the Global Fund The Global Fund is a 21st-century partnership organization designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. Founded in 2002, the Global Fund is a partnership between governments, civil society, the private sector and people affected by the diseases. The purpose of the Global Fund is to attract, manage and disburse additional resources to fight AIDS, tuberculosis and malaria. The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need. The Global Fund’s core principles are partnership, country ownership, performance-based funding and transparency. The Global Fund supports existing and new innovative programs both within and outside the health sector that promote public, private and nongovernmental efforts for scaling up the prevention, treatment, care and support to those that are directly affected. Programs supported by The Global Fund, in 2017 alone, provided ART to 17.5 million people, have tested and treated 5 million people for TB, and have distributed 197 million insecticide-treated nets to protect families against malaria. The Global Fund is a non-profit foundation with headquarters in Geneva, Switzerland. The Fund is accountable to its Board, the highest decision-making body, which consists of representatives of donors, recipient countries, civil society, the private sector and non-governmental organizations as well as other stakeholders from a broad range of interest groups and communities, including multi-lateral organizations. The Global Fund Secretariat is responsible for day-to-day operations, including mobilizing resources from the public and private sectors, managing grants, providing financial, legal and administrative support, and reporting information on Global Fund's activities to the Board and the public.

2.2 EPSA & Ethiopia Country Context Ethiopian Pharmaceuticals Supply Agency (EPSA) is an Ethiopian Federal Government Agency responsible for the public-sector healthcare supply chain in the country, including forecasting, procurement, warehousing, and distribution of medicines, supplies, and medical equipment. EPSA was created by decree in 2005 and has grown rapidly to fulfil its public mission. Today, its activities constitute an annual turnover of almost USD 1 billion. While the agency has made significant achievements supporting the rapid expansion of healthcare services in Ethiopia, rapid growth has brought challenges. Whereas there has been a significant increase in infrastructure and assets, business processes and systems have not kept up with this growth. EPSA Vision: “To be the most responsive and efficient pharmaceuticals supply chain organization in Africa.” EPSA Mission: “Ensure sustainable supply of quality assured essential pharmaceuticals to health facilities at affordable price through establishment of pooled procurement, robust inventory

management and distribution, effective financial management, integrated management information system, and attracting and retaining motivated and competent workforce.” A Pharmaceuticals Supply Transformation Plan (PSTP) was accepted for implementation by the Federal Ministry of Health (FMoH) after having been developed by EPSA in late 2015 and reviewed in 2018. The revised transformation plan has the following strategic objectives: Achieve financial and operational self sufficiency Ensure high levels of product availability and delivery of excellent customer service Increase the level of Supply Chain Management (SCM) expertise and provide the staff with rewarding careers Grow the business by developing a culture of flexibility, operating at international standards, to enable the agency to take advantage of new business opportunities Due to the high numbers of projects that are ongoing in EPSA, it is necessary to have a central project coordinator that works closely with the Delivery Unit that overseas all the activities. This person will be responsible to follow up activities and progresses with donors, partners and other stakeholders. The ultimate objective is for EPSA to have a dedicated individual, working within the delivery team, to be the focal point and coordinator of the Pharmaceuticals Sector Transformation Plan (PSTP) workplans, activities, timelines and partners support.

3 OBJECTIVE This TOR is aimed at recruiting a seasoned project management professional, so that EPSA can have a dedicated individual, working within the delivery team, to be the focal point and coordinator of the Pharmaceuticals Sector Transformation Plan (PSTP) workplans, activities, timelines and partners support. The ultimate objective is for PFSA to successfully implement the PSTP, raise performance levels to best in industry, have automated systems that provide full visibility and traceability and be able to meet or exceed all the EPSA key performance indicators (KPI’s).

3.1 Duties and responsibilities Ethiopian Pharmaceuticals Supply Agency (EPSA) is currently undertaking different types of projects that were strategized from the Pharmaceuticals Supply Transformation Plan (PSTP). In order to ensure the successful and orderly completion of the different projects, EPSA is looking for a skilful dynamic Project Coordinator. Under the supervision of EPSA Director General and Deputy Director Generals, the Project Coordinator will undertake the following tasks.

• Apply project management knowledge, skill and tools to project activities and help manage more efficiently and effectively workplans, budgets, activities, timelines and partners ensuring projects are delivered on time, within scope and within budget.

• Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility

• Develop project initiation documents, business cases, project charters, project management plans, project management tools, work performance data, work performance information, and lessons learned documents

• Assess and advice on any change requests

• Prepare formal proposal to modify any documents and deliverables and update project management plan and other documents accordingly

• Advice and implement approach to coordinating the different projects

• Implement Project management information system consisting of the tools and techniques used to gather, integrate, and disseminate the outputs of project management processes.

• Perform risk management to minimize project risks

• Assess and advice that actions are in compliance with EPSAs policies, plans, procedures, schedules and budget.

• Map and address stakeholder needs and expectation

• Advice and resolve issues soonest

• Allow EPSA to adapt project plans by identifying different opportunities and risks

• Develop system or tool to schedule, follow up, and report on different initiatives undertaken by EPSA, and provide visibility of the support given by different partners.

• Manage the information flow from the project to the directors and vice versa

• Advice the directors on issues that will impact the successful completion of the different projects

• Support EPSA in the implementation of appropriate procurement policies and procedures

• Coordinate with all development partners supporting PSTP and other EPSA initiatives and provide an overview of ongoing support and funding gaps

• Prepare and provide monthly progress reports on implementation status and manage timelines and scope of different implementing partners

• Monitor all project timelines, their impact on EPSA performance, especially on the KPI’s

• Provide timely advice to EPSA management on any changes, decisions or policy actions needed

• Organize and minute PSTP partners coordination meetings, and follow up on agreed actions

• Any other duties as may be assigned by the Directors

3.2 Competencies • Management professional with strong project management acumen; prior project

management experience

• Working knowledge in public and/or private sector and expertise in handling contract issues confidentially and share information to stakeholders on a need to know bases

• Ability to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, and with minimal direction/supervision.

• Excellent communication (spoken and written) skills, with the capability to articulate the project’s strategic goals into sound operating plans and processes; excellent written and oral advocacy and negotiation skills

• High proficiency with computers in particular MS Word, MS Excel, MS Outlook, project management tools, and the Internet. Advanced knowledge of working with Internet based applications and languages.

• Ability to lead and support teams

• Demonstrated ability to build and maintain working relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with government agencies and development partners

• Skilled in actively working in high-performing teams and independently deliver expected result

3.3 Educational Background The candidate for this role should have an Advanced degree in Project Management, Business Administration, IT and any another related field, in addition to other formal education The technical assistance and review will involve the following specific activities:

4 Program Management and Reporting In the first month of assignment, develop a comprehensive workplan, jointly with the delivery team, which will be approved by the Director General of EPSA. During the period of the assignment, attend key meetings, coordinate all transformation activities, monitor project progress using project management tools, and prepare monthly progress reports on all PSTP activities, KPI’s and other transformational initiatives. Towards the end of the assignment (two months to end date), prepare a comprehensive progress and final report with following key elements:

• Roadmap implementation status

• Program Progress, challenges and adjustments

• Key achievements / deliverables / impact on KPIs

• Sustainability and exit strategy

• Constraints and critical issues

• Lessons Learned

The Global Fund point of contact will be the Health Product Management Specialist (HPM) and the Supply Chain Specialist. The prime country contact will be the EPSA DG or his assigned representative

7 Reporting lines, contract administration and assignment language

During the mobilization period, briefing sessions will be organized with the selected Service Provider and EPSA and the Global Fund in Addis Ababa. The service provider will work under the direct supervision of EPSA Director General and Deputy Director Generals. Contract management will be administered by the Global Fund Secretariat in Geneva, through a specialist from the supply chain department of The Global Fund, in close collaboration with the Ethiopian country team and other departments if needed. Invoices will be submitted to the Global Fund, accompanied by proof of service delivery signed by the EPSA Director General or Deputy Director General. The working language for the assignment will be English. The language for all reports, documents and tools will be in English.

ATTACHMENT B

PROPOSAL AND EVALUATION CRITERIA

A joint Global Fund and EPSA evaluation panel will assess the extent to which proposals submitted in response to this RFP meet the evaluation criteria below. The evaluation will be divided into technical (70%) and cost (30%) factors. These factors will be evaluated relative to each other as described herein. A three-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical submission being completed prior to any price proposal being considered; and cost evaluation is only undertaken for technical submissions that obtain a minimum of 70 points out of 100. A submission which fails to achieve the minimum technical threshold may not be considered further.

The process will include interviews for the top five shortlisted candidates. The top five shortlisted candidates will be invited for face to face interviews in Addis Ababa, around mid-September 2019, following the technical and cost evaluation. The final selection will take place after the interviews.

To be considered, the bidders are invited to send the following documents:-

A. Technical proposal or application letter for individuals (Including candidate CV and copies of education certificates), altogether no more than 20 pages

B. Cost proposal

Each document should be submitted in two separate files and must include the RFP number in the subject line of the files. The file attachment size limit is 35MB.

B. Cost Proposal

Proposals will be evaluated in terms of best value to Global Fund programs, price and other factors considered. Cost proposals must be submitted in USD.

Please submit your cost proposal estimates, based on past experience, for the full time engagement in Addis from October 2019 to December 2020.

Also, please provide your proposed rates card using Attachment C and an estimate of associated expenses with supporting cost information

The cost proposal should base on a standard rate card, based on a time and materials engagement. Both the technical and cost proposals should clearly articulate any assumptions and resource requirements required from the Global Fund. The cost component must cover all the services requested in the scope of work. It must include the following:

• Number of estimated working days and daily rate;

• Any other expenses

Attachment D Conflict of Interest definition and provisions

All parties submitting a proposal in response to this Request for Proposal are obligated to disclose the existence of any perceived, potential or actual conflict of interest relating to the proposed work and/or country/countries in question in the attached Conflict of Interest Declaration Form.

Failure to fully disclose such information could lead the Global Fund to reject a proposal.

If a party has no conflict to declare and the RFP covers several countries, they may submit one form, listing all of the countries covered.

“Conflict of interest” means a situation in which an offeror, or an affiliate1 or a sub-contractor (if any) of an offeror, has interests (financial, organizational, personal, reputational or otherwise) that would or may appear to make it difficult for an offeror to fulfil its obligations to the Global Fund in the proposed role as per this RFP in an objective, independent and professional manner, or a situation in which it is reasonable to foresee that such an interest would arise.

A conflict of interest may arise in the following circumstances, which are not exhaustive:

i. an offeror has been, or is involved in the design of a proposal or a system that is the object of the proposed work under this RFP

ii. an offeror has been, or is involved in the provision of advice, technical assistance or capacity building in relation to an entity or a system that is the object of the proposed work under this RFP

iii. an offeror has had or currently has a contractual relationship with an entity that is the object of the proposed work under this RFP

iv. an offeror is the LFA for the country/countries in question

v. an offeror has submitted an expression of interest, tender, bid or otherwise indicated interest in providing services of any nature to an entity in relation to the work under this RFP and that remains valid at the time of, and for the duration of the term of this Contract.

vi. Any other situation that may cause a perceived, potential or actual conflict of interest to develop.

Disclosure of a perceived, potential or actual conflict of interest (CoI):

1. The offeror has a responsibility to fully disclose all relevant details relating to perceived, potential and/or actual CoI situations that may incur in case the offeror was awarded a contract to provide services to the Global Fund under this RFP

2. If conflicting work was performed in the past, or is currently being performed, please provide all relevant information pertaining to such work performed over the last 5 years (please also describe any significant work performed prior to that period if it was of an on-going nature which could present a perceived, potential or actual CoI in the present day.

4. As part of disclosing a CoI situation, and based on the facts of the situation, the offeror must clearly provide its assessment of the CoI situation.

5. Where a CoI situation is identified, the offeror must propose realistic and effective mitigation measures. Please note that not all CoIs can be mitigated. The Global Fund therefore requests the offeror to carefully evaluate the risk and/or the scope of the CoI before proposing mitigating measures.
