    Being in the middle of Lincoln County presents some very interesting situations between

    the northern influence of Star Valley and the southern of Kemmerer. From past

    experience I think it would be best if the Cokeville area was represented by those in the

    South Lincoln area as suggested by the Cooper/Martin plan. In the past, this type of

    representation has worked pretty well over the years. When you break off small bits of

    South Lincoln County and put it with Star Valley, the citizens of places like Cokeville are

    not even going to be heard or represented. Star Valley residents have a hard time being

    on the same page as it is.

  • I am very concerned with the plan of removing us from the Evanston area which is only 7

    miles away where there is a large amount of interactrion and putting us with Lincoln

    county which is a long distance away and with whom we have very little interaction. I

    would make it more difficult for a Representative to understand and give us

    representation.

    Our vote would be basically worthless since Almy and Hilliard would always be outvoted

    by those in Lincoln County, if as it appears from the map that Kemmerer and

    Diamondville are part of the same district.

    Yes sometimes we are outvoted by Evanston and or Bridger Valley too, but at least we

    have some commonality where we can come together.

    Please advise what is intended by putting Almy and Hilliard with parts of Lincoln and

    Sweetwater counties which we are generally disassociated with.

    The majority of the men in our town work in the Kemmerer area, not in Star Valley. It is

    bad enough that we are in their school district with no representation. It would be a

    As a voter in the great state of Wyoming that one year ago adopted the Code of the West

    as Wyoming's official state code. Were you paying Lip Service to the rural values and

    ideals that we

    the voters hold dear? Principles of State Legislative Redistricting Law states on page 1. I

    Quote: To the greatest extent possible, in establishing election districts: County

    boundaries

    should be followed. Does this mean that you can cut Weston County in half? I don't think

    so.

    This committee is not considering the rural counties. All along the East side of Wyoming

    and

    along the Montana border. What is wrong with you people. Can't you read a map. What

    you are

    doing is wrong. YOu have lied to the voters of Wyoming. How can you allow your

    Chairman to turn

    his chair around when a County Commissioner asked for permission to speak and was

    given so. Your

    Chairman should be totally replaced and not be allowed on this committee. Why aren't

    there members from rural counties in Wyoming on this committee? This isn't over. We

    the people of Wyoming will be heard.

    I firmly believe that redistricting should closely follow county lines in the state of

    Wyoming and I support Hans Hunt's proposal. This is Wyoming, land of wide open

    spaces, where the way of the West still prevails, and the Corporation committee's current

    redistricting proposal doesn't follow or preserve that philosophy. Weston County is my

    neighborhood, and smaller counties or neighborhoods such as ours deserve a strong voice

    to represent us at the legislative table. When an issue arises in our neighborhood, it is

    vital to have someone from the neighborhood who is "in the thick of it" to see the danger

    and take action, rather than wait for someone in another neighborhood to even realize

    there is a problem. Our little neighborhood is going to have different problems than larger

    and richer ones and we deserve to have a strong voice at the table presenting those issues

    over the next decade in our great Cowboy state. I have written Governor Matt Mead and

    asked for his support for the Hunt proposal and today I am asking for all of your support

    The whole redisticting for the state has become ridicules. You are disinfranchasing

    whole communities. I've listed all my reasons prevously.

    Many communities such as Meeteetse have no real connection with Hot Springs County

    major one is no

    way of getting information to the people in Meeteetse.

    I believe the committee needs to wake up to the fact we probably need more House

    Representives

    in the bigger areas. Just because you mit not have room for more seats move the WY

    House to one of the many open space buildings in Cheyenne.

    Your are not even following the Wyoming State Consitution,let alone the The US

    Supreme Court Ohio case was pertaining mostly to US House Representation,also not

    germanding districts for political advantages. Wyoming doesn't have the population to

    worrying about concerning the federal end.

    Keep Meeteetse in Park County, Shell, Emblem in Big Horn County, Shoshonie, Lyste in

    Fremont.

    The list can go on concerning the whole state.

    I have followed the redistricting proposals for a while now, including the committee

    proposal, the Cooper-Martin changes and others. One that I find a lot of common sense

    in is the one offered by Representative Hunt, a STATEWIDE plan based Counties.

    I believe, and think that the committee does as well, that Counties should be kept in tact

    as much as possible. I know that this can't always be done, but it should be the starting

    point. If a county is over or under the population required, then lines could be drawn as

    close to County Lines as possible. Doing this would help reduce the need to split

    communities.

    Bigger urban areas (Cheyenne, Casper, Rock Springs, etc.) with more than the required

    population would of course need to be split, but a Town like Diamondville (population

    less than 1,000) shouldn't have to be.

    My strongest concern is of Southwest Wyoming, where I live, but I think the plan must

    be fair to the entire state. Using the counties as a base starting point appears the best way

    to accomplish this.

    I realize these comments are coming a little late in the process, but I believe that there are

    proposals out there already that can be used with only a little fine tuning. Thank you for

    I've looked at your two plans, committee senate plan 12711 and committee house plan

    12711 and they both are acceptable. The two suggested plans southwest and southwest 2

    are both unacceptable! They both devide Sublette County and look like they are an

    attempt to manupilate and save district seats for out of county candidates. Sublette

    County should remain as one as much as possible and the the two committees (house and

    senate) have attempted to do so, congradulations to their efforts.

  • Dear Wyoming State Legislative Committee,

    My name is Cathrine Messer and I am a concerned resident of

    Lincoln County. It has recently come to my attention that there has been

    some talk of separating the Town of Dimondville and City of Kemmerer into

    new voting districts and to add Opal and Oakley to the Sweetwater County

    voting district. I strongly feel that this is a poorly thought out and selfish

    bid of a few select politicians to make sure that come next election they are

    once again voted into office. I don't see anything wrong with politicians

    being elected into office many times, however manipulating the system with

    out any regards to others is wrong. If this legislation were to pass things

    would then become very confusing for the voters of Lincoln county and would

    most likely result in fewer voters coming to the poles. This would also make

    things very difficult of the County Clerk as well, seeing as once this is

    passed we will then need three ballots for a town containing only 700 people.

    I realize that there can only be a set number of people in each voting

    district, but according to regulations Lincoln county is well within the limits

    and should therefor be left alone. Change the districts that have over or

    under the proper amount of population needed, but for those within the

    limits please don't make things confusing and difficult for the citizens.

    The Board of Weston County Commissioners is dismayed by the proposed plan offered

    by the Joint Corporations Committee regarding redistricting. The currently proposed

    Senate Plan would split Weston County between two Senate Districts, also splitting a

    School District, and make it virtually impossible for a county with a population of 7,208

    people to have even one locally elected Representative. Weston County believes this

    Senate Redistricting Plan is fatally flawed.

    There are several Redistricting Principles which we feel have not been addressed:

    1. “Avoid Voter Confusion” The currently proposed plan would split multiple rural

    counties in half or thirds, causing undue voter confusion and added election expenses.

    Currently Weston County is in one senate district, splitting Weston County between two

    Senate Districts would cause additional ballots and election judges would have to

    determine which voter should receive which ballot, raising the potential for material

    errors.

    2. “Lower election costs to local governments” The currently proposed plan would

    increase the number of ballots in many counties, including those with limited revenues

    such as Weston County. Because of the splits and additional ballots, Weston County

    would require an increased election staff which could prove to be a burden on our

    revenues.

    3. “Better connection between local governments and the legislature” Weston

    County is fortunate to have locally elected Representatives in the House and Senate. We

    know the people representing us, we voted for them. By splitting Weston County into

    two senate districts we feel our interests would go unrepresented and our voter’s voices

    would not be heard.

    4. “Community of interest” The currently proposed plans would further ostracize

    the citizens in the Northern half of Weston County from the citizens in the Southern half

    of Weston County by splitting the representation of not only the House, but the Senate as

    well. The problem lies in the “nesting”, if you do not “nest” both halves of Weston

    County within the same Senate District; School District #1 is split and this is in direct

    violation of an “essential concept” of the “Community of interest” principal. The threat

    of disenfranchising voters is a very real concern to Weston County with the proposed

    senate plan.

    5. “Avoid Gerrymandering to preserve specific legislator’s seats” Weston County is

    concerned that gerrymandering may be an issue with the proposed plans from the House

  • and Senate. There are previous versions of the currently proposed plan which include

    keeping Weston County within the same Senate District.

    6. “Preserving to the extent possible government closer to the people that they

    serve” Communities of interest are being divided in the proposed senate plan. The

    proposed plan groups the Southern portion of Weston County with Niobrara, and a

    portion of Goshen. There are vast differences in the demographic between the voters in

    the cities of Newcastle and Torrington. We are apprehensive that the interests of Goshen

    County are substantially different from those of Weston and Niobrara Counties.

    In conclusion, Weston County is not fighting to take other counties’ representation away,

    we are just asking for the opportunity to be represented and have our voices heard in our

    legislature. The Redistricting plan will be in effect for a ten year period, until the next

    census is conducted, please consider our concerns with the gravity of which they have

    been written.

    Please support the Fremont County plan or a similar arrangement to allow the Dubois

    area to have representation from elected legislators that reside within the boundaries of

    Fremont County. Because of the geographic size of Fremont it is important that citizens

    have representation where their taxes are used to provide the services.

    The designers of the Fremont County plan have spent a lot of time, effort and money at

    taxpayer’s expense to communicate the effects of redistricting to the citizens of Fremont

    County. It would be nice to see those expenditures pay off.

    I have lived in Star Valley for 5 1/2 years and feel that this is a very unique area with a

    population who shares many of the same ideals and beliefs. I would be opposed to split

    the valley into up to 3 different legislative districts, mainly because I feel that election

    districts should be contiguous, compact and reflect the interests and believes of a

    community. I know that the redistricting efforts are coming to a close, but wanted to

    appeal to the committee and the legislature as a whole not to split up our valley

    politically. We need a representative who is from our valley, and knows our special

    interests. We don't want to be represeted by someone who may not be familiar with the

    needs and wants of the citizens of our beautiful vally.

    After viewing the latest proposed Senate Committee Plan posted on the LSO website, I

    am very concerned about the voters of Weston County. I believe this plan will

    disenfranchise the voters of Weston County who currently reside within one Senate

    District. Weston County currently has a split for House Districts, however further

    alienation of the voters between the Northern and Southern half of our county would

    cause great confusion at the polling places, additional expense for each election

    conducted, and truly disenfranchise the voters in the North from the rest of Weston

    County. I understand it is a compromise and we are willing to work with the other

    counties in the state, however; this proposal would be catastrophic for the voters of

    Weston County, and decrease our chance for local representation. Weston, Crook, and

    Niobrara Counties have similar valuations and interests forming a community of interest.

    I hope & pray that you consider the principals of the re-districting. Weston & Niobrara &

    Goshen

    counties all are rural counties with rural interests. If you break these up, you are taking

    apart

    our great Wyoming culture. I see no need for Campbell county to have another

    representative at the cost of Weston County& Niobrara losing ours. We don't have the

    same interests. Please be fair

    and honest. We the voters have a say in what happens at the next elections. This is for the

    good

    of Wyoming. We don't have to break our counties up as you have shown in most of these

    proposals.

    We lost 1 representative 10 yrs ago. I don't want to lose another one.

    According to the presentation by Mr. Hunt, he states that the goal or criteria for

    redistricting is to consider eliminating "voter confusion" and considering "election

    expense".I submit that at the present time in Lincoln County there is already a vast area

    from north to south that has been considered in the present division. Cooper/Martin plan

    seems to expand this distance and their ability for representation in a negative way,

    therefore increasing "voter confusion," by convoluting the more natural political lines.

    Dividing Lincoln County in a more diverse way seems to defeat the representation that

    we presently have by putting us further from the communication with our elected

    officials. As a valley and county leave it alone.

    1. HD20 Cooper/Martin plan: This proposal would create three house districts within

    Star Valley. The way I look at it, it would divide up Srar Valley where we would not

    have much to say as a Valley of our own interests. The bottom line is that all of us, no

    matter where we live in Star Valley will feel the impact. This is a bad thing for Star

    Valley residents.

    2. Dockstader/McKim plan: This plan will keep Star Valley voters together as voters to

    help the State of Wyoming to grow and become a stronger area in Wyoming and in the

    State to deal with planning and representation and help the people of Wyoming.

    Either the proposed Cooper-Martin plan or the Clerks' plan would be a travesty for Star

    Valley. Our election district would be divided, and our interests would no longer be

    adequately represented. Districts are supposed to be contiguous, compact, and reflect a

    community of interest. With the Cooper-Martin plan or the Clerks' plan, all of that would

    be taken away from us. I urge you to consider the plan proposed by Senator Dan

    Dockstader and Representative Robert McKim to keep our House Districts 21 and 22

    together and under one Senate District. Our remote rural valley must remain intact. Our

    Dear Committee Members;

    Representation is more than having a legislator assigned to a specific number of voters. I

    believe that effective legislative representation should meet the cultural likeness of a

    group of individuals. That stated, proposals that would divide Lincoln County must be

    looked at from more than a numbers perspective. The McKim (Southwest2) Plan best

    keeps intact the common interests of the Star Valley Community. The more mining and

    oil interests of the Southeast portion of the County are best served by groupings with

    other, similar towns. This is evident in the Teton Plan, which I find next best for my

    region. Should splitting of Star Valley's common interests be necessary, I believe the

    plan most suitable would then be a clearly "Upper and Lower" Valley split, such as

    delineated in the County Clerk 2 proposal. Please do not take to carving up the Star

    Valley towns lightly: the Martin-Cooper Plan would be a terrible solution when these

    better alternatives are available!

    As a citizen of Rawlins and Wyoming, the splitting of Rawlins in the proposed

    redistricting plans is unacceptable to me.

    In reviewing the Redistricting Principles – 2011, I find that “to the greatest extent

    possible… County boundaries should be followed;” and while following census blocks

    can make following county boundaries a challenge, if one is to consider county

    boundaries it would make sense to look at a town or small city, such as Rawlins, as its

    own boundary as well.

    Then, given that the Principles first list, “Election districts should be contiguous,

    compact, and reflect a community of interest;” I do not understand how an entire

    community, a small town, especially when it does not exceed the population maximum,

    would not be considered to be contiguous, compact and a community of interest. In

    Rawlins we have one grocery outlet, now one elementary school, one middle school, one

    high school, one recreation center, one stadium; are we not an area that is contiguous,

    compact and reflecting a community of interest?

    I believe the Redistricting Principles are not being followed in their intent. Nor do the

    current proposals consider the interests of the citizens of Rawlins and Carbon County.

    I am adamantly opposed to any redistricting plan that splits the town of Rawlins in any

    manner.

    After reviewing the plans, I believe the County Clerk’s Association plan is the most

    reasonable, prudent, fair, and nonpartisan plan.

    The process for the proposed redistricting plan(s) for the Basin hasn't been conducted

    very well.

    The first time I heard about this was in November - not through the media, papers, radio

    etc. but by my wife's chance attendance of a Fremont Co. redistricting meeting! The

    process was handled poorly in regard to letting residents know what was proposed and

    allowing them to comment. One person of thirty attending the Meeteetse meeting had

    even heard about the process - no one else. I learned later there was a meeting in Powell

    last July - two people were notified and invited from Meeteetse - no one else was even

    told!

    It is apparent to me in the local meetings (that local residents organized) that the Basin's

    legislators main interest was in protecting their existing Districts by dividing up Park &

    Big Horn counties, while not touching Hot Springs & Washakie.

    Don't lump part or all of Meeteetse into HD28/SD20 - we're not in those counties; for the

    most part we don't shop in Thermop or Worland, we trade in Cody & Powell. At the

    meeting folks here were strongly opposed to ANY of the community going into those

    Districts. When residents brought up other ideas we were told in effect that Legislators

    from other counties "would never allow that." Aren't the Legislators supposed to be

    listening to the voters, not the other way around......???

    Should this Plan be forced on Meeteetse, I don't think there is anyone in urban Worland

    or Thermop that would represent rural Meeteetse adequately - even Meeteetse Town

    residents. We're not part of the the same trade area, County etc. Ag in Worland is very

    different than the the West side of the Basin - our concerns are very different than theirs.

    Come up with a plan that doesn't split our area - leave it alone. If Park County has grown,

    add another District to Park and take some out of rural Hot Springs and Washakie to

    make the numbers come out. If Hot Springs doesn't currently have enough population to

    justify a District, and Park does, that needs to be reflected in the Plan. That's what should

    have been proposed initially, if Legislators were focused on what the people want and not

    on how to re-draw the Districts just to protect the current seats.

    I would like to comment about the Cooper Martin plan and the McKim Dockstader plan.

    Star Valley does not need any more wedges dividing the people one against the other. I

    feel it would be best to keep the valley in the same district or a miniminal amount of

    division. Some of the proposals recommend that we divide Star Valley into three

    districts. That is unacceptable. Two districts is a must. So I would propose that the

    Alpine area be moved to Sublette and Teton Counties. The proposal to divide the upper

    valley to the south side of Afton would create problems in the future. We live in the

    valley, our friends live here and we would like it to remain that way. The Dockstader

    McKim plan is accetable based on the rules on concurrent bounderies. Your

    I’m troubled about the process undertaken to create the plan(s) for the Big Horn Basin,

    and how the plan(s) may affect representation here.

    Regarding the process, in the Basin some legislators went to great lengths to keep the

    districts of Hot Springs and Washakie Counties in tact, while pulling numbers (people)

    from Park and Big Horn Counties to meet the quota. I do not believe enough effort went

    into trying to follow county lines, district lines, or taking into consideration

    socioeconomic concerns, as is dictated by federal law.

    This committee is charged with 4 responsibilities. I do not believe the following 2 were

    achieved: 1) “Provide abundant opportunity for legislator and public input on

    redistricting;” and 2) “develop a database of proposed alternative redistricting plans

    which the public and elections officials would have ample opportunity to review and

    comment upon…”

    Re:#1, not only did members of the public not have abundant opportunity to comment,

    many did not know changes were proposed. Local legislators and the press let down the

    public by not getting the word out. I heard about leg. redist. in early November 2011! I

    strongly believe the process was handled poorly in regard to letting residents know what

    was proposed and allowing them to comment.

    Re: #2, many local legislators continually referred to “the plan”, not mentioning Co

    Clerk’s plan, Rep Hunt’s plan, or that there are 2 leg. plans until asked. Both leg. plans

    deal with the BH Basin the same way. That is clearly not “developing a database of

    proposed alternative redistricting plans...”.

    The plan(s) split the Meeteetse Community in 1/2. When Meeteetse residents opposed

    this, some legislators suggested all of Meeteetse go into HD28/SD20. It did not seem to

    matter that folks in Meeteetse are strongly opposed to ANY of the community going into

    HD28/SD20.

    When Meeteetse folks suggested ideas contrary to “the plan”, some legislators said,

    “Fremont County would never allow that” or “Teton County would never put up with

    that.” Simply because Meeteetse is a small, rural area, please do not make the mistake of

    assuming we don’t count. Our input matters as much as anyone else’s in the state.

  • Requirements for redistricting include districts being “contiguous, compact, and

    reflecting communities of interest”. The plan(s) to split Meeteetse, or put all of Meeteetse

    into HD28, etc. are contiguous, but not compact, and certainly do not reflect a community

    of interest – quite the opposite.

    I am concerned about the attitude of some legislators - that they know what’s best, and

    we should just live with it. That attitude is reminiscent Washington, and characteristic of

    flawed government. I strongly urge you not to follow Washington’s lead with this

    attitude.

    I do not believe most senators or representatives living inside the towns of

    Worland/Thermopolis can/will adequately represent rural folks in Park Co. They do not

    know who I am, what I do, or legislation that may help/harm me.

    My proposal:

    1) Do not split Meeteetse

    2) Do not put any of Meeteetse area into HD28/SD20

    3) Instead of legislative districts in Hot Springs, Washakie and Big Horn Cos. taking #s

    out of Park Co., I propose Park Co. add 1 senate & 2 house dists that take in parts of Big

    Horn, Washakie and Hot Springs Counties, eliminating 1 senate and 2 house districts in

    the eastern basin.

    4) Make the town of Cody & most of North/South Fork into 1 senate and 2 house dists,

    while expanding the rest of Park Cos. rural area to include parts of Big Horn, Washakie

    and Hot Springs Cos. as needed to fill the quotas. This would be similar to the plan for

    HD47/15 in Southern Wyoming. That would make the house districts in Park County

    contiguous, compact and reflect a community of interest. Keeping urban folks together

    and rural folks together makes more sense than the current plans.

    12/6/2011 meeting. Because the Corporations, Elections & Political Subdivisions

    Committee is meeting on 12/5 & 6/2011 in Cheyenne to further discuss the development

    of a Legislative redistricting plan, I am sending it before the Council acts upon it.

    Because the City of Rawlins with a 2010 population of 9,259 is very close to the ideal

    population of 9,394 per House District and that a community of common interest exists

    for residents within the City that it should be represented by the same House District

    Representative.

    A RESOLUTION OF THE RAWLINS CITY COUNCIL SUPPORTING THAT THE

    CITY OF RAWLINS BE KEPT WHOLE IN THE LEGISLATIVE REDISTRICTING

    PROCESS AND THE RAWLINS CITY COUNCIL SUPPORT THE WYOMING

    COUNTY CLERK’S ASSOCIATION REDISTRICTING PLAN.

    WHEREAS, Article 3, § 48 of the Wyoming Constitution requires that the

    legislature redraw the state into legislative districts at its first budget session following

    the federal census; and

    WHEREAS, the most recent United States Census was taken in 2010; therefore,

    the first budget session following will convene February, 2012; and

    WHEREAS, the City of Rawlins has a population of 9,259 residents according to

    the 2010 United States Census which is within 5% of the population required for each

    House district for the redistricting plan within the State of Wyoming for 2012, and

    WHEREAS, the City of Rawlins feels that a community of interest exists for

    residents within the City who should be represented by the same House Representative,

    and

    WHEREAS, representing the Carbon County as a whole, the Carbon County

    Council of Governments (CCCOG) an organization consisting of elected officials from

    Carbon County and each municipality within including Baggs, Dixon, Elk Mountain,

    Encampment, Hanna, Medicine Bow, Rawlins, Riverside, Saratoga, and Sinclair and

    during its November 16, 2011 meeting, the members present constituted a quorum and

    unanimously voted that during the redistricting process that Rawlins be kept whole and

    All my life people have asked me where I live. When I say "Afton", most of have never

    heard of it. When I say "Star Valley" they all know where I mean. Star Valley is an

    amalgam of many small communities that share a distinct sense of unity in a larger body.

    From Alpine to Smoot, we all consider ourselves residents of Star Valley, second to the

    small towns we reside in. Apparently some people in Cheyenne who are considering

    splitting our valley with redistricting and giving our voice to those who do not consider

    themselves residents of Star Valley have no concept of our home or the people here.

    Election districts should be contiguous, compact and reflect a community of interest.

    Should our valley be divided in the ways proposed, our election district will be none of

    those things. I strongly support the redistricting plan presented by Representative McKim

    and Senator Dockstader. Please give their proposal due consideration on try to fragment

    one of the more tightly knit communities in Wyoming by sowing political discord with

    unfair and illogical redistricting.

    To the Joint Corporations, Elections, and Political Subdivisions Committee:

    Sublette County, which provides approximately 20% of the tax revenue to the State of

    Wyoming, presently has no one living in Sublette County who serves in the State House

    or the State Senate to represent the people of Sublette County. Even though the

    population of Sublette County has more than enough people to make up a state house

    district, under the presently favored plan for redistricting, Sublette County will once

    again be chopped up to where most likely, neighboring counties will end up electing one

    of their own residents to represent them plus a portion of Sublette County.

    I believe that Sublette County should have a state house district within the borders of

    Sublette County for the following reason:

    First, a significant part of the State’s revenue is generated in Sublette County. Not only

    in terms of moneys generated for educating the State’s youth, but also the State’s general

    fund. I believe that a Representative from Sublette County should have a voice in how

    the moneys are spent.

    Second, the people of Sublette County are directly affected on a daily basis with

    increased infrastructure, environmental impacts and the mediation involved with those

    impacts, as well the increased demands placed on our local government and public

    service entities. We need someone from Sublette County in the State Legislature

    working to ensure that the issues that impact Sublette County are adequately addressed.

    Finally, I believe in the idea that as population with in the State shifts from one area to

    the next, representation should shift as well. I also realize that if Sublette County

    receives its own representative, that one of the current Representatives will lose his or her

    job. It has happened before and will happen again, and it is necessary if people are to

    truly have representation.

    When considering the two newest plans that deal with Sublette County, I have a couple of

    questions about the Southwest Alternate plan. First, why split a community of interest in

    Southwest Sublette County. Second, why is Northern Lincoln County split as it is drawn

    in this plan, if “election districts should be contiguous, compact, and reflect a community

    of interest”. I don’t understand the reasoning for this, unless, it is to protect a current

    seat.

    Meeteetse does not have any connection to Hot Springs County. How can the elected

    competed for monies and issues againist the other counties in the Big Horn Basin that our

    legistlators of Park County understood the issues,whereas someone in Hot Springs would

    definitly support their people

    we would not be fairly represented by Hot Springs legislators.

    During the process of redistricting please bear in mind that communities and counties are

    important. As a former resident of Cheyenne I am well aware of the problems associated

    with making sure everybody has equal representation. For instance, in Cheyenne,

    residents south of Pershing have quite a different perspective than residents north of

    Pershing but both perspectives need a voice in state government. Many people, in

    Wyoming, identify with the county in which they reside and don't want to be represented

    by somebody in an adjacent county. In Linclon Co. it would be wrong to make the

    districts so that Star Valley could be dominated by Teton Co. or even the Kemmerer area.

    It would also be wrong for Star Valley to be able to dominate the Kemmerer area.

    You have a difficult job but please make all possible effort to keep neighborhoods,

    communities and counties intact.

    According to every thing we read that should be guidlines for redistricting, districts

    question why Star Valley, a 50 mile long community, is being considered by one plan to

    I have attended many of the meetings on redistricting of Fremont County. I understand

    the reasoning behind putting the voting citizens east of Boysen Reservoir into Hot

    Springs County. My residence is west of Boysen Reservoir, so I am not affected by this

    change if I want to seek elected office in Fremont County. The Shoshoni and Lysite

    voters who have talked to me are well informed, but they also do not want to see their

    area in HD 34 become part of Hot Springs County. We have appreciated Senator Geis

    and Representative Quarberg traveling to meetings in Shoshoni to reassure that they will

    represent our issues. There are competent citizens in this area who would like to run for

    office, and they recognize that it will be very difficult to be elected by voters in a

    different county. Just as eastern Wyoming has said to not put their rural districts into

    heavily populated urban areas, I am asking you to not do that to eastern Fremont County

    voters.

    Thank you for your consideration of my comments. Our ranch was homesteaded in 1906,

    on lands now inundated by Boysen Reservoir through use of eminent domain. Many of

    the ranches in eastern Fremont County are centennial ranches ie Philp, Ramage, Linn

    (Picard), Spratt, Thoren, Frank, Fuller and Hendry, though his residence is in Natrona

    County on the Badwater. They are now being asked for purposes of legislative

    redistricting to consider themselves part of Hot Springs County. Again thank you for

    I urge you to support the McKim/Dockstader plan for redistricting in Lincoln County.

    My family lives in Fairview, 5 miles from Afton and 105 miles from Kemmerer. We live

    here, we work here, we volunteer in the community here, we attend social, athletic, and

    cultural events here. We own a ranch here, and are 3rd generation owners of that ranch.

    Our children and grandchildren attend school here. We strongly feel we should be

    represented by our neighbors, Mr. McKim and Mr. Dockstader. They really value what

    we value; they know us and we know and trust them! How could we be fairly and

    honestly represented by people who don't even know (or probably care) about our

    concerns?

    Star Valley is a "like community". Through the years, we have been somewhat isolated

    from the rest of the state, and have learned to count on each other, to believe in each

    other, and to be unified. It is simply foolish to divide up Star Valley into 3 districts. We

    are a "community", and should not be divided!

    Please do what is best for all of us here in Star Valley and support the

    McKim/Dockstader plan for redistricting.

    The current redistricting map is touted as the preferred solution. It shows Star Valley

    being divided into three Representative Districts and two Senate Districts. This seems to

    make it more difficult for us as citizens to elect responsible “home town” individuals to

    represent us. Our Senator Dan Dockstader and Representative Robert McKim have a

    better plan where Star Valley is divided into two Representative Districts and one Senate

    district. They have based their solution on the number one principle of Wyoming’s
