TRICARE PHARMACY COPAYS. New copayments for prescription drugs covered by TRICARE will go into effect February 1, 2013. The Fiscal Year 2013 National Defense Authorization Act requires TRICARE to increase co pays on brand name and non-formulary medications that are not filled at military clinics or hospitals. There is no increase to co pays for generic medications. TRICARE Pharmacy co pays vary based on the class of drug and where beneficiaries choose to fill their prescriptions. The co pay for generic medications stays at $5 when a prescription is filled at a network pharmacy. There is no co-pay when generic prescriptions are filled through TRICARE Home Delivery. The new co pay for a 30-day supply of a brand name medication purchased at a retail network pharmacy will be $17, up from the current $12. Beneficiaries using TRICARE Home Delivery will pay $13 for brand name drugs, up from $9. However, the Home Delivery price is for a 90-day supply. The greatest change in co-pays applies to non-formulary medications. The $25 co pay for these drugs increases to $44 at retail pharmacies and $43 through Home Delivery. The TRICARE Uniform Formulary is a list of all the medications TRICARE covers. For fiscal 2014 and beyond, the new law directs that co pays increase annually by the same percentage as retiree cost-of-living adjustments. In years when a COLA increase would total less than a dollar, it will be delayed a year and combined with the next adjustment so increases will always be $1 or more. Pharmacies at military hospitals and clinics will continue to provide medications with no co pays. Visit www.TRICARE.mil/pharmacycosts for more details. TRICARE DENTAL. Dental benefits for military retirees and their families have been provided under a contract with Delta Dental California since 1988. The plan has a network of more than 100,000 civilian dentists and provides coverage under “basic” and “enhanced” plans in all 50 states and the District of Columbia, US territories and Canada. There is an annual deductible of $50 per person up to a cap of $150 total per family. The annual maximum benefit is $1200 for most covered services. Diagnostic and most preventive services don’t count towards deductibles and maximums. Premiums are based on five pricing regions and the enrollee’s ZIP code, and are adjusted every October 1. In Charleston, South Carolina for example, the monthly premium is $35.36 for one person, $68.93 for two people, and $114.64 for a family of three or more. When you enroll, you must pay two months’ worth of premiums in advance. Initial enrollment is for 12 months, and you then have the option to continue on a month-to-month basis. Not only can the monthly premium be deducted from your retired pay, but federal law requires such deductions for retirees. You can find out more at the program’s official site, www.trdp.org. MAIL-ORDER PHARMACY REFILLSTo make up the lost revenue from capping co-pays at lower rates, the new law requires TRICARE for Life-eligible beneficia-ries to try using either military pharmacies or the mail order system for refills of maintenance medications for at least one year. After a year, they can opt out and go back to using the retail system for all refills if they choose. This new requirement likely will take effect sometime in March 2013. The law estab-lishes requirements to ensure no one is turned away at retail pharmacies without enough medications to last until a mail-order account is established for them. It also gives DOD authority to waive the requirement for selected medications (for example, many generics likely will be exempted, because they cost no more in retail pharmacies) or beneficiaries (e.g., nursing home patients).

PAPER CHECKS TO ENDYou are reminded that the Department of the Treasury recently announced that all payments from the federal government must be made electronically and not by paper check, beginning March 1, 2013.
