    Project Summary

    "Strengthening Households Ability to Respond to Development Opportunities II (SHOUHARDO II)Program, funded by USAID and the GoB. The Program will operate in 11 districts of the north char, midchar, haor and coastal areas of Bangladesh for a period of 5 years starting from June 2010. The overallgoal of SHOUHARDO II is "to transform the lives of women and men in 370,000 households in 11 of thepoorest and most marginalized districts by reducing their vulnerability to food insecurity". The Programwill target the poor and extreme poor populations and address availability, access and utilization issues offood insecurity as well as the underlying causes, which include social injustice and discrimination andheightened vulnerability to natural disasters and climate change. Over the next five years, the Programwill expand its approaches to address sustainable food security, with support from government serviceproviders and greater private sector engagement with the poor population of Bangladesh. The programwill be implemented in 10% area by CARE directly and rest 90% area through partnership with qualifiednational NGOs.

    Position Title, Location & Contract Duration

    Knowledge Management Coordinator (1 position, Dhaka)

    The duration of the proposed contract is up to May 2015.

    I. Job Summary:

    The Knowledge Management Coordinator is part of the SHOUHARDO II Senior Management Team and islocated at CBHQ. The Knowledge Management Coordinator is overall responsible to produce high quality,reliable, and efficient information systems tailored to the needs of different levels of management andoperational staff. S/he will promote the SHO II brand through developing vibrant relations with appropriatedevelopment agencies, both international and national; and production of high quality relevant material togenerate interest in the development field.

    II. Responsibilities and Tasks:

    - Describe the major responsibilities, principal tasks, competencies and end results for which the positionis accountable (try to limit responsibilities to five). List the responsibilities in the order of importanceand state the percentage of time the employee spends on each responsibility during a typical year.

    -Employees who supervise other regular employees on a continuous basis should have StaffManagement as the number one Job Responsibility. The general rule of thumb for percentage of timefor management of others is 5% per direct report. Example: If a supervisor has six direct reports thenat least 30% of his/her job should be allocated to supervising those employees.

    Responsibility # 2: Coordination of the learning system of the SHO II Program

    Provide strategic guidance to the Advocacy Manager setting an effective visionand goal to further the advocacy agenda of the Program and the CO as needed

    Work with the Regional Offices, and the various technical units of the HO toidentify advocacy agendas and to construct and take forward effective advocacycampaigns

    Produce regular reports, documentation and analysis for raising cross-learningand sharing within the program, donor, and the GoB

    Responsibility # 3: Coordination of the Publications Unit of the SHO II Program

    Ensure the Publications Manager works closely with the M&E Coordinator andother relevant staff to implement information systems which routinely surfacesbest practices and other actions which can be considered as lessons

    Develop the capacity of staff involved in the reporting system for them to producequality reports

    Manage the production of high quality publishable material on a regular basis

    Publish SHO II material in international and national relevant journals andpublications

    Responsibility # 4: Help promote the profile of SHO II among appropriatedevelopment agencies

    Organize events inviting donors, GoB counterparts, NGOs, other civil society, and

    private sector for information interchange sessions Maintain a network of relevant and high profile development practitioners with

    whom information is frequently exchanged

    Follow carefully all USAID and CARE requirements in the production ofdocumentation

    Regularly monitor documentation being worked on to ensure all complianceissues are being maintained

    III. Reporting:

    The Knowledge Management Coordinator reports directly to the Chief of Party. The KnowledgeManagement Coordinators direct reports are the Advocacy Manager, and the Publications Manager.

    IV. Working Condition:

    The Knowledge Management Coordinator is based at CBHQ, with approximately 25% field travel.

    V. Qualification:

    10 years professional experience at a senior management position in Knowledge Management andLearning

    Good Graduate degree or higher in any discipline

    These requirements will be relaxed for truly deserving candidates

    VI. Core Competencies:

    Excellent verbal and written communication skills in English and Bengali

    Demonstrable experience of publishing high quality reports and articles

    Good knowledge of software packages

    Excellent team player and building relationships

    The Knowledge Management Coordinator is authorized to

    communicate directly with USAID to best understand their needs for information, as well as updatethem on information as directed by the Chief of Party

    communicate directly with external stakeholders in organizing events to promote SHOUHARDO IIsprofile and learnings

    communicate with program and country office staff on a regular basis to produce best results

    VIII. Contact Key Relationship:

    At a country office level: the Program Development Director, the Program Quality Director, and the ACD-Programs.Within SHOUHARDO II: the Deputy Chief of Party, the National Technical Coordinator, the HumanitarianAssistance Coordinator, the Resource Management Coordinator, and the Regional Coordinators.Others: The Knowledge Management Coordinator will also maintain close relations with USAID, as well asthe implementing and technical partners, and when needed with the GoB.

    Candidates need to be highly motivated and committed to CARE Bangladeshs vision, mission,and long term development work to significantly improve the lives of the most vulnerable and

Candidates must be capable of displaying great learning agility, support andencouragement of knowledge sharing across projects, to the ultimate benefit of all of CAREs missionwide initiatives.This is an interesting time in the development of CARE as an organization which is shifting towards aprogram approach where it has developed longer-term impact visions to have MORE sustainablechanges in the lives of the extreme poor and marginalized. CARE is looking for a KnowledgeManagement Coordinator who will play a key role in the leadership of the SHOUHARDO II Program whilstat the same time building a learning culture that promotes knowledge sharing across CARE andexcellence.

    Compensation

    Monthly gross salary is Taka 91,267 plus other admissible benefits as are per policy. Salary isnegotiable for highly deserving candidates.
