Minutes of the 14th meeting of Special Committee for Interlinking of Rivers (ILR) held under the Chairmanship of Shri Nitin Gadkari, Hon’ble Minister WR, RD & GR on 17th January, 2018 at Vigyan Bhawan, New Delhi

The fourteenth meeting of the Special Committee for Interlinking of Rivers (ILR) chaired by Shri Nitin Gadkari, Hon’ble Minister for Water Resources, River Development and Ganga Rejuvenation (WR, RD & GR) was held on 17th January, 2018 at 12:00 hours at Vigyan Bhawan, New Delhi. Shri Arjun Ram Meghwal and Dr. Satya Pal Singh, Hon’ble Ministers of State for WR, RD & GR; Shri Dharam Pal Singh, Hon’ble Minister of Irrigation, Government of Uttar Pradesh and Shri T. Harish Rao, Hon’ble Minister of Irrigation, Govt. of Telangana and Members/Special Invitees and Representatives from various Central Government and State Government organisations attended the meeting. The list of the Members/Invitees and other participants who attended the meeting is placed at Annex-I.

Shri Sanjay Kundu, Joint Secretary (RD&PP) and Director General, NWDA

welcomed the Hon’ble Minister for WR, RD & GR, other Hon’ble Ministers and participants and stated that inter- basin water transfer played important role in the development and modernization of USA (California), Spain and other countries. In India also, inter basin water transfer is necessary for optimum utilisation and development of our water resources. He expressed hope that under the leadership of Shri Nitin Gadkari, Hon’ble Minister (WR,RD & GR), ILR programme will soon be taken up for implementation. He then requested Hon’ble Minister for WR, RD & GR and Chairman of the Committee to give his opening remarks.

At the outset, Shri Nitin Gadkari, Hon’ble Minister for WR, RD & GR

extended a warm welcome to all the Members/ Special Invitees of the Special Committee and other participants in the meeting. He mentioned that ILR programme is very important for enhancing water and food security of the country and essential for providing water to water short/ drought prone areas. He stated that goal of the Union Government is to enhance agricultural production and double the farmer’s income by the year 2022. The micro-irrigation, use of modern technology and effective water management would play crucial role in achieving this goal. He mentioned that the agricultural by-products can be used for production of bio-fuels.

He added that ILR projects envisage that the surplus water available in

Himalayan Rivers will be transferred to the water short/ drought affected areas of the Peninsular India. However, in some Peninsular rivers, huge quantities of water drain unutilized into the sea which should be seriously considered for transfer to other water short/ deficit areas of the Peninsular India. He indicated that large quantity of Godavari river water is flowing to sea unutilised every year which can be diverted to

Krishna, Pennar and Cauvery river basin and to further south to meet the water needs of drought prone areas of Southern States. He requested Hon’ble Ministers of various States to identify the river basins which are surplus in water availability in their States after meeting all demands and can be transferred to water deficit areas so that drought in those areas can be mitigated, agricultural production could be increased, resulting into the upliftment of socio-economic profile of the society. He stressed on the need to develop consensus amongst the concerned States so that the water draining unutilized into the sea could be utilised for the needy areas. The implementation mechanism for interlinking of rivers is to be made robust by addressing rehabilitation and resettlement (R&R) of the affected people appropriately. He stressed the need to evolve better financial models for implementation of the ILR programme, such as procuring low interest funds from international agencies, and assigned the task of developing robust financial model, including foreign funding, to the Secretary-WR, RD & GR.

Hon’ble Minister stated that he held a meeting on 16th January 2018 in the

Ministry to review the status of Ken- Betwa Link (KBLP), Par – Tapi – Narmada link (PTNLP) and Damanganga – Pinjal Link projects (DPLP). Officers of concerned States were present during the meeting. Regarding KBLP, Hon’ble Minister indicated that all the clearances have been obtained. He suggested that implementation of the main components of KBLP will be by Government of India through a Special Purpose Vehicle to be set up for this purpose. Hon’ble Minister requested State Governments of both Maharashtra and Gujarat to convey their consent for signing of MoU for implementation of PTNLP and DPLP and State Governments of MP and UP for signing of MoU for implementation of KBLP.

Hon’ble Minister desired that bar charts for implementation of priority link

projects be prepared and a Project Management Consultant be identified. He requested the State Governments to explore the possibility of external funding for timely completion of the projects so that the project could be taken up for implementation and further time and cost overrun could be avoided.

Hon’ble Minister (WR, RD & GR), thereafter, requested Director General,

NWDA to take up the agenda of the meeting for discussion. The DG, NWDA briefly summed up various points highlighted by Hon’ble Minister in his opening remarks and assured him for appropriate action on them. He asked Shri R.K. Jain, Chief Engineer (HQ), NWDA to take up the agenda items for discussions.

Item No.14.1: Confirmation of the minutes of the 13th meeting of the Special Committee for Interlinking of Rivers held on 27th July, 2017 at New Delhi

Chief Engineer (HQ), NWDA informed that the minutes of the 13th meeting of

Special Committee for Interlinking of Rivers (SCILR) held on 27th July, 2017 at New Delhi were circulated to all the Members vide letter dated 28th August, 2017. No comments were received from any of the Members. Representative of Government of Kerala mentioned that they had sent their comments which cover various issues including inter-state issues to which NWDA pointed out that no such comments were received from them. Representative from Kerala assured that the same would be sent to NWDA again. Hon’ble Minister suggested holding inter-state meeting with Tamilnadu and Kerala to resolve inter-state disputes. Finally the minutes of the 13th meeting as circulated were confirmed.

Item No.14.2: Follow-up action on the decisions taken during the last meeting Item No.14.2.1: Report of Legal Group Constituted under Task Force for ILR

Chief Engineer (HQ), NWDA informed that a Group on Legal Aspects was constituted by Task Force for ILR under the Chairmanship of Shri A.D. Mohile, former Chairman, CWC. The Group completed its assigned task and submitted its report to the Chairman, Task Force for ILR on 23.05.2017. The Report was discussed in the meeting of the Task Force and as per its decision, NWDA obtained opinion from Prof. Madhava Menon, a renowned Legal Expert on the recommendations of the Group. The views of Prof. Menon were discussed by the Task Force for ILR in its 8th meeting held on 15th Sept, 2017. After detailed discussions, it was decided by the Task Force that a white paper/status paper on implementation of ILR programme would be brought out by NWDA for consideration of the Task Force. Accordingly, the said white paper/ status paper is being prepared by NWDA and will be placed before the Task Force for ILR for consideration.

Item No.14.3: Ken-Betwa Link Project Phase-I – Status of various statutory

clearances

It was informed that the statutory and other clearances of Ken-Betwa link project, except that of Central Empowered Committee of Hon’ble Supreme Court had been obtained by NWDA. The project was discussed in the meeting taken by the Hon’ble Union Minister (WR, RD & GR) on 16.01.2018. As decided, the project would be implemented with phase I & II together. Hon’ble Minister (WR, RD & GR) informed that MoU to implement the Ken-Betwa link project is likely to be signed soon. Hon’ble Minister of Irrigation, Government of Uttar Pradesh congratulated

Hon’ble Union Minister (WR,RD&GR) for expediting 25 year long pending Ken-Betwa link project which is aimed at eradicating drought conditions and bringing prosperity in Bundelkhand region. He also mentioned that Government of Uttar Pradesh has worked out a programme to revive the rivers which have disappeared in the past to bring them to life. He also stated that State Government is providing 80% subsidy to farmers to promote micro-irrigation. Hon’ble Union Minister (WR,RD&GR) desired that success story of micro-irrigation system in Madhya Pradesh should be captured in a CD and circulated among other States for promoting micro-irrigation. He also desired that “Best practices for irrigation” being followed in different States, alongwith success stories should be placed on Ministry’s website.

Item No.14.4: Ken-Betwa Link Project Phase II – Present Status of DPR It was informed that the DPR of Ken-Betwa Link Project Phase-II was sent to States of Madhya Pradesh and Uttar Pradesh in January, 2014. The DPR of KBLP Phase II which now includes Lower Orr, Kotha Barrage and Bina Complex is under techno-economic appraisal with Central Water Commission. Further, after accounting for left out areas in Ken Command, total CCA to the tune of 4.47 lakh ha in Madhya Pradesh will be covered in the command area using micro-irrigation techniques. Item No.14.5: Damanganga-Pinjal and Par-Tapi-Narmada Link Projects –

Present Status of DPRs

Chief Engineer (HQ), NWDA informed the present status of various clearances of Damanganga-Pinjal Link Project and Par-Tapi-Narmada Link Project is given in the agenda notes. He stated that Hon’ble Minister had a meeting on 16th January 2018 at New Delhi and reviewed the status of Par – Tapi – Narmada link (PTNLP) and Damanganga – Pinjal Link projects (DPLP). Officers of Governments of both Maharashtra and Gujarat States were present during the meeting. Government of Gujarat was requested to give their views on compensating the Maharashtra State in Tapi basin in lieu of water generated from Maharashtra catchment considered for diversion for utilisation in Gujarat State through PTNLP. With a view to expedite implementation of PTNLP and DPLP, it was decided that NWDA will work on obtaining various clearances in respect of both PTNLP and DPLP. Hon’ble Minister requested State Governments of both Maharashtra and Gujarat to convey their consent for signing of MoU for implementation of PTNLP and DPLP. Hon’ble Minister advised NWDA Officers to visit the concerned authorities of both the States of Gujarat and Maharashtra to resolve the residual issues, if any, and fix up the date for signing the MoU for implementation of both these projects.

Item No.14.6: Surplus water in River basin for Interlinking of rivers

It was informed that as decided by Special Committee in its 8th meeting, the Task Force on ILR deliberated on the issue of surplus water and guidelines of NWDA for carrying out water balance study in a river basin in its various meetings. The representatives of various State Governments were also invited in these meetings for obtaining their views. The guidelines for carrying out water balance study in a river basin were modified after considering the views of various States Governments and other stakeholders. These modified guidelines were approved by Task Force in its eighth meeting held on 15.09.2017 and a copy of the same was placed with Agenda. Representatives of Kerala and Tamil Nadu mentioned that they had offered their observations, but their views were not taken into consideration. It was clarified that views/observations/suggestions of all States including that of Kerala and Tamil Nadu were duly considered by the Task Force. Hon’ble Union Minister and Chairman of SCILR advised to invite the two States in the next meeting of Task Force on the ILR and consider their views and clear their doubts, if any.

Item No. 14.7: Status of Intra-State link proposals

Chief Engineer (HQ), NWDA informed the Special Committee about the detailed status of studies of Intra-State links as given in the agenda notes. Representative of Tamil Nadu requested for providing a copy of the DPR of Ponnaiyar-Palar intra-State link after the same is finalized.

Representative of Government of Karnataka mentioned that Karnataka State

has taken up Yettinhole Project to meet the drinking water needs of drought prone districts by utilizing the surplus flow of tributaries of Netravati River during monsoon season. The catchment area under that proposed Netravati-Hemavati link falls within the catchment area of Yettinhole Project. Further, it has been requested to consider these projects as a National Project. He requested NWDA to prepare pre-feasibility report of Aghnashini-Varda intra-State link of Karnataka.

Representative of Jharkhand mentioned about 3 Intra-State links proposed by

them. Chief Engineer (HQs), NWDA informed that pre-feasibility reports of 3 links viz; Barakar-Damodar-Subarnarekha, Sankh-South Koel and South Koel-Subarnarekha links are ready. All these links have inter-State implications and therefore, before taking up their DPRs, consensus of co-basin States of West Bengal and Odisha is necessary. Further, in case of Barakar-Damodar-Subarnarekha link project there is increase in upstream utilisations at proposed Barakar dam and surplus water for transfer through the link is not available. In case of Sankh-South Koel and South Koel-Subarnarekha links, NWDA is carrying out simulation studies at proposed

Bartoli and Padyar barrages through NIH Roorkee. Secretary (WR, RD & GR) desired to resolve all hurdles for taking up these DPRs in the interest of increasing overall irrigation potential of Jharkhand State.

Hon’ble Minister (WR, RD & GR) desired that NWDA officials should have

discussions with Jharkhand State Government at Ranchi to sort out their issues. Hon’ble Minister (WR, RD & GR) directed NWDA to prepare a profile of

intra-State Link Projects by prioritizing them as priority-I and II on the basis of their bankable DPRs.

Item No.14.8: Restructuring of National Water Development Agency

It was informed that the Report of the Sub-Committee for Restructuring of National Water Development Agency was submitted to the Ministry of WR, RD&GR in September, 2015 which was also presented before Hon’ble Minister (WR, RD & GR) on 30th May, 2016. After the presentation, Hon’ble Minister (WR, RD & GR) directed that immediate restructuring of NWDA may be expedited by MoWR, RD & GR. A presentation on restructuring of NWDA was also made to the Secretary (WR, RD & GR) on 8th December, 2016 during which NWDA was advised to review the manpower requirement considering that certain works/activities could be outsourced. NWDA has submitted the revised requirement of additional staff on 17.5.2017. Ministry in December, 2017 informed that restructuring of NWDA shall be taken up along with overall restructuring plan for ILR. Keeping in view the importance of priority ILR projects i.e. KBLP, PTNLP and DPLP to be taken up for implementation and other works being carried out by NWDA, Hon’ble Minister (WR, RD & GR) advised that Secretary (WR , RD, & GR) may reconsider the immediate restructuring of NWDA.

Item No. 14.9: Constitution of Group on Financial Aspects under TFILR Chief Engineer (HQ), NWDA informed that on the recommendation of the

Task Force for ILR, Ministry of MoWR, RD & GR constituted a “Group on Financial Aspects under Task Force for Interlinking of Rivers” headed by Dr. Prodipto Ghosh, Former Secretary to the Govt. of India and Member of the Task Force to look into the financial aspects of various inter-basin water transfer links identified by NWDA and to suggest funding pattern for implementation of these links. Four meetings of this group have been held so far. During these meetings, the Group discussed the modalities as how to proceed, the procedure/method to work out the cost of total ILR programme and various options of funding.

Hon’ble Minister (WR, RD & GR) desired that NWDA should convene a meeting with Chairman/Members of the Group for further guidance. In this meeting, he would like to invite leading bankers of the country and international agencies. Item No. 14.10: Consideration of Interlinking of Rivers (ILR) Projects as

National Project

Chief Engineer (HQ), NWDA informed that to put the implementation of ILR projects on fast track, it is essential that these projects are provided proper funding pattern to ensure timely availability of funds. KBLP was declared as national project with 90% (Centre): 10% (State) funding pattern in 2009. Other ILR projects should also be included in the list of national projects. Hon’ble Minister (WR, RD & GR) emphasized the need of exploring innovative ways of funding the ILR projects so that the timely availability of funds could be ensured for completing the project on schedule.

Secretary (WR,RD&GR) informed that present funding pattern for National Projects is 60% (Centre) : 40% (State).

Representative of Government of Tamil Nadu mentioned that the schemes

under Peninsular components be declared “Projects of national importance” because it would help them in obtaining clearances/ getting funding for the projects.

Keeping in view that the ILR projects will be providing huge benefits to the

nation, Special Committee for ILR recommended that ILR projects be included in the list of National Projects with 90% (Centre): 10%(State) funding pattern.

Item No. 14.11: Alternative proposal of Diversion of Godavari waters upto

Cauvery basin (Phase-I)

Chief Engineer (HQ), NWDA informed that since the proposed Inchampalli dam could not be materialized, in order to fast track southern linkage of ILR, the water is now proposed to be lifted from the proposed Akinepalli barrage downstream of Inchampalli on river Godavari and transferred to the existing Nagarjunasagar reservoir in Krishna basin. From Nagarjunasagar reservoir, the water will be further transferred to Somasila reservoir in Pennar basin and to Grand Anicut in Cauvery basin. Through this proposal, about 7000 MCM of water can be transferred. The technical feasibility note has been circulated to the concerned State Governments for their concurrence. After arriving at consensus, the preparation of DPR of Phase-I will be taken up.

Hon’ble Union Minister(WR,RD &GR) desired that a meeting of 6 Member States consisting of Odisha, Telengana, Chhattisgarh, Maharashtra, Karnataka and Tamil Nadu should be organized in which NWDA should make a presentation on the proposed diversion and take concurrence of the States.

Shri T. Harish Rao, Hon’ble Minister of Irrigation, Government of Telangana mentioned that their State fully supports the proposal provided hydrological studies permit such diversion. However, their State has planned some projects in the downstream and the same will be adversely affected and it is apprehended that increased areas of the State will come under submergence. He emphasized that first of all hydrology of the area should be firmed up. The proposed link should not cause any adverse impact on the downstream of the projects. He expressed his apprehension that allocation of 100 TMC of water by KWDT-II to Almatti Dam (Upper Krishna Project) in Karnataka will lead to raising of its height and also Telengana would not get requisite quantum of water for its downstream projects. He also referred to Kaleshwar Project, whose hydrology was cleared by CWC based on 40 year series data, if the same series was considered for diversion through Akinapalli barrage, he had his doubts on the quantum of water for diversion.

Representative of Tamil Nadu desired larger quantity of water be transferred through the link as they require about 125 TMC of water at Grand Anicut. Representative of Karnataka also desired their share be considered in the diverted quantity of the water through the link.

Director General, NWDA appreciated the valuable suggestions and views provided by various members. He expressed his thanks to all the participants of the meeting.
