SAFETY TRAINING The responsibility for a safe and healthful workplace does not merely lie in the hands of company management. ALCOHOL AND DRUG-FREE WORKPLACE PROGRAMME SYNOPSIS Like the dry rot that eats away the wooden beams of a house, drugs can corrode the whole structure of society. For human society to function properly, it must have stable families, healthy workers, trustworthy governments, honest law enforcement agents, and law-abiding citizens. Drugs not only corrupt every one of the fundamental elements but can also destroy them. Until recently substance abuse has been viewed as either a health problem or a law enforcement problem. It has not been seen as issue that needed to be addressed in the workplace. However, substance abuse is a serious workplace problem because it affects employee health, safety, productivity, and health care costs. The National Institute on Drug Abuse reports that approximately 68 percent of all illegal drug users are employed either full - or part time. Indicators show that one in every 10 people in this country has an alcoholism problem. People don’t check their substance abuse problems at the entrance when they enter the workplace. Workers who use alcohol and other drugs affect everyone. In fact, studies show that compared to alcohol and drug free workers, substance abusers

Are more likely to injure themselves or someone else It is even more difficult to put a price on low morale and impaired judgment in decision making at work caused by substance abuse. Nor it is easy for an organisation to figure the costs of pilfering, high turnover, recruitment, and training. No one knows exactly how much being lost in this way because of undetected or untreated substance abuse. The measurable financial cost workplace substance abuse from absenteeism, overtime pay, tardiness, sick leave, insurance claims, and workers compensation can be substantial. However, the hidden costs resulting from diverted supervisory and managerial time, friction among workers, damage to equipment, and damage to the company’s public image mean that workplace substance abuse can further cut profits and competitiveness. Nobody wants to believe that a friend or an employee has a substance abuse problem. Subtle changes in behaviour may be written off or not recorded because no one knows how or wants to confront the problem. But when behaviours or attitudes that diminish work performance are ignored or excused, workers who are harmfully involved with alcohol or other drugs are allowed to continue to be a risk to themselves and fellow co-workers.

To dismiss all of these as “the cost of doing business” is to accept a norm that does not have to be accepted. Refusal to admit the possibility that alcohol or other drug use might exist in a workplace could also be a missed opportunity to help an employee. If there is a problem, ignoring it will not make it go away. Drug and alcohol problems do not usually get better if left alone: They get worse. Given the importance of the workplace in the fight against substance abuse, we believe that the work place should assume a leadership role. Every workplace in the Nation should be encouraged to voluntarily establish a comprehensive substance abuse programme. Furthermore the workplace has tremendous potentials to educate employees and to assist substance abuser in seeking help. SUBSTANCE ABUSE: Managing Its Effects on Job Performance. INTRODUCTION Substance abuse is a problem of epidemic proportion in our society (alcohol, marijuana, cocaine, monkey-tail, prescription drugs etc.), a problem that has invaded the workplace. Indicators show that drug-and alcohol related on-the-job accidents are increasing steadily. Drug and alcohol abuse costs the average employer an estimated 25 percent of its workers salaries-in loss productivity, poor attendance, and increase use of medical benefits. When substance abuse by employees affects work performance, supervisors and employees must become involved. This programme was developed to teach supervisors and employees how to deal with this problem.
