I am submitting an application for the open Airport Land Use Commissioner position in San Luis Obispo County. I have several qualifications relevant to this appointment. With nearly a thousand hours of flight time logged, almost flights to small general aviation or light commercial airports around the country; I have practical user experience with a variety of airport configurations. As an engineer I have had direct experience with vehicle and aircraft powerplants, acoustic developments to reduce aircraft noise in military aircraft applications, land-based vehicle noise assessments, and environmental / emissions engineering experience on US07, US10 and EPA13 emissions compliant vehicles as an OEM. In my current position I function as a technical lead engineer, an engineering team manager, and a program manager for a local small business. In this I have had first hand experience with the challenges of growing a business in San Luis Obispo County, as well as experience working with businesses on airport and in support of the aviation community. Experienced engineer looking for new opportunities in advanced development

Product development leader for a variety of aircraft and powertrain systems ranging from cryogenic alternative fuels

diesel cycle heavy truck engines to state-of-the-art lightweight spark ignited heavy fuel piston engines in unmanned

aerial vehicles. Using an integrated systems approach to problem solving I have lead cross functional working teams

through powertrain system developments with improvements in performance, acoustics, endurance, on-board

diagnostics and mission survivability.

Zone5 Technology San Luis Obispo, CA

Engineering Lead February 2018- Present

Lead development of a Group 3 ultra-high endurance UAS as part of a research program through late stages system

trade studies into first prototype build as a technology demonstrator.

• Led propulsion system development of a high efficiency turbocharged diesel-electric powertrain system.

Worked with AFRL’s Small Engine Lab to improve diesel combustion performance in effort to improve

endurance, fuel quality tolerance and engine longevity.

• Developed a part and file structure allowing for appropriate configuration management while maintaining

the flexibility and speed typical of a developmental program. Implemented a variant structure to support

multiple customer payload configurations while allowing the core product to mature without restriction.

• Developed a systems-based aircraft architecture, for weight and balance tracking as well as wire routing,

plumbing and ancillary systems minimization for weight optimization.

Staff Engineer / Propulsion Technical Lead Fury UAS November 2014- February 2018

Served two primary roles, System Architect for Fury UAS and Propulsion IPT Lead for the platform. Responsible for

the engineering development, industrialization, flight testing and certification of a two-cylinder, two stroke, spark

ignited internal combustion engine for the Lockheed Martin Fury Group 3 UAS.

• Created the product development roadmap, organizing the maturation of systems to achieve objectives

across a high number of customer configurations and mission statements.

• Lead the development of the Fury engine through two design cycles, totaling over a 35% imponent in fuel

consumption and a 30% improvement in peak output power while also improving engine durability.

• Designed and built an engine dynamics lab and test dynamometer to perform BSFC and combustion

characterization in support of engine deck development. Enhanced existing propeller test stand and created

durability and performance automated tests to qualify system changes for durability and endurance.

• Conducted durability testing and design verification in accordance with CFR (FAR) 14-33.49 in support of

propulsion airworthiness with AMRDEC. Developed Part 23 and 33 substantiation documentation.

• Developed production documentation, supplier control documents, and build quality documentation for

serial production of the specialized engine. Actively participated in end of line test and flight qualification

testing for all in-service engines, as well as trained appropriate staff on engine test and calibration.

• Supported flight test and capability demonstrations at several defense proving grounds.

As the Project Leader at Powertrain Engineering Satellite Office in Greensboro, NC I served two roles: Development

of Volvo’s Alternative fuel engines as well as liaison for Vehicle Engineering Product Modification Requests and

Customer Adaptations. Lead late stages development, installation and test activities for Volvo’s Cryogenic Natural

Gas and Dimethyl Ether powertrain systems. Provided technical solutions for Customer Adaptations for very

specialized solutions, particularly Mack brand requests on vocational and construction projects.

Sr. Project Engineer / Leader: Combustion Systems August 2012 - July 2013

The Combustion Project Leader for maintenance engineering is a technical lead role running the root cause analysis,

solution development, design analysis, verification/validation and release of solutions to quality issues. Coordinated

activities within engineering and operations as well as work with supplier quality (process audits / PPAP).

Project Engineer: Exhaust After-Treatment Systems February 2011 - August 2012

As Project Engineer I supported the development and support of emissions systems for US07/US10 and future US13

Mack refuse vehicles (TerraPro). Worked with both catalyzed (DOC) DPF regens and burner type regens. Including

structural fatigue analysis of stainless steels for high temperature components, burner systems. Metallurgical

analysis of components for material/manufacturing quality, property degradation due to field usage, and

dimensional stability related to grain structure changes. Calibration of engines and aftertreatment systems.

Mechanical design and testing of a two-stroke vertical shaft piston engine and gear drive for rotary wing application,

for system performance and durability testing. Updated contracted companies and DARPA/SBIR review teams on

status, challenges and direction of project. Conducted flight test as well as test facility capability demonstrations.
