Clean Water Indiana 2012 Grant Committee Proposal

The State Soil Conservation Board approved $890,000 for Clean Water Indiana grants in fiscal year 2012. In

October 2011, the SSCB approved funding 16 proposals totaling $828,000. Due to lesser amounts being spent on

other programs and initiatives, the SSCB has $260,000 available for a second round of grants. The Grants

Committee proposes to continue funding grants from applications submitted in the fall, with some

modifications. (See Table 1)

"COVER CROP COST SHARE and CREP PROMOTION"This project will focus on providing cost share assistance to land owners/land users to address Soil Quality Degradationand Water Quality Impairments. Technical assistance from NRCS District Conservationists and ISDA Resource Specialists

Description will be utilized. This additional on-site agronomic and/or other technical assistance to land owners and land managersPlease note: text will help them plan and implement best management practices and technologies that will reduce erosion andlimited to sediment and/or improve nutrient management. The Resource Specialists will help land users understand whatapproximately conservation program assistance is available to address resource concerns and help them apply for conservation180 words program assistance through CREP. The goals ofthis three (3) year project are to get conservation on the ground

through planting of cover crops, and to expand CREP in the Tippecanoe River Watershed. CREP promotion supportscurrent state and national priority initiatives, and we will engage the Indiana Conservation Partners (lCP), The NatureConservancy (TNC) and others as partners in this project.

Districts partnering in this project are White, Pulaski and Fulton, however, CREP promotion will not be limited to thesecounties. Each district in the 14 county Tippecanoe River Watershed will be invited and encouraged to submit thenatural resource concerns for their county and will be encouraged to use the ISDA Resource Specialists for one-on-onepersonal assistance in contacting land users about the benefits of CREP. White, Pulaski and Fulton County SWCD's willbe contributing to the project through local outreach, staff hours, record keeping, and program assistance in theirrespective counties. The advantage of Fulton County being the lead district in this project is that the CREP Leader andCREP Administrator for the Tippecanoe River Watershed both work out of the Fulton County office.Federal and State matching funds directly related to the CREP portion of this project are available, including but notlimited to: Cost share at 50% of eligible reimbursable practice establishment costs; Practice incentive payments;Signing incentive payments; and Annual rental payments and maintenance fees.The CWI funds requested will be primarily for cover crop cost-share, to prOVide assistance to farmers in White, Pulaski,and Fulton Counties to plant or fly-on cover crops, thus decreasing loss of top soil due to erosion, the depletion oforganic matter, as well as soil compaction and other soil biology impacts that degrade soil quality.

With corn prices soaring, we continue to see more and more fields planted in corn during the summer and more empty erodiblefields in the late fall, winter and early spring. Cover crops will go a long way in reducing soil erosion in the White, Pulaski andFulton Counties. These counties are all located within the Tippecanoe River Watershed. Funding will be used primarily to cost­share on cover crop applications in the three-county area.

The Tippecanoe River Watershed was selected for the CREP portion of this project because there are avariety of resourceconcerns that include: surface water quality, ground water quality, and threatened and endangered species. Approximately 24percent (524 miles) of streams within the watershed have identified impairments. Excessive amounts of sediments, nutrients, andbacteria degrade the water quality. The watershed has over 500,000 acres of soils with a high leaching index (>10) which allowscontaminants on the land surface to be carried easily into the ground water. Promotion of CREP practices and cost-sharing oncover crops will improve soil and water quality significantly by applying proven conservation practices to the land.

A minimum of 50% match will be required of participating farmers. Grantfunds may be shared between the districts through cooperative agreements developed locally.

White, Pulaski, and Fulton County SWCD's are proud to be partnering on this project, and we expect little to no fundsto be spent on technical assistance, leaVing the funding for actual cost share assistance, where it is most needed.Our ISDA Resource Specialists will make one-on-one contacts with landowners/land managers whose land might beeligible for one or more CREP practices. TNC has already invested significant funding and technical resources in thewatershed, and will partner as a source of information for the project. NRCS district conservationists in each county willbe utilized for technical expertise and to prepare the actual CREP contracts. The CREP Leader and CREP Administrator,both in Fulton County, will be available to assist in completing and processing contracts and payments.

Madison SWCD:

Will provide staff time and vehicle usage through their Executive Director to assist the On-Farm Network Specialist withproducer recruitment and contacts, stalk sampling, producer meetings, and data input. Three Board members currentlyparticipating in the OFN.

Randolph SWCD:

Will provide staff time for recruitment and contact of current and future producers, and assist with producer meetingsfor the On-Farm Network. The ISDA CREP support specialist is located at the Service Center in Winchester and theSWCD currently provides assistance to him, who will train and assist the CWI CREP support staff member. Two Boardmembers currently participating in the OFN.

Blackford SWCD:

This region and its watersheds were chosen because they share common concerns, common USDA boundaries, and the SWCD's haveworked together in the past on other projects. Because the groundwork has already been established for a solid partnership, we areable to work together efficiently and amiably.

The On-Farm Network addresses a common concern shared by most watersheds in Central Indiana - effective nutrient managementthat keeps farm fertilizers, whether commercial or organic, on the fields and out of surface waters. Recent algae blooms illustrate theneed to better control placement, timing, and amount of fertilizers used on farm fields in our area. Requested grant funds will go to support and retain an On-Farm Network Specialist for the next two years who isalready serving as the group leader in this area. This person holds a Masters Degree in Agronomy, has worked as aconservationist for 4 years, and is fully qualified to offer assistance and leadership to producers and partners in the OFNas well as in the promotion of CREP. The Specialist will be employed by the Delaware County SWCD.

Cover Crop Incentive Program: To encourage the use of cover crops to prevent soil erosion, capture nutrients to keepthem from entering the ground or surface waters, and improve general soil health, six SWCDs are promoting the use ofcover crops by offering cost share incentives to landowners in the nine watersheds listed above. The Patoka Lake­

Description Patoka River watershed drains into Patoka Lake, which is a major source of drinking water for many southwest IndianaPlease note: text counties. The intake for the city of Winslow's drinking water is in the Stone Coe Creek-Patoka River watershed, and thelimited to City of Jasper's drinking water intake is in the Altar Creek-Patoka River watershed. The other watersheds drain into theapproximately main channel of the Patoka River. Utilizing cover crops in all of the watersheds will reduce soil erosion and reduce180 words water quality impairments for these municipal water utilities as well as improve the water quality in the entire

watershed.Rain barrels and rain gardens will be a focus for our educational outreach for urban citizens. Demonstration areas will

be set up at the Jasper Campus of Vincennes University. The use of rain barrels and rain gardens will encourage thewise use of water resources by capturing rain water to use for watering plants and gardens. The use of rain gardens willreduce water quality impairments by capturing excess storm water and filtering it before it can reach water courses.Encouraging people to use rain gardens reduces the need to mow large areas, also protecting water quality.

Crawford: 5% of project area; Will proVide in-kind match which will include staff & supervisor time in planning and theimplementation of the project, advertise in the SWCD newsletter, local newspaper, and also on the SWCD web site.

Dubois County SWCD: 40% of project area; Administrator of grant project; will provide at least 50% cash match, Inkind match including staff and supervisor time in the planning and implementation or project in Dubois County, use ofSWCD owned equipment, advertising in SWCD newsletter and local media, and promotion on SWCD web page andFacebook page. Coordination with Vincennes University Jasper Campus on adult education demonstration areas.

Gibson: 13% of project area; Will provide staff and supervisors time in promoting, assisting and coordinatingeducational events. The Gibson County SWCD will advertise the project and events in our quarterly newsletters,forward information to the local news media and post on the Gibson County SWCD web page. The Gibson CountySWCD will provide the cash and in-kind for three years as listed in the Cost Share/Incentives/Demonstration section ofthis grant.

Orange: 12% of project area; Will advertise project, attend educational events, and proVide in-kind for the cover cropprogram; will assist with and/or host field event, and will sell rain barrels and promote rain gardens in Orange County.

Pike: 21 % of project area; Will provide cash and in-kind matches to both the cover crop program and educationalprojects that are a result of this grant. Will also promote all programs in our newsletters, local paper and Facebook aswell as other areas of public communication.

Spencer: 9% of project area; Will provide funds, in-kind match from District and partners which will include staff andsupervisor time with planning and the implementation of the project, advertisement in the SWCD newsletter and localnewspaper as well as through individualized mailings.

Why was this watershed/region selected? Please provide a description of the water quality concerns that will beaddressed by this project. Please note: text limited to approximately 380 words

This watershed was selected for the rolling topography and soils with fragipans. There are also possible unknown effects of erosionfrom the 1-69 project which will impact some of the watersheds. Utilizing cover crops on the cropped hilly ground will keep soilprotected and reduce the erosional effects of heavy winter rains/snow melt and freeze/thaw activity. Cover crops also hold ontonutrients such as nitrogen, holding it for the next season's crops. Holding nutrients improves water quality, and reduces need to applyfertilizers the folloWing year.Deeply rooted cover crops break up fragipans and reduce the need for tillage, saving landowners time and money as well as reducing

soil erosion, which improves the water quality and health of the soil.The Patoka Lake/Patoka River watersheds serve many municipal water utilities and provide drinking water for many southwest IN

counties. Using cover crops improves the water quality by reducing soil erosion and nutrient loss into the water. Both Patoka Lake andthe Patoka River experience algae blooms caused by nutrient loading; using cover crops should help to reduce the nutrients, therebyreducing the algae blooms.

The project area is listed on the Indiana 303d List of Impaired Waters for e-Coli, impaired biotic communities, sulfates, total dissolvedsolids, siltation, nutrients, and dissolved oxygen. The East Fork White River is also listed for impaired biotic communities.

Utilizing cover crops, plus encouraging the use of rain gardens and rain barrels will protect the water resources in the project area andaddress these water quality concerns.

$57,000 in CWI funds will be offered as incentive payments for the sowing of cover crops in the project area. Thepercentage of acres in the watersheds determines the CWI funding available for each County:Crawford County: $2,850 .Dubois County: $22,800Gibson County: $7,410Orange County: $6,840Pike County: $11,970Spencer County: $5,130The landowners will bear some of the expense of sowing the crops, and the SWCDs will provide a 50% match, eithercash or in-kind. Total expenditures for the project will be in excess of $120,000. Cooperative agreements will bedeveloped between the SWCDs to establish funding levels and roles and responsibilities.

$3000 in CWI funds will be used to establish rain garden and rain barrel demonstration practices at VincennesUniversity Jasper Campus. VUJC will be providing an annual cash match of $1,000 for the demonstration areas. Anyexcess CWI funds can be augmented by the SWCDs through the cooperative agreement to extend cost share funds tolandowners for the installation and/or development of rain gardens and rain barrels.

We have made contact with Brown County, Monroe County, and Marion County SWCD's as part of the watersheds arein their counties. They have indicated support of this project.

Fund distribution will be based on project interest to benefit the overall watersheds.

The project planning and implementation will be reviewed monthly with tasks being divided 50/50 such asdemonstrations and tours, meetings, flyers, etc. The goal is to identify and utilize each districts strengths for thesuccess of our project. Our hope is for this project to serve both the districts and constituents well into the future as wedevelop plans forfuture 319 grants in both watersheds.

Why was this watershed/region selected? Please provide a description of the water quality concerns that will beadd ressed by th is project. Please note: textlimited to approximately 380 words

Indian Creek and several of its tributaries were listed on the 2004 Section 303(d) list of impaired waters for E. coli, prompting an IDEM319 grant project to develop a watershed management plan completed in 2009, and followed up with a LARE sampling grantcompleted this year (See below). Indian Creek remains on the Section 303(d) list of impaired waters. Erosion and sediment have alsobeen identified as a major issue affecting aquatic life as well as excess nutrients.Stotts Creek and most of its tributaries are also listed on the current Section 303(d) list of impaired waters for various reasons includingcoli.We selected the combination of these watersheds due to the similarity of their impairments and problems. We hope to use thisopportunity to begin a long term, conservation oriented, 'mind-setting' change among the landowners and agricultural producerswithin these watersheds.The long term goal of both districts is to pursue future 319 grant opportunities for implementation in Indian Creek and assessment andimplementation in Stotts Creek. Therefore, as stated above, we will be utilizing this grant to entice and drive support for futureconservation efforts in these watersheds. Our vision is to merge and leverage future CWI grant opportunities with the 319 program togive our constituents the best conservation efforts available to address the sediment and nutrient issues facing these watersheds.

Although these watersheds are part of the Upper White River Watershed and not directly tied to the MRBI initiative weplan on using the 'Core and Supporting Practices Approved for Indiana MRBI' (http://www.in.nrcs.usda.gov/programs/MRBl/lndiana_MRBLpractices.xls) as our primary gUide for this grant. We intend to include some urban practices (e.g.rain gardens) on a limited scale as a means of engaging our urban constituents as well.Our initial focus will have two prongs, while establishing blanket awareness through media, newsletters, and ourannual meetings, we will also look for a couple highly visible areas to establish some demonstration sites. We hope toinclude a 2-stage ditch and a denitrifying bioreactor as part of our demonstration areas.All cost share projects will be evaluated based on ineligibility, or landowner reluctance to apply for practices coveredunder other programs. Projects will be encouraged for sub-watersheds identified as priorities in the Indian CreekWatershed Plan, and similar priorities to Stotts Creek Watershed.Our intent is to offer a wide range of practices to likewise encourage a wide range of inquiries and applications. Themore variety of practices we are able to put on the ground will provide us with future conservation show case locationsand begin the process of changing mind-sets.Incentives are built in to compensate individuals for time and travel who may become spokespersons for ourconservation cause or if needed as an incentive to compensate the landowner for inconvenience.

Primary goal of professional/technical assistance is to aid land users with putting together nutrient and conservationplans and identify conservation BMPs available through the various programs already in place. In addition, technicalsupport could be provided on projects that are more urban in nature and not necessarily assisted by the NRCS TechTeam. Unused professional/technical funds will be redirected to cost-share.

Project TITLE- "United for Cleaner Water"Title and Water quality is more sensitive to sediment and nutrient additions within karst landscapes. Cooperative efforts of the

Participating District's and Conservation Partners will enable us to target multiple landuses consisting of cropland,Description pasture/hay land and forest land to reduce sediment and nutrient level in the receiving waterbodies. Also, we will have available educational180 words materials for landowners on ways to decrease sediment and nutrient loads to streams, karst systems and ultimately the

Gulf of Mexico. Participating Districts would like to provide assistance to the historically under-served landowners orgroups while focusing on dominant land uses within south-central Indiana. The program will have a component toexpand and understand the network of social interactions that the Amish community relies on to obtain informationabout farming within karst landscapes.

If funded, Washington County SWCD will administer the 2012 CWI Grant (Lawrence, Martin, Orange and WashingtonCounty SWCD). Each Participating District representative will serve on a Planning Committee working to develop aConservation Packet containing resource information from each Participating District including; local contactinformation, county agriculture history/facts, conservation practices and importance of area watersheds, field days andetc. Each Participating District will use the Conservation Packets at; special events, workshops and field days in thecommunities.Each Participating District will help advertise, support field days/workshops and activities and share success stories onprojects.ORANGE CO. SWCD would be in charge of developing surveys and interviews to better understand and disseminateinformation for the historically under-served Amish communities and groups. Utilizing CWI funds on cover crop (costshare) and offer incentive for forestry best management practices. (*statewide rank 9th woodland and 6th beef)MARTIN CO. SWCD utilized CWI2011 funds worked with ICCS and NRCS, prOVided education information/workshopson cover crops and benefits. Iffunded, in 2012 they want to help landowners implement these practices and offer costshare for cover crop planting. Also conduct field days on Timber Harvest, TSI, and Invasive Species.WASHINGTON COUNTY SWCD will expand results of Spring 2011 cover crop field day centered on root depth of ryegrass and wheat and the impact root systems have during drought conditions. The door has just been opened to theimportance of cover crop. Offer cost share on cover crops. Also seek to hire part-time a technician. (*statewide rank #1Beef and 1st woodland) .LAWRENCE CO. SWCD will offer cost share for cover crop on land located in the targeted watershed areas. Why was this watershed/region selected? Please provide a description of the water quality concerns that will beadd ressed by this project. Please note: text limited to approximately 380 words

The unique drainage that occurs on the predominantly karst terrain of the Mitchell Plan is more sensitive to over abundance ofnutrients within the system. Karst areas quickly move water bypassing natural filtration of normal subsurface layers. Becauseof this, sediments and nutrient are not removed before entering underground streams and groundwater. Sediment found withsurface waters along with underground karst waters have been known to choke out aquatic diversity within these habitats. Byproviding cover crops, and pasture planting we can decrease the erosion potential of bare ground. Cover Crops and good seedmixes for forage planting will increase the amount of nitrogen in the soil for other plants or crops. The amounts of fertilizersneeded to be productive will decrease with these plants allowing for less runoff of applied nutrients. We will be addressingwater resource concerns of excessive suspended sediment and turbidity in surface water, excessive nutrients and organics insurface and ground waters, and inadequate ground cover which also addresses domestic animal resource concerns ofinadequate quantities and quality of feed and forage for domestic animals. Historically many of the small, underserved, ordisadvantaged landowners and farmers of this area have been overlooked in the conservation efforts towards clean water.Many family farms do not qualify for assistance under Federal or State Programs. Amish communities within this area are notincluded in conservations efforts as well, Previous CWI grant relationships were started within the Amish community, outcomefavorable but without continuing interaction the relationship will diminish. Due to their lifestyle we lack understanding on how topass along conservation information to their community. The key to information exchange within the Amish community isdetermining the social network that they use.

Cover Crop Seeding and Field Border Cost Share Program with a Rain Simulator Demonstration

Clay County SWCD will implement the cost share program in the Clay County portion of the watershed and Vigo SWCDwill implement the Vigo County portion ofthe watershed. Clay and Vigo will coordinate an aerial fly on together. Theywill pool their resources to get enough land users to make an aerial fly on feasible. Clay and Vigo will also worktogether to build a rain fall simulator that each can use for water quality presentations. Once the simulator is built Vigocounty will store the Simulator while it's not in use. We hope to partner with other surrounding districts in the future tohelp them be able to use the simulator for educational events. This will extend the benefits of the grant well past theend of the grant's lifespan by bUilding the capacity ofthese districts to be able to provide information to theircommunities on watershed principles and water quality impacts.

This region was selected because of the strong relationships these districts have and the long track record of working together ahdaccomplishing our conservation goals. By getting over 1500 acres of cover crops seeded we will be able to dramatically reduce sedimentand nutrient loading in our watersheds. The field borders will also help farmers grass sensitive areas that shouldn't be row cropped aswell as filter excess run off from these areas.

In and effort to reduce nonpoint source pollution Clay and Vigo SWCD's will offer a cost-share incentive program. Thiswill be offered the 1st year of the grant. Landusers will have the option of choosing to have their cover crops seededwith a plane or drill; or installing field borders. Both BMP's will keep sediment and nutrients out of our water. Landuserschoosing the field border option will get a one time $600/acre rental payment for installing and maintaining a fieldborder for 10 years. Those choosing cover crops will get the aerial seeding or drilling costs paid. The Clay SWCD wouldlike to match the $4500 CWI funds with a cash match of $4500. This will help us get twice as much conservation on theground. We feel this combination will give us the best opportunity of attaining our business plan goals as well asfocusing on national priorities. Clay and Vigo SWCD's would also like to build a rain simulatorthe second year ofthegrant. We need a rain simulator to help demonstrate to our community the basic principles of a watershe<:J. This is avery effective tool to get people thinking about their watersheds and the impact they have on the water quality withintheir watershed. We would like to make this demonstration available to other districts in the area that need a visual aidat field days and other educational events.

These watersheds were selected to encompass the three counties of Crawford, Harrison and Perry. These counties drain into the OhioRiver and contribute to the sediment and nutrient loading in the Gulf of Mexico. Specifically the selected watersheds are listed forE. coli, nutrients, impaired biotic communities and dissolved oxygen water quality impairments.

Title and Currently, there is little information available to farmer/cooperators in Central Indiana on the benefits of planting aDescription cover crop and the relationship to building soil quality. The data will be evaluated bylimited to Purdue University and made available to farmerlcooperators when considering incorporating cover crops into croppingapproximately systems to decrease soil lost due to erosion, mitigate the effects of depletion of organic matter and reduce compaction.780 words The data will also be evaluated to determine if cover crops will provide a reduction in nutrient inputs.

The group will work in partnership with Purdue Extension of Carroll, Clinton, Howard, Madison, Tippecanoe, and Tiptoncounties, Purdue University Agronomy Department, and CCSI.

Each district will identify farmer/cooperators in their respective counties that have an interest in cover crops or arecurrently incorporating cover crops into their cropping systems and would like to learn more about the relationship ofcover crops and soil quality, specifically nutrient inputs.

The districts will work with farmer/cooperators, and Extension in setting up the study sites, determine what cover cropmixtures to use, setting up drills, and seeding.

The districts will oversee the collection of samples for testing and delivery of samples to Purdue University and A &LLaboratories.

Little data exists concerning cover crops and their role in soil quality for Central Indiana. The selection of the Wildcat Creek Watershed(HUC 05120107) comes from the concerns regarding non-point source pollution caused by a high level of agricultural and livestockproduction. Multiple 14 digit watersheds in the proposed project area are listed on the IDEM 303d list of Impaired Water Bodies forconcerns including impacted biotic communities, nutrients, phosphates, e. Coli, ammonia, dissolved oxygen, and algae. IDEM hasdeveloped TMDL's for the Upper, Middle, and Lower Wildcat Creek Watersheds. The Wildcat Creek Watershed has also been targeted bythe Mississippi River Basin Initiative due to its contribution to hypoxia in the Gulf of Mexico. Sections ofthe watershed are also part ofthe Middle Wabash-Deer and Upper Wabash CREP areas.

There may be farmerlcooperators enrolled in the Environmental Quaiity Incentive Program (EQIP). These individualswill receive an incentive of $31 /acre for those acres that will be used as control strips and not planted. These acres willbe removed from the EQIP contract and farmer/cooperators will not receive funds through EQIP for the idle acres.

An incentive will only be offered to those farmer/cooperators who are enrolled in EQIP that have acres removed. Theincentive will be dependent on the availability of funds during the grant period.

Purdue University, Agronomy Department has agreed to assist on a limited basis. The Department will do the Biomasstonnage values testing and is estimated at a cost of $5.00 per sample. We estimate 18 samples in the spring for a totalof $90 per year. (This is based on 7 trials throughout the watershed). The remaining tests will be sent to A & LLaboratories per the recommendation of Eileen Kladivko, Professor of Agronomy at Purdue University. Theyare: initialand ending soil tests, PSNT, crop tissue nitrogen, and biomass nitrogen. These are estimated at a cost of $2295 peryear. Utilizing the $20,000 per year and tests costs of $2385, we determined that 7 sites was the maximum we couldstudy over the three year grant period. This leaves approximately $3305 to be used for incentive to those farmer/cooperators that may participate in the study and have an EQIP contract. The incentive will used to cover the acreageleft idle that will be removed from the EQIP contract and receive no payment.

The board had set the amount of perdeam some time back everyone was happy with this amount.

Early in the year of 2011 I was asked to be the boards member on the Four R. C. D. board which I accepted. At the first meeting it wasdisclosed that bard had sevier money problems. In order to work through this many meetings were held all out of town and some out ofcounty, lasting three to four hours each. I attended in good faith helping to work out ofthe problem so that board does not have to filebankruptcy.

At the December pike County S.W.C.D. board passed a motion to not pay for meetings attended. This action told me my time wasworthless. I had spent many evenings away form home I could have been doing something else. By this action I find I can better spendmy worthlesstif1'ilOS6Q1e where other than a member of the Pike Co. S. W. C. Please accept my letter of resignation as an appointed supervisor for the laGrange County SWCD andsubsequently my position for Indiana Association of Soil & Water Conservation District North NortheastRegion effective immediately. It's been my extreme honor to serve in various capacities with the boardfor the past 10 years, following in the footsteps of my grandfather who served the laGrange CountySWCD many years ago..

It is unfortunate that my resignation comes in response to concerns that were addressed three yearsago, befQre my current appointment. I believe that if this would have been discussed openly by thosewho instead elevated their concerns to a level beyond our local board, it would have been resolvedwithin the laGrange County SWCD.

I have decided to resign because I believe in what our district is doing and do not want to be adistraction for the district during the ongoing partnerships with groups such as Northern Indiana GrazingConference and Pheasants Forever.

1would like to thank the district for the many opportunities including the education and training thathave improved both my professional and personal life. I look forward to serving on the board as asupervisor again in the future.

Gary currently uses minimum till practices and grass strips to cut down on erosion. They also seedalfalfa hay to build soil and control erosion.

To members of the State Soil Conservation Board:

The Switzerland County SWCD needs assistance from the State Soil Conservation Boardconcerning our upcoming board member election. The candidate that was turned in to the stateto be put on the ballot was nominated by the election committee and discussed by the board. Allof the board members agreed to add him to the ballot but it was not formally moved or voted on.This has been brought to the attention of the board by a second person who is seeking a spot onthe ballot but was not nominated by the election committee. This person was not nominated bythe election committee to be on the ballot but feels he should have been placed on the ballotanyway since there was not a quorum in November to hold a vote on the election committeedecision. This person feels that the person placed on the ballot by the election committee nowhas an advantage over him even though he can still be nominated from the floor. If possible,could you please give us assistance into how to properly handle this matter? Any ideas would bewelcome.

South Laughery Creek WatershedDuane informed the board that a steering committee meeting was held and the cost-share practices that the technicalcommittee came up with were approved. See attached brochure. Sign up date will start June 1.

Conservation PlansBoard signed off on Mike Parker, Nannie Jones, and Joe Spiller.

Rule 5SR 129-Applied for a waste area storage.

Patriot Water-Site has been strawed and seeded.

Dickersons-Erosion control fencing was redone and put in correctly.

Turtle Creek Bridge-Have not checked.

EquipmentKen informed the board that Dale Sides has been doing a lot of work with the no-till drill. He was worked with landown­ers to get the drill set correctly. Ken wanted to see if the board would waive 11.8 acres that Dale used the drill on. Also,Dale asked to be reimbursed for a chain that was purchased for the drill in the amount of $15.24. Board agreed to waivethe 11.8 acre fee and to also reimburse Dale for the chain that was purchased.

Board asked Keli to contact Bob Woodfill regarding the damaged coulter on the no-till and to pay to fix. Keli agreed thatshe would call before the next meeting.

Plat BookBoard agreed to have Great Mid-Western Publishing Company to update the plat book.

EnvirothonMrs. Fancher sent a thank you with pictures of the teams.

Dear President Cutter,

I write in response to your inquiry to the Division of Soil Conservation (DSC) regarding aninterpretation of Indiana Code 14·32~4·8 governing the election of district supervisors. AsI understand the inquiry, you question whether the election committee appointed underIndiana Code 14-32-4-7 is required to submitthe list of prospective nominees to the localSoil and Water Conservation District (SWCD) supervisors for their approval prior tosubmitting that list of nominees to the State Soil Conservation Board (SSCB).

Indiana Code 14-32-4-8 reads:

Ie 14-32-4-8Election committee duties

Sec. 8. The election committee appointed under section 7 ofthis chapter shall do thefollowing:

(1) Select qualified individuals as prospective nominees to fill any vacancies that existamong the elected supervisors ofthe district.

(2) Contact and ascertain the willingness and ability ofeach individual to serve ifelected.(3) Submit the list ofnominees with the qualificationsfor certification andprinting ofa

sample ballot to the board by December 1.(4) Place the names ofthe prospective nominees selected under subdivisions (1) and (2) in

nomination at the meeting andprovide an opportunity for additional nominations to be madefi'om the floor.

(5) After nominations are closed:(A) ifonly one (1) candidate is nominated, allow for the election of/he sole candidate by

the land occupiers by a show ofhands; and(B) ifmore than one (1) candidate is nominated, distribute a ballot to each land occupier

present at the meeting.(6) {fa ballot is distributed, collect and count the ballots after each land occupier present at

the meeting has had an opportunity to vote.(7) Report the results ofthe election to the chairman.

There is no requirement in the statute that the election committee obtain the approval of the localSWCD supervisors before submission to the SSCB. Section 8-1 of the statute gives thecommittee the power to "select qualified individuals" which also indicates the electioncommittee has the ability to pick and choose which individuals are listed on the ballot as long asthey meet the qualification criteria found in Indiana Code 14-32-4-1.

Based on a review ofthe Switzerland County SWCD submissions to the DSC and SSCB, itwould appear that all statutory requirements were met and all repolts concerning the most recentelection were submitted on time. The Switzerland County SWCD election committee had thediscretion to limit the number of prospective nominees submitted to the SSCB and was notrequired by statute to seek additional approvals from the Switzerland County SWCD supervisorsbefore that submission.

Conservation Partners Grant OpportunityNRCS announced a $20 million partnership with the National Fish and Wildlife Foundation (NFWF) to increase technical assistancein priority areas. With $10 million from NRCS and $10 million in private funding from NFWF, the Conservation Partners effort will bemanaged by NFWF as a competitive grant process. The first of several funding opportunities are underway, with proposals due byMarch 13. Grant awards will range from $50,000 to $250,000. The first funding round prioritizes the Northeast Forests, UpperMississippi River Basin, Gulf Coast and Prairie Pothole regions. A second set of funding will focus on the Great Lakes, LesserPrairie Chicken, the Bay Delta, and other habitats. Highly Erodible Cropland Initiative with CRPUSDA announces a new conservation initiative addressing the nation's most highly erodible cropland. Aiming to protect up to750,000 acres, Farm Service Agency (FSA) will assist producers with identifying the most highly erodible cropland (with an erodibilityindex of 20 or greater), and enable producers to plant wildlife-friendly cover on their land. Producers can enroll land on a continuousbasis, beginning this summer with their local FSA county office. CRP Initiative to Restore Grasslands, Wetlands and WildlifeUSDA announces an opportunity for producers to enroll a total of 1million acres of land to preserve grasslands and wetlands. Thegoal of the new initiative is to increase enrollment of environmentally sensitive land through targeted signups. FSA will set asideacres for specific enrollments that benefit duck nesting habitat, upland birds, wetlands, pollinators and wildlife. Producers whoseland meet eligibility criteria can enroll directly in this category at any time.

Mississippi River Basin Initiative Request for ProposalsNRCS has announced this year's request for proposals for the Mississippi River Basin Initiative (MRBI). NRCS and its partners willhelp producers in selected watersheds in the Mississippi River Basin voluntarily implement conservation practices and systems thatavoid, control, and trap nutrient runoff; improve wildlife habitat; and maintain agricultural productivity. The Initiative will build on thepast efforts of producers, NRCS, partners, and other State and Federal agencies in the 12-State Initiative area to address nutrientloading in the Mississippi River Basin. MRBI will be implemented by NRCS through the Cooperative Conservation PartnershipInitiative (CCPI), the Wetlands Reserve Enhancement Program (WREP), Conservation Innovation Grants (CIG), and other programs.Proposals for funding, which will be made available directly to producers through Farm Bill Programs, are due March 19. EQIP InitiativesThe deadline for accepting applications for the Organic, Seasonal High Tunnel and On-Farm Energy EQIP Initiatives is March30. More information on these programs can be found on the Indiana NRCS website on the EQIP Program page, at http://www.in.nrcs.usda.gov/programs/egip/egiphomepage.html.

Organic Initiative- The EQIP Organic Initiative provides financial and technical assistance to implement approved conservationpractices that address significant natural resource concerns, and develop and implement conservation plans that assist withtransitioning to organic production.

High Tunnel Initiative- The Seasonal High Tunnel Initiative is avoluntary program that provides financial and technical assistanceto agricultural producers by extending the growing season for high value crops in an environmentally safe manner. The initiativecan assist producers with improving plant and soil quality, reducing nutrient and pesticide transportation, improving air qualitythrough reduced transportation inputs, and reducing energy use by providing consumers with a local source of fresh produce.

On Farm Energy Initiative- The EQIP On-Farm Energy Initiative enables the producer to identify ways to conserve energy on thefarm through an Agricultural Energy Management Plan (AgEMP), also known as an on-farm energy audit; and by providingfinancial and technical assistance to help the producer implement various measures and practices recommended in an on-farmenergy audit.

Start2Farm.gov allows potential andbeginning farmers to search for programs and resources for training, financing, technical assistance, and business-to­business support. The database, which includes hundreds of records, is searchable by geographical area or by topic.

CRP Readiness InitiativeThe Conservation Reserve Program (CRP) Readiness Initiative was created to help the Natural Resources ConservationService (NRCS) accomplish the work involved with managing CRP enrollments, CRP plan development andimplementation, and the follow up management of developed plans. A national team of Cooperative Extension staff,NRCS and FSA staff, and representatives from NRCS partner agencies and organizations has collaborated to develop amulti-faceted training program to meet the needs of the initiative.

CRP Readiness Initiative participants will attend a two-day training workshop, work directly with a project mentor,participate in online forums and webinars, and sign up for supplemental training courses as needed. Upon coursecompletion, participants will understand the processes and procedures necessary to develop national and state NRCScompliant CRP plans.
