    If you are an accredited adviser to DFIDs Private Sector cadre, you will alsobe required to contribute to cadre specific activity such as offering technicalleadership and advisory mentoring.

    Objectives

    There are a number of very successful programmes to build on. But to deliver thesetargets, we need to work closely with the Government and other developmentpartners to develop and take forward effective policy reforms and programmes innew areas, including skills development, access to finance for the poorest and therole of the private sector both in delivering basic services and helping Bangladesh torespond to the threat of climate change

    With an anticipated spend in this sector of around 100m over the 4 year countryplan period (2011 15) you will be responsible for:

    Ensuring delivery of significant results in Bangladesh, including:

    Helping 1.15 million farmers/small enterprises to increase their income by140m;

    Reducing the regulatory burden on business by 25% by 2015; Helping 2.3 million farmers and small businesses improve productivity by

    adapting new cultivation techniques and business processes; Supporting 0.5m million people to cope with seasonal hunger by introducing

    flexible financial support.

    Identifying constraints to private sector development and wealth creation forpoor and leading the design of new wealth creation programmes on jobcreation, and asset accumulation for poor while exploring the potential of lowincome housing, small scale leasing and other pro-poor private/financialsector interventions;

    Initiating and leading policy dialogue with business leaders, donors, policymakers and academicians in Bangladesh, in the region and with DFID-wideprivate sector development colleagues;

    Overseeing formulation and implementation of a comprehensivecommunication strategy for effective lobbying and dissemination of DFIDBsprivate sector development agenda and for project specific interventions. It is

    expected that the Team Leader appreciates the importance and instrumentsof strategic communication for achieving development outcomes;

    Demonstrating in-depth understanding of inclusive financial markets and ofone more sector critical for private sector development. Sound familiarity withPSD approaches like making markets work for poor, inclusive growth andvalue chains. The candidate will have to meet minimum standards for privatesector accreditation.

    Ensuring timely and effective implementation of key project milestones(concept notes/business cases, periodic reviews/evaluations, forwardplanning, budgeting and forecasting, managing necessary hiring /procurementactivities, tranche releases, etc) of ongoing and new programmes;

    Demonstrating high level of understanding of policy regime and politicaleconomy of Bangladesh in relation to developments of markets and regulatoryenvironment;

    Developing strong working relationship and linkages with other Team Leadersand other groups in DFIDB and wider UK Government Departments working

    in Bangladesh;Contributing to DFIDs corporate work, sharing knowledge with colleaguesand participating fully in DFIDs influencing work and corporate responsibilities(e.g. briefing, Parliamentary questions, etc).

    Specific tasks

    Programme Management:

    As Team Leader, you will be responsible for maximising your teams resultsfrom policy and programme work on private sector development, growth andwealth creation, ensuring strong links with wider office work.

    You will be responsible for a large portfolio of programmes (approximately100 million over the current country plan period 2011-15). The role includeshigh level technical advice and leadership of a cutting edge portfolio of PSDand financial sector development programmes, as well PSD inputs intoclosely related fields of climate change, livelihoods and private sector deliveryof education and health.

    Major components of the current programme include: leading on Growthpolicy for DFID B; investment climate reform; an M4P programme to increase

    competiveness of SMEs; Skills for growth; Financial sector deepening; and inthe pipeline a new Public Private Partnership (PPP) infrastructure technicalassistance programme and Inclusive business challenge fund.

    You will contribute to effective programme design working closely with otheradvisers across the office; and bring experience, best practice and lessonslearnt from other DFID and other donors programmes.

    Your role will include making sure existing programmes deliver on agreedresults, on budget and on time, as well as developing quality Business Casesfor new areas of work; these currently include, for example, new Skills and

    Financial Inclusion programmes which are in design, a further phase of aflagship markets for the poor programme, and proposed work on inclusivebusiness.

    You will play a crucial role in helping the team draft clear and concise projectdocumentation (submissions, project memorandums etc) and other writtenwork; and to quality assure these before submission to senior management.

    You will lead policy and programme dialogue with Government and partners,and support and encourage other advisers and programme staff to do thesame in their areas of responsibility; and develop their skills and experience inother ways to maximise their contribution to DFID Bangladeshs work.

    You will make regular visits to programmes in the field and encourage othersto do the same, putting into place systematic processes for ongoingmonitoring of progress against target results, and effective management ofDFID resources by third parties.

    You will promote lesson learning within and between programmes, includingstrengthening links between the Growth team and other teams in DFIDBangladesh.

    You and your team will provide regular, accurate results reporting, andcontribute to other corporate reporting and accountability work as required(including Ministerial, Parliamentary and press work as required byHeadquarters in the UK).

    Financial Management:

    You will ensure effective financial management and compliance with DFIDmanagement processes, including accurate monthly forecasts, strongfiduciary risk management, timely audits for all programmes.

    You will play a crucial role in planning for and participating in Annual Reviews,Mid-term Evaluations and End of Project Reviews to ensure the achievementof Value for Money in the teams programmes.

    You will contribute to the effective management of funding mechanisms withconsultants/contracts, NGOs and multilaterals, to ensure compliance with

    funding arrangements and delivery of accurate activity and financial progress,evaluation and audit reports.

    Staff Management:

    You will be responsible for ensuring effective team leadership, including targetoriented work planning and technical quality assurance of the teams work(including delivery partners) and excellent line management.

    You will support the Deputy Head with HR and team management issues toensure the maintenance of an effective team.

    You will manage staff effectively, according to DFID HR policy, facilitatingthem to reach their full potential including managing and nurturing talent,managing poor performance, managing attendance and promoting well being.

    Communications

    You will work proactively with the Communications team to promote examplesof achievements and lessons learnt from programmes. Drafting good andconcise website articles and other communications materials.

    You will report to one of the two Deputy Country Representatives. You will manage ateam of specialist private sector advisers, an economist and programmemanagement/admin staff.

    Qualifications, skills and experience

    Postgraduate degree from a recognized university in a relevant discipline, eg.

    in Business Administration, Finance, Economics, or Social Sciences.At least seven years work experience in a senior programmedelivery/advisory/management position involved in the design andimplementation of private and financial sector development programmes,gained in government agencies, donors and/or private sector.

    Understanding of political economy and policy environment in Bangladesh.

    In-depth understanding of private sectors role in growth and povertyreduction, financial sector development and regulatory policies.

    Good understanding of the functioning of private firms, business developmentservices and markets.

    Recent strong track record of delivering on policy or programme work in

    relevant areas such as private sector development, financial sectordevelopment, market development, economics and rural development.

    Proven leadership, management and mentoring skills, including previous teamleadership experience.

    Evidence of sound judgement and strategic thinking.

    Excellent negotiation and influencing skills with good communication skills.

    Competence in results, evaluation and interpreting evidence.

    Strong track record of delivering in a busy role, with solid planning andprioritisation to manage competing demands.

    Solid understanding of programme management processes and requirements,

    and financial management.

    Security Clearance:

    The post holder will be expected to obtain security clearance from the UKgovernment at Baseline Personnel Security Standard level. Confirmation of

    appointment will be subject to obtaining security clearance.
