He said the three apparently made use of the power blackout and rains as cover in robbing the gamecock farm. Orion was among the rest of the towns in Bataan that suffered blackout be-cause of tropical storm Glenda.

“Nakakalungkot lamang na ang pagnanakaw pala ng manok ay huma-hantong na sa pakikipagbarilan sa pu-lis,” Fabia said.

OLONGAPO CITY – Typhoon Glenda pounded this city and other areas in Zambales and Bataan with strong winds which caused fl ooding and damage to properties.

In an effort to help the affected areas, SM City Olongapo dis-patched its team to bring relief goods to 1,000 families in Orani and Dinalupihan towns in Bataan.

In its nationwide relief efforts, SM has served thousands of families from the time Glenda entered the Philippine area of re-sponsibility up to its aftermath.

Mayor Gila Garcia of Dinalupihan & Vice Mayor Dr. Bong Galicia Jr. of Orani assisted the SM team in the distribution of relief goods in their respective towns.

They were both thankful for the help of SM.Meanwhile, a few hours before Typhoon Glenda entered

PAR, SM City Olongapo had offered its car park free of charge as a temporary shelter for vehicles.

Mayor Rolen Paulino extended his appreciation to the mall for doing such humanitarian efforts for the residents of Olonga-po.

One resident said, “with a strong typhoon coming in I think it would be if we parked our car in SM, libre pa ang overnight fee.” The three-storey car park was full to capacity during the onslaught of Glenda.

Despite the strong winds and torrential rains brought about by the typhoon, SM stayed open for business to cater to the needs of the customers.

BALANGA CITY - Tropical storm Glenda left P435 million in damages to fi sheries and crops in Bataan, provincial agriculturist Imelda Inieto re-ported to the Provincial Disaster Risk Reduction Management Offi ce over the weekend.

“Napakalaki ng damage na iniwan ni Glenda sa lalawigan lalo na sa fi sheries,” she said.

Damages were placed at P305 million to fi sh-eries that included fi shponds and P5 million in de-stroyed fi shing bancas or a total of P310 million. Fishponds are located in the towns of Hermosa, Orani, Samal and Abucay.

Fishermen from Sitio Bakawan in Barangay Wawa in Abucay town are requesting government and Good Samaritans to help them with fi shing bancas with engines and nets after losing these valued items for their livelihood.

There were losses of P5 million in palay pro-duction and P120 million in vegetables and high value crops like bananas, mangoes and other fruit trees.

The agriculturist said the report in palay pro-duction was only partial and she expected the amount to rise as soon as she gets hold of com-plete reports from 11 towns and one city.

“We have coordinated with the Department of Agriculture and Bureau of Fisheries that are pre-paring rehabilitation programs,” Inieto said.

Ayaw uma-no niyang magtagal ang

Disaster-readinessTHE CITY of San Fernando scored well in last week’s bout with Typhoon Glenda.

As there were no fl oodings, major or minor, in any part of the city, the inundation came in the form of laudations in its very Facebook page, www.facebook.com/CSFP.CIO.

Praised highly was the city’s hourly bulletins on the progress of Glenda, the early announcement of the suspension of classes, the status of roads and traffi c around the city.

Most appreciative were of course those in the academe.

“You did a good job which made me more proud of my being a Fernandino,” posted Fer Santos, external affairs and media director of the University of the Assumption.

“Dakal a salamat king saup yu kapamilatan na ning pamagbalita yu kng malalyari ngening panaun na ning bagyu” commented Lisa Vega Lacap.

“Kudos to the Mayor and the CDRRMC,” posted Fred Azares.

It is to the credit, indeed, of Mayor Edwin “EdSa” Santiago that the city coped this well with the typhoon.

A day before Glenda hit landfall, Santiago activated the San Fernando Incident Command System under the city’s disaster risk reduction and management offi ce.

“We established an emergency operations center at Heroes Hall where all pertinent information are disseminated through the internet, media outfi ts, academic institutions, PNP and BFP, among others,” Santiago said.

More than this though, the city government has been – since January this year – undertaking fl ood mitigation projects in the city’s waterways, as well as conducting awareness campaigns and anti-disaster drills among its citizens.

Yeah, pro-activeness pays. Now, were Santiago as aggressively pro-

active in lighting up the city roads, most specially the MacArthur Highway…

In pitch darkness, a major disaster is waiting to happen there.

Yellow, seriously“SO WHAT exactly do you want from us to help you?”

Asked Management Association of the Philippines President Gregorio Navarro at the Daylight Dialogue in Malacañang Tuesday last week.

“Perhaps wearing our yellow ribbons, amongst other things, just to demonstrate exactly in a quick manner where the sentiments of our people lie.”

Responded President BS Aquino III. As though the yellow ribbon still mattered to the Filipino.

Appropriated from that song of Tony Orlando – incidentally, a Manila visitor only the other week – romancing an ex-convict’s homecoming, the yellow ribbon assumed political colors hereabouts fi rst with Ninoy Aquino’s own return to Manila that sealed his heroic destiny, deepened in hue at his day-long funeral march and the consequent protest actions, and culminated in glorious brilliance in the EDSA Revolt that ousted the Dictator in 1986.

The euphoria of EDSA though did not last all too long in the immediate descent of the country to economic limbo, punctuated by calamitous tragedies both man-made – Kamag-anak Holdings Inc. monopolizing governance, the series of coup attempts by Honasan, et al – and natural – the earthquake of 1990 and the Mount Pinatubo eruption in the following year.

The yellow ribbon was but a forgotten keepsake stored in some old baul during the successive administrations of Fidel V. Ramos, Joseph Estrada and Gloria Macapagal-Arroyo with the party it represented, Laban ng Demokratikong Pilipino receding in the umbra of Lakas-NUCD, Puwersa ng Masang Pilipino, and Lakas-CMD.

Came Cory Aquino dying in 2009, and yellow’s revival as the national color of mourning.

As her husband’s death catapulted Cory to political prominence, so her own demise invested in her otherwise lacklustre boy more than enough political stock bought hook, line and sinker by a nation caught in passing, if emotive, grief.

So was BS Aquino III birthed by necro-politics. Possessed with nothing more than the appropriated yellow ribbon for his politics, and Hacienda Luisita for his economics.

Comes to mind that Marxist maxim anew – of history repeating itself: the fi rst, with Ninoy’s yellow ribbon, as tragedy; the second, with PNoy’s, a farce.

A profusion of yellow ribbons, as well as shirts, buttons, posters, confetti, came in the wake of Ninoy’s death and immediately thereafter.

A dearth of anything yellow came in response to PNoy’s Tuesday call for support.

On the contrary, there was peach among activists calling for Aquino’s impeachment. And black and red among court employees to rally behind the Supreme Court justices vis-à-vis Aquino’s threat on the judiciary’s independence attendant to his (ir)rationalizations of the SC-shot down Disbursement Acceleration Program.

“Our colors are red, white and blue. Not yellow.” So netizens storm-surged Facebook and Twitter, with graphics of a ribboned Philippine fl ag.

Seeing how PNoy’s call deafeningly fell on deaf ears, indeed, countered with vehement defi ance, Malacañang tried to salvage his face, in characteristic ingenious insipidity.

Thus, Presidential Communications Operations Offi ce Secretary Herminio Coloma Jr.: “It was just a light moment in the entire dialog, I don’t think he has a specifi c intent on it to tell everybody to wear the yellow ribbon and start counting who wears yellow and those who wear peach.”

Seriously, Coloma? “So what exactly do you want from us to

help you?” All seriousness, as exactness, is that question posed by so serious a man as the president of as serious as “the Country’s Leading Organization Committed to Management Excellence for Nation-Building.”

“Perhaps wearing our yellow ribbons, amongst other things, just to demonstrate exactly in a quick manner where the sentiments of our people lie.” As serious, as exact, is the response from the President. In as serious a dialogue among serious leaders in such serious a place as Malacañang, the center of executive power in the country.

Seriously, it is way past time this administration and its minions realized that the yellow ribbon is now collectively seen through jaundiced eyes – prejudicially hostile, that is – not anymore as the symbol of national liberation that it was in the ‘80s, but a badge of blundering ignorance and blabbering arrogance.

Yeah, most fi tting to its foremost wearer, BS Aquino III.

ON JULY 21, 1871, Praxedes Julia Fernandez, the so-called singing sweetheart of Manila, a performer who is considered Queen of Philippine Drama, was born in Sta. Cruz, Manila. She was one of the three chil-dren of Mariano Fernandez and Josefa Quizon.

lady players, Fernandez, Su-zara,and Tagorona. Her group presented many benefi t shows for the widows and orphans of the soldiers of the Spanish army.

On September 30, 1891, in grateful acknowledgement of Miss Fernandez’s performanc-es for charity, the Spanish army honored her with a gala affair. As a memento of the occasion, she was presented with a silver crown.

Yeyeng ended her stage career with a farewell presen-tation of the opera La Viuda Alegre at the Manila Grand Opera House on November 14, 1911.

On August 18, 1892, she was married to Ricardo Pe-nalos Pastor, a professor in the Escuela de Artes y Ofi cios in Iloilo. Their marriage was not blessed with any children.

She died on August 22, 1919 at the age of 48.

ANGELES CITY- A com-plainant in an impeachment case fi led yesterday against Pres. Aquino said the admin-istration had used P5.4 billion of Disbursement Acceleration Program (DAP) funds to com-pensate land owners whose lands were covered by land reform, with his family getting P471.5 million for Hacienda Luisita.

The Kilusang Magbubukid ng Pilipinas (KMP) said it has dug up a statement from Agrar-ian Reform Sec. Virgilio de los Reyes that said “in October 2011, a Notice of Cash Alloca-tion in the amount of P7.932 billion corresponding to appro-priations in the General Ap-propriations Act of both 2010 and 2011 was released to the Landbank and that a part of the amount, P5.4 billion, was through the Disbursement Ac-celeration Program (DAP).”

“Clearly, Delos Reyes’s ad-mission shows that DAP funds were used to compensate land-owners, including the Cojuang-cos who got P471 .5 million of DAP funds as compensation for Hacienda Luisita,” KMP Chair Rafael Mariano noted.

The KMP also quoted De los Reyes as having said that “from 2011 to June 2014, Landbank disbursed P4.052 billion representing the cash portion of landowners com-pensation to more than 4,000 landowners whose lands were distributed to farmer-benefi -ciaries of the agrarian reform program. The landowners of Apo Fruits Corp./Hijo Planta-tion and of Hacienda Luisita are but two of the more than

IMPEACH RAP

PNoy’s kin get P471.5-M of DAP funds for Luisita

4,000 landowners paid by the Landbank.”

The group also noted De los Reyes’ clarifi cation that “the P5.432 billion was not an augmentation of the fund for Landowners Compensation” and that “the entire P7.932 bil-lion corresponds to the 2010 and 2011 appropriation for landowners compensation in the GAA for those years.”

The group did not say when and where De los Reyes made the statement.

But Mariano said De los Reyes’ statement was a “damning evidence against the President, Budget Secre-tary Butch Abad, Delos Reyes, and the Cojuangcos’ scheme to plunder the DAP funds.”

“Why did the DAR use the DAP when it has a defi -nite, regular, and specifi c ap-propriation for 2010 and 2011 for landowner compensation? It should have pushed the re-lease of the budget instead of utilizing the DAP,” Mariano asked.

In a statement, the KMP noted: “If the entire P 7.932 billion was for 2010 and 2011, the DAR paid P372,569.28 per hectare of the 21,290 hectares approved for landowner com-pensation. This is obviously overpriced and a far cry from the average P44,000 per hect-are.”

It cited fi gures from the Presidential Agrarian Reform Council that “in 2010, there are 740 landowners approved for compensation by the LBP for 7,476 hectares and in 2011, there are 748 landowners ap-proved by the LBP for payment covering 13,814 hectares.”

Mariano noted, however,

that despite the almost half a billion in compensation using DAP funds, Hacienda Luisita remains under the control of the Cojuangcos. “That’s bra-zen plunder of DAP funds,” he said.

He said De los Reyes’ statement belies Aquino and Abad’s claim that the DAP was used supposedly to pump prime and stimulate the econ-omy.

“The P5.4 billion of DAP funds that was used for land-owners compensation is obvi-ously non-productive. Big and parasitic landlords, like the Cojuangcos, did not use the money for production but in building concrete walls around Hacienda Luisita’s prime agri-cultural lands and deny farm-worker benefi ciaries from cul-tivating their lands,” he also said.

“The billions of pesos paid to Apo Fruits/Hijo Plantation is highly questionable. An agri-business venture arrangement (AVA) was implemented in the plantation to circumvent actual land distribution,” he said.

Mariano lamented that “billions of taxpayers’ mon-ey were given by Aquino and Abad to big agribusinesses as a giveaway.”

He noted that “the DAP controversy reinforced farm-ers’ assertion that the govern-ment’s Comprehensive Agrar-ian Reform Program (CARP), which expired last June 30, was a cash cow of big land-lords like the Cojuangcos.”

The KMP joined the Ba-gong Alyansang Makabayan (Bayan) in fi ling an impeach-ment complaint against the President.

BCDA Presi-dent-CEO Arnel Pacia-no Casanova said the projects include the for-tifi cation of the SCTEx’s bridge that collapsed into the Pasig-Potrero River during a typhoon a year ago in Porac, Pampanga. It would cost P71.62 million.

He noted that that

“We expect attend-ees to arrive at the Phil-ippine Arena starting in the evening of July 25,” the TMC said in its advi-sory yesterday.

The TMC said that “to manage the volume of vehicles, addition-al toll personnel will be deployed in the affected plazas.”

“Additional traffi c management and secu-rity personnel will be de-ployed at strategic areas including the Philippine Arena compound and at the interchanges critical to the event and there are designated U-turn slots for the attendees,” it added.

TMC issues advisory to NLEx motorists...TMC’s advisory also

said that “delegates coming from the North going to the Philippine Arena will turn at the Smart Connect Inter-change (Mindanao Ave-nue Link Interchange),” while “those leaving the Philipine Arena and are Manila-bound will turn at the Tabang or Balagtas Interchanges at the des-ignated U-turn slots just after the toll plaza exits.”

“Parking of vehicles will be at the local roads near the Philippine Are-na vicinity. Critical areas at NLEx especially from Meycauayan to Bocaue northbound will be de-clared as a tow-away zone during the event so as not to impede the traf-

fi c fl ow for our motorists,” the advisory added.

TMC also noted that “to ensure the smooth traffi c fl ow in the area and in the nearby com-munities, NLEx manage-ment has been close-ly coordinating with the Metro Manila Develop-ment Authority (MMDA) and the Philippine Na-tional Police (PNP).”

Road works in NLEx have been suspended since July 16 in prepara-tion for the event unless safety repair is required. Road works and mainte-nance will resume on Au-gust 4, it added.

“Motorists are ad-vised to plan their trips ahead of time for this pe-riod,” TMC also said.

TMC also noted that “for traffi c advisories they can check the NLEx Twitter account @nlex-traffi c and the Facebook page Travel On Great Roads.”

They may also visit the North Luzon Integrat-ed Guide and Travel Ad-visory System or NLigtas atwww.tollways.net.ph, it added, noting that it also has a mobile application which can be download-ed using smart phones.

For other inquiries or assistance they may call (02) 580-8910, (02) 3-5000 for NLEX and (0920) 9672839 for SC-TEx related concerns; these hotlines are avail-able 24 hours a day, TMC added. –Ding Cervantes

fi rst semester last year to P738 million in the same period this year,” Garcia said in a recent press briefi ng.

“This gives SBMA the desired spending pow-er and fi scal fl exibility to manage its various fi -nancial obligations,” he added.

Garcia explained that this year’s fi rst semester earnings of P738 million was derived from a total of P1.2-billion in oper-ating revenue, less the P461-million total in op-erating expenses.

He added that the in-

SBMA earns P738-M in H1FROM PAGE 1 crease in EBITDA can be

attributed to a 27 percent increase in total operat-ing revenues and a six percent decrease in total operating expenses.

According to a re-port from the SBMA Fi-nance Group, the Subic authority posted op-erating revenues of P627,319,504.39 from leases; P380,800,701.72 from port services; P8,277,995.15 from tourism services; and P182,220,722.83 from other operating incomes.

On the other hand, the agency incurred operating expens-es of P194,216,593.46

in manpower; P80,823,616.77 in bad debts; P43,504,924.73 in power; P17,459,000.74 in supplies, materials and fuel; P3,584,204.33 in water; and P121,145,435.64 in oth-er operating expenses.

Records from the SBMA Accounting De-partment also revealed that the agency’s net in-come after tax to-date amounted to P322 mil-lion.

In 2013, the SBMA shattered its all-time re-cord after posting P1.2 billion in net profi t, along with the highest gross revenue of P2.1 billion

and the highest EBITDA of P992 million in the 21-year history of the Subic institution.

The present SBMA administration head-ed by Garcia has been largely credited for turn-ing around the agen-cy’s fi nancial standing from several years of non-profi tability to attain-ing record earnings start-ing 2012.

Garcia said the SBMA is now committed to further improving its fi -nancial condition to de-velop facilities here and attract more investments in the Subic Bay Free-port Zone.

Pamintuan said it would be unfair for the city government to spend for informal settlers at the expense of other ser-vices needed by majority of city folk.

This, even as Pa-mintuan also urged rich families who own large

EdPAm eyes zero informal settlers

FROM PAGE 1 torrential rains normally affect the area from Au-gust to October.

“We are on track in completing the fortifi ca-tion works by the end of July so that when the strong rains come, the structural integrity of the Pasig-Potero bridge and the temporary Bai-ley bridge will not be compromised and en-sure the safe travel of

the motorists plying the SCTEx ,” Casanova said.

He said the fortifi ca-tion of the bridge was a “long-term permanent work.”

Apart from the bridge, the six projects identifi ed by the BCDA were “Gumain Riv-er bridge’s Pier Nos. 5 and 6 protection works worth P18.96-M; con-

struction management and supervision of the long-term permanent works at Pasig-Potrero bridge of SCTEx worth P7.13 million; asphalt pavement resurfacing worth P68.48 million; and bridge revetment, slope and drainage re-pair works worth P12.43 million.

Casanova said the fortifi cation works at

the Pasig-Potrero Riv-er bridge covered the installation of concrete sheet piles around the damaged abutment of the bridge.

This, he explained, would “secure the erod-ed slope of the bridge abutment as well as its exposed bored piles from further scouring by strong current of fl ood-waters during the rainy

season.”Engineer Josh-

ua Bingcang, BCDA manager for SCTEx Services, said the P68.48-million asphalt pavement resurfacing started only recently.

“It is expected to be completed in 120 calen-dar days and ensure the smooth travel of motor-ists along the toll road,” Bingcang said.

FROM PAGE 1 tracts of idle land in the city to open their proper-ties to socialized hous-ing.

He said that the plan to remove informal set-tlers in the city is part of his greater plan to transform the so-called Abacan Development Corridor. Abacan refers to a major river cutting

through the heart of An-geles. It used to be a major lahar fl ow channel after the eruption of Mt. Pinatubo in 1991. Most of the city’s informal set-tlers are located on the banks of the river.

Pamintuan said the government has already approved a land use plan for Angeles, to en-

sure that projects he has initiated would not be disrupted by the next po-litical leaders of the city.

The plan for Abacan, he said, is to build on its banks a highway to link the North Luzon Ex-pressway to the Subic-Clark-Tarlac Express-way as this would also increase the value of the

lands along the river. He bared plans to

create a watershed up-stream of Abacan where a surface water dam could be built to pro-vide for the potable wa-ter needs of local folk. Unless this is done, An-geles could face acute water shortage after 20 years, he noted.

The Abacan chan-nel itself could serve as tourist attraction by constructing a series of dams in it so as to control its fl ow towards the city of San Fernan-do downstream. These dams could also provide opportunities for leisure boating for tourists, he added.

BAGAC, Bataan- The local govern-ment unit has prepared exhaustively three days before Glenda expect-ing for the worst, which minimized the storm’s damage here, one of two towns in Bataan adjacent to the West Philippines Sea, municipal Mayor Ramil del Rosario said Fri-day.

LGU readiness minimizes Glenda’s damage“Ini-expect namin super lakas na

bagyo kaya tatlong araw bago ito du-mating nakahanda na kami dahil nag-ing aral sa amin ang nakaraang mga bagyo sa ating bansa,” the Bagac chief executive said.

He said that municipal and baran-gay offi cials and concerned citizens were ready even during the height of the storm cutting felled trees that blocked the roads in preparation for

He said that only four galvanized iron sheet-roofs of one residential

house were destroyed and a small portion of the Medicare Hospital affected by a fallen tree. “Mangi-lan-ngilan lamang ang na-apektu-han,” he said.

Bagac had no electric power for two days. “Hindi baleng walang kuryente, hindi baleng walang tubig. Ang importante, walang nasaktan sa aking kababayan,” the mayor said laughing.

Very proud an g pamilya ni Barbie who were all

there to support her.

“So, sobrang saya ko talaga. And when we started taping, sobrang grateful ko na napabilang ako kasi ang gaan katrabaho ng mga tao sa set, lalung-lalo na ’yung mga bata.

“First time ko kasing magkaroon ng serye na malaking part ng storya ay ang mga bata at ang relationship din ng mga adult sa mga bata. ’Yung to be surrounded with the kind of pure energy is refreshing.

“Everytime you go to the set, magaan. So, grateful ako na napabilang ako, lalung-lalo na ang makasama ko si Papa P,” Iza added.

Ayon naman kay Nikki, nang una pa lang na banggitin sa kanya ang project na si Piolo nga ang kanyang makakasama, aniya, sino ba ang hihindi?

“Kahit nga passerby lang ako, eh, bakit hindi? But of course, the whole experience for me is very inspiring because more on behind the scenes dahil alam naman po natin kung gaano kalaking star si Piolo and yet, he has professionalism and the way that he treats his co-actors and the prod people, is the way that he is. Pagdating niya sa set, eh, talagang nakaka-inspire.“Wala pong karapatang mag-attitude ang kahit sino sa cast na ito dahil si Piolo Pascual ay hindi nagrereklamo and he’s there, he knows his lines, he knows the story and he’s more than willing to help the new ones like myself.

“So, it’s been a very, very enjoyable process and journey,” say ni Nikki.

Marian, Bela kissed and made up

During or after the taping, nag-post ng picture si Bela sa Instagram (IG) ng picture nina ni Marian at may caption na “Thank you for having me on your show. I had a great time.”

CLARK FREEPORT – The state-owned Clark Development Corp. (CDC) has launched in this freeport a series of sports events lasting up to November.

CDC President-CEO Arthur Tugade said the race events are expected to draw thousands of tourists as it will be participated in by local, national and international students, athletes, private and business sectors, some of whom are scheduled to fl y this month to this freeport.

“Clark proves to be an ideal venue for the holding of various sports activities. This will greatly benefi t our locators as some have restaurants, hotels and casinos. In general, this will improve business tourism inside the Freeport,’’ said Tugade.

From July 19 to 27, the CDC will host four sporting events, including the Clark Cycling Classic; Holy Angel University EnviRUNment: “Run for NAture;’’ and the Angeles University Foundation Colleges of Law LEX FUN RUN.

“The much-awaited 38th National Milo Marathon (NMM) was already held last Sunday with an estimated 10, 000 runners,” Tugade said.

He also said that from August 16 to 24, the CDC will host three sports activities, kicking off with the Aboitiz Power Tour of Subic Cycling Tournament from August 16 to 17; the Korean Amateur Baseball Tournament from August 23 to 24 and the Philippine Duathlon Series Leg 3 on Aug. 24.

“Opening the sports fest for the ‘Ber’ months starting on September 7 is the Active Health Duathlon to be held at Clark roads; from October 11 to 26, the Clark Museum Parking area, Clark Parade Ground 4 and 5, and the Clark roads will be the setting for the Philippine Australian Football; the Bayani Race Fun Run by Gawad Kalinga Pampanga Chapter and the Tri United 3 Triathlon,” Tugade also said.

Tugade also announced that “the Clark parade grounds will again serve as venue for the International Cricket Sixes Tournament 2014 from Nov. 1 to 2; the Tri United 4 Triathlon on Nov. 23 and the Claret Football Community from Nov. 29 to 30.
