prehensive enterprise is contemplated in the colo-

nies, without reference however to San Francisco.The writer says : " The principal capitalists andship-owne- rs here and throughout the Australiasare contemplating the formation of a very largecompany to run large steamers between NewZealand, Auetralia, New Guinea, Manilla, andChina. The ports of call are to be as follows :

Sydney, Brisbane, one or two ports in NewGuinea, Manilla, and Hong Kong, returning thesame way to Sydney and to Nelson, New Zealand.Then there will be branch lines from "Sydney andMelbourne to Adelaide. The second branch linewill be from Perth, round the North-we- st coastto Cook town, to meet the main line in some portin New Guinea., I was informed by one of thegentlemen connected in the scheme that Nelson isselected for the line end of New Zealand, from

her central position and being easy .of access, andNew Guinea fur the branch lines to meet, and itis supposed it will assist in developing thatsplendid country. The capital is spoken of as

The amount of drunkenness among the nativeson Tuesday last was the subject of frequent re-

tious in the matter of selling or furnishing tonatives ; (the symptoms are that the authoritieswill be in earnest in executing the law) and theycannot buy from the wholesale dealers, who areforbidden to sell in small quantities. But thefact remains that this, the largest portion of ourpopulation, gets liquor very freely.

Theamount of spirits (exclusive of a few gallons ofrum which passed through the CuBtom Housefor consumption during 1874, was 15,600 gallons,the moet of which was gin, brandy and whisky.Tbe entire foreign-bor- n population of the islandsby the last census, ntqnbered 5,000, men, women

and children. Two thousand of these are Chinese,three-fourth- s of whom, being employed as labor-ers on plantations, are non-consum- of spirits.Add to these the foreign-bor- n women and children,to the number of say 1,500, and we have 3,000 rs,

leaving 2,000 adult male foreignerswho may be users to a more or less extent ofspirituous liquors, and who are to be put downfor nearly six and a quarter gallons of spiritseach per annum. And if we further reduce thenumber of consumers by one third, which willfairly represent the number who from principleor otherwise do not use ppirits as a beverage, thequantity per man for the consumers is not farfrom eight gallons. Of course we know that theforeign population do not consume spirits at thisrate ; and we are forced to the conclusion that alarge portion probably more than one half ofthe consumption is among the natives, And thisin the face of the law which forbids, under severepenalties, the selling or furnishing to them !

And the question recurs again by what pro-

cess do they get their supplies? We answer:frequently through the agency of low and unscru-

pulous foreigners Europeans or Americanswho for a small gratuity or for the sake of in-

dulging their own appetites will buy for thenatives ; but to a larger extent the native supplyis obtained through Chinese pcddlars and smallshop-keeper-s. These buy cheap gin from thewholesale dealers by the case or demijohn, andretail it by the bottle to the natives. They areunscrupulous and exceedingly cunniog. Thereis good reason to believe that where one licensed

retailer of spirits is found to have broken the law.

and is brought to court by the police, a score ofthe unlicensed dealers in gin are carrying on a

lucrative business in our niidat. In his twospecialties of cheap gin and opium, John China-

man enjoys a cheap monopoly, and he undoubtedlychuckles immensely at our futile laws and ourpolice.

THE SAN FRANCISCO MAIL AND NEWZEALAND.

Says the Auckland Herald of Oct. 28 : ' TheSun Francisco mail service contract was broughtup in the Assembly, and an animated debatetook place on Sir Julius Vogel action in ex-

ceeding the terms of the resolution of the Leg-

islature, by sanctioning an increase of the sub-

sidy, and an extension of the duration of tin;contract. A resolution was passed by the Assem-

bly desiring the Government to endeavour tomodify the contract in order to bring it withiuthe amount agreed to by the Legislature."

TLe revolution introduced by the ColonialTreasurer, (and which was passed) reads thus :

" That this House ratifies the joint contract en-

tered into on the 19th July. 1875, by Sir D.Cooper, Bart., and Mr. Thomas Russell, on be-

half of the Government of New South Walesand New Zealand respectively, with the PacificMail Steamship Company of 'New York (forwhom Messrs. Elder i Co., of Glasgow, and Mr.McGregor, M. P. for Leith, are sureties) for afour-week- ly mail kteam service between San Fran-

cisco and Sydney, and between New Zealand andSan Francisco."

" The following addition was then moved bythe lion. Major Atkinson: 'That in the opinionof this House the annual charge imposed on therevenue of New Zealand for a mail steam serviceought not to exceed 40,000, and that it is theduty of tbe Government immediately to enterinto negotiations to procure such modifications ofthe terms and conditions of the contract subjectto ratification by this House as will effect thatobject.'

"The Hon. Major Atkinson's resolution wascarried by 30 against 24.

" Mr. Wales moved a proviso to the effect thatsuch modifications should not extend the time ofthe contract, or alter the route of the steamers.Rejected on the voices.

" Resolution reported to the House and agreedto."

The distance in no case can be made less, andwill nearly always be from thirty to seventymiles more, owing to currents and bad courses,&c. It will be observed that by leaving Honolulu out and by taking the direct route to Sydney jvia Kandavu, is only a gain of eighty-seve- n

miles. ' Besides it is making a dead bead windfor the passage to San Francisco. Tbe coursepassing obliquely through the tropics causes theincrease of distance. "

These memoranda are interesting, as showingvalid reasons why the steamships of the Austra-lian line will not be likely to leave out Honoluluas a port of call ; aside from the fact, Vlb shownby us in a previous issue that our passenger andfreight trade is even now worth fully $100,000per annum to the line.

As we have before remarked, the Pacific MailCompany, being fully informed aa to our presentresources, cannot expect any appreciable moneysubsidy from this government ; but they willexpect all the facilities for their ships which itmay be in our power to grant. Among the byno means least of these will be perfect facility inentering and leaving port ; and in this connectionit will be highly desirable that government takesteps as soon as practicable towards deepeningthe entrance of Honolulu harbor. The excavationof a foot only on the bar will prevent the possi-

bility of a question arising as to safe access bytbe largest steamers which may in the future beplaced on the line. ' This is a subject to whichattention should be directed without delay ; andits recognition by our government would be amore satisfactory guarantee to the Company thancould be any money subsidy such as we might beable to pay.

rise, noon and sunset, from the battery on Punoh- -bowl, and at an early hour every flagstaff in tbecity and the shipping was decorated with bunting.At 10 o'clock, the representatives of foieign coun-tries residing here, and the various consuls, calledat the Palace to congratulate Mis Majesty, who wasattended by II. R. II. Prince Leleioboku, the CabinetMinisters, and members of His Staff. From 11 to12, government official and citizens generally werepresented.

Before the reception, a handsome silk flag, thework of several Honolulu ladies, was presented tothe volunteer corps known as "The Prince's Own,"of which His Majesty is Captain, by the PrincessLydia Kamakaeha Domini. The flag was receivedby Adjutant John E. Bush, tbe Priooe making thefollowing address on behalf of his sister :

"OrriCEBs or the 'Pbikce's Own:' Thisbeautiful banner, the flag of our country, has beenplaced in my hand to present to you as a standardfor your company, The Prince's Own.' Sacredlyand vigilantly guard it. A pinirle apraratue, which can be fitted onboard ship to act automatical! j, and ecrre aa aventilator, a leg alarm, acd a bilge pomp, is nowbeing exhibited at Lloyd's, and deserves to bebrought t:o the notice of shipowners and ship-builders. The machine, which we have had anopportunity of carefully examining, was intro-duced into this country some time ago, and sub-mitted to the most crucial tests. The invention,which is patented by Mr. Thiers, of New Or-leans, consists of two small cylinders, placed oneither side of a ship and connected bva pipe. The cylinders are partly filled withwater, and, as the vessel roll, the water rushesfrom the elevated to the depressed side of theship, from one cylinder to the other, and, bycreating a vacuum, draws up the foul air from

n decks, or out of the bold, by pipes lead-ing below. The air which is pumped up by thisself-actin- g process goes out through a dischargepipe over the side, and such is the force of itsexit that it serves to blow a fog-hor- n when re-quired. Fog-hor- are used only by sailingHtiif fl ; but a powerful whittle, especially adaptedto steamship, may be applied with perfect success,and the larger the cylinder the louder the signal.A similar application of this principle frees thevesael from bilge water, and, in fact, will keepunder all ordinary leakage. The invention hasbeen applied to a large number of ships of warand merchant vessels in the United States, there-fore its merits are well known. Commander C.N. Cushman, of the WachusBct, in his report tothe Rear-Admir- al, stated that the slightest motionwould set the ventilator in operation, so as toexltaust the foul air in any part of the vessel, orkeep the fog-hor- ns in constant blast, or pump npwater if there were any in the ship. There areseveral reports to the same effect, and amongthem is a resolution from the Board of Supervis-ing Inspectors of steam vessels commending itsgeneral adoption. Admiral J. II. Strong, Light-house Inspector, in a document sent by him tothe Lighthouse Board at . Washington, writes asfollows : v

Bearing in mind that there ari fifty-tw- o lightvessels stationed around the coasts of the UnitedKingdom, and regarding the importance of marking their position in foggy weather, the testimonyot Admiral strong as to this particular application of the invention comes very opportunelyThe Trinity Corporation have given notice that,after the middle of this month, the fog signal onboard the South Sand Head lightvessel will be atrumpet giving a blast of five seconds durationevery two minutes, instead of a gong. The motion or that vessel would operate on a trumpet onone side and a whistle or eoreamer on the other.following up the blasts successively, and thiswould denote a regular signal if the system ofalternate trumpet ana whistle were adopted. I hecylinders are placed so as to be worked by thepitching or rolling of the vessel, and there is always a sufficient movement of the water to setthese machines in motion. It is said that abarrel rolled across the deck of a ship at NewYork, by way of experiment, drew np the airthrougn the ventilator, and blew the born. TheOsborne yacht, set apart for II. It. The constant action ofsuch a pump. as we have described would drawup all the impure mepbitic vapour from thebilges ana under decks, ana pure air from thewindsails, or ventilating funnels, must fill up thevacuum created. The noxious effluvia generatedin a ship's hold by the impurities which findtheir way there during a voyage, are too wellknow to require notice ; but if those poisonousgases can be pumped up as quickly as they areformed of which there Beems to be no doubtthis ventilating process must tend to conserve thehealth of both passengers and crews. Medicalevidence has been tendered in favor of thismethod of keeping the air uncontaminated ; butwe need not quote it. It is sufficient to learnthat an automatic machine, occupying but verylittle space, will pump up noxious air and bilgewater. This foul air pump will, we have nodoubt, prove valuable in the preservation of per-ishable cargoes, and afso prevent the decay of thevessel's timber. Grain can be kept cool ; and,where the ventilator has been applied, the lowertiers offish have, it is said, turned out on dis-cbarge, in as good order as those on top. Inpetroleum or benzoline cargoes, or in gaseouscoal, it is important to carry off everything tend-ing to combustion or explosion, and this the ma-chine in question is competent to effect. Anever active air-pum- p, which docs not dependupon manual labor or mechanical power to sus-tain its action, ought to lessen the sacrifice oflife and property at sea. Mitchell's MaritimeRegister.

Attacked by Savages.

The Maryborough Chronicle (Queensland) hasthe following : The schooner Stanley reports a

fracas at Lepers Island. Two of her boats hadbeen engaged during lucsday, July Uth, tradingalong the north-we- st coast, but had not securedany recruits. About half-pas- t 4 p. m.', when theboats were about a quarter of a mile apart, butnot in sight of each other, and the vessel lyingabout a mile from shore, two islanders volun-teered for Queensland. The boat was accordinglytaken in, and the two boys came on board, accompanied by three friends, who were apparentlydesirous of 6ceing their kinsmen off. The boatwas manned by four islanders, Mr. Crank, supercargo, and Mr. Money and Dr. Archdale, passen-gers. A third boy expressed a wish to join therecruits, but the other islanders objected to hisleaving the island. In the altercation whichensued among the natives the boat was surrounded. Suddenly, at some pre-arrang- ed signal.an attack was made on the men in the boat.Messrs. Money, Archdale, and the boat's crewwere thrown down. Mr. Crank dodged the blowof a tomahawk aimed at his head, and receivedthe blow on his ehouldcr. It, however, inflictedno greater injury than a severe bruise. Withadmirable presence of mind he used his fists togood advantage, knocking the two newly-acquir- ed

recruits trom the noat into the water, their threefriends taking a 11 header " after them. By thistime one ot the boat s crew who had been knockeddown and his thumb cut off in the struggle,regained his feet, and, raising his musket, shotone of the natives. Messrs. Crank, Money, andArchdale also managed to get their revolvers, andfired upon the savages. In the momentary panicwhich ensued, Messrs. Crank and Money pulledfor the schooner, Dr. Archdale standing in thestern and keeping the enemy at bay with hisrevolver, lhe boat was, however, followed bySights of arrows, and on coming alongside, over adozen were found in the bottom, and severalsticking in the sides. It is" believed that twonatives were killed, and others wounded. Ofthose in the boat, Mr. Crank received an arrow- -wound in the hand. One of the boat's crew wastomahawked on both hands, and had bis thumbcat completely off ; another was tomahawked onthe head, the skull being slightly penetrated. APutuna man was injured in the head, and aTanna man had a large bone-head- ed arrow drivenright through the flesh part of his arm. Fortu-nately, the schooner carried a medical man, andto the remedies promptly applied, most of thewounded men probably owe their lives. Thereis a great deal of sickness at the islands just now,mostly dysentery and measles, and the beliefnot an unreasonable one is said to have gainedground amongst the islanders, that these diseaseshave been introduced among them by white men."

The annual report of the Postmaster General ofJapan, the Hon. 11. Mayesima. has been sent us.It is hardly necessary to say that it is not in Japan-ese, being printed in English. It makes a pamph-let of ten pages, and shows the department to bein a heattby financial condition. Stamps on en-

velopes, newspaper wrappers and postal cards arein use. and last year the postal revenues were 352,-24- 4

89 yen. This ia an increase of 56 r cent,over the previous year, a fact which is attja ou tableto increased mail facilities. There was some steal-ing, but to no great amount, and one man who badstolen 27 yen actually made a voluntary confessionand restored the money. The document is wellwritten, thoroughly business like, and a gratifyingexhibition of the rapid advancement in civiliza-tion which has taken place la the island empirewithin a few years past.
