Section I. Instructions to Bidders

A. A. General

Scope of Bid1.1 The Purchaser indicated in the Bidding Data Sheet (BDS), issues these Bidding Documents for the supply of Goods and Related Services incidental thereto as specified in Section V, Schedule of Requirements. The name and identification number of this procurement through Open Advertised Bidding (open for local and overseas suppliers) are specified in the BDS. The name, identification, and number of lots are provided in the BDS.1.2 Throughout these Bidding Documents:(a) the term in writing means communicated in written form (e.g. by mail, e-mail, fax,) with proof of receipt;(b) if the context so requires, singular means plural and vice versa; and(c) day means calendar day.

Source of Funds2.1Unless otherwise stated in the BDS, this procurement shall be financed by the Airports of Mauritius Co Ltd own budgetary allocation.

Public Entities Related to Bidding Documents and to Challenge and Appeal3.1The public entities related to these bidding documents are the Airports of Mauritius Co Ltd, acting as procurement entity (Purchaser), the Procurement Policy Office, in charge of issuing standard bidding documents and responsible for any amendment these may require, the Central Procurement Board in charge of vetting Bidding document, receiving and evaluation of bids in respect of major contracts and the Independent Review Panel, set up under the Public Procurement Act 2006 (hereinafter referred to as the Act.)

3.2Sections 43, 44 and 45 of the Act provide for challenge and review mechanism. Unsatisfied bidders shall follow procedures prescribed in Regulations 48, 49 and 50 of the Public Procurement Regulations 2008 to challenge procurement proceedings and award of procurement contracts or to file application for review at the Independent Review Panel.

3.3Challenges and Applications for Review shall be forwarded to the addresses indicated in the BDS;
