GID 1-64 MANAGEMENTCOMMITTEE REPORT

June 20, 2006

Although the life of GID 1-64 has been extended fourtimes in the past the Management Committee at theirmeeting of June 20th voted to extend its life yet anothertime for three more years. The vote was four votes infavor (Max Keech with three votes and Pete Hughes withone vote representing RSCA. The city representing twovotes abstained.) The city council must confirm this vote.The GID has about one million in uncommitted funds anda possible additional 2 million dollars in facilities feesfrom Max Keech’s proposed projects. My main reasonfor voting in favor of the extension was to preserve fundsfor the two projects in progress in Redwood Shores whichare of great import to those of us who make the Shores ourhome. Project one is the library which was the subject ofa survey taken five years ago in the Shores to determinethe most popular projects for the Shores and the librarywas the top vote getter. The second project is a new elementary school for the Shores of which a $25 millionbond issue was put to our voters last November and wonby more than two thirds of the ballots cast..Both projectsmay need additional funds from somewhere and it wouldbe nice if the remaining GID funds were available to helpout on these two popular projects. And there is no downside that I can see to voting yes to an extension.

Chu Chang from the city reported on the current projectsof GID. The library bids will be opened July 12th andwork will start 30 days later. The lagoon intake facilitynumber two near area H will begin construction about midJuly and will be finished 90 days later.

CITY SEEKING AGREEMENTWITH POLICE OFFICERS

ASSOCIATIONWith the rejection by the Redwood City Police OfficersAssociation (POA) of the City’s most recent contract offer,the City continues in good faith to seek common ground andfind a fair and reasonable resolution. Redwood City is pre-pared to negotiate an agreement that best meets the needs ofthe community at-large, and encourages the POA to returnto the bargaining table.

“My colleagues on the City Council and I have a great dealof respect for the professionals in our police department, andfor the work they do,” said Barbara Pierce, Mayor ofRedwood City. “The fact that they are the highest paid officers in San Mateo County speaks to that.” Many of theCity’s other bargaining units have accepted a two-yearsalary freeze as part of Redwood City’s fiscal recovery pro-gram–they are willingly doing their part for the financialwell-being of the City as we finally start to emerge from thefiscal crises of the last few years. The City is calling for the Police Officers Association to do their part aswell, and accept a temporary one-year suspension in payincreases–clearly a fair and equitable trade-off in light ofother departments’ continuing financial sacrifices. The factis, this is really only a delay in police salary increases. Afterthe one-year freeze a new salary survey will be conductedand the POA’s salary range will be adjusted upward tomatch the median of comparable agencies–their salaries willin effect be “made whole” after that one-year delay. Thatdelay is a small price to pay as part of the City’s overall fiscal recovery. Throughout this process, community safetyis of course paramount in the minds of the members of theCity Council. Knowing the professionalism of the membersof our police department, the Council is confident that thisis also the case for each and every officer, no matter whatthe circumstances.

Due to unforeseen scheduling conflicts the previously ref-erenced July 10th meeting will be taking place on July24th. Please see the the announcement below. Sorry forthe inconvenience and thank you for your understanding.The City Council will hold a public hearing on theRedwood Shores Lagoon Bank Policy and ConstructionGuidelines on the 24th of July, 2006 beginning at 7:00 p.m.in City Hall Council Chambers. The purpose of the afore-mentioned meeting is to bring forward the PlanningCommission and City Staff’s recommendation on the pro-posed policy and to discuss whether the existing construc-

tion as identified in the Waterfront Inventory should bemodified and/or removed to protect the integrity of thelagoon slope and the public health and safety of RedwoodShores residents, or to “grandfather” the existing construc-tion. The City Council will take input from the public andthen consider the adoption of the proposed Policy. The DraftLagoon Bank Policy (June 2005) is available for publicreview at the City’s website (www. r e d w o o d c i t y. o rg ) .Copies of the Staff Report will be available on the City’swebsite by Friday, July 21., 2006.

LIVING YOUR DREAMBy Helen Selenati

Often life requires us tomake accommoda-tions in response to

changes in our work environ-ment, personal circumstances,or our own interests and devel-opmental needs. We shouldwelcome these opportunitieswith optimism and enthusiasmand see it as a chance of doingsomething we have alwaysdreamed about. When we areliving our dream we feel aliveand excited about what we do and work seems effortless.

To find out what makes you come alive you only need to lookat occasions in your past when you were passionate aboutsomething. What was the essence behind it? What was it thattouched and moved you? Think back of occasions when youwere so absorbed in what you were doing, that time stoodstill. This is when you were in the flow and you were aliveand living your passion. Each one of us can live our passionif we are prepared to follow our dreams.

One of the first questions you should ask yourself when defin-ing your dream is: “What would I be doing today if moneywas not an object?” It is a fallacy that you can’t make a liv-ing by doing what you love. If you can dream it, you can doit. You can live your dream by starting today. The differencebetween dreams and wishes is that dreams require hard work.

To transform your dreams into reality you need the courage toturn fear and doubt into hope and possibilities, followed byaction and results. But first you must be clear about your pur-pose, intension, and integrity. You have to stand in your pur-pose before you can start working on your dreams. Keep yourpurpose statement simple and short and allow your dreams toevolve from your purpose. The next step is to turn yourdream into specific projects with appropriate strategies andschedules. Once you have a clear goal, share your intentionwith others in a way that will hold you accountable for youractions. Tell everyone who is interested in listening to youabout your plans and you will be surprised how much unex-pected support and information you will receive in return.Make specific requests from others that are in a position tohelp you. Demonstrate your commitment to your plan bydoing something everyday towards making your dream a

reality. When you set an intention and then act on it to demon-strate your commitment, amazing things occur.

Standing fully in your purpose and being clear about yourintention can give you fortitude for dealing with challengingtimes. It is also important to uphold your integrity throughout the process of building your dream. Keep your agreements with yourself and others and always be honest.Give yourself credit where credit is due and acknowledge thatyou did what you said you would.

Your purpose becomes the standard you use to evaluate whichactivities are essential and which aren’t. Without a clear pur-pose you have no foundation on which you base decisions,allocate your time, and use your resources. People who don’tknow their purpose try to do too muchand that causes stress, fatigue and conflict. You becomeeffective in implementing your dream by being selective inwhat you do. In the process of creating your dream, followwhat moves you and be more committed to your dream thanto doubt or reality. You have to have the courage to make yourdream a reality and to overcome the obstacles. You can besuccessful in building the life you want if you put everythinginto following your dream, focus on everything you want, andleave the rest out.

THE DIAGNOSTIC PROCESSHOW WE DIAGNOSE PERIODONTAL DISEASE

Since you may have periodontal disease without experiencing any symptoms, we perform a thorough examination using X-raysand a periodontal probe. Healthy gums fit tight against the teeth and have no pockets. When the bone levels fall as a result ofperiodontal disease, the gums pull away from the teeth and form pockets. We measure the depth of any pockets with a periodontalprobe. The probe measures the distance from the bottom of the pocket, where the gum is attached to the tooth, to the top of thegums. In general, the deeper the pockets, the greater the extent of periodontal disease. We also examine the color, shape and over-all condition of the gums. Bleeding is a sign of infection; healthy gums don’t bleed. Healthy gums are firm and lightlystippled. In moderate cases of periodontal disease, we see red and swollen gums.

X-rays tell us a lot about periodontal disease. In a healthy mouth, the bone comes up high around the necks of the teeth, and thebone level is even throughout the mouth. With advanced periodontal disease, the bone levels are much lower and are uneven. We look for the following signs to diagnose periodontal disease:

. probe readings greater than three millimeters

. bleeding upon probing

. swollen and red gums, especially between the teeth
