Benefits From This Infrastructure
1) It will make the IT Apprenticeship System operational very quickly. We will have the capacity to handle the 10 mil. worker opportunity.
2) The system can be licensed to all 30k apprenticeship sponsor organizations. This would enable a consistent “best practices” approach to be rolled out to all ATELS stakeholder organizations.
3) It supports a powerful marketing strategy for ATELS to approach all industries. By linking the apprenticeship functionality to existing corporate LMS and HRMS, corporations are more likely to adopt the approach as a “Best Practice”.

Key Points of the White Paper
•The current training paradigm of classroom instruction alone is insufficient
•On-the-job-learning (OJL) is an important component of job instruction that is currently ignored in the IT Industry
•Does it make sense to rigorously track hours of classroom instruction, degrees and certifications for a worker and yet ignore the quality of that worker’s 90,000 hrs or so of on-the job experience during a career?
•Classroom instruction and on-the-job learning are both necessary but are not inter-changeable.
•Apprenticeship is a ready-made process to ensure that both classroom instruction and on-the-job learning are provided.
•CompTIA-DoL are developing the IT Industry Apprenticeship System. The system will be released in late 2003.

Self-Directed Discovery Coaching On-the-Job Training
Employee learns by doing, using information engineered into the work setting to guide learning. Employee can trust the system to help make the learning easier and to reduce frustration.
Employee learns by working alongside or nearby and experienced employee, who uses systematic knowledge of the task to know when and how to intervene. Training outcomes are relatively predictable.
Employee is trained by an experienced employee who has expertise as a trainer and in the task to be learned. Training content, methods, and outcomes are consistent across employees.
Structured OJT and OJL
On-the-job learning (OJL) describes the full range of delivery methods that occur on the job.
To design, develop, test and launch an IT industry apprenticeship system that leads to measurable productivity improvement in the IT workforce.
Our scope includes:• Modernizing, refining and testing, the practice of apprenticeship• Updating standards to fit the various IT occupations• Developing an IT Apprenticeship product and testing that
product through the use of pilot sites• Developing a support infrastructure to register, track and certify
organizations and workers• Creating marketing processes within CompTIA and DoL to
launch and grow industry acceptance.
