The eyes of the world are focusedon Beijing for two intense weeks inAugust. The reasons for such a keeninterest in this year’s Games aremany, ranging from political andeconomic, to cultural and sporting.There is no better time than now tostep back and consider sport interms of the mirror reflection itprovides of society.

Sport is in fact a microcosm ofsociety. Look at current struggles insport and there you have a glimpseof what’s not working in our worldtoday. Sport shows us what we, asa global culture, are most committedto and what our motivations are.Issues plaguing contemporarysociety—such as violence,

corruption, racism, and cheating—also plague sport and threaten itsinherent value to society overall.

Cheating is the ill that WADA ismost concerned with—in particular,the strain of cheating found in sport by means of performanceenhancement. A proliferation ofdoping over the years suggests that,for some, the currency placed onwinning overrides the value of sportto teach the universal principles ofrespect, health, honor and dedication.

Every sport has its share of fallenheroes whose medals now bear theblemish of deceit through doping.

What is the price that we and futuregenerations pay when driven byshortcuts and hollow victories? Whatis the return on a win-at-all-costsstrategy so prominently promoted insports (and in business and politics)?Spend a few minutes watching theevening news to see reports ofcorporate accounting and politicalscandals, punctuated byadvertisements promising get-rich-quick schemes. The messages are thesame for society as they are for sport.

These messages translate into lessons for our youth. Through these

messages we are teaching ouryoungsters what is acceptablebehaviour in modern society. Are weteaching youth that cheating is aviolation of others’ rights? Or is thelesson rather that it matters only ifyou get caught? If so, then MarionJones is a case in point.

It all comes down to a simple, age-old truism: It is not whether you winor lose, but how you play the game.In life. In sport. In the little leaguesand the Olympics alike.

We have a choice in these matters.What’s more, as leaders in sport andgovernments, we have a respon-sibility. Our responsibility is to theathletes—little leaguers, Olympians,and everyone in between—to makeof sport an environment where truth,dignity, hard work and respect arethe common denominator. Thatmeans making of sport a force forgood: to inspire, to build teams, tobuild leaders. These “spirit of sport”values are eternal, universalprinciples that unite all cultures.

I appeal to all of those who have astake in sport to do your part inbuilding a culture that supportsyoungsters in their development ofthese values.

Every coach, every trainer—do notabuse the trust that your athletesplace in you. Instead, seize upon theopportunity to inspire young peopleto become the best possible versionsof themselves, naturally.

Every sport—remember that thedevelopment of your sport isintricately tied to your ability to rootout doping; use every event as anopportunity to teach youth about thejoy of pure competition.

Every nation—work with yourOlympic committee and anti-doping authority to engender anatmosphere of pride based on merit;drive home the message thatcheating is not tolerated; ensure thatthe competitors who receive theprivilege of your sponsorship in theinternational sporting arena arecommitted to clean sport.

As the world shifts its gaze to Beijingthis August, the drama played outon the Olympic stage is magnifiedfor all of society and sport.

Sport: Mirror of Society

Our responsibility is to the athletes—little leaguers,Olympians, and everyone in between—to make of sportan environment where truth, dignity, hard work andrespect are the common denominator. That meansmaking of sport a force for good: to inspire, to buildteams, to build leaders. These “spirit of sport” valuesare eternal, universal principles that unite all cultures.

We acknowledge that in sport, justas in the rest of society, there will

From 8 August 2008 and for twoweeks, the world’s best athletes aregoing to experience somethingexceptional, something unique: theirultimate goal, the Olympic Games.This magical event will be held forthe first time in Beijing, in thePeople’s Republic of China.

Besides living this dream, we hopethat the athletes who will come toBeijing will live by the Olympicvalues and respect their health andtheir opponents by competing fairlyand honestly.

To ensure such a spirit of the Games,and in response to the seriousness ofthe threat of doping and cheats, theIOC has championed a policy of zerotolerance. We also enforce this policythrough a comprehensive program oftesting carried out by the IOC duringthe period of each Games.

Thus, in Beijing, we plan to conduct4,500 in- and out-of-competitiontests. This is roughly 25 percentmore than were carried out duringthe 2004 Games in Athens. And 90 percent more than the number of tests carried out in 2000 inSydney. Tests will be performed onall substances present on the 2008Prohibited List issued by WADA.

In addition to this dramatic increasein testing, we have recently proposeda series of measures to strengthenour zero tolerance policy. These

measures include the denial ofparticipation in the next OlympicGames for athletes and theirentourage who have beensanctioned for more than six months. We will impose automatic

suspensions after a positive Asample and greater financialpenalties for sports organizations and athletes. We will implementstricter regulations related toTherapeutic Use Exemptions.

Our fight against doping involvesmuch more than the Olympic Gamesalone and extends far beyond theboundaries of the Olympic Movement.The collaboration among the sportscommunity and the governments isnecessary if we are to make a lastingdifference. To be truly effective, apolicy of zero tolerance must beadopted, enforced and acted uponby governments. Here, too, the IOC

and WADA have made great strides.This was clear at the Third WorldConference on Doping in Sport inMadrid as the sports movement andgovernments of the world adopted aresolution in which they renewed

their joint commitment to a rigorousfight against doping and approvedthe strengthening of the World Anti-Doping Code.

Moving forward, we will continueleading the anti-doping movement ina global effort to stop doping in itstracks. It is our commitment to createand sustain an environment of cleansport for generations to come. Whilstwe may never fully triumph overdoping in sport, we will remainunited and steadfast in our effort. Asour founder, Pierre de Coubertin, said:“The essential thing is not to havewon, but to have fought well.” Andsimply it is the right thing to do.

While the IOC and the IPC areresponsible for anti-doping at theirrespective Games, WADA’sparticipation in the 2008 SummerOlympic and Paralympic Gamesincludes several roles: pre-Gamestesting, potential review ofTherapeutic Use Exemptions (TUEs),right to appeal decisions,Independent Observer (IO) mission,and Athlete Outreach. This broadrange of activities reflects theimportance of a comprehensiveapproach to the fight against doping in sport.

Pre-Games Testing

As a general rule, in-competitiontesting is planned and carried out bythe sporting event organizer. ForBeijing 2008, as for any past editionof the Olympic Games, the IOC isresponsible for doping controls which

take place during the period of theGames—from the opening of theOlympic Village to the day of theClosing Ceremony (July 27–August24). The IOC will work with theBeijing Organizing Committee for theGames of the XXIX Olympiad(BOCOG) to conduct testing atOlympic venues during this period.

However, there is a well-establishedneed for testing to occur away fromOlympic venues, for example for

those athletes who arrive late, leaveearly, or do not stay in officialOlympic sites. Based on the modelestablished at the 2002 WinterOlympic Games in Salt Lake Cityand refined at subsequent OlympicGames, the IOC, BOCOG, andWADA have created a task forcecharged with planning andcoordinating pre-Games testing. Thisgroup works closely together on the

The 2008 Summer Olympic and Paralympic Games are expected to be the scene of great sporting performances,from August 8–24 and September 6–17 respectively. To protect the integrity of the Games, the InternationalOlympic Committee (IOC), the International Paralympic Committee (IPC), the World Anti-Doping Agency (WADA),and the other organizations involved in the fight against doping in sport are closely cooperating to ensure thatcomprehensive anti-doping measures are in place in the lead-up to and during these two major sporting events.

test distribution plan for the Games,including selecting specific athletesfor testing. Additionally, the groupcoordinates testing and gathersinformation on the location of athleteswho will be competing at theGames. This task force also liaiseswith various anti-doping organizationsresponsible for testing, includingInternational Federations (IFs),National Anti-Doping Organizations(NADOs) and National OlympicCommittees. For the Beijing Games,WADA’s ongoing out-of-competitiontesting program for 2008 is alsofocused on those athletes likely toparticipate in the Games.

As with the 2004 Summer OlympicGames in Athens and the 2006Winter Olympic Games in Turin, atthe request of and in cooperationwith the IOC, WADA will manage a program of doping controls duringthe period of the Games on athletesworldwide who will compete inBeijing, but who are not yet in theAthlete Village or are not training atOlympic venues. WADA has beenasked by the IOC to undertake thistask following the opening of theOlympic Village on July 27, 2008.

In addition to testing at Olympicvenues during the Games, the IOC isresponsible for results managementrelated to the Games.

WADA also works closely with theIPC to coordinate testing activitiesprior to the Paralympic Games.

Therapeutic Use Exemptions

Under the World Anti-Doping Code(Code), athletes with a documentedmedical condition requiring the useof a prohibited substance or methodmust obtain a TUE according to thecriteria set forth in the InternationalStandard for TUEs.

It is the IF’s responsibility to grantTUEs to athletes in their RegisteredTesting Pool and any athlete takingpart in an international event. TUEsmust be granted in a harmonized

manner across countries and consistent with the InternationalStandard for TUEs.

During the Olympic Games, TUEs can also be issued by theIOC. The IOC anti-doping rules for the Beijing Olympic Gamesstate that the IOC Medical Commission willappoint a committee of physicians (TUEC) “tomonitor existing TUEs and to consider newrequests for TUEs. Athletes includedby the IOC in its Registered TestingPool who do not already have anapproved TUE may apply to obtain aTUE from the IOC. The TUEC shallforthwith evaluate such newrequests in accordance with theInternational Standard forTherapeutic Use Exemptions andrender a decision on such request,which shall be the finaldecision of the IOC.”

This allows athletescompeting in Beijing tohave their request forTUEs reviewedconsistently and forthose who do notalready have one, tobe able to apply forone for the Games.According to the IOCanti-doping rules, IFsmust inform the IOC andWADA of any TUEs that havealready been granted tocompetitors prior to the openingof the Athlete Village in Beijingon July 27.

WADA’s role in relation to TUEsand the Beijing Olympics remainsconsistent with its TUE responsi-bilities under the Code: the Agency hasthe right to monitor and review any TUEgranted. Athletes in the IOC’s Registered TestingPool who requested a TUE but were denied may askWADA to review the decision. If WADA determines that anapproval or a denial of a TUE did not comply with the InternationalStandard, the Agency can reverse the decision. An athlete can stillappeal to the Court of Arbitration for Sport (CAS) a decision denyinga TUE that was not reversed by WADA.

WADA’s Right of Appeal

Pursuant to the Code, WADA has the right to appeal toCAS decisions made by the IOC and the IPC with regardto any doping case connected with the Games. The

Code grants WADA this right of appeal in cases occurring under thejurisdiction of Code signatories, including the IOC and the IPC.

The IOC anti-doping rules for Beijing clearly spell out theprocedures for management of any adverse analytical finding

or other anti-doping rule violation that may arise from dopingcontrols during the Games. The rules specify that “the

entire disciplinary procedure shall not exceed 24 hoursfrom the time the athlete or other person concerned is

informed of such anti-doping rule violation.” TheIOC President may extend this time limit,

based on the circumstances of a case.

Once informed of an anti-doping ruleviolation, the IOC President sets upa Disciplinary Commission to

review the facts of the case andallow the athlete to exercise theright to be heard. The athlete,the chef de mission, the IFconcerned, a representative of the Independent Observersmission, and WADA arepromptly notified of thedecision of the Disciplinary

Commission or of the IOCExecutive Board, as the case

may be.

Disciplinary actions, includingsanctions and disqualifications in

relation to the Games, are determined by theIOC and the IPC. The decisions arising from

doping rules violations during the Olympic andParalympic Games can be appealed to CAS.

WADA is among the parties able toexercise this right of appeal. In

addition, the management of anti-doping rule violations and theconduct of additional hearings as a consequence of hearings and

decisions of the IOC, including withregard to the imposition of sanctions

over and above those relating to theOlympic Games, are managed by the relevant IFs.

WADA also has a right to appeal these subsequent decisions.

Independent Observers Program

WADA will send an IO team to Beijing, as it did to Sydney in 2000,Salt Lake City in 2002, Athens in 2004, and Turin in 2006.

The IO program helps enhance athlete and publicconfidence at major events by randomly monitoring and reporting on all phases of the doping control andresults management processes in a neutral and

unbiased manner.

At the invitation of the IOC, the IOprogram was launched at the 2000Games in Sydney. During the SydneyGames, a 15-member IO teamobserved the doping control andresults management processes.Following the Games, the teampublished a report certifying that thedoping control procedure had beenconducted properly and suggestedareas for improvement.

This successful mission resulted ingrowing interest among IFs andmajor event organizers who began toinvite WADA’s IO program to monitortheir events’ doping control. Since2000, WADA IO teams haveparticipated in more than 25 majorevents including IAAF WorldChampionships, CommonwealthGames, Pan American Games, AllAfrica Games, the Tour de France,and, as mentioned, the Olympic andParalympic Games. IO reports forthese events can be found on WADA’sWeb site at www.wada-ama.org.

Individuals chosen to serve on IOteams are experts in the variousfields pertinent to anti-doping,including sample collection, legalmatters, medical expertise, dopingcontrol, and athlete representation.The tasks of the IOs are to observethe different phases of the dopingcontrol process in a neutral andunbiased manner, to verify thatappropriate procedures were followed,and to list their observations andrecommendations in a final report.

Athlete Outreach Program

Athlete Outreach is one the mosteffective vehicles for educatingathletes and their support personnelabout the dangers and consequencesof doping and will be an importantfixture during the 2008 Olympic andParalympic Games.

Launched in 2001, WADA’s AthleteOutreach Program is delivered atmajor multi-sport and regionalevents. While the program hasevolved over time, certain charac-

teristics remain central to the successand effectiveness of deliveringimportant and effective anti-dopinginformation to athletes:

Location: WADA sets up its AthleteOutreach Booth in a high-visibilityarea that receives a great deal ofathlete foot traffic during the sportingevent. Athletes are encouraged tovisit the booth when it is mostconvenient for them so that they feelcomfortable asking questions aboutanti-doping issues. During the BeijingOlympic and Paralympic Games, theAthlete Outreach Program willoperate in the Athlete Villageadjacent to the main dining hall.

One-on-one Interaction: Anti-dopingexperts are recruited from around theworld to staff the Athlete OutreachProgram. This format allows athletesto ask their anti-doping questions ofmulti-lingual specialists, enforcingthe quality and credibility of the anti-doping message.

Since its introduction in 2001,WADA’s Athlete Outreach Program hasbeen present at more than 30 multi-sport, multi-national sporting eventsthroughout the world and has reachedhundreds of thousands of athletes.

In an exciting first step to involvecorporate support in raisingawareness and promoting cleansport, WADA is pleased toannounce its first sponsorshiparrangement with Lenovo. Lenovo isthe exclusive computing equipmentsupplier for the Beijing 2008Olympic Games. Nearly everyaspect of the management of theGames, from gathering and storingparticipant data, to displaying thescores and organizing activities forBOCOG, will depend on hardwareprovided by Lenovo.

During the 2008 Olympic andParalympic Games, Lenovo will

provide USB keys (2GB) andlanyards to WADA, which will be

uploaded with educationalmaterials about anti-dopingand engraved with Play True.

Athletes, coaches and officials whovisit WADA’s booth in the AthleteVillage and play the Doping Quiz willreceive the USB key as a prize fortheir efforts.

WADA’s FifthOlympic Games

The Beijing Olympic Games will bethe fifth time WADA, established inNovember 1999, will play a role inthe Olympic Games, and the fourthtime its programs will be on hand atthe Paralympic Games.

In 2000, only a few months after itsinception, the Agency sent its firstteam of Independent Observers (IOs)to the Summer Olympic Games inSydney, launching the program thathas since expanded and participatedin more than two dozen other majorinternational sporting events.

In 2002, the IO program waspresent at the Winter Games in SaltLake City—not only for the OlympicGames, but also, for the first time, forthe Paralympic Games. In addition,for the first time, WADA’s AthleteOutreach Program was present in theAthletes Village during both the

Olympics and Paralympics in orderto educate athletes and theirentourage about the fight againstdoping in sport and to respond totheir questions and concerns one-on-one. Another first: the InternationalOlympic Committee (IOC), WADA,and the Games organizingcommittee put in place a task forceto plan and coordinate dopingcontrols in the lead-up to and duringthe Games.

In 2004, WADA sent IO and AthleteOutreach teams to the SummerOlympic and Paralympic Games inAthens—the first Games to be heldsince the World Anti-Doping Code(Code) came into force on January1, 2004. As in the months leadingup to the 2002 Olympic Games, butin a more comprehensive manner, aworking team assembled by the IOC,WADA, and the organizing

committee planned and coordinateddoping controls prior to and duringthe Games. This unprecedentedcollaboration led to the discovery ofseveral anti-doping rule violations.

Finally, the same action plan was put in place for the 2006 WinterOlympic and Paralympic Games inTurin. WADA’s Athlete Outreachprogram interacted with thousands of athletes and officials in theOlympic and Paralympic Villages.And the IOC-WADA pre-Gamestesting task force again implementeda coordinated global pre-Gamesdoping control program. Thiscollaboration led to targeted testingand coordinated anti-doping action,such as the actions taken by the IOCand the Italian law enforcementauthorities to investigate and exposeanti-doping rule violations based onevidence gathered by the task force.

China’s Driveagainst DopingThe Chinese Government has alwaysretained a firm stand against dopingin sport. The Chinese Governmentadvocates healthy and civilized sport,and continuously strengthens anti-doping education and management.China adheres to the Three-SPrinciple, that is, “seriouslyprohibiting, strictly testing andseverely sanctioning doping,” andprohibits doping in all kinds of sports.

On August 17, 2006, Premier WenJiabao of the State Council of Chinasigned the UNESCO InternationalConvention against Doping in Sport,which demonstrated China’s absolutestance against doping and itsproactive attitude to participate in theinternational anti-doping campaign.

Legal System for Anti-Doping

A system of laws and regulationshas been established and

increasingly improved.

The “Law of thePeople’s Republic ofChina on PhysicalCulture and Sports,”approved by theNational People’sCongress and coming

into force on October 1,1995, stipulates clearly

that the use of banneddrugs and methods is strictly

prohibited in sports activities.Any violation shall be punished by

the relevant sports organizations.

On January 1, 1999, the GeneralAdministration of Sport of China

promulgated the ProvisionalRegulation against Doping in Sport,standardizing the penalties andstrengthening control over individualsand organizations that commitdoping offenses.

On March 1, 2004, the StateCouncil of China issued andimplemented the “People’s Republicof China Anti-Doping Regulation.”

Administrative System for Anti-Doping

Since the 1980s, a centralized anti-doping administrative system hasbeen established and has beenimproved continuously. Thefoundation of China’s Anti-DopingAgency was approved on May 10,2007. The main responsibilities ofthe agency include: being involvedin studying and developing thenational anti-doping programs,regulations and relevant proceduresand standards; taking part in thedevelopment of the prohibitedsubstances catalog; organizing andimplementing doping control testsand results management;organizing investigations of dopingoffenses and hearings; conductingactivities related to education,training, scientific research,consultations and internationalexchanges; monitoring sportsorganizations at various levels todevelop anti-doping work.

Doping Control

Since the early 1990s, China hasbeen implementing a centralized

doping control testing programnationwide. The number of domestictests has increased greatly from 165in 1990 to 10,238 in 2007. In orderto further enhance the effectivenessof doping control, China has beenincreasing the number of out-of-competition tests. In 2007out-of-competition tests increased by up to 74 percent. At the sametime, all the doping offenses aresanctioned severely.

National Doping Analysis Laboratory

Since its establishment in 1989, theNational Anti-Doping Laboratory haspassed IOC and WADA accreditationfor 20 consecutive years.

In order to meet the requirements ofthe 2008 Olympic Games, a new labbuilding with a total area of 5,600square meters has been constructedand outfitted with new equipment,laying a solid foundation to accomplishthe tasks of sample analysis duringthe 2008 Olympic Games.

Education

Anti-doping education is thefundamental solution to prohibitdoping in sport. China adheres to theprinciple of “prevention as the mainpurpose and education as the mainway,” and increases its input ineducation continuously.

out the regulations, the State Councilconvened a meeting of the Ministryof Education, Ministry of PublicSecurity, Ministry of InformationIndustry, Ministry of Commerce,Ministry of Health, State CustomsAdministration, State Administrationfor Industry and Commerce, StateQuality Inspection Administration,State Food and Drug Administration,Legislative Affairs Office of the StateCouncil and the Beijing OrganizingCommittee of Olympic Games, todiscuss a comprehensive strategy totackle performance-enhancingsubstances problems. The StateCouncil called on each party tocoordinate with each other and takeforceful measures to ensure theimplementation of the regulations. A coordinating system wasestablished by organizing a

Coordinating Working Group ofComprehensive Supervision ofperformance-enhancing substancesproblems under the leadership of theGeneral Administration of Sport.

International Exchanges and Cooperation

China has been actively involved in international exchanges andcooperation. Since WADA’sestablishment in 1999, China hasbeen representing the Asian regioncountries on the WADA FoundationBoard, consistent on the contributioncommitment and supporting WADAactivities through the activeinvolvement of Chinese representativeson the Lab, Education and AthleteCommittees of the Agency.

Since it was chosen in 2001 by the International Olympic Committee (IOC) to host the Olympic Games, China has made progress in the fight against doping. To ensure that the Chinese authorities were aware of theirroles and responsibilities, WADA devoted significant time and resources to meeting with authorities and assisting China with its anti-doping expertise and experience. In the three years leading up to the BeijingGames, China received as many WADA presidential visits. Summary

After 20 years of efforts the anti-dopingwork in China has been greatlyimproved, which is demonstrated inits professional expertise, quality andeffectiveness of the national anti-doping programs. In the meantime,we acknowledge that the fightagainst doping in sport is a long-term, complicated and huge task.

The Chinese Government has thedetermination, confidence and abilityto continue the fight against dopingin sport to protect the physical andmental health of athletes and youth,to maintain the spirit of fair play, tocarry forward the Olympic spirit, andto make more contributions to thehealthy development of sport.

Zakia BARTAGITunisiaDirector, National Center for Medicine and Sport Science Head, National Anti-Doping Unit

Dr Zakia Bartagi has been a full-time sports doctor at theTunisian National Center for Medicine and Sports Sciencesince 1980. She has been director at the Center since 1988.

As manager of the national anti-doping program since 1991,and as the head of the National Anti-Doping Unit since 2003,Dr Bartagi has pioneered the fight against doping in Tunisia.She was a member of WADA’s Ethics & EducationCommittee from 2003 to 2006 and is now a member ofmedical commissions in several sports associationsincluding the African Football Confederation, the InternationalMediterranean Games Committee, the Union of Arab FootballAssociations, the Arab Sports Union, and the InternationalCommittee of the Francophone Games. She was a dopingcontrol officer at several FIFA tournaments.

At the national level, Dr Bartagi has chaired the medicalcommissions of several major games in Tunisia, including theFootball African Cup of Nations (1994 and 2004), theHandball African Cup of Nations (1995 and 2005), theMediterranean Games (2001), and the female Junior WorldBasketball Championships (2005).

Sarah LEWIS (Chair)Great BritainSecretary General, International Ski Federation (FIS)

Sarah Lewis has been involved in skiing at both a competitiveand administrative level for over 20 years. She became FISSecretary General in May 2000, following two years asdirector of the federation. She began working for FIS in 1994.

Ms Lewis was a member of the British Alpine Ski Team from1982–1988 and competed in the 1987 Alpine WorldChampionships, 1988 Olympic Games, as well as many otherFIS competitions including the World Cup and Continental Cup.

Throughout her career, Ms Lewis has had extensiveexperience at international sports events in various roles andin recent times has worked on different WADA workinggroups on various issues.

Susan AHERNIrelandLegal Counsel, International Rugby Board (IRB)

Susan Ahern has been legal counsel to the IRB since 2001and advises the IRB on all legal related matters. In thiscapacity she has been particularly involved in the draftingand implementation of the IRB anti-doping regulations andthe prosecution of IRB doping cases including to the Courtof Arbitration for Sport. Ms Ahern has represented Ireland involleyball, is a former president of the Volleyball Associationof Ireland and is a member of the executive committee ofthe Olympic Council of Ireland since 2005.

Dr Abdul WAHAB AL MUSLEHQatarMember, Health Care and Doping ControlCommittee, Olympic Council of AsiaChairman, TUE Subcommittee, OlympicCouncil of Asia

Dr Abdul Wahab Al Musleh, MD, FRCSI, CABS, EMDM, is aconsultant trauma surgeon and chairman of the EmergencyDepartment of Hamad General Hospital in Doha, Qatar. He is anactive member in many clinical and administrative committeesin various organizations, both locally and internationally.

Dr Al Musleh is a member of the Olympic Council of Asia’sHealth Care and Doping Control Committee and is alsochairman of its TUE Subcommittee. He was the programmanager for Healthcare and Doping Control for the 2006Doha Asian Games.

Before concentrating efforts on his legal firm, Mr Ferrari wasthe general director of the Uruguay Sport Ministry. In thisrole, it also meant he held the presidency of the CONSUDE(South American Sports Council) and also in turn, a seat onthe WADA Foundation Board in 2003 and 2004. During thistenure, Mr Ferrari promoted the approval of the World Anti-Doping Code in South America, and organized the first WADAEducation Symposium in the region.

Sara FISCHER SwedenMember, WADA Athlete Committee

Sara Fischer is a member of WADA’s Athlete Committee. Sheis currently studying medicine and plans to complete herdegree as a medical doctor in June 2009. Ms Fischer wasan Olympic snowboarder, competing at both the Salt LakeCity 2002 and Turin 2006 Olympic Games. Her most notablesporting achievement is World Champion bronze.

Siobhan LEONARDIrelandIrish Sports Council

Siobhan Leonard began working within the anti-doping unit ofthe Irish Sports Council in 1999 and has managed thetesting program during that time. She also acted asmanager of the anti-doping unit during 2007. She is currentlyon secondment to manage the Irish Sports Council’s NationalGoverning Body Development Unit. She holds an MSc inSociology of Sport and Sports Management from LeicesterUniversity (1996) and is currently completing a MA inInternational Sports Law from Anglia Ruskin University. She isan active participant in field hockey.

Tom MAY CanadaManager, Program Development, WADA

Tom May is a member of the WADA Education & ProgramDevelopment department where his main responsibility is thedevelopment of Regional Anti-Doping Organizations (RADO)throughout the world. Before moving to WADA in 2004, heworked at the Canadian Centre for Ethics in Sport (CCES) asinternational business manager.

Tim RICKETTS AustraliaManager, Doping Control, InternationalRugby Board (IRB)

Tim Ricketts has been with the IRB since 2002 as its anti-doping manager based in Dublin, Ireland, charged with theresponsibility of delivering all aspects of the IRB’s anti-dopingregime across its 115 member unions. Prior to joining theIRB, Mr Ricketts was part of the anti-doping team for the2000 Sydney Olympics and was also the anti-dopingmanager for the 1996 Atlanta Paralympics. He beganworking in anti-doping in 1992 as a doping control officer andfull-time administrator with the Australian Sports Drug Agency.

Travis TYGART (Vice Chair)USAChief Executive Officer, United States Anti-Doping Agency (USADA)

Travis Tygart became CEO of USADA in September 2007.As CEO, he works closely with USADA’s chair and othermembers of the agency’s board of directors to strengthenthe US’s position as a leader in the fight against doping ininternational sport.

Mr Tygart joined USADA in October 2002 as director of legalaffairs and was named senior managing director and generalcounsel, overseeing all legal and communication matters forUSADA, in October 2004.

He was involved in drafting the USADA protocol for Olympicmovement testing and directed USADA’s efforts in its BALCOinvestigation that led to the discovery of tetrahydro-gestrinone (THG), resulting, to date, in 15 cases. He hasbeen an expert presenter in the U.S. and internationally atnumerous conferences and symposiums.

Shannan WITHERS AustraliaSenior Manager, Executive Office, WADA

Prior to joining WADA in 2001, Shannan Withers worked forthe doping control program of the Sydney OrganizingCommittee for the Olympic Games where she coordinatedthe planning and conduct of doping control programs at anumber of the sports venues. Ms Withers’ responsibilitiesinclude managing the oversight of the executive office andpreparation for board and executive committee, in additionto managing special projects for the director general and theexecutive of WADA.

Sojeong PARKKoreaDeputy Director, Ministry of Culture, Sports and Tourism

Sojeong Park works for the Ministry of Culture, Sports andTourism of Korea and has been responsible for laying afoundation of anti-doping activities in Korea by establishing thelegal and institutional framework. She was actively involved inthe revision of Korea’s national sports promotion act in line withthe UNESCO International Convention as well as ratification ofthe Convention. She also participated in launching Korea’s Anti-Doping Agency under the Ministry of Culture and Tourism anddrafting the agency’s anti-doping code.

Karolina PILAROVACzech RepublicEducation Manager, Czech Anti-Doping Agency

Karolina Pilarova is the education manager at the Czech Anti-Doping Committee. Prior to returning to South Africa from the UK in December2007, Anton de Villiers was the education and informationcoordinator at UK Sport. In this role, he helped to developthe UK’s anti-doping education program titled 100% ME in aneffort to meet the needs of athletes and athlete supportpersonnel from a wide variety of sports and backgrounds.He developed a comprehensive outreach program,established a tutor network across the UK and coordinatedthe 100% ME ambassadors. Currently, Mr de Villiers isinvolved with the South African Institute for Drug-Free Sport(SAIDS) in developing a suitable anti-doping education andawareness program.

Chika HIRAI JapanTesting Manager, Japan Anti-Doping Agency(JADA)

Chika Hirai started her career in anti-doping in 2005 as adoping control officer (DCO) and joined the JADA in thefollowing year as its testing manager. Ms Hirai is currently incharge of test planning and DCO education. Since JADA isworking on ISO certification, she is also taking theimportant role of developing a doping control manual. Sheserved as a DCO at the 2006 Asian Games and the 2007IAAF World Championships.

Alien VAN DER SLUISNetherlandsEducation Officer, Anti-Doping Authority of the Netherlands

Alien van der Sluis works as the education officer for the Anti-Doping Authority of the Netherlands. In this role, sheeducates elite and young athletes about doping affairs andthe risks of doping. She is responsible for the Dutch 100%Dope Free campaign, of which outreach events are animportant part. Ms van der Sluis has a master’s degree inhuman movement sciences and sport psychology andspeaks Dutch, English, German and French.

Wang XINZHAIChinaDeputy Director, Anti-Doping Office, Department of Science and Education, StateSport General Administration of China

Wang Xinzhai got his bachelor’s degree in medicine in 1995.The same year, he went to the Beijing Sport University andstudied exercise physiology. After three years, he receivedhis master’s degree. In July 1998, he began his work withthe Chinese Athlete Association. He was responsible for topathletes’ training. In 2001, Wang Xinzhai changed his work tothe Anti-Doping Office in the General Administration of Sportwhere he is now the deputy director and responsible for anti-doping work, especially education and enforcing anti-dopingpolicy rules. He is also a member of the East Asian GamesAssociation Medical Committee.

Shuaib Mohammed Essa AL ZADIJALIOmanSport Trauma Nurse, Doping Control Officer

Shuaib Mohammed Essa Al Zadijali is the acting nursingsupervisor for the Sport Trauma Team at Khoula Hospital,Sultanate of Oman. This team covers trauma cases at mostnational festivals. He works both independently and inconjunction with doctors and consultants. He is a traineddoping control officer who has traveled throughout the regionin a drug testing capacity.

Habib Cissé is an attorney-at-law in Paris, France, specializingin international law, international commercial litigation andcorporate finance. Since 2002, he has been legal adviser tothe IAAF on anti-doping and political matters; at timesrepresenting the federation before the Court of Arbitration forSport and at various national courts. He is a member of theIAAF Juridical Commission, as well as the IAAF Anti-DopingTask Force group.

Mr Cissé is also a member of the French Committee forArbitration, an Arbitrator of the Chamber of Commerce ofDakar, Senegal, and a member of the Association desSciences-Po Paris (Finance and International Relations Group).

Andy Parkinson was appointed head of operations of theDrug-Free Sport Directorate of UK Sport in August 2006. Hewas formerly the medical and scientific director of theInternational Paralympic Committee (IPC).

Mr Parkinson completed a BSc Sport (Science &Administration) at Nottingham Trent University in 1991 afterwhich he moved to New Zealand and pursued a career inParalympic sport, working for Paralympics New Zealand.During this time he was also national co-coordinator forSailing for the Disabled in New Zealand, president of the NewZealand Wheelchair Rugby Committee (1999–2002) and amember of the International Wheelchair Rugby SteeringCommittee (2000–2002).

In 2003, he moved to Bonn, Germany, to take on the newlyformed position of medical and scientific director of the IPC,where he was instrumental in establishing a comprehensiveanti-doping program for all IPC sports and for the Athens2004 and Torino 2006 Paralympic Games.

Graeme Steel is the CEO of Drug Free Sport NZ. He hasbeen responsible for New Zealand’s anti-doping programsince 1989. He is currently the president of the Associationof National Anti-Doping Organizations (ANADO).

Mr Steel was seconded as a deputy member of the IOCMedical Commission to assist in overseeing the testingprogram at the 2000 Sydney Olympic Games. He has alsoparticipated in some notable independent observer missionsin recent years including the 2003 Davis Cup Final,Melbourne, Australia; the 2004 Athens Olympic Games(deputy chair) and the 2006 Doha Asian Games (chair).

Anne Cappelen has worked in the field of anti-doping since1999, and prior to that worked in the area of qualityassurance and auditing. Currently the director of DopingControl and head of Quality Affairs at Anti-Doping Norway,Ms Cappelen has also contributed notably to theinternational arena through her participation in theinternational anti-doping arrangement (IADA) which beforethe World Anti-Doping Program evolved, promoted anti-doping programs to countries, helping them develop andimplement sound doping control practices. She has alsobeen part of the project group for the initial development ofthe International Standard for Testing, as well as severallevel three documents in the World Anti-Doping Program.

Natalie GRENIER CanadaProject Coordinator, WADA

Natalie Grenier is currently responsible for the implementationof the WADA out-of-competition testing program for 14international federations and is involved with Codecompliance monitoring. She was the team leader fromWADA at the 2007 All Africa Games in Algiers. Prior tojoining WADA in 2003, she worked for the Elite SportCoordination Unit of the City of Montreal, and also worked onstaging the 2002 World Conference on Women and Sport inMontreal. She was a 1984 and 1988 Olympian in speedskating and was the head coach for the Canadian ShortTrack Olympic team in Nagano 1998.

Play True: Given your experience,how do you perceive the impact ofWADA on the engagement ofresources to combat doping in sport?

Sir Craig Reedie: The formation ofWADA in 1999 led to the first trulyinternational coordinated effort tocombat doping in sport, and withthat initiative came the furtheragreement that Governments wouldbe prepared to contribute to the costsand programs of an independentinternational agency. Until that date,the IOC had led the fight withfunding for athlete testing and forresearch; some InternationalFederations (IFs)—notably theIAAF—had established programs in their own sports; and someGovernments funded their ownnational anti-doping efforts.

WADA was funded for its first twoyears of existence solely by theOlympic movement. Although fundswere provided by the IOC itself thesefunds were, in reality, a jointcontribution from the whole Olympicmovement—the IOC, the IFs and theNational Olympic Committees(NOCs). In 2001 Governmentsagreed to contribute 50 percent ofWADA budgeted costs and the IOCsubsequently agreed to match these

Government contributions on adollar-for-dollar basis. Governmentsagreed amongst themselves on acontinental division of Governmentcontributions and individualnational contributions within thatcontinental split.

The certainty of funding allowedWADA to initiate and develop a properprogram of research, a system offunding out-of-competition testing(dealing in the main with those IFswho had no indigenous systemthemselves); an educationalprogram; an independent observerprogram; and the workload leadingto the first World Anti-Doping Code(Code) approved in 2003. Properfunding made all this possible.

How do you prioritize the funding ofinitiatives to combat doping in sport?

Priorities are set by the WADAExecutive Committee and FoundationBoard based on an agreed strategicplan. Both groups contain equalrepresentation of Governments andthe Olympic movement. The Financeand Administration Committeepresents draft budgets in Septembereach year, based on a verycomprehensive financial monitoringsystem which allows us to check

actual expenditure against budget on a monthly basis.

Over the years, the finance teamhave built up considerable experienceof costs likely to result from policyinitiatives together with the actualcosts of developing trends in theanti-doping world. The rapidlyincreasing costs of litigation are a good example.

We have systems to monitor costsand systems to control these costs.Financial information available to our stakeholders is totallycomprehensive and placed on ourWeb site to ensure transparency. Our administration function tries toensure rigorous cost control, not leastin the number of staff employed.This has been maintained for severalyears at fewer than 60 people from

Sir Craig Reedie has enjoyed a long career in sports administration. A former president of the Scottish BadmintonUnion and the International Badminton Federation, he was responsible for the admission of his sport to the OlympicProgram in 1985. In 1992 he became chairman of the British Olympic Association and led the organization throughthe Olympic Summer Games of Atlanta, Sydney and Athens and the Olympic Winter Games of Lillehammer, Naganoand Salt Lake City. Sir Craig was a leading member of the London 2012 Bid Team, which won the right to host theOlympic Games in London in 2012. He became a member of the International Olympic Committee (IOC) in 1994.

A former senior partner in the Glasgow firm of financial advisers, D.L. Bloomer and Partners, and current Boardmember of the Olympic Lottery Distributor in 2006, Sir Craig Reedie is also the chairman of WADA’s Finance andAdministration Committee, and a member of its Executive Committee. Play True met up with him to solicit his thoughtson WADA’s financial situation and, more generally, on the resources available to the fight against doping in sport.

Who contributes? Is it enough?

After the initial two years WADA hasbeen funded equally by Governmentsand the Olympic movement.Development of Governmentcontributions has taken some time to bring close to universality butWADA now receives around 96percent of possible Governmentcontributions. There is internationalagreement among Governments thatthe world is divided as set out belowfor contribution purposes:

The IOC matches each Governmentcontribution on a dollar-for-dollar basis.In 2007, the total combined contri-butions to WADA were US$23 million.

For an international agency withsuch a wide range of responsibilities,this is a very modest amount. Thechallenges facing WADA’s anti-doping world are many and variedand are expanding on an annualbasis. Much more could be achievedwith increased resources, but we areaware that there are constantchallenges facing its funding partnersin settling their own spendingpriorities. The recent WorldConference on Doping in Sport heldin Madrid indicated that increasedfunding could be made available butpreferably after presentation of newand properly costed priority projects.

WADA must also be aware thatGovernments invest large sums intheir own domestic anti-dopingorganizations. The Olympicmovement—in particular the IFs—also run some very comprehensiveanti-doping programs, and WADA

must remain sensitive to the costs ofproviding its coordinating role as aninternational agency.

What are the main challenges in maintaining the present level of funding?

Before identifying any possible newinitiatives, it is central to WADAadministration that:

• Costs are monitored closely to ensure total value for money;

• A top class staff is attracted to the Agency, many with international experience and all committed to the fight against doping in sport;

• Transparency is maintained in all financial matters;

• We retain the ability to identify new initiatives in the anti-doping world; and

• We maintain the confidence and support of our stakeholders and funders so that they remain willing to meet the increased contributions we may seek.

Do you see any short-term financial issues?

Our principal challenge is to maintainthe confidence of our funders, andfor them in turn to meet continuedcontributions. We have been able tobuild up some unallocated cashreserves, which have allowed us torestrict the rate of annualcontribution increase. It is intendedthat these reserves be depleted overthe next two or three years whichwill continue our efforts to minimizecontribution increases, but there isan increasing understanding thatafter that period increases will haveto be levied, especially if levels ofactivity continue to grow.

We receive almost all our income inU.S. dollars but we meet much of ouroperational expenditure in Canadiandollars, and we have been badlyaffected by the adverse currencymovements of recent years. We arealso exposed to potentially large costson litigation and have established a

specific reserve fund in anticipationof these increased liabilities.

How do you see future trends whichwill affect the funding of the Agency?

There is constant and increasinginterest in the conduct of the fightagainst doping in sport which raisesexpectations of WADA services andwhich will inevitably put pressure onfunding. The present list of prioritiesis substantial:

• maintain our increased status in the area of academic research;

• fund what appears to be a never-ending increase in litigation costs;

• deal with a greater workload arising from non-analytical evidence and greater cooperation with both international and national public authorities;

• monitor compliance with the Code;• enhance further anti-doping

developments through the very successful regional anti-doping organizations (RADOs);

• continue the accreditation and maintenance of proper standards in our accredited laboratories; and

• develop a presently inadequate educational program.

All this will require an enhancedbudget. We no longer deal only withthe analysis of A and B samples. The world of sport has adopted astandardized Code which placesclear responsibilities on WADA.Governments and the IOC remain at the forefront of this struggle, andtheir own activities frequently imposeincreased coordination of theinternational effort. High-profile cases do the same. Our stable andcommitted staff deserves support, butthere must be understanding that thepolicies and strategy which we set forthem will require increased funding.

The unique partnership which isWADA has accomplished much in itsfirst eight years. With understandingof its legitimate claims for adequatefunding it can—and must—accomplish more.

Kalusha Bwalya is a Zambianfootballer. As Zambia’s top scorer andmost decorated player of all time, heis regarded as the greatest Zambianever to play the game.

Nicknamed Lusha, King Kalu or the Great Kalu by those whoenjoyed watching him play, Kalushagot his start in the sport because ofhis father who was involved infootball administration. Like manyyoung Africans, he enjoyed playingthe game barefoot on the streets,sometimes kicking a genuine ball,and other times playing with paperor whatever else was available.

He actively began his career at theage of 16 by playing league matches,and then further established his nameand career by playing internationallyin Mexico, the United Arab Emirates,Belgium and the Netherlands. In1988, he went to the Olympic Gamesin Seoul, Korea. Kalusha regards theZambian team’s triumph over Italy atthe Seoul Games as one of hisgreatest memories. The very sameyear he was honored as Africa’sPlayer of the Year.

Kalusha’s greatest joys from sporthave also been marked by sadness.On April 28, 1993, the nationalZambian team of players andmanagement boarded a fateful flightthat crashed into the Atlantic Ocean.There were no survivors. Kalushasays that this national tragedy is themoment that defines him more than

anything else, because it was onlyby chance that he did not board thisflight. The following year, Kalushadirected his fierce determination torebuilding the national program inhonor of the teammates and friendshe lost.

Today Kalusha is retired, but stillactively involved in the trenches ofthe sport of football. Having servedas an athlete, coach and now a team executive, he is pleased to play the role of Athlete Ambassadorand technical consultant for the2010 FIFA World Cup to be heldin South Africa.

Kalusha is also using his status andleadership to assist in combating themany problems facing Africans,including HIV/AIDS. In that regard,he has established an organizationcalled the Kalusha Foundation, toorganize sport activities for youth inan effort to disseminate information.

In addition, Kalusha Bwalya is a member of WADA’s AthleteCommittee. He recently took amoment to answer a few questionsfrom Play True.

Play True: What is your greatestsporting memory?

Kalusha Bwalya: I have had many,but the ones that stick out the mostare being Africa’s Player of the Yearin 1988, and scoring three goals inZambia’s 4–0 win over Italy at the

1988 Olympics. We were the firstAfrican team to beat a Europeanpower as convincingly as that.

What is the role of elite athletes inpromoting clean sport and fair play?

The spirit of fair play should beencouraged, promoted and talkedabout frequently. Elite athletes servean important role as ambassadors forsport, with unique opportunities tospeak at schools, youth tournaments,etc., emphasizing that success canbe gained through discipline anddetermination. Also, the brain isstronger than any drug in the world.With determination, strength of willand the right attitude, you canenhance your performance withoutever having to even think ofperformance-enhancing substances.The brain knows how to unleash thispotential and God-given gift. Onehas to dig deep inside of themselvesto find this.

What do you hope to achieve as a member of WADA’s Athlete Committee?

I hope to gain and share everythingthat is good about cleanness in thesport of today. The WADA AthleteCommittee provides the ultimateopportunity to share and learn fromlike-minded members how thisissue affects different sports anddifferent cultures and countriesaround the world.

WADA Athlete Committee

Anti-Doping Organizations’ Athlete Committees

The Committee urged all SportsFederations, National Anti-DopingOrganizations (NADOs) and NationalOlympic Committees to establisheffective Athlete Committees in orderto better deliver feedback up thechain of command and ensure theathlete’s voice is heard at all levels.

Education

In terms of education programs, theneed for consistency of content andmessage was emphasized. TheCommittee encouraged allstakeholders to use the modeleducation and outreach programsdeveloped and approved by WADAto ensure that correct informationabout the dangers andconsequences of doping is beingdisseminated to all athletes in allsports and in all countries.

Testing

Following an overview of testingunder the World Anti-DopingProgram, which clarified that WADA’srole is that of a monitor and it is theresponsibility of the anti-dopingorganizations (sports federations,national anti-doping organizations,etc.) to implement comprehensivetesting programs both in- and out-of-competition, several comments andsuggestions were offered byCommittee members.

First, they expressed concern that notall International Federations (IFs) andNADOs are implementing testingprograms that are bothcomprehensive and of high-quality.They were especially concerned thatout-of-competition testing programsbe based on best practices in thefield. Testing serves not only fordetection of doping, but also as adeterrent, and if athletes do not

believe that they will be tested, thenthere is a risk of doping. According tothe Committee, testing should be“omnipresent,” giving athletes greatconfidence in anti-doping programs.

Also in relation to quality testing, theCommittee said that athletes need toreceive education on how qualitytesting should be done, and theyneed appropriate opportunities toexpress concerns if the testing isbeing done poorly. Theyrecommended that athletes shouldnotify their federations if they believethat testing is done poorly so thatquality can be improved.

Committee members discussedseveral ways in which athletes onthe ground might be able to informWADA if their sport or NADO is notimplementing testing, or if the testingis not being doing properly. WADApointed out that it has had to devoteits formative years to establishing the

rules and monitoring implementationand compliance with those rules;and that “quality control” would bean important next step in the overallevolution of the fight against doping.The long-term goal is for all anti-doping organizations around theworld to be perceived as equal interms of quality.

The Committee, following an article-by-article review of the draft revisedInternational Standard for Testing,supported the current proposal in thestandard as relates to whereaboutsand missed tests, including mutualrecognition between Code signatoriesof whereabouts failures such asmissed tests and failures to provideor update whereabouts information.According to the proposal, thesefailures may constitute an Anti-Doping Rule Violation where 3 suchfailures or strikes are confirmedduring an 18-month period for anindividual athlete. Furthermore,mandatory whereabouts informationwould need to be provided byathletes who are identified in theRegistered Testing Pool (RTP) of theirAnti-Doping Organization (ADO). Theinformation to be provided includesmailing address, accommodationinformation, regular training activities,competition schedules and a daily60-minute period during which amissed test may be declared shouldthe athlete not be present for testing.

In relation to RTPs and whereaboutscollection, Committee members

suggested that more information becollected from athletes, even if thereare limited resources for testing, inorder to provide a deterrent tocheating. They also said that rules for mandatory inclusion in an RTP(e.g. return from retirement) shouldbe standardized, especially for thosewho are at the top of their sport, toensure that those at greatest risk fordoping are being tested.

ADAMS

The Committee reiterated its positionthat all ADOs should be usingADAMS as the basis for their anti-doping programs as it will improvetesting strategies and maximize theresources of all organizationsinvolved. The Committee stressedthat ADAMS is athlete-friendly, andthere should be no hesitation toimplementing it.

Athlete’s Passport

The Committee stressed the need forprogress to be advanced as quicklyas possible in the development of theAthlete’s Passport concept becauseof its potential to strengthen anti-doping efforts. Proving that the fightagainst doping is an ever-evolvingendeavour that benefits frominnovations in scientific thinking, the Athlete’s Passport, based on thelongitudinal monitoring of athletebiological parameters to detectabnormal profiles, is currently beingexplored for its potential to improve

the detection of doping and themonitoring of athlete health. Initiallyconceived of by WADA in 2002, itgained further momentum as a resultof questions raised during the 2006Olympic Winter Games surrounding“no start” suspensions of athletes bytheir federations following healthchecks that reported highhaemoglobin levels. Research andpilot projects conducted in the pastseveral years have helped tocontribute to the advancement of this anti-doping method targeting a long-term aspiration of universalapplication of the method. TheCommittee supported WADA’scommitment to the Athlete’s Passportand urged that WADA not be deterredby the stoppage of a pilot project incycling and to actively ensure thepassport becomes a reality.

Improving Athlete Buy-In

Athletes were asked how ADOs canimprove athlete buy-in in the anti-doping programs. The Committeesuggested that there needs to becontinued progress in standardization,that there needs to be an ongoingand consistent presence of testing,and that ADOs need to be proactiveand take responsibility forcommunicating and sharinginformation with their own athleteson anti-doping.

WADA Updates

2008 is the first year that signatoriesto the 2003 World Anti-Doping Code(Code) must report officially on theirstatus vis-à-vis Code compliance. TheCode requires that signatories reportto WADA every second year, explainingreasons for any non-compliance.

Therefore, in November this year,WADA will, for the first time, through its Foundation Board, report on cases of non-compliance to stakeholders, including theInternational Olympic Committee(IOC), who have jurisdiction toimpose sanctions. The OlympicCharter was amended in 2003 so that adoption of the Code by theOlympic Movement is mandatoryand that only Code-compliant sportscan be included and remain in theprogram of the Olympic Games.

There are three steps in thecompliance continuum required of Code signatories: acceptance,implementation and compliance.

By accepting the Code, anorganization agrees to the principlesof the Code. To date, 204 NationalOlympic Committees (NOCs), 161National Paralympic Committees, 80 National Anti-Doping Organizations(NADOs), 28 Summer OlympicInternational Federations (IFs),

7 Winter Olympic IFs, 29 IOCRecognized IFs, 9 Multi-Sport Eventsand Organizations, and 22 IF membersof the General Association ofInternational Sports Federations haveformally accepted the Code. The listof these organizations is availableonline at www.wada-ama.org.

Acceptance is followed byimplementation, when anorganization amends its rules andpolicies to include the mandatoryarticles and principles of the Code.The signatory determines how theCode is to be best implemented intoits rules, regulations and/or policies,and these anti-doping rules must besubmitted to WADA for review, ineither English or French, in order forthe rules to be pronounced in linewith the Code. In order to facilitatethis task, WADA created Models ofBest Practice, which stakeholdersmay incorporate as Code-compliantanti-doping articles and/or directiveswithin their rules or regulations.Currently published online atwww.wada-ama.org are: Models ofBest Practice for IFs, Models of BestPractice for NOCs, and Models ofBest Practice for NADOs. The Modelsof Best Practice for NOCs may beused by NOCs in countries wherethere is an established NADO. Inthese countries, both the NOC and

NADO need to have their own set ofrules in place. Models of BestPractice for NADOs may be used notonly by NADOs but also by NOCs incountries where there is noestablished NADO as the respon-sibility of anti-doping then reverts tothe NOC. While the NOC and NADOModels are available in English,French and Spanish, Spanish-speaking countries still need toprovide WADA with a translation oftheir rules in English or in French forreview. WADA Headquarters andRegional Offices have provided allsignatories with these Models asadaptable to signatories’ respectiveneeds and effective tools toguarantee the completion of theimplementation process in a timelymanner. While many signatorieshave already submitted their ownrules to WADA for review, manyothers still need to undergo thereview process.

Following acceptance andimplementation, compliance with the Code is the final step.Compliance means that theamended organization rules andpolicies are actively enforced inaccordance with the Code. To monitorthe enforcement of anti-doping rulesby signatories, and thereforecompliance with the Code, WADA

Thequestionnaire consists of multiplechoice questions which refer torequirements and stipulations withinthe rules adopted by the signatoriesand to the actions taken or not takenby the same organizations. Thisonline tool will assist WADA inevaluating the status of eachsignatory with regards to compliancewith the Code and enable WADA toprovide guidance, if needed, toachieve complete compliance. Allsignatories are requested to completethe questionnaire as soon as possible,in order to allow WADA to assist

them in reaching Code-compliancebefore the November 2008 report tothe Foundation Board.

2009 Code Now Available OnlineThe revised Code (or “2009 Code”), unanimously approved by delegates at theThird World Conference on Doping in Sport and adopted by WADA’s FoundationBoard on November 17, 2007, is now available online at www.wada-ama.org.

The 2009 Code, to come into force on January 1, 2009, is based on an extensivereview and consultation with all stakeholders and takes into account the practicalexperience that WADA and stakeholders have had since the initial implementationof the 2003 Code. The result is a stronger Code that is both firm and fair thatserves as an effective and practical tool in the fight against doping in sport.

New RADO DevelopmentThe development and implementation of anti-doping programs continues to grow in 2008. At an Africa Zone I (NorthAfrica) meeting held in March in Tunisia, which convened both government and National Olympic Committee (NOC)representatives from Tunisia, Morocco, Libya and Algeria, it was decided that a Regional Anti-Doping Organization(RADO) would be established to assist with the further development of anti-doping programs in the region. Througha unanimous decision, and with the support of the Tunisian Minister of Sports, Youth and Physical Education, Tunisiahas agreed to host the RADO office for the region.

As a result of an invitation from Central European countries, in the coming weeks WADA will present to them theRADO concept so that they may consider it as a strategy for combating doping in the region.

To date, 15 RADOs have been established worldwide serving 122 countries. WADA continues to work with each ofthese RADOs facilitating the development of anti-doping programs with the support of NOCs, governments andseveral key partners.

Countries Continue to RatifyUNESCO ConventionEighty-two countries (as of April 24)have ratified the UNESCOInternational Convention againstDoping in Sport, the internationaltreaty adopted unanimously by the191 governments present at theUNESCO General Conference inOctober 2005 and which came intoforce on February 1, 2007.

The UNESCO Convention—the firstuniversal treaty against doping insport—is the practical instrument bywhich governments formalize theircommitment to the fight againstdoping. Because many governmentscannot be bound by a non-governmental document such as theWorld Anti-Doping Code (thedocument harmonizing anti-dopingrules in all sports and all countries),this Convention permits governmentsto align their domestic policies withthe Code and to thus harmonize therules governing anti-doping in sportand public legislation.

WADA will host its third Gene Doping Symposium in St. Petersburg(Russia) on June 10–11, 2008, with the support of the Russian SportAuthorities (Rossport).

This third Symposium, following on those held in 2002 in Banbury (U.S.)and in 2005 in Stockholm (Sweden), will provide an opportunity toreceive an update on the latest research activities and developments,consider the boundaries between therapy andenhancement from both technical andethical perspectives, and address legalframeworks and law enforcementissues relating to gene doping.Attendees will include experts ingene transfer, scientists from the fieldof anti-doping, WADA’s own GeneDoping Panel members and ethicists.

The revised Code also calls onInternational Federations to doeverything possible to award WorldChampionships only to countrieswhere the government has ratified theConvention and where the NOC, NPCand NADO are in compliance with theCode, starting on January 1, 2010.

On March 19, 2008, WADA’sEducation Department issued a callfor proposals for research projects insocial science and anti-doping.Researchers have until July 11,2008, to submit applications andwill be personally notified of theoutcome in December 2008.Successful projects will be posted onWADA’s Web site in January 2009.

The WADA Social Science ResearchGrant Program supports the design ofpreventive anti-doping educationprograms and monitors the efficiencyof education efforts using anevidence-based approach. Since2005 when the grant program waslaunched, WADA has allocated morethan US$536,000 and has funded21 projects worldwide.

Outcomes from the WADA-fundedprojects so far offer initial guidanceon future research priorities as wellas provide preliminary indication fordirecting education initiatives.

WADA’s Web-based Anti-DopingAdministration & ManagementSystem (ADAMS) is coming of agewith added functionality and easy-to-use features. More and morestakeholders are appreciating whatthe system has to offer. The statisticsbelow, gathered in mid-March 2008,show how the use of ADAMS hasprogressed over a one-year period.

The actual usage of ADAMS by Anti-Doping Organizations (ADOs), bothInternational Federations (IFs) andNational Anti-Doping Organizations(NADOs), has almost tripled to 45organizations within the last 12months. This consists of 27 IFs and18 NADOs. On top of that, nearly 30ADOs are fully committed to usingADAMS within the next 2 quarters.All WADA accredited laboratories willbe using ADAMS for reportingProficiency Testing (PT) and analysisresults by the end of 2008. Aboutone third of all laboratories arealready reporting their analysisresults, including adverse analyticalfindings, through ADAMS.

Individual athlete statistics are just asimpressive, with a total number ofathlete profiles logged close to51,000, nearly double that of a yearago. During the same period, thenumber of athletes holding their ownaccounts for whereabouts andtherapeutic use exemption (TUE)reporting has jumped to almost11,000 from about 2,700 in March2007. Allowing athletes to updatetheir whereabouts using a mobilephone (or any similar handhelddevice) with SMS messaging—arelatively new functionality—is likelyto increase greatly the use of ADAMSfor whereabouts. The number ofTUEs reported via ADAMS has alsotripled to 6,000 in one year.

Based on the successful use ofADAMS at the 2007 Pan AmericanGames in Rio de Janeiro (with nearly6,000 athletes participating) and atthe 2006 Asian Games in Doha(close to 9,000 athletes), plans areunderway to load all athletes whohave the potential to participate inthe 2008 Beijing Games. Theintention is to capture their

whereabouts in ADAMS in order toperform out-of-competition testingprior to the Games.

ADAMS’ on-going implementationstrategy is to continue forming anetwork of IFs, ADOs andlaboratories who can benefit themost from sharing the informationentered into ADAMS—informationthat is entered only once, at thesource. ADAMS has matured rapidly,and this has been achieved largelydue to the invaluable suggestionsand feedback received fromstakeholders.

Last but not the least, ADAMStraining methods will continue toimprove, with an emphasis on thealready successful one-on-onecustomized remote training. Self-learning training, performed online,is also being considered. In addition,user guides and online assistancewill be updated frequently. WADA’soverall objective in this area is tominimize training efforts in order tobring in new stakeholders to useADAMS. Maximum benefits will onlybe realized if everyone is able to usethe system.

Success for FifthIF/NADO Anti-DopingSymposium Hostedby WADAOn April 1–2, 2008, WADA hostedits fifth annual Anti-DopingSymposium for InternationalFederations (IFs) and National Anti-Doping Organizations (NADOs) atthe Olympic Museum in Lausanne,Switzerland. On the first day of theSymposium, WADA and the IFsmet while a session of theAssociation of National Anti-DopingOrganizations (ANADO) was held atanother venue in Lausanne. On thesecond day, representatives fromNADOs joined the IFs for acombined meeting.

On this occasion, representativesfrom WADA updated IF and NADOanti-doping experts about a numberof issues including the 2003 WorldAnti-Doping Code (Code)compliance evaluation process; the2009 revised Code and its relatedInternational Standards; the rolesand responsibilities of signatories;draft model rules; the actions thatIFs and NADOs should take byJanuary 1, 2009, when the revisedCode needs to be implemented;application of sanctions under therevised Code; WADA’s anti-dopingdevelopment program; ADAMS(Anti-Doping Administration &Management System); and theresponsibilities of Code signatoriesin the field of anti-doping educationand prevention through thedevelopment of positive values.

Some 80 participants representingmore than 50 IFs participated inthe first day of the Symposium,and 150 participants representingmore than 50 IFs and 40 NADOsmet on April 2.

Coach’s Tool Kit Now OnlineIn order to increase access toits education tools, WADA hasmade its Coach’s Tool Kitavailable for download from itsWeb site. Stakeholders canalso include the material ontheir organization’s Web siteshould they wish to make itavailable to their stakeholders.

The Coach’s Tool Kit,launched in 2007, contains a series of educational toolscreated to support a ready-to-deliver prevention workshopfor elite coaches that can beoffered as a three-hour trainingprogram or be extended up toa full day with the inclusion ofoptional modules.

The Coach’s Tool Kit is one ofthree educational Tool Kitsdeveloped by WADA to assist three target groups in the fight againstdoping: teachers, program officers (people in charge within anorganization of setting up an education program) and coaches. Twoadditional Tool Kits are currently under development, for doping controlofficers and health care practitioners.
