Cambodia Airports – Medical Centre, Safety Campaign, Health at Work, Airports Academy By Cambodia Airports

Inauguration Ceremony of Airport Medical Centre

Being healthy and safe is key to creating a friendly working environment, to boosting comfort of employees, and to limiting exposure to accident. Starting in 2015, Cambodia Airports partnered with International SOS for the operation of the Airport Infirmary (or Airport Medical Center – AMC) at Phnom Penh International Airport. In March 2017, a new stage opened with the full upgrade of the Airport Infirmary facilities. Operated by medical professionals of International SOS, the AMC is available in the airport’s premises and offer first-class services to more than 4,200 beneficiary employees and their family members under the company’s healthcare program. With a strong focus on healthcare, the AMC contributes to a safe and healthy workplace in order for employees to remain healthy and in good shape. It will also provide diagnoses and medicines, build awareness on medical prevention, and first aid trainings. At the launch of the facilities, Doctor Philippe GUIBERT, Regional Medical Director for International SOS, says: ‘’We understand that Cambodia Airports has a strong commitment to the welfare of their employees and their families. Healthcare is no exception and the opening of the new clinic testifies to that pledge.’’

Road Safety Campaign 2017

In Cambodia, road accidents are a major cause of fatalities: 2,231 casualties in 2015 according to the Asia Injury Prevention report. 6 people are killed and 15 more are seriously injured every day. Young people under 29 years accounted for 50% of deaths and only 13% of motorcyclist fatalities were wearing helmet. Employees at Cambodia Airports have had their share of road accidents. That is why the company has addressed the issue and implemented in early 2017 the Road Safety trainings across all departments. It focused on the theme “One Helmet Saves One Life”. The program was carried-out by Asia Injury Prevention (AIP) and stressed on the following items:

• Educating on psychophysiology of driving • Volunteer sharing on incident of their relatives, friends or beloved ones. • Personal instruction and evaluation of driving behavior • Recognize standard tools; type of helmet, vehicle blind spot and other road safety awareness

Following the road safety trainings, the company empowers employees to practice the new norms on making sure everyone is always wearing helmets and carefully commuting on the streets. It also provided 1,650 high quality helmets to employees.

Cambodia Airports awarded for Managing Health at Work Last 24 April, at the Golden Globe Tigers Leadership Award for Excellence HR, Cambodia Airports received an international award as “Best in Managing Health at Work”. The award demonstrates the company’s health culture and acknowledges its constant commitment to the welfare of the employees and their families. Cambodia Airports’ employee health policy was set as best practice, including the onsite Airport Medical Center and off site Accredited Healthcare Providers. Both centers provide medical coverage for 4,200 employees and their families. Also, they offer healthcare related trainings such as first aids, healthcare education and prevention. As an extension of the healthcare coverage, Cambodia Airports has set-up a sport and recreational committee with the aim of fostering a work-life balance and healthy lifestyle.

Cambodia Airports have been awarded on April 2017 with the award of Best in Managing Health at Work from the Golden Globe Tigers Award in Malaysia.

Employees were receiving medical consultation and medication as part of Airport’s better healthcare, leading to the winning Award of Golden Globe Tigers.

VINCI Airports Academy, New E-Learning Platform

Late 2016, Cambodia Airports implemented a new e-learning management system, called Vinci Airports Academy “VAA”. This e-learning platform is a customized system providing different courses and manages training records. The internet-based feature allows trainer and trainee to access the training module with just one click. Simply put, the internal trainer logs into the platform as administrator and assigns a specific training course to the trainee. Trainees can therefore learn online at a time convenient to their availability. Access to courses is by using PC, Tablet and Smart phone. Prior to VAA, trainers needed to bring trainees to the training center to the detriment of their work time. The Vinci Airports Academy “VAA” has a feature allowing the management of training e-report. It is paperless and trainers are no longer required to print materials in paper as all information (worksheet, certification…) is stored in the system. At the end of the course, the trainer could generate a quick report consisting of trainee’s attendance, learning progress and test results.

HR Committee Second Vice Chair Elected

Pursuant to the correspondence voting concluded on 30 April 2017, Ms. Florence Chung, Executive Director, Human Resources and Administration, Airport Authority Hong Kong has been elected to the position of Second Vice Chair of HR Committee for a two-year term, with effect from 1 May 2017.

Interview with HR Committee Second Vice Chair

You have been working for utility companies and property developer before. How do you find working in the

aviation industry?

It’s truly challenging and exciting, particular when Hong Kong International Airport is expanding into a Three-Runway System (3RS). I feel very privileged to be able to work for Airport Authority Hong Kong (AAHK) at this important time to contribute to the largest infrastructure development project in Hong Kong to strengthen our status as an international aviation hub and to support the economic growth of Hong Kong. What’s your biggest challenges so far, and how do you deal with them?

There are indeed lots of challenges, among which how to attract and retain talent and to build a corporate culture for the sustainable growth of the airport are of paramount importance. Last year with our resourcing strategy clearly mapped out, we were able to fill over 280 positions for our 3RS and other capital works projects in a cost-effective manner. We have also redesigned our Management Trainee Programme to strengthen our talent pipeline. To better attract and retain talents we need to continue to strengthen our employer brand. We have revised our Vision, Mission, and Values statements to ensure alignment across the organization, and designed and implemented various culture promotion initiatives including Work Improvement Programme for frontline colleagues, new communication platforms for different levels of staff, and a revamped Corporate Recognition Programme to promote an appreciation culture within AAHK etc., just to name a few.

Can you share with us your most unforgettable project after joining AAHK?

That would be the setting up of the Airport Preschool for children of airport staff, which is beyond the normal scope of HR responsibilities. Unlike other organizations, my role here is not just to take care of a workforce of 2,000 employees in AAHK, but to help create a better working place for 73,000 staff working in the airport island. I am very grateful for the great team work and support from various departments, without which it would be mission impossible to obtain the necessary license within a short timeframe enabling the Airport Preschool to commence operation in March this year.

You must be very busy in your role. What do you do in your spare time?

I enjoy travelling and hiking, particularly the latter. Hong Kong is famous for hiking trails and I just found it so relaxing to chit-chat with friends while enjoying the beautiful scenery. I am glad that my colleagues also enjoy this activity which is indeed a good team building exercise outside office.

What is your immediate focus for your role as the 2nd Vice Chair of the HR Committee?

Working closely with Justina (Chair) and Sue (First Vice Chair) as well as the ACI Regional Office, I aim at organizing a comprehensive programme on areas of common interests for our HR Committee members at the upcoming annual meeting in Seoul. I would also like to make full use of this opportunity to talk to each colleague face-to-face to better understand their

challenges. Together we would make the HR Committee an even better platform for experience sharing and knowledge

transfer.

Meet our New HR Committee Members

The ACI Asia-Pacific HR Committee has welcomed three new members who represent Airports of Thailand Public Company Ltd., Korea Airports Corporation and Malaysia Airports Holdings Berhad.

Mr. Montri Mongkoldao, Senior Executive Vice President (HR and Administration) of Airports of Thailand Public Company Ltd (AOT) joined AOT in 1985 and has been an important contributor to AOT’s fast growth by connecting people management to business strategies. Mr. Montri has attended many of the management training programs such as Airport Business Overview for Airport Manager, Administration of Justice for Senior Executive from Thailand’s Administrative Court as well as the high level course of Administration of Justice from the HR Development of the Office of Justice Affairs.

Ms. HyeJung Cha, Assistant Manager of Global Training Team of Korea Airports Corporation (KAC) and is Director of the CDU (Course Development Unit) in charge of all course development at KAC and as well supervising ICAO TRAINAIR PLUS Programme. As an ICAO Certified Instructional Systems Design Specialist, she is now leading the development of ICAO Training Package with strategic partnership with IATA.

Ms. Hamizwa Mohd Nor, Senior Manager, Learning & Development, HR, Malaysia Airports Holdings Berhad has 19 years of combined expertise in HR management, recruiting, corporate and employment laws. She contributed in the development of the HR department, implemented HR standards and compliance, revamped employee handbook, policies and procedures, job description and introduced a performance management system. Her efforts in optimization and streamline of processes resulted in considerable cost saving.

ACI Asia-Pacific Young Executive of the Year 2017

ACI Asia-Pacific Young Executive of the Year 2017 Presented at 12th ACI Asia-Pacific Regional Assembly Ms. Surabhi Rana of Mumbai International Airport Pvt. Ltd, the ACI Asia-Pacific Young Executive of the Year 2017 was presented with her awards at the 12th ACI Asia-Pacific Regional Assembly, where she also made a presentation on her paper.

Ms. Surabhi Rana was presented with a certificate of scholarship in attending the Global ACI – ICAO AMPAP

Programme fellowship course by ACI World Director General, Ms. Angela Gittens. A total of sixteen submissions were received this year and the papers were reviewed by a Panel of Judges (the Panel) chaired by Mr. Emmanuel Menanteau, Co-CEO of Kansai Airports and Secretary Treasurer of ACI Asia-Pacific. The Panel concluded that the submission of Ms. Surabhi Rana, on the topic Challenges and Opportunities for Small and Emerging Airports in the 21st Century, offered practical solutions that may be considered by small and emerging airports in order to remain viable and competitive. Mrs. Patti Chau, Regional Director, ACI Asia-Pacific said, “I would like to congratulate Ms. Surabhi Rana of Mumbai International Airport Pvt. Ltd for her outstanding work on the paper Challenges and Opportunities for Small and Emerging Airports in the 21st Century. Her research covered all aspects of small and emerging airports, in particular the challenges they face. I am proud that we have many young talents in our region as we received very high standard research papers this year. I wish to congratulate all other participants as well for demonstrating their pragmatic ideas in tackling our industry challenges through their research papers.” The Panel also unanimously decided to give Honorable Mentions to Ms. Maddalena Angelica Gabrielli of Brisbane Airport Corporation PTY Limited and Ms. Sandy Kwan of Airport Authority Hong Kong for their papers on Achieving Sustainability for Airports in Asia-Pacific. Their submissions were very comprehensive and demonstrated thorough understanding on the topic. ACI Asia-Pacific Young Executive of the Year Award is a research paper competition, introduced in 2009, to encourage and promote innovative ideas and solutions to challenges facing the aviation industry. The outstanding young talent who contributes the best research paper on a selected topic will be honored as the ACI Asia-Pacific Young Executive of the Year. This year’s candidates were required to submit research papers on one of the topics below:

• Achieving Sustainability for Airports in Asia-Pacific

• Challenges and Opportunities for Small & Emerging Airports in the 21st Century

Updates on Regional HR Committee

The HR Committee had 3 phone conferences on 24 February, 15 May and 25 May 2017 with the following outcome:

• Terms of Reference were taken as passed. Development of the HR network will be discussed during the next HR Committee Meeting in Seoul.

• Mr. Hak Chol KIM of Incheon Airport confirmed Incheon Airport will host the HR Committee Meeting which will be held from 30 August – 1 September 2017.

• A working group consisted of Sue DOYLE (Adelaide), Florence CHUNG (HKIA), Rosemarie ERENETA (Manila Airport), Hak Chol KIM and Amy PARK (Incheon Airport) was formed to work on the program of the HR Committee Meeting in Seoul.

• HR Committee will be involved in collaboration with Regional Operational Safety Committee, in setting the guidelines for Aerodrome Operations Personal Competency.

• For the HR Committee Meeting in Seoul: o Talent Management and Employee Engagement should remain to be topics for discussion. o Two days for discussions and one day for visit. o A consultant to be hired to lead the discussions so that all participants could bring home some new

ideas. o Speakers from other regions to be invited to share their expertise in a global prospective.
