The Mothering Sunday service, led by Rev Dr Mark

Hutchinson, was a lovely occasion, with plenty of opportunity for the children to get involved, not least in presenting not only their mums, but all the other adults in church with lovely bunches of flowers.

The Pets Service on Sunday 18 March was somewhat hampered by the snow, but that didn’t stop 19 people, 2 dogs and 2 chickens from attending! Fun was had by all - this will be repeated at some point in the hope of

better weather and more pets! Many thanks to Alison Gibbs for leading the service.

Please do keep coming. The Easter Day service will

be another occasion for everyone to get involved in helping the children to decorate the cross with flowers and the children's reward will be an Easter Egg Hunt in the churchyard after the service.

It is hoped that the post of Associate Priest will be

advertised in April and an appointment made during the summer. Please keep praying for the right person to come and fill this important role.

PARISH COUNCIL CHAIRMAN’S REPORT TO THE ANNUAL PARISH MEETING (APM) to be held at the TRC 12 April 2018

There can be, and often is, confusion between the APM and the Annual General Meeting of the Parish Council.

An APM is not a Parish Council meeting.

However, the Parish Council is required by law to

organise and run it:

“Annual Parish Meeting - Local Government

Act 1972 SCHEDULE 12 Part III

All Parish and Town Councils throughout

England are required by law to hold an Annual

Parish Meeting, which must take place

between 1st March and the 1st June

(inclusive). Meetings should not commence

before 6.00 pm.

Purpose of the Annual Parish Meeting

The meeting acts as an annual democratic

point of communication enabling the Parish

Council to explain what it has been doing

over the last year and providing an

opportunity for the electors to have their say

on anything they consider is important to the

people of the Parish.”

In my view, whilst this is undoubtedly a noble civic intent it reflects an outlook on life as lived when I was in the 6th Form: before the huge political and social upheavals of the 80s and 90s, and before the internet and social media revolutionised the way government at all levels communicates with everybody. The efficiency and effectiveness of the APM in this context and in this parish, as indicated by declining turnouts over the years, is worth questioning. I will take declining attendances as a good sign – it is evidence that, generally, there is good communication in the parish about issues that matter, and that no-one thinks they have to wait until an APM comes around once in a twelvemonth to contact the Parish Council with their concerns or suggestions. Throughout the year, the Parish Council has delivered on its intent for regular, open engagement and communication with parishioners. We have offered opportunities for parishioners to keep informed and engaged through personal contact with Cllrs (face to face, by post, by phone, by email) by attendance at

Parish Council meetings, public meetings, through reports and minutes on notice boards, The Batch, the parish website and, latterly, a Parish Council Facebook page. We continue to engage readily, positively, helpfully and as far as is possible openly with BANES. As judged by the attitudes and issues raised by some other BANES Parish Councils at regional meetings, we clearly enjoy a particularly productive and informative relationship with BANES Councillors and officers. The result of the shared, upbeat commitment and discipline in our way of working is that, in our dealings with BANES, I think that as a small rural parish we punch above our weight. The detail of all the issues dealt with by the Parish Council over the last year has been made available in all the ways I have listed and in a timely manner. I don’t intend or feel it necessary to repeat it all again in this report. Additionally, I will leave the financial report to Kathryn as the Parish Council’s “Responsible Financial Officer”. I will instead highlight a few significant issues that have required attention, persistence, discussion and action during the year, then open the APM to parishioners for any questions. The issues to note are:

- In Tunley, we have suffered frustrating and protracted complications surrounding the creation of the Tunley-Overdale footpath and, particularly, the associated traffic calming. There have been issues with its design, implementation, a flawed “safety” audit and the sluggish pace of remedial works. Progress has been dependent on the dogged determination of Cllr Martin Robinson and our District Councillor, David Veale. We may see it finally complete by mid-May.

- In Dunkerton, the notable activity was all that surrounding the proposal to create the Wickets Café and Community Centre at the cricket ground. Dunkerton Fair was held at the cricket ground in June, and I’d like to recognise the sterling efforts of the Fair Committee in tidying the pavilion up and in delivering such a successful event. Additionally, special mention is due for Emma Manning’s & Joel Oversby-Adams who pushed the Wickets Café project through and led efforts to secure EU Funding for it. Sadly, insurmountable

financial, planning and VAT issues finally conspired against the working group, and the proposal was reluctantly shelved. At least during the uncertainty of all that work a positive and successful relationship was established and built with Bristol Lions cricket club. It is good to know that the cricket ground will, for the foreseeable future, be used again. The club’s fixture list for the 2018 season is available from The Clerk and will, I believe, also be published in The Batch. - After several months (perhaps years?) of expectation, we are now in contact with BANES about a proper Safety Review of the A367. This review was mis-reported by others recently in The Journal as being complete, and its outcomes published. That was not the case. An initial improvement for us will be a significant clearance of the vegetation along the northbound carriageway down the hill from the Bridleway/White Ox Mead Lane crossroads round the bend past the lay by to improve the sight lines approaching the bridge and the rat-runners’ favourite junction with Combe Hay Lane. - More widely, over the year we have gradually but unavoidably been made more and more aware of the financial pressures on BANES. These pressures have been repeated by BANES and detailed in local publications. The signs and indications are that, in future, if we want things improved we will have to do more ourselves, or fund changes ourselves (either directly or through fund-raising efforts) or go without. In this context it is sad, and a little worrying, that we got no response to a small tender for the maintenance of Public Rights Of Way in the Parish. I will make just a passing comment here, to manage expectations – when I say “we will have to do more ourselves” I want to make it clear I do NOT mean the Parish Council is going to fill all the gaps and do it all for you. Rather, I am raising the question of how far everyone in the parish will in future be prepared not just to raise problems or suggestions but to step forward and help deliver solutions. We will see.

I will close by recording my thanks to our Clerk, Kathryn, for her outstanding support and the wise guidance provided to us all during the last year.

Also, I record my thanks to all my fellow Cllrs for their help and patience during my year as Chairman. I am particularly pleased that during the year we have filled all the seats on the Parish Council: big thanks and welcome to Nigel Manning’s and Ryan Iyavoo for stepping up. Report on Dunkerton & Tunley Parish

Council Meeting 15 February 2018 Following the co-option of Nigel Mannings in

December of last year and Ryan Iyavoo at this meeting

the Parish Council is delighted to announce that it has

its full complement of nine councillors.

Parishioners Matters

The Cricket Club has requested that the recently planted

trees be moved as they are too close to the pitch. It was

agreed that it would be inadvisable to move them. The

Cricket Club will be informed. Cllrs expressed thanks

to Robert Gardiner & Nick Patch for undertaking the

work of planting the new trees. Cllrs reported that no

offers of assistance with the installation of the new

boundary fence have been received. Cllr Gardiner was

thanked for the numerous occasions on which he had

carried out such work in the past and was assured that

the council was not expecting him to volunteer this

time. Cllrs expressed their hope that others with the

equipment required for such a task would follow

Robert’s example and volunteer.

Tunley-Overdale Footpath.

Following the site meeting between Martin Shields and

Cllrs Veale & Robinson BANES will be arranging

training for their staff on site management. The area

where the white lines need removing will be completely

resurfaced. The sight lines as is conform to the

standards if traffic is moving at 30 mph. Therefore, a

traffic count will be undertaken and if the mean average

speed exceeds 30 mph then changes will be made to the

sight lines.

this work onto the capital programme for 2019/2020.

park and ride to the south on the A367 in addition to the

Cllr Nick Patch, Cllr Orme, Cllr Robinson and the clerk

attended a meeting with Stefan Chiffers to review the

draft findings. Dunkerton Hill is a cluster site for

accidents. Therefore, remedial action of clearing

vegetation will be undertaken to improve driver sight

lines and new clearer signage installed. We have been

advised that the Manders Orchard Group will be

trimming the hedge and the trees at Manders Orchard to

improve the visibility when exiting Church Lane onto

the A367.

WI Report

Dunkerton W.I. met on Tuesday 13th March at Tunley Recreation Centre. The meeting was well-attended. We have enjoyed two interesting days out in March. Twenty-two members visited Camerton Court for a Snowdrop Walk. Mrs Julietteanne Biggs showed us round the beautiful garden. The gardeners had worked very hard to give us a magical experience with carpets of snowdrops everywhere, interspersed with cyclamen and aconites. The afternoon ended drinking tea and homemade delicious cakes in the orangery. A truly magical day with a real wow factor. Frances had organised a trip to Denman College where we were given a warm welcome. A tour round the garden and house followed with lunch and cream tea in between. We were able to see two classes at work, one painting and the other doing complicated knitting. An informative day and there are plans to attend a course. Six members enjoyed Temple Cloud's one hundredth birthday party. At the meeting we discussed a summer outing to Greys Court and and a shorter trip to Yeo Valley gardens for those who don’t enjoy coach trips. Viv reported our darts team had little success, but they

had had a good time. She is planning a friendly skittles night. Business over we welcomed Roy Steggles from Sperringcourt Animal Rescue Centre. Roy had brought a Corn snake, a Royal Python (found in a ladies hand bag illegally) a Bengalese Eagle Owl and a Kestrel. As he was alone, member Judith confidently held both birds whilst Roy talked of his remarkable life and success. He trained as a veterinary nurse in mid-life and won a NYAS The Life Time Achievers prestigious award, presented to him by none other than David Attenborough. His work has taken him into schools and care homes where the animals have made a huge impact. The rescue home was rated 5 stars for care and attention to animals, a comment Roy richly deserves. After some of the sad stories he told, members were close to tears. No wonder Roy prefers animals to human beings. A truly dedicated, devoted man we can highly recommend him as a speaker. Authentic steps and styling from over 35 beautiful

dances from all over the world, from Latino to

Ballroom, are on offer in this new and unique

Dance-Fitness class called SOSA.

There are approximately 220 instructors in this

new sensation across the country, but Kay Alford

is currently the only one in our area.

She says, “SOSA is specially designed for ladies

who love to dance/would love to dance but may

not have a partner or the confidence to go dancing

alone.

Low impact on joints and low or high energy.

Everyone works at their own level to dance

themselves fit and happy. You can be a complete

beginner and you don’t need to have attended any

exercise or dance classes before. We cater for all

levels. We are a fabulous mix of all shapes, sizes,

ages and abilities and that's just the way we like it!

An instructor walks through all the key steps

before we dance to music. You can follow her

moves; no-one is left not knowing what to do.

Temporary closure of Recycling

Centre at Midsomer Norton in April

Our Recycling Centre at Midsomer Norton* will

be closed for 2 weeks from Monday 16 April –

Sunday 29 April 2018 inclusive, for essential

work on the site.

It will reopen on Monday 30 April. During this

period, we will advise residents to use our other

Recycling Centres at Bath and Keynsham.

The reconfiguration works will remodel where and

how we store segregated hazardous household

waste such as asbestos, batteries, gas cylinders and

paints to comply with Health & Safety guidance.

Wonderful Workshops The last Saturday in February saw a hive of activity at the

Conygre Hall in Timsbury as the Cam Valley Arts Trail Group put on a selection of eight arts and crafts

workshops in which the community could take part.

Over 40 people took the opportunity to try their hand at a new skill, including: willow weaving, Chinese painting,

batik, applique, modern calligraphy, lino cutting, needle felting, and silver smithing.

The results were breath-taking and we had very many

positive comments about the day. Ann Curtis, who ran the needle felting workshop, said: “I’m immensely proud of the

ladies who attended my workshop, look what they’ve produced in only 2 ½ hours!! I’m so happy.”

Alice Prescott, who had made a willow basket, said: “It was an enjoyable morning. My family won’t believe I

actually, made this!” And from Claire Ruiz : “Can I just congratulate the art trail for an amazing day. I thoroughly

enjoyed it and would certainly try new things again!”

Looking forward, remember to save the date of Saturday 28th April, when more than 20 artists will be at the

Conygre Hall for our annual Spring Exhibition & Sale.
